This article investigates Australia's economic success since the 1990s. As this was set in motion by fundamental political reforms, it asks to what extent Australian‐type federalism has been an important factor in the reform process. By using two approaches ‐ the market‐preserving federalism approach of Weingast, which stresses the virtues of ‘limited government’, decentralisation and competition together with the intergovernmental coordination approach of Scharpf which argues for a ‘problem‐solving’ orientation of territorial actors ‐, the structure of Australian federalism, changes in the working of the federal system in the 1990s, and effects on policy‐making are scrutinised. The article demonstrates that a particular combination of a rather centralised federal structure and a particular type of intergovernmental coordination, i.e. collaboration, supplemented by the strong influence of new public management ideas, has been conducive to political reforms in Australia. This suggests that a decentralised and competitive version of federalism, as defended by Weingast, is not a necessary condition for embarking on a successful reform path in federal countries. In future research, both approaches or analytical dimensions should be used in order to better understand the relationship of intergovernmental relations and policy reforms.  相似文献

This paper examines the historical development of the Australian welfare state with a view to identifying the role that Australia's federal constitutional arrangements have played in shaping that development. Theoretical paradigms have been unanimous in their prognoses: that federal states are likely to be slow in developing welfare state programmes and typically spend less on them than unitary states. But recently it has been argued that federal institutions may have a “ratchet effect” of slowing down the pace of change, irrespective of its direction. The purpose of this chronological account of significant stages in the development of the Australian welfare state is to use the unfolding of historical events — far too rich in nuance and detail to be captured in quantitative modelling — as a test‐bed for establishing whether, and, if so, to what extent, federalism has impacted on the trajectory of Australian welfare state development.  相似文献

German historical writing about Australia can be traced back to the early periods of European exploration of Terra incognita. A corpus of German‐Australian literature exists in the historical notes that were part of early travel books, geographic sketches and emigrant guides. Historical fiction provides another element. However an empirical historiography which elevated Australian history from footnotes and established it as the focus of a professional discipline did not develop until later. Australia was too often wrongly viewed as a space without history. This article examines the professional treatment of Australian history in Germany and the difficult path which faced those who sought to establish the history of Australia as an independent research field. It focuses upon three aspects: (a) the historical background of German Overseas Studies; (b) Australian history as topic in Germany's historiography; and (c) the post‐war situation of Australian historical studies in Germany.  相似文献

This paper is concerned with the way in which Australian prime ministers gave expression to an idea of “national community” in the post–1972 era. With the declining relevance of the British connection, the departure of “great and powerful” friends from the region, the imperative of engagement with Asia and the emerging concept of Australia as a “multicultural” society, one of the central challenges for these leaders has been whether or not they could offer an alternative myth of community which would preserve social cohesion in the new times. This raises an important historical question concerning Australian political culture at this time — what happened to the need for nationalism? By examining the speeches of Prime Ministers Whitlam, Fraser, Hawke and Keating, it can be seen that far from asserting an old–style, exclusive Australian nationalism, in most cases these leaders expressed great caution and hesitation towards the idea of nationalism itself.  相似文献

The influence of federalism on the organizational arrangements adopted by Australia's parties endures. This study examines the organizational structure of the State and Territory divisions of the Australian Greens through an analysis of their local party constitutions. It shows that there are important areas of difference in the organizations of state and territory Greens, despite their shared ideological commitment to inclusive internal party structures. These variations are a function of institutional and political factors, especially those induced by the Australian federal system. It is argued that differences in the organizational formats of state and territory party divisions reflect the historical circumstances in which they emerged and variations in the institutional (regional) setting in which they are located.  相似文献

While recently teaching in Japan, I used the Australian film Bran Nue Dae (2009), directed by Rachel Perkins, in one of my courses. The mixed, but non-Australian students, were interested to discuss why a film that was partly about family and historical trauma was a comedy. Extending from the interest, this article considers whether there has been a similar response in Australia to Indigenous-themed films. Are Indigenous issues in Australia, today, also understood to be best represented as serious; that is, to be presented in terms of trauma and with a focus on the difficult moments? Why might many people—the Tokyo students, but also non-Indigenous people in Australia—find it hard to laugh with (or even at) Aboriginal peoples doing funny things? Using Bran Nue Dae, and my students' reactions, this article examines the usefulness and limits of the sometimes careful attendance to issues of race and pain, which are often the way non-Indigenous people engage with Indigenous peoples and issues. Drawing on the success of Perkins' film, the article also explores the usefulness of comedy.  相似文献

Australia's history as a settler colony within the British Empire fundamentally shapes its sense of security within the Indo-Pacific region. Australia has consistently looked outside of its region for security and sought partners on the explicit basis of political, cultural, and ethnic similarity. What role does Australia's history play in shaping its foreign policy? We argue that these choices in foreign policy are inextricable from Australia's history as a settler colony on the farthest reaches of the British Empire. The AUKUS Agreement (AUKUS) is an example of how Australia operates to preserve racial hegemony in the face of non-white threat — real or perceived. This research utilises critical discourse analysis to interrogate elite-level discourse around AUKUS to ascertain the dominant narratives that inform its creation, the issues it seeks to address in Australian security policy, how it is structured by historical narratives of security, and how it functions to structure those narratives going forward. This article seeks to participate in the growing push to decolonise International Relations by illuminating the way Australia is ontologically and epistemologically invested in the preservation of racial hegemony.  相似文献

Considering the reaction against Germans in Australia during and after the First World War, it is surprising that German immigration to Australia was permitted again soon after the Second World War and even subsidised by the Australian government. Just seven years after the second war fought with Germany within a generation, Australia signed a five-year agreement to permit Germans to immigrate. This article examines the extent of the Australian public's acceptance of this policy during the period from 1947 to 1960. It concentrates on the state of South Australia where some of the earliest settlers in the colony had been of German origin, where their behaviour and achievements had been praised in historical writings about the colony, and where German immigrants may, therefore, have been viewed more positively. Yet there was some suspicion towards and discrimination against Germans in South Australia after 1945. Negative stereotypes of Germans were apparent in comments made by politicians and in press reports. However, these fears were minor and faded even further when more Germans arrived in Australia.  相似文献

Australia's international relations (IR) discipline has a deep colonial history, but has never been through a conscious process of decolonisation. Although discussions of decolonising IR have taken place elsewhere, the discussion in Australia is in its infancy. This collection examines the possibilities for decolonising Australia's IR in the present moment, looking at its teaching practice, its research, its styles of analysis, and its relationship with Australian foreign policy. We consider what is particular to Australia's settler colonial context, what is achievable, and what is not. The collection also seeks to develop a new style of anti-colonial foreign policy analysis in Australia, looking at the relationship between colonisation, settlement, and foreign policy. In this introduction, we first look over debates on decolonisation elsewhere in the field. We then examine the historical background of Australia's IR discipline, and look at Australian Indigenous diplomacy, to consider what is specific to Australia's context. We conclude by looking over the contributions of the papers in this collection, and consider what a decolonised Australian IR might look like. Ultimately, we argue that any process of decolonisation will be extremely difficult, and that decolonisation in Australian IR should be perceived as an ongoing struggle, rather than an endpoint in itself.  相似文献

The first Pacific Islands offshore financial centre was born in 1966 on Norfolk Island. This paper analyses the historical trajectory of Norfolk Island's tax haven in terms of its dialectical tensions with the Australian federal government — tensions between self-determination and subordination which emerge from Norfolk's anomalous status as a self-governing external territory of Australia. Promoters of Norfolk Island's tax haven have seen its potential to become a major global offshore financial centre blocked by the Australian federal government. Yet, at major critical junctures (in 1976, 1991 and 2000) the Australian federal campaigns that threatened Norfolk's residential tax haven disintegrated in the face of concerted local opposition, although the danger has never entirely disappeared. The island's political economy and external relations are likely to remain inextricably bound to its tax haven.  相似文献

The political potency of national history has been understood for generations. Yet there has been an unquestionable surge in history's political influence over the last twenty or thirty years, as the various history wars that have broken out around the world attest. Australia has been no exception: disputes over its national story continue to generate considerable controversy in the media, in politics and in public debate. But how has this politicisation of the past affected Australian political history in the present? The main focus of examinations of intellectual suppression and censorship of scholars and academics in Australia has been on the post‐1945 period, particularly the Cold War. The interwar years have, in comparison, received little attention, resulting in a lack of historical understanding of the development of censorious structures and traditions in Australia. In this paper I discuss the exclusion of Paul Kirchhoff, a German anthropologist, a member of the German Communist Party and a Jew, from undertaking anthropological research in Australia, including its external territories, between 1931 and 1932. Kirchhoff applied for a research grant from the Australian National Research Council (ANRC) which, although awarded, was withdrawn once the Executive Committee was informed by the Australian government that the British MI5 considered him a security risk. His membership of the Communist Party was the reason put forward. This case also underlines the transnational aspect of security services and the international reach of academic anthropology. Kirchhoff was a victim of the ANRC's sympathetic collaboration with the Commonwealth Attorney‐General's office to stifle academic and civil freedom.  相似文献

ABSTRACT

The current public debate on asylum seekers arriving to Australia by boat is profoundly emotional and divisive. Its emotional nature must not only be considered in the present context but also understood from a historical perspective. This article argues that often the asylum seeker debate has been structured as an emotional dispute about the morality of the Australian nation; and that one of the main functions of such a dispute is to reinstate the moral privilege of whiteness. This has weakened the ability of human rights activists to advocate for the ending of current policies, and has instead reinforced an insular, exclusionary and rhetorical understanding of Australian history. On both sides of the debate, historical amnesia and the rhetorical celebration of the past have at times worked hand in hand with allegedly pragmatic approaches to the “boat people” crisis. Yet it is only in addressing the repressed and haunting memories of the past that Australians might find critical and creative antidotes to the merciless dictates of pragmatic politics.  相似文献

Still photography is an important medium for visually communicating — and scrutinising — the power of elected representatives. However, it has been severely restricted by parliaments. Surprisingly, the photographs taken by press photographers have been viewed as a larger threat to parliamentary dignity than other seemingly more powerful media, such as television. This article analyses parliaments’ “extraordinary sensitivity to photography” 1 by conducting a comparative, historical examination of press photography in five national parliaments — Australia, Canada, New Zealand, the United Kingdom and the United States. The article discusses historical milestones in media access for each of these parliaments, but focuses particularly upon the unusual case of the Australian Parliament and its rules on still photography. The author draws upon interviews conducted with Australian press photographers, as well as an analysis of primary material — including parliamentary guidelines on media access, photographs, newspaper reports, parliamentary debates, inquiry reports and submissions.  相似文献

It is perilous to look to history to provide guidance for the present. Nonetheless the political controversy surrounding the granting of temporary protection to forty‐two asylum‐seekers from West Papua in March 2006 needs to be understood in its wider, historical context. Papua has been a pebble in the region's political shoe since 1949. And national considerations are not new in shaping Australian policy toward asylum‐seekers. Certainly in the 1960s and 1970s Australia played a tactical, often tough game with Papuan asylum‐seekers in order to contain tensions with Indonesia. This article analyses the history of Australia's foreign and immigration policies towards Papuan asylum‐seekers and describes the delicate balancing act that successive Australian governments have needed to perform in handling this issue.  相似文献

How does America's greater focus on Asia impact the security policies of Japan and Australia? How does it change the nature of the Japan-US-Australia security partnership? This paper attempts to answer these questions by looking at Japanese and Australian responses to the Obama Administration's new security policy toward Asia called “rebalancing.” After examining them, it argues that the regional allied response to America's new security posture has generated greater momentum for both allies to collaborate in wider areas in a more timely and effective way than before. It concludes asserting that, in the era of rebalance, Japan, the United States, and Australia have not only deepened their existing cooperation, but also have expanded potential areas of cooperation toward a more “dynamic” partnership.  相似文献

In 2011, the leaders of the nations that share Queen Elizabeth as their head of state agreed to change the rules governing the inheritance of the throne. The federal nature of the Canadian and Australian Crowns raises the question of whether Canadian provinces and Australian states should be involved in the process for modifying the rules of succession. Australia's federal government has decided to include its states in the process, whereas Canada's did not. This article will assess what the differences between these two approaches reveal about the political cultures and leaders of these nations. The issues discussed include relations between the civil service and elected politicians, the contested social memory of the British Empire, and the relationship between neoliberalism and cooperative federalism.  相似文献

The 2017 Foreign Policy White Paper identifies major themes and recommends preferred strategies in Australia’s engagement with the world. These themes and strategies relate to geopolitics, economics and the ‘new international agenda’; there is also a more specific focus on Australia’s Pacific island neighbours and Timor-Leste. There is a strong emphasis on perceived Australian national interests throughout the document. The geopolitical discussion is primarily ‘realist’; economically the document is pro-globalisation; the discussion of the ‘new international agenda’ involves an Australian-oriented pragmatism; there is an assertion of Australian leadership in the South Pacific. With some minor criticism, Labor has accepted the general direction advocated in the White Paper. The document is thus indicative of the likely future direction of Australian foreign policy. Lack of US response indicates declining US engagement with Australia and the Asia-Pacific or Indo-Pacific region. China, as the other major power highly significant for Australia, has been low-key in its criticisms.  相似文献

This article examines the operation of federalism from the perspective of complex evolving socio-political systems. Emerging forms of governance that operate through a mix of formal statutory instruments, culture and the effects of fuzzy logic rather than in accordance with formal constitutional provisions are examined.
