The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they also show some positive aspects, such as the usefulness of performance measurement and its application to decisions in those local governments that have implemented it.  相似文献

This article is about the persistence and resilience of the form of local government that emerged in England in the nineteenth century and took shape in the twentieth century. English local government has adapted to successive reorganisations and changes to its functions; it has survived centralisation, privatisation, the imposition of quangos, regional governance, elected mayors, performance management and latterly fiscal austerity by responding to opportunities and meeting the continual need for administrative tasks at the local level. The centralised structure to political management in English local government has generated a high level of organisational capacity and a pragmatic sensibility that ensures the institution remains in place even in unpropitious circumstances. Other local organisations, such as voluntary sector bodies and quangos, have less capacity to compete and work to shorter timescales. Such resilience has come to the fore in the period of fiscal austerity since 2009 when local authorities have had to manage severe declines in their budgets whilst taking on additional functions, such as council tax benefit. The organisational capacity and pragmatism of English local government create path dependence as its very efficiency at managing services may have shut off options for democratic renewal and participation.  相似文献

The article examines emerging partnerships in local government in South Asia. It argues that public private partnerships at local authority level tend to emerge where existing service deficiencies are greatest and most often involve the private voluntary sector. These partnerships typically function as 'hybrid' concessions where the private operator performs a service and collects a fee but without responsibility for capital investment. Many of the most successful partnerships have operated at the most localised level involving a coalition of stakeholders under local authority co-ordination. However, few partnerships have developed adequate mechanisms for joint planning, management and monitoring of services.  相似文献

Abstract

Concerns for restoring citizens' trust in government are at the core of public sector modernization. Public distrust is often blamed on the bad functioning of public services, and in political discourse well‐functioning public services are said to create trust in government. This is a very rational and mechanistic reasoning, only part of which corresponds to reality. The link between performance and trust can only be made when very specific conditions are present. The core of the discussion deals with causality: it is obvious that performance of the public administration has a certain impact on trust in government, but existing levels of trust in government may also have an impact on perceptions of government performance. In this article, we outline a framework for research on this performance–trust relation.  相似文献

Abstract

The role of local government has recently come under debate, in the context of state retrenchment, public sector cuts and the marketisation of welfare. Recent discussions have centred on local authorities as leaders, on enterprise and on democracy, but there has been little discussion of local authorities in relation to equalities issues and minority groups. This article examines the role of local government in relation to one minority grouping, Lesbian, Gay and Bisexual (LGB) people, drawing on empirical material gathered from 2007 to 2010 as part of a large Economic and Social Research Council research project. It describes the importance of equalities legislation and related implementation mechanisms in driving forward the LGB equalities agenda, explores aspects of welfare delivery to LGB people and addresses democratic processes. The article suggests that a collision of different forces is currently taking place: the legislation supports the protection of the LGB communities, but this support is undermined by the recession-related and ideologically driven public sector cuts. In addition, aggregate approaches to local democracy may override the interests of minority groups such as LGB people.  相似文献

This article explores partnerships between health and local government from the local government perspective; placing developments between the two sectors within the wider context of the Local Government Modernisation agenda. A number of commentators have argued that developments since 1997 – in particular the emphasis on community leadership and the new power of well-being – have provided local authorities with an exciting opportunity to reclaim a more pivotal role in shaping the health agenda at the local level. Such a role would be based on promoting well-being and a good quality of life, in keeping with the social model of health. In the longer run this reclaimed role could produce a shift in what has become the main boundary between health and local government: the health–social care boundary. The article reviews developments in three key areas: the health–social care boundary; the core components of the Local Government Modernisation Agenda; and the relationship between regeneration and health. The paper concludes that although progress has been made in regeneration and health and there is potential in elements of the Modernisation Agenda that these do not equate to a paradigm shift in local government's perspective on health. Instead, the social care boundary continues to dominate local government's vision of health. Central to this picture of modest progress is the substantial barrier to more radical change provided by the performance management frameworks governing both sectors.  相似文献

Many commentators view the political management reforms of English local government with some scepticism, raising concerns about the desirability of stronger leadership and the efficacy of institutional reform in encouraging stronger leadership. Using data from a five-year evaluation of the impact of the Local Government Act 2000, this paper reports evidence suggesting that institutional variation does influence the way that organisations operate and can have a positive impact on their performance, though the results are mixed with the internal decision-making elements showing most difference, whilst there is less evidence of effects in relation to partnership working and engagement with the public. In hung and balanced authorities an internal focus on managing coalitions and party competitors is judged to impede the role of leaders in partnership working. In the concluding section, the paper develops the concept of facilitative leadership, which will continue to influence reform of local government and the practice of political leadership in local government. Policy-makers, by giving leaders the right mix of resources and incentives, can improve the effectiveness of urban political leadership and encourage the trend towards facilitative leadership.  相似文献

Contracting out is generally justified on the principle that as governments contract out part of their responsibilities in service provision to private agents, they harness the power of market competition which leads to efficiency in service provision. In working with private contractors, local governments (LGs) face problems related to agent opportunism, while agents also face risks such as dereliction of payment responsibility by LGs for services delivered. The literature shows that these problems are addressed through a web of contractual arrangements. Using agency theory, this study investigates the relationship between contract design and quality of services delivery in three Ghanaian cities (Accra, Kumasi and Tema). The study found a surprising negative correlation between contract document and agents' performance. The paper concludes that effectiveness of contracting out documents depends on contract management capacity of government administrators. In its absence, LGs that contract out are exposed to risks. The paper uses the findings to reflect on the inherent deficiencies in agency theory and Africanist literature on patronage.  相似文献

In emerging structures of local governance the institutions of elected local government have the potential to fulfil three complementary roles: those of local democracy, public policy making and direct service delivery. Although ICTs (information and communication technologies) could effectively develop all three roles there is a systemic bias which favours service delivery applications and ignores others. This bias can be explained by reference to a network of actors who determine ICT policy in relative isolation from the other policy networks active at the local level. The ways in which this bias is perpetuated are explored through a case study of ICT policy making in UK local government. The implications of the systemic bias for the long-term future of local government, and indeed public administration, are both severe and profound. They suggest an over-emphasis upon performance measurement, a decline in democratic activity and a diminishing capacity among elected bodies to effect broad public policy initiatives.  相似文献

This paper uses the concept of path dependency to examine the changes to the political management structures of English local government. We note how the possible experience of decreasing returns among some local authority actors combined with the powerful intervention of politicians within New Labour at the national level led to a significant break from past policy and the imposition of measures to establish a separate executive that was claimed as a radical step forward for local democracy. Using survey data from the Evaluating Local Governance research team ( http://www.elgnce.org.uk ), we explore the establishment of a separate political executive in all major local authorities and map out the style of decision-making that is emerging. We find that some established institutional patterns reasserted themselves in the process of implementation, but that increasing returns are not as great as some theorists of path dependency would suggest and they may be a force for system change as well as for stability.  相似文献

This article examines the impact of the idea of community identity upon the Local Government Review in England. It considers the extent to which the notion of community identity was built into the Local Government Review nationally and, moreover, locally in Hampshire, and the extent to which it shaped the outcomes of the Local Government Review. Three conceptions of community identity are examined - affective, effective and deliberative community identity - and their interplay assessed in shaping the process of restructuring local government. The article argues that the issue of community identity figured prominently in the early stages of the Local Government Review, but faded away as it got caught up with the political machinations of central government, local authorities and political parties.  相似文献

The purpose of this article is to describe and evaluate the public consultation exercises mounted by the Local Government Commission for England under its successive Chairmen, Sir John Banham and Sir David Cooksey. The Commission was evidently proud of this aspect of its work, emphasizing repeatedly its unprecedented nature: in itself an unremarkable claim in the context of British local government structural reviews. This article suggests that, in terms of quality and value for money, as opposed to sheer scale, the consultation programme - and particularly the three principal tranches of MORI residential surveys - was less laudable. The article examines each of these surveys: the stage one community identity polls, which might have contributed to the government's intended 'community index', had the latter not previously been rejected by the Commission; the stage three option consultation surveys, the Banham Commission's instrument for the hybridization of English local government, which prompted accusations of policymaking by opinion poll; and the stage three 're-review' surveys for the Cooksey Commission, which had already indicated its disinclination to accord local public opinion any special weighting in its deliberations. The article attempts to summarize, in two key tables, both the results and the impact of the Commission's public consultations, and in doing so to trace the progress of the review from an initially proposed 99 new unitary authorities, down to 50, then 38, and back up to the final total of 46.  相似文献
