This article looks at collaborative actions in small, rural communities. Collaborative actions involve strong linkages among a stable membership in specific and often complex purposes and usually are long term. They involve formal processes and structural patterns of collaboration. They emerge from disaster occurrences which trigger fiscal stress or perceived stress to form collaborative action. Since there is often no push by public opinion to maintain them, there is a need for public incentives to support capacity building. These incentives are instrumental in the formation and maintenance of these collaborative actions. Organizational formation is also tied to an identifiable policy entrepreneur or several entrepreneurs. Their maintenance relies on an early focus on visible, effective strategies and an emphasis on collaborative skills building.  相似文献

Berry reviews the major theories for why legislative intent differs from regulatory output including: (1) theories of commission inadequacy, (2) group theories of political science, and (3) group theories of regulation offered by economists. He reviews the salient literature in each type and concludes that none alone incorporates a sufficient explanation for the wide range of regulatory outcomes. Such an explanation, he maintains, requires an analysis of all three actors, and of the variation in the incentives, resources, and goals of each.  相似文献

This study examines the impact of four different types of no-fault automobile insurance laws on the risk adjusted price of insurance. No-fault insurance plans are in operation in 23 states. Using data from 1976 to 1984 for 49 states, the study found that no-fault plans limiting litigation result in lower prices for automobile insurance. This relationship holds even under controls for several variables that also affect the price of automobile insurance.  相似文献

Evaluation of consumer protection regulations promulgated by the Federal Trade Commission is a formal, ongoing activity employing a wide variety of commonly accepted research designs. This paper describes the variety of evaluation designs and gives examples of the application of these designs in assessing the impact of FTC Trade Rules in the marketplace. The increasing pace of globalization is impacting numerous cities across the United States. The imperatives of complex interdependence and the progressive internationalization of production have been particularly important stimuli. Moreover, the increasing professionalization of local governments makes them better equipped to handle an active international role. As the forces of globalization penetrate deeper into communities, local leaders find themselves resorting to symbolic or “conscious‐raising” measures designed to heighten international sensitivities and awareness. Economic interests are also pivotal in forging bilateral foreign contacts and accords initiated at the local level. Of particular significance is the horizontal restructuring of private‐public sector relationships. Finally, a case study of Charlotte illustrates both the variety of forces pushing cities to respond to globalization and the considerable constraints that still exist upon such efforts.  相似文献

For many years political scientists have utilized the subgovernment model of policy-making to explain certain types of policy output. Recently a number of scholars have argued that the traditional conceptualization of subgovernments was simplistic and incomplete. They view subgovernments as a complex and integral part of the larger policy-making environment. This paper examines this “new” subgovernment by analyzing its role in contemporary public policy-making. If subgovernments have lost their autonomy and been exposed to the complex demands of the larger political system, what impact does this have on policy outputs? Relying upon the literature on subgovernments and their principal components, the paper offers an interpretation of how subgovernments have potentially expanded their influence on public policy as a result of two contemporary developments: policy-making fragmentation, and the accommodation of policy outputs.  相似文献

We examine the role of environmental assessments in the siting process mandated under the ambitious Nuclear Waste Policy Act of 1982. We analyze the effect of these assessments in both the western and eastern United States using the original documents, critiques of the methodology of the assessments, and public comments on the siting process, including a content analysis of hearings in Wisconsin and Maine. We conclude that the major effect of the assessments on the policy process was to stimulate public and state opposition to the Department of Energy's efforts to implement NWPA, leading to what could be called policy failure and a significant redirection of the act by Congress in late 1987. The paper represents an early report of a more comprehensive and ongoing study of the politics of nuclear waste disposal.  相似文献

Port authorities perceive their ideas as broadly supportive of regional economic development and are strongly associated with chambers of commerce, economic development agencies and growth oriented citizens groups. However, shifts in American foreign trade and the use of new technologies atid environmental regulation have dramatically changed the seaport industry over the last 15 years. As public enterprises, many ports responded to the new competitive markets by developing efficient but capital intensive container technologies. Environmental regulation also had a role in stimulating more efficient use of port lands. Although frequently viewed as a road block to all development plans, the intergovernmental review processes may have helped turn ports away from their traditional patterns of land expansion development and toward redevelopment of existing facilities. With the constraint of greatly reduced expansion opportunities. the enterprising ports figured out they could greatly increase cargo handling capacity without enacting the wrath of environmental quality interests. This paper examines this contention with both economic logic and inferential data.  相似文献
