Abstract

Private governance beyond the state is emerging as a prominent debate in International Relations, focusing on the activities of private non-state actors and the influences of private rules and standards. However, the conceptual framework of governance has until recently been employed predominantly with reference to the oecd world. Despite this restricted view, a growing number of processes, organisations and institutions are beginning to affect developing countries and new institutional settings open up avenues of influence for actors from the South. In the context of a lively debate about global governance and the transformation of world politics, this article asks: what influences does private governance have on developing countries, their societies and their economies? What influence do southern actors have in and through private governance arrangements? I argue that we can assess the specific impacts of private governance, as well as potential avenues of influence for actors from the South, with regard to three functional pathways: governance through regulation, governance through learning and discourse, and governance through integration. Focusing in particular on private governance in the global forest arena, I argue that, while southern actors have not benefited so much economically from private certification schemes, they have been partially empowered through cognitive and integrative processes of governance.  相似文献

This article analyses dual household membership and the return intentions of migrants, using data collected from migrants living in two informal settlements in South Africa. While dual household membership is very common among the migrants we surveyed, less than half of these migrants wanted to return to their other household in the future. We explore the correlates of dual household membership and intended return migration and we consider the implications of our findings for measures of circular individual migration using existing cross-sectional datasets.  相似文献

ABSTRACT

This paper presents the results of two surveys, conducted in 1993 and 1997, which inquired into the attitudes towards aspects of their immediate and external working environments of New Zealand's senior health officials. The surveys are in the tradition of a growing body of international research which seeks to categorize respondents in terms of their bureaucratic “type.” Where the 1993 survey produced baseline information, the 1997 exercise served as a follow-up. Accordingly, the paper compares various results and discusses shifts in attitudinal orientation and bureaucratic classification. Key findings are that, in 1997, there has been a growth in both the number of “technocrats,” respondents with an aversion to politics but a strong commitment to policy programmes, and in the number of “classical bureaucrats,” respondents, again, with a dislike of politics but, in contrast to technocrats, with a short-term focus and tendency to react to policy problems as they arise. It is concluded that, while restructuring of the New Zealand health sector continues, there is a need to nurture “political bureaucrats:” those who can operate in a politicized environment and who can plan ahead with the participation of the attentive public.  相似文献

Global inequality is increasing. Global inequalities are an expression of global social injustices and ‘pathologies of power’. Global governance has been posited as a way forward. However, global governance will not deliver justice unless it embraces a more radical vision of what justice means and permits the voices of the marginalised to be heard in spaces of decision making. We identify two important approaches to building more just forms of global governance: the civil society approach, which is useful when it draws attention to the agency of those at the margins of global circuits of power; and the rights-based approach, which can provide opportunities for justice claims by marginalised groups.  相似文献

In this article, we investigate the main features of the governance model in two developing democracies, Sri Lanka and South Africa. We believe that these two countries are interesting test cases for a comparative study. Both countries are former British colonies and have inherited a similar administrative system heavily influenced by the British colonial model and have experienced an ethnic conflict to different extents in the past.

This comparison allows us to examine the determining factors for and against the level of effectiveness of governance in both countries. The findings suggest that the socio-political system within which they operate is dynamic and is an important influence for integrated governance. The study concludes that the outcomes of governance in both countries are better explained by taking into account the features described in an integrated governance model. This provides a better understanding of the dynamics of governance in developing countries.  相似文献

This essay draws on my book, Democratic Governance (Princeton University Press, 2010), to provide a genealogy of governance and to explore its implications for democracy. My arguments can be quickly stated: governance rose and spread as a consequence of new modernist theories and the public sector reforms that were inspired by these theories; policy actors respond to the challenges of governance by supplementing representative institutions with yet more modernist expertise.  相似文献

In India, ‘customary village councils’ are generally believed to be disappearing vestiges of a pre-democratic, hierarchical socio-political order. However, while remaining informal and maintaining a low public profile, in Karnataka state they are actively taking on new roles, adapting to the democratic, competitive political environment, becoming more representative and pluralist, and providing a wide range of services that are highly valued by the populations they serve. The relationship of customary village councils to the formal, elected local councils (Grama Panchayats) – and to electoral democracy generally – is more synergistic and complementary than competitive.  相似文献

Abstract

In line with the global trend of “reinventing governance” based on market‐driven policies and structures, South Asian countries have adopted some major reforms in governance during the recent two decades. While this market‐led shift in governance is largely intended to enhance its performance in terms of greater efficiency and quality, there is a tendency to overlook its implications for the rights and entitlements of citizens in these countries. The article examines the basic tenets or features of this transition in governance, encompassing the replacement of public sector by private sector and the transformation of public management based on business principles. The main objective, however, is to examine the critical impacts of this new mode of governance on the political and social rights of citizens in South Asia. The article concludes by stressing the need for paying adequate attention to citizenship rights in pursuing such reforms in governance.  相似文献

The term ‘precariat’—a precarious proletariat—has achieved considerable prominence in recent years and is probably now ripe for critical deconstruction. It also needs to be situated in terms of a genealogy that includes the marginality debates of the 1960s, the later informal sector problematic and the ‘social exclusion’ optic that became dominant in the 1980s. I will argue that the concept is highly questionable both as an adequate sociology of work in the North and insofar as it elides the experience of the South in an openly Eurocentric manner. In terms of political discourse I think we should avoid the language of ‘dangerous class’, as deployed by Guy Standing to situate workers politically in the policy world as though frightening the ruling classes was a strategy for transformation.  相似文献

Space, Boundaries, and the Problem of Order: A View from Systems Theory   总被引:3,自引:3,他引:0  
The idea our global polity is chiefly divided by territorially organized nation-states captures contemporary constellations of power and authority only insufficiently. Through a decoupling of power and the state, political spaces no longer match geographical spaces. Instead of simply acknowledging a challenge to the state, there is the need to rethink the changing meaning of space for political processes. The paper identifies three aspects, a reconceptualization of the spatial assumptions that IR needs to address: the production of space, the constitutive role of boundaries, and the problem of order. With this contribution, we argue that one avenue in understanding the production of space and the following questions of order is by converging systems theory and critical geopolitics. While the latter has already developed a conceptual apparatus to analyze the production of space, the former comes with an encompassing theoretical background, which takes "world society" as the starting point of analysis. In this respect, nation states are understood as a form of internal differentiation of a wider system, namely world society.  相似文献

Modern policing in the United States is best conceived as a joint undertaking between public and private sectors. Over the last several decades there has been a gradual movement away from monopolistic state provision of police services toward a greater reliance on the private sector for protection and security. While the current activities of public and private police are well chronicled in the research literature, little is actually known about the coordination of policing activities across sectors.
