Local government financial reporting reforms in Australia in the late 1980s and early 1990s were promoted on the basis of usefulness for decision making and for enhanced accountability purposes. Persistent criticisms of these reforms continue to be made, including those made by councillors and other ratepayers who often appear to find such information to be too narrow, too complex and often bewildering. A case is made for rethinking the present mentality, requirements and practices, especially with respect to the contrived recognition of ‘community assets’. Instead, an emphasis is placed on advancing broad‐scope accountability and meaningful financial reporting. To this end, the disclosure of a set of factual, reliable and interpretable indicators is proposed to enable a broader, more functional notion of accountability to be applied in Australian local government within prevailing social and organisational contexts. This contribution seeks to present a series of views, questions and proposals that are strictly concerned with ‘promoting accountability in municipalities’ (PAM).  相似文献

In July of 1990, the prime minister of Australia announced aprogram to achieve a closer partnership between the three levelsof government. His concern was the degree of bureaucratic overlapin the Australian federation and the hindrances to mobility,portability, and uniformity which made the Australian economymore balkanized than Europe post-1992. The announcement capitalizedon dissatisfaction with Australian federalism that had beengrowing in the 1970s and 1980s, and its timing coincided witha range of catalysts making the current climate favorable forchange. The new federalism unleashed a process of review andreform across some forty program or subprogram areas over aneighteen-month period with a prime objective to attain roleclarification for the three levels of government in shared functionalareas, somewhat akin to the German horizontal model of federalrole allocation. The process survived a political challengethat toppled the prime minister, aspects of the new federalismforming a key element of that challenge. Constitutional changeis also part of the agenda and already the Australian experienceholds a number of lessons for other federal systems.  相似文献

This article explores the under‐representation of women at the Chief Executive Officer (CEO) levels of Western Australian (WA) local government. It draws on data collected from 21 second tier senior women managers about their perceptions and experiences of leadership within the sector, as well as their aspirations for CEO appointment. By applying critical gender analysis to the data, gender and specifically masculinity emerges as a significant and valued leadership attribute. While this analysis is not unique to local government, what sets the sector apart is its apparent disinterest in examining the reasons for, or the impacts of this continued leadership stereotype when at the same time Australian public and private institutions are challenging these traditional leadership models. This article points to fundamental weaknesses in the formal power structures and processes of local government that support deeply embedded biases about leadership. Perhaps the most significant contributor to these outcomes that emerged from the study is the apparent unencumbered power of Mayors and elected members over all aspects of CEO employment, especially recruitment.  相似文献

The Australian federal election on 24November 2007 ended more than a decade of dominance of the centre-right Coalition government of John Howard. Despite his long reign, Howard leaves surprisingly little legacy in terms of fundamental changes, indeed, the main policy changes were already laid down by the Labor governments in the 1980s and early 1990s. Apart from general discontent with the long serving government, the environment, the close alliance with the US and opposition to work-place legislation led to the Coalitions defeat in an election, in which even the PM lost his seat.  相似文献

This paper applies concepts developed in the Policy Agendas Project (PAP) literature to an analysis of Australian tax policy over the post war period. It argues that a major turning point in the Australian tax policy agenda occurred during the second term of the Hawke Government (1984‐87). Beyond this turning point, and despite the fierce partisan conflict concerning tax policy over the past two decades, there has been remarkaly little difference between Australia's two major parties at the level of substantive policy content. The Australian tax policy agenda over the post war period can be characterised by remarkable policy continuity punctuated by a period of change in the mid 1980s when structural change in the international political economy precipitated unprecedented domestic liberalisation.  相似文献

This article discusses the principal recent developments in,and future prospects for, constitutional change, judicial review,fiscal arrangements, local government, public policy, and intergovernmentalrelations since the 1977 Publius issue on Australian federalism,taking into account the arguments presented in the other contributionsto this volume. It highlights the continuing vertical imbalanceof Australian fiscal federalism, and the Hawke Labor government'srecent initiative for a closer working partnership with thestates for reforming intergovernmental arrangements. It arguesthat while there is scope for the latter, there is greater needfor the former. Nevertheless, the 1980s was significant as adecade of predominantly Labor governments working with the federalConstitution, while the 1990s promises to be a decade of celebratingthe centenary of the Australian Constitution and working towardimproving the functioning of its federal system.  相似文献

Abstract. This article outlines the development of contemporary German conservatism, its renaissance in the 1970s and its (partial) transformation into neoconservatism in the 1980s. Its purpose is to explain, in the case of economic- and social policy, one of the subjects most relevant within the neoconservative discourse – why the impact of neoconservative ideology on the policies of the conservative-liberal government since 1982 has remained weak. The findings will be discussed in the light of recent theories about a 'new institutionalism' in policy research. The main argument is that it was the political, organizational and institutional fragmentation of West German politics that prevented neoconservatism from becoming hegemonial within the conservative-liberal government.  相似文献

One of the most important dimensions of rural development policy in Zimbabwe since independence has been rural local government reform, in particular decentralization policy. Evidence from a number of recent studies is used to present a comprehensive review of Zimbabwe's experience of local government decentralization during the first eight years of independence, 1980 to 1988. Section 2 presents a brief outline of some basic concepts on decentralization which have guided the discussion. Section 3 contains a short account of the local government system inherited from the colonial era. Section 4 outlines the major post-independence reforms, that is: the 1980 District Councils Act; the 1984-85 Prime Minister's Directive on Decentralization; the 1985 Provincial Councils and Administration Act; and the 1988 Rural District Councils Act. Section 5 presents an assessment of these reforms, paying particular attention to organizational, financial and planning issues. While some important improvements have been achieved in rural Communal Areas-in particular the extension of services and increases in local revenues and popular participation-the system of local government and administration remains a dual one. Other problems include the gap between the planning and budgeting processes, continued financial dependence of district councils on central government, and a lack of serious effort by central government to make use of provincial and district development plans.  相似文献

During the mid- to late 1980s, the Labor government in Australia under Prime Minister Bob Hawke distinguished itself by achieving a balance in its budgeting and management approaches. This allowed for focusing on inputs, outputs, and outcomes in tandem. The approach differed considerably from that pursued in New Zealand. There, an overemphasis on outputs introduced serious distortions to the relations between ministers and officials, which reformers in Wellington have subsequently taken strides toward correcting.
As often happens with reform movements, the Australian process reached a plateau by the early to mid-1990s. Broadly, officials welcomed a change of government in 1996 with the expectation that the coalition under Prime Minister John Howard would give new impetus to innovative public management. Ironically, this coalition addressed the issues surrounding budgeting and management reform through an unreconstructed 1980s lens, highlighting outputs at the expense of balanced emphasis of inputs and outcomes as well. As suggested by the Labor government's success in the 1980s and the adjustments attempted by New Zealand governments in the 1990s, collective dynamics among and between members of cabinet and officials, respectively, are key to a balanced approach. These dynamics foster a sense of trusteeship whereby participants see that inputs, outputs, and outcomes form part of a seamless web centered on public interest. The analysis of the Coalition's performance so far suggests thhat its efforts at reform have proven retrogressive when evaluated by this standard.  相似文献

Economic reform in Australia certainly did not start with the Hilmer Report — it has been underway for the last 15 or so years. It began with financial deregulation and floating of the Australian dollar in the 1980s and the reduction of tariff protection, and includes more recent initiatives such as moving from the centralized wage fixing system to more flexible enterprise bargaining arrangements, restructuring of government business enterprises, developments in public administration and most recently the focus on competition policy.  相似文献

On 14 July 1980 an experiment began in Australian Federal-State relations which has been accorded little recognition. On that day the Northern Territory government opened an office in Canberra for its new "Canberra Representative". It was a step no State government had ever taken, although several had discussed such a move over the previous decade during general reconsiderations of the machinery of Federal-State relations. In particular, Sir Henry Bland's Board of Inquiry into the Victorian Public Service saw some benefits in the location in Canberra of one or more members of a proposed Commonwealth/State Relations Unit (now the Federal Affairs Division of the Premier's Department) in the State public service, although it chose finally not to recommend it  相似文献

This article outlines and explores the differences and connections in the ideas underpinning the reform of public institutions in Australian society over the past two decades. In particular, the article asks whether public institutions have been renewed or eroded through the changes of the 1980s and 1990s and whether the changes were as inevitable as some advocates and analysts claim. Some ideas and theories appropriate to the future role of government and public institutions in Australia beyond the current consensus are explored. The article offers afresh analysis of public sector reform in Australia and contributes to the ongoing debate about alternatives.  相似文献

During the 1980s partisanship in the Mountain West shifted dramatically toward the Republican Party. This change was the result of issue-based conversion rather than group mobilization. Specifically, we trace this surge to Reagan's transformation of the issues connected with the Republican Party. Previous discussions of issue-based conversion have assumed that this force influences all voters equally. One of the issues behind the Mountain West's changed partisanship follows this pattern: Individualism (or limiting government influence on the individual) was behind both the Mountain West surge (and decline) in Republicanism and the nationwide growth in that party. But the second issue did not follow this pattern: Abortion influenced the Mountain West selectively. We conclude that partisan change can be the result of uniform influence of issue change, but that it can also be the result of issue changes that influence different groups of voters differentially.An earlier version of this paper was presented at the 1992 annual meeting of the Midwest Political Science Association in Chicago.  相似文献

Canadian and Australian federal government budgets have returned to surplus. Over the past two decades both countries have undertaken financial management and budgetary reforms in an effort to control expenditure growth and public debt. They exchanged ideas, borrowed techniques, and shared reform experiences. Yet during the mid-1980s and early 1990s they displayed markedly different levels of success in expenditure control. This article explains why relatively similar instruments of expenditure control and financial management produced different outcomes in Australia and Canada. The analysis suggests that budgetary techniques will have marginal impact unless they are congruent with broader policy management systems and administrative cultures. The comparative analysis provides important lessons for budget reformers in all jurisdictions.  相似文献

The 1980s saw the emergence of popular participation as a mechanism for promoting good governance in developing countries Good governance was seen as crucial to efforts to improve the welfare of poor people in countries where elites had hitherto benefited disproportionately from policies conceived at the top without reference to ordinary citizens at the bottom. Donor pressure helped accelerate the change. In Uganda these developments coincided with the rise to power of a government that sought to democratise the country's politics. A major plank in the democratisation agenda was the establishment of a participatory system of local administration in which ordinary citizens, facilitated by local councils, would participate in public affairs and influence the way government functioned. These aspirations coincided with those of the donor community and enthusiasts of popular participation. This article is an account of the evolution of village councils and popular participation from 1986, when the National Resistance Movement came to power in Uganda, to 1996. It shows that while at the beginning the introduction of local councils seized the public's imagination leading to high levels of participation, with time, public meetings as consultative fora succumbed to atrophy due to participation fatigue and unwarranted assumptions about the feasibility and utility of popular participation as an administrative and policy‐making devise. Local government often consists of a diverse array of local communities, but remains ideally placed to work with communities in responding to challenges at a local ‘place’ level, as well as broader regional issues. The City of Swan, Western Australian (WA) recognised that it required a more adaptable and place focussed approach to the planning and delivery of services to its large and diverse communities. This has led to the adoption of a place management approach at the City, including the division of the City into five smaller place management areas, based around communities of shared interest. This article highlights the application of place management as it has been applied across the City of Swan, including lessons learnt to date.  相似文献

In his writings on government foucault commonly uses term ‘political’ as if it were equivalant to a certain understanding of governmental. Thus, in the title of his cotribution to the Tanner Lectures on Human Values, ‘Omnes et Singulatim, towards a criticism of ”political reason“, the object of Foucault's usage of the term ‘political’ to refer to a kind of govrmetal reason. Second, I argue that the practice of what Foucault understands by political reason in fact creates coditions for the emergence of a politics and a political reason of a very different kind. The appearance of this latter political reason poses a range of problems which must be addressed by any political (in the sense of governmental) reason but which play little part in Foucault's discussion. It Suggests, in particular, that Foucault's account of the liberal rationality of government is seriously incomplete. Third, I consider the grounds for Foucault's counterposition of political reason to liberation, noting that his critique of political reason as a principle of subjectivation raises a more general issue, which he describes as ‘the politics of ourselves’ (Foucault 1993: 223). I conclude by noting that Foucault's discussions of political reason lead in two very different directions: towards a powerful analysis of the practices and rationalities of government in the modern West or towards a radical critique of most forms of government, including the modern government of oneself.  相似文献

Since the mid 1970s, many local governments have begun using state-run local government investment pools for their cash management needs. Some pools operate under statutory limitations on investment instruments known as "legal lists," other pools operate either under a "Prudent Person Rule" standard, while others use a combination of the two. This article examines the potential dangers of an investment pool relying too heavily upon a legal list fiduciary standard, by examining the West Virginia Consolidated Investment Fund, which lost nearly 25 percent of its principal in a financial scandal during the 1980s.  相似文献
