While civilian oversight in matters pertaining to police accountability is commonly found in law enforcement agencies in Western countries, this concept is fairly new to many emerging democracies. This study examines the origins and development of citizen oversight of the police in South Korea. Using a sample consisting of 406 surveyed Korean police officers, this study further examines the effects of individual factors and organizational characteristics, such as police operational philosophy, citizen support, and job satisfaction, on officers’ perceptions of civilian oversight of the police. The findings suggest that, although South Korean police officers are generally ambivalent about the role of civilian oversight, there is a strong relationship between organizational characteristics and support for a civilian role in police oversight.  相似文献

While over 60% of police agencies in the United States are either implementing or planning for community policing (Annan, 1995), actual implementation of community policing practices is disjointed and has produced more problems than solutions. One such problem is the resistance among officers to the philosophy itself. In a study of the orientations of noncommunity policing officers in the largest public safety department in the US, it is determined that elements of the organizational culture of the police agency are not significant predictors of support for the community policing philosophy. Rather, individual orientations toward citizen involvement in crime prevention and job involvement are predictors of officer support. Implications for police managers are discussed.  相似文献

Whereas job satisfaction is a popular research topic among industrial and organizational psychologists, police organizational researchers have all but ignored the area of job satisfaction. Considering its link to many organizationally important factors, such as productivity, morale, and personnel turnover, research on job satisfaction in policing should be important. The identification of how satisfied police officers are with various jobrelated factors can be extremely useful to the police executive. This article examines perceived satisfaction of a purposive sample of 2611 police officers, with respect to 23 job-specific and three global job satisfaction items.  相似文献

This study was intended to add to information about the underinvestigated policing studies in China. The possible impact of demographic characteristics, work-related variables, and organizational management and social variables on police job satisfaction was investigated. Data were collected through a self-report survey administered to a sample of sworn police officers training in a national police university in China (N?=?393). Results indicated that work-related characteristics associated with variety and stress, and organizational variables associated with professional development and peer cohesion were the most important predictors of job satisfaction in this sample of police officers.  相似文献

Although women constitute more than 50% of the United States’ population, their percentage among police officers is approximately 9%. Despite being relatively new to policing as fully accepted officers, their growth in numbers should be higher. Nevertheless, such growth may be stagnant. The reasons for this phenomenon are still under examination, and any research that can shed light on this quandary is useful. This article examines job satisfaction among police officers and whether there is a difference by gender. The belief is that if job satisfaction among women police officers is low, this could reflect why more women are not entering law enforcement. However, the data analyzed from a purposive sample of 2,309 male and 309 female officers suggest that there is little difference in job satisfaction solely by gender.  相似文献

Much research has been conducted into aspects of the police workplace that contribute to stress for individual officers. The current paper examines the influence of worksplace and job characteristics on both officers' stress and their job satisfaction. Police officers recruited from two divisions of an Australian state police service (n=749) were surveyed. Results show that there was a positive relationship between organizational support and job satisfaction and a negative relationship between organizational support and job stress. Difficulty in dealing with organizational change led to lower job satisfaction and higher levels of job stress. Working long hours led to increased job stress but it did not lead to lower job satisfaction. In contrast, shiftwork led to lowered job satisfaction but it did not lead to job stress. Of particular interest in this study was the finding that the job content factor of dealing with dangerous and unpredictable duties was not predictive of job stress but in fact led to higher job satisfaction. The development of two self-report scales that measure police daily hassles and uplifts is reported These scales reflect the positive and negative work experiences common to police officers. Self-report questionnaire data were provided by 330 police officers drawn from a systematic sample of all ranks and work sections within an Australian police department. Results showed that 19 dimensions of police hassles and 12 dimensions of police uplifts could be grouped into two broad domains of organizational and operational experiences. Correlations with job satisfaction and perceived quality of life (PQOL) indicators supported the construct validity of the scales and suggested that organizational hassles and uplifts were more important than operational experiences in determining a police officer's PQOL. When compared to population norms, police officers reported more favorable levels of PQOL. These results raise questions about the assertion that policing is highly stresful, and they demonstrate the need for a more systemic view of police work that takes into account experiences that are beneficial as well as experiences that are harmful to an officer's well-being.  相似文献

The purpose of this study was to examine the relationship between job demands, job resources, and burnout, and to examine if burnout could predict both work and health-related outcomes among police officers. The participants were 223 Norwegian police officers, and data were collected using a questionnaire. The study was part of a national survey of both health care and non-health care professions. The overall level of burnout was low among police officers compared to other occupational groups tested in Norway. Both job demands and job resources were related to burnout, especially work-family pressure was an important predictor for all of the three burnout dimensions. Burnout predicted individual outcomes, such as psychosomatic complaints and satisfaction with life, as well as work outcomes, such as job satisfaction, intention to quit, and organizational commitment. Suggestions for potential interventions to reduce burnout and negative individual and organizational consequences are presented.  相似文献

Since Niederhoffer’s (1969) pioneering work, police cynicism has been a staple in research on police officers and police work, various typologies of police officers and definitions of the police subculture or police personality rely to a greater or lesser degree on conceptions of cynicism and suspicion. More recent research has questioned both the validity of measures of cynicism and typologies of police officers. The present study examines the link between cynicism and job satisfaction which is implicit in the literature. Findings indicate not only that these two factors are correlated, but also that relationships reported between cynicism and other factors in policing are mirrored by correlations between those factors and a measure of job satisfaction. The question which arises is, to what degree are correlations reported in the literature spurious, resulting not from cynicism, as was thought, but from a more generic measure of job satisfaction?  相似文献

Community-based policing requires a radically different philosophical and organizational approach from the more traditional approach to policing. Stress may be experienced during organizational change as areas of responsibility and roles are altered. This study had three primary objectives: to identify (1) the areas officers and their immediate supervisors actually consider stressful, (2) the officers' and supervisors' responses to stress, and (3) the influence of their social support systems on these responses. Data were collected from community coordinators, radio response officers, and sergeants of the Charlotte-Mecklenburg Police Department in North Carolina. The officers and sergeants report specific physiological responses, lack of job involvement, and propensity to leave law enforcement; all responses that are considered by the literature to be related to stress. Stressors that are both common in law enforcement in general and stressors unique to a department implementing community policing are found to be significant. Work social support does appear to affect the level of job involvement of the officers. The finding that sergeants do not appear to feel that they have work social support may be working to the detriment of their ability to cope with stress and their willingness to be involved with their job.  相似文献

Police scholars document that although there is fragmentation of the so‐called “monolithic” police culture, historically consistent features of the occupational culture of police exist. By drawing on ethnographic observations in three U.S. police departments, I describe how one consistent feature of police culture—the preoccupation with danger and potential death—is maintained by the commemoration of officers killed in the line of duty. Through the use of commemorative cultural artifacts, officers and departments construct an organizational memory that locally reflects and reifies the salience of danger and potential death in policing. Furthermore, commemoration of fallen officers is not restricted to a department's own; the dead of other departments are commemorated by distant police organizations and their officers, maintaining broad, occupational assumptions of dangerous and deadly police work that transcend a single department and its localized organizational memory. Implications for the study of police culture, inequalities in policing, and police reform are considered.  相似文献

Over the past 20 years, police departments across America have adopted a community—or problem-oriented—policing philosophy. Community policing has not been implemented wholesale, however. Most departments have assigned some officers to community policing roles but kept the majority in traditional motorized patrol assignments. Pertinent literature suggests that these two groups do not see eye to eye on their respective roles and duties. In this study, work-redesign theory is used as a conceptual framework to explain officer functioning in both community policing and traditional motorized policing settings. Findings indicate key similarities between community policing officers and officers assigned to traditional motorized patrol, despite differences in job satisfaction, perception of impact, and policing style.  相似文献

In a democratic society, public opinion of criminal justice systems is essential for the proper functioning of police departments. Since the 1970s, police organizations were increasingly concerned with their external social relationship. This was particularly true in the era of community policing. This study explored determinants of satisfaction with the police. Data from 235 residents of a small northeastern city in the United States were analyzed. The results indicated that Hispanics had the lowest global satisfaction with the police, while Caucasians had the highest. The results also revealed the importance of separating global satisfaction from specific satisfaction. The study concluded that police departments must work harder at gaining public satisfaction among African Americans and Hispanics and work toward increasing public feelings of safety in order to improve citizen satisfaction with the police.  相似文献

Collective bargaining between police management and unions is an important process that determines many aspects of police work, particularly the monetary benefits for line officers like salary and fringe benefits. Working with limited budgets, police administrators who engage in collective bargaining are obligated to negotiate with union representatives over wage benefits while attempting to maintain adequate financial resources toward other police operations. Though students of policing learn that police unions try very hard to increase economic reward for their members there is limited research on the effectiveness of their efforts. Since economic benefits are the primary focus of police unions, it is important; therefore, to evaluate the impact that collective bargaining has on salaries earned by police personnel. This study examines this issue by combining four waves of the Law Enforcement Management and Administration Statistics for the period 1990–2000. Pooled time series analyses reveal that large organizations that engaged in collective bargaining had higher minimum wages for officers during the period. As predicted, collective bargaining did not affect minimum chief’s salaries.  相似文献

This article examines the social organizational relationships and interactions that position African-American policewomen as outsiders within their own department. Their exclusion arises not only from dominant white males but from other subordinated groups such as white female and black male officers. The authors found persistent and pervasive patterns of sexual and racial discrimination. This qualitative research is based on data obtained from a population of all 21 black female police officers in a large urban city. The work experiences of black women in policing highlight several problematic areas. These women often experience gender discrimination related to professional abilities, job performance, and supervisory responsibilities. They experience racism in the form of derogatory remarks, and in the areas of hiring and promotion. Their marginality based on gender and race also is readily apparent in relationships among officers.  相似文献

In the era of community policing, a mini-police station system gained popularity and was adopted in many countries in order to improve relationships with citizens and decentralize the police. The very similar system in South Korea, which existed as the core division since the establishment of the modern Korean Police, however, stimulated controversy over the effectiveness of preventing crime and improving the relationship between citizens and the police. Unfortunately, an empirical study was not conducted to examine the effectiveness of the mini-police station system in South Korea, despite the significance of the issue. As a first step, the current study examined Korean police officers' perception of the efficacy of police mini-stations. Results showed that a majority of Korean officers believed that mini-police stations played crucial and positive roles. Regarding determinants of the perceived efficacy of a mini-police station, individual and organizational factors (except rank and unit assigned) were not significantly related to officers' attitude toward the efficacy of a mini-police station. Instead, attitudinal factors were found to be significant predictors of the perceived efficacy of a mini-police station. Profuse research supports that organizational work environments are linked to varying police officers’ work-related attitudes and behaviors. Yet, there remains a lack of information pertaining to how perceptions of organizational fairness may differ among police officers based on job characteristics. To help fill this void, this exploratory research examines differences in fairness perceptions based on officers’ tenure, rank, duty assignment, and department size with their perceptions of organizational fairness. To examine this relationship, an online survey of police officers (n = 1649) in a southern state in the United States that were members of a police officer association was conducted. Findings support that differences in overall fairness perceptions exist for all the aforementioned job characteristics. This study furthers our knowledge and understanding of how job characteristics (e.g., tenure, rank, duty assignment, and department size) may be associated with police officers’ work-related attitudes.  相似文献

Organizational support has received considerable attention in the academic literature. However, in policing, this area of research has received limited attention. The present study surveyed police officers from two countries to investigate how officers’ perception of organizational support influence their sense of effectiveness and behavior. Findings revealed significant cultural differences in the perception of organizational support and its impact on perceived effectiveness and behavior in the two countries. Community policing (COP) represents officers’ expectations of police work that revolves around specific order maintenance chores that take place within the community. It is generally assumed that police officers are cognizant of the community policing type activities occurring in police organizations where COP is either formally or informally adopted. However, very little research has been done to examine whether or not police officers in other countries are engaging in similar COP type activities without the organizational endorsement or official implementation of community policing as it is known in the U.S. and elsewhere. The aim of this paper is twofold. First, we compare law enforcement officers’ attitudes toward their conceptions of police work with specific attention to order maintenance and community oriented type police activities in two countries, Turkey (no formal COP programs) and the U.S. (formal and informal COP programs). Secondly, we examine to what extent police organizational and environmental factors in these two countries influence officers’ conceptions of community-oriented policing activities. Findings suggest that, relative to Turkey, U.S. police officers have a favorable disposition toward COP type activities, suggesting name does matter. However, findings in both countries also suggest that officers’ orientation to police work that is reflective of the police operational philosophy, and the organizational and environmental factors are better predictors of COP type activities.  相似文献

This study examines how individuals make the decision to become police officers in the context of a police legitimacy crisis and how men and women’s decision-making processes may be different. In-depth interviews were conducted with 42 criminal justice college students who want to become police officers. Prospective police officers anticipated facing challenges as a direct result of the current climate surrounding American policing, which is characterized by decreased police legitimacy. On top of this, women anticipated facing more challenges than male officers due to their gender and underrepresentation in police work. However, women were uniquely motivated to enter policing to overcome gender-specific challenges and felt that they offered special skills that would provide solutions to the police legitimacy crisis. The paper draws implications for how agencies can identify more quality candidates and increase their representation of women.  相似文献
