There is a large amount of literature and research on network management strategies. However, only a limited portion of this literature examines the relationship between network management strategies and outcomes (for an exception, see Meier and O’Toole 2001 ). Most of the research focuses on managerial activity or networking rather than on the question of which types of strategies matter the most for outcomes of complex processes in networks. This paper attempts to address the question of whether managerial strategies matter for outcomes and also explores which types of strategies have an effect on outcomes. The research is based on a survey sent to respondents involved in environmental projects in The Netherlands. The findings show that the number of employed network management strategies has a strong effect on perceived outcomes. The few variations in the effect of four constructed types of network management strategies found include exploring content, connecting, arranging, and process agreements.  相似文献

Failure to understand the political nature of administrative reform and to develop a political strategy to overcome resistance lies behind the failure of many reform attempts. The prerequisites of reform include political will, time, resources, an ongoing institution promoting change, and a strategy which concentrates on the implementation stage when resistance is strongest. Such a strategy must use the principal levers of change, including legislation, which directly affect administrative behaviour. In Australia in the 1970s administrative reform proceeded only slowly with the exception of changes in some States and the introduction of a new body of Federal administrative law. A better reform strategy in the past two years has resulted in extensive legislative change at the Federal level including greater ministerial control over certain senior appointments, open public competition for the top one per cent of civil service jobs, affirmative action and industrial democracy. There has thus been a further shift towards a unique Australian model of public administration.  相似文献

Many resources have been invested in reforming the public sectors of most countries in the world during the last 20 years. Greater focus on evaluation and performance is one of the most central aspects of these reforms, but despite much academic research virtually no systematic evaluations of the outcome of the reforms themselves are found. This paper presents a study of the effect of performance management reforms of Danish public schools on the achievements of more than 80,000 lower secondary students. The study finds no or very small effects on performance measured as average exam scores, but highly significant effects on inequity in the sense that students with low socioeconomic status perform worse at reforming schools than at similar non‐reforming schools. These results, as well as the methodological challenges involved in estimating reform impact, emphasize the need for more empirical scrutiny of what effects the reforms have.  相似文献

The literature on network management is extensive. However, it generally explores network structures, neglecting the impact of management strategies. In this article we assess the effect of management strategies on network outcomes, providing empirical evidence from 119 urban revitalization networks. We go beyond current work by testing a path model for the determinants of network outcomes and considering the interactions between the constructs: management strategies, trust, complexity, and facilitative leadership. Our results suggest that management strategies have a strong effect on network outcomes and that they enhance the level of trust. We also found that facilitative leadership has a positive impact on network management as well as on trust in the network. Our findings also show that complexity has a negative impact on trust. A key finding of our research is that managers may wield more influence on network dynamics than previously theorized.  相似文献

The paper examines some inter-relationships between dentistry and the national health service, particularly the way in which it was slotted into the management arrangements in 1974. The aspirations of dentists during the pre-1974 period are compared with government intent and the management structure achieved. Analysis of the managerial or officer structure at each level of the service highlights the ways in which the patterns laid down for dentistry varied from the norm. Dentists' expectations and the officially declared intent were seldom synonymous; both were very different from the final system. In some ways dentists lost out in relation to the management arrangements. Their major organization was at area level rather than in the health districts. Whether or not this unusual structure was to the disadvantage of the profession and of dental care, time alone would have told. However, no such assessment is now possible. In April 1982 area health authorities disappeared: area dental officers have therefore been abolished.  相似文献

This paper presents a novel and distinctive approach to the study of change within the NHS. Central to the paper's approach is the view that research on change in health care systems should be processual, comparative, pluralist, and historically based. Guiding such a view is a meta-analytical framework which contends that theoretically sound and practically useful research on change should involve the continuous interplay between ideas about the context , the process , and the content of change together with skill in regulating the relations between the three (Pettigrew 1985a, 1985b). The paper has five sections. Section one examines some of the contemporary pressures for change in the NHS and draws attention to the gap which often exists between statements of strategic intention and their operational implementation. Section two reveals our distinctive analytical approach to the study of service changes and clarifies the theoretical underpinnings of our work. Section three offers an extended critical review of recent research and writing on change in health care organizations. Section four summarizes our findings from the literature review and reaffirms the novelty and significance of our chosen approach. Section five provides an overview.  相似文献

The contract is the main mechanism for governing transactions within public sector'quasi markets'. This article explores the nature of the contracting process in the light of new empirical data from a qualitative study of the development of contracting for hiv / aids services within the National Health Service. These data are compared with four possible models of the contracting process emerging from the academic literature, classical, relational, regulated and pseudo contracting.
The White Paper on the nhs reforms uses a classical concept of contracting, in which purchasers are represented as making well informed and unrestricted choices between competing options. This bore little relation to the process observed within the four purchasing organizations studied. Instead, elements of all the models were observed, with the dominance of any one model varying with different situations, times and localities. Competition was only patchily evident, with purchasers more commonly encouraging co-operative relationships between providers to preserve stability. Attempts to utilize the contract process to mould and reconfigure services were often hampered by restrictions imposed by regulations and slow implementation of new mechanisms. Contracting was also adversely affected by rapid organizational change and lack of adequate information. It is concluded that contracting in the nhs is an evolving process and has yet to achieve its full potential as a management mechanism.  相似文献

This article focuses on the Diplomatic Wing of the Foreign and Commonwealth office (FCO) in this country and diplomatic missions overseas. The Overseas Development Administration, though brigaded with the Diplomatic Wing under the Secretary of State for Foreign and Commonwealth Affairs, is substantially a separate organization staffed by Home Civil Servants and with its own Accounting Officer. The Conservative government announced the Financial Management Initiative in 1982. This article is based on research into the genesis, development and impact of the FMI. The findings suggest that the FMI has contributed significantly to the institutionalization of resource management in general and cost awareness in particular. Implementation has been influenced, however, by the differentiation of departmental tasks and contexts, the inevitable tension between management and politics, and the difficulty of meeting the conditions for the successful engineering of cultural change.  相似文献

The prospects of developing equality of opportunity are not promising, as neither external agencies nor internal managers are capable of bringing about the necessary changes. The introduction of the internal market to the National Health Service in Britain marks a major change in the form of provision of health care interventions. This article reports the findings of independent research into the development of the purchasing process in eight purchasing authorities (which collectively purchase health care for 5 per cent of the population of Britain), and considers the extent to which this has led to an explicit politics of rationing in British health care. The structure and organization of purchasing organizations is described, along with their relationship with providers of health care. The ability of purchasing organizations to assess the health needs of the populations for which they purchase health care services, and their ability to influence change in the nature of the services provided, is also examined.  相似文献

Since the mid‐1990s during the Santer, Prodi, and Barroso presidencies, the European Commission has experienced several public management policy cycles. Included on the Barroso Commission's (2004–2008) policy agenda was the reform of internal financial control, prompted by significant irregularities in budget execution signalled repeatedly by the European Court of Auditors (ECA) in its annual Declaration of Assurance (DAS) and Annual Reports. This led to a declared Barroso Commission strategic objective of achieving a ‘positive DAS' by 2009. The proposed solution was ‘integrated internal control’ based on an international reference point within the accounting and auditing professions. The result was a centrally co‐ordinated Commission project aiming to reform management and audit practices within both the Commission and EU member states. This article reports on the ‘positive DAS' and ‘integrated internal control’ policy cycle and explains its agenda‐setting, alternative‐specification, and decisional processes.  相似文献

Networks and managing in the network have been central concerns of public management scholars for years ( Provan and Milward 1991 ; O’Toole 1997 ; Agranoff and McGuire 2003 ; Herranz 2008 ). The literature has investigated the extent of networks ( Hall and O’Toole 2004 ), the appropriate way to measure networks and networking behaviour ( McGuire 2002 ; Meier and O’Toole 2005 ), and the role that networking plays in improving organizational performance ( O’Toole and Meier 2003 ). Although there are qualifications in the literature to the rosy scenario that managing in the network is always a good thing ( O’Toole and Meier 2004 ), and although the benefits of managerial networking show diminishing returns ( Hicklin et al. 2008 ), there has not been much investigation of the factors that enhance or detract from networking's impact on performance. This study examines the interactive relationship between management capacity and managerial networking using a panel of several hundred public organizations over an 8‐year period. The empirical results show that managerial capacity does interact with networking and enhances the positive impact of networking over an array of performance indicators. At the same time, building managerial capacity is a central management choice, and that decision has ramifications for organizations that are not always positive. The paper concludes with the managerial implications of the strategic choice to build management capacity.  相似文献

Membership of the EU and the scope of European integration are still contested issues in Danish politics. However, the impact of EU legislation on Danish legislation is relatively modest and highly concentrated within the field generally related to the regulation of the internal market. Strong upstream procedures at both the interdepartmental and the parliamentary level have been installed that effectively protect Danish policy-makers against political surprises in EU legislative politics. Upstream procedures are much stronger than the downstream ones for overseeing the implementation of EU policies and they ensure a high degree of consensus on specific EU legislation, both among the political parties in the Danish Parliament and among affected interests. As a result the transposition of directives is mainly a ministerial responsibility, and within the well-established fields of cooperation, the decree is the preferred legal instrument.  相似文献

The appointments process to the higher civil service is important but little information about it is in the public domain. This article provides such information, using material gathered from a series of interviews with senior civil servants. Part one offers an authorized account of the procedures for senior appointments. The second part makes use of information I gathered from officials closely involved in the procedures, to piece together what actually occurs, in a still highly secretive area of Whitehall proceedings and highlights the disparity between'official theory'and actual practice. The article concludes by suggesting that a dominant Prime Minister has the potential to use a system, originally fashioned by Whitehall, for Whitehall, for political purposes.  相似文献

MINIS, a management information system for ministers in the Department of the Enviroment, was introduced by Michael Heseltine in 1980. The article summarizes the main features of the system and analyses some of the issues arising from its introduction, in particular, whether it is likely to be adopted by other government departments or public bodies. The reasons offered by departments as to why it is difficult to transfer are examined, together with other factors which are likely to inhibit transfer to other public sector bodies. The mechanism for promoting the spread of such systems is also discussed. The conclusion is that MINIS ought to be considered by other bodies and it has almost certainly already had some impact on systems elsewhere in central government, but without a central initiative, more widespread adoption is on past evidence unlikely, although parts of it may be adopted.  相似文献
