Abstract — The aim of this article is to explore the recent social and economic evolution of a rural region that was formerly one of the poorest in Chile but has been transformed by a productive specialisation in table grapes for export markets. The region is that of the Upper Limari in Chile's semi-arid Norte Chico. The analysis focuses on changes in four interrelated variables: productive investments; land markets; labour markets; and population distribution. Rapid growth in investment, the emergence of dynamic land markets, dramatic increases in labour productivity have transformed the agricultural sector. Small-scale farming has survived poorly due to lack of capital, technical problems and lack of bargaining power with the international fruit companies. The large-scale farmers have enjoyed better conditions and a reconcentration of land has occurred. However, the emergence of new productive activities in an area where labour alternatives have been historically scarce has provided new sources of income. Population is increasing in rural settlements linked to irrigated agroexportation and quality of life indicators have improved. Rural depopulation is not a feature of the region as a whole.  相似文献

Abstract — The Chilean fruit export sector has expanded rapidly over the past decade. A large army of female temporary workers is recruited annually to work in the fruit export sector, playing a key role in the preparation of high quality off-season fruit for northern markets. Despite their annual employment in a modern export sector, these temporary workers remain a marginalised force in Chile, reflected in the significant underestimation of the female agricultural labour force. This paper examines the reasons for their marginalisation. the gender segmentation of the temporary fruit labour market, and considers the potential effect of increased international competition on the employment of female temporary labour.  相似文献

If export orientation is a goal in a sustainable development strategy, this study argues that public interventions at the sectoral level in a variety of markets can produce economic reorientation that pursues international comparative advantage faster and at lower cost than free market forces can. Pervasive failures in information, credit, input, distribution, and insurance markets can render strictly market-based adjustment both slow and costly. Although Chile's export boom and high growth rates have been associated with its free market economic policies, this article, based on a comparison of the fruit, fish, and forestry sectors, contends that new forms of public intervention were crucial catalysts in shaping a sustained export response.  相似文献

This article examines rural economic changes in a Javanese village since the introduction of the Green Revolution. Special focus is placed on rural labour market and on the structure of land tenure. It will be shown that cropping intensification, expanding work opportunities in the non-agricultural sector, the longer periods of education and the formation of a more rigid boundary between agricultural and non-agricultural work have helped to decrease pressure on the rural labor market. It will be argued in the latter part of this article that a pessimistic view of profitability in rice cultivation, coupled with rising land prices, has provided a condition in which capital investment in the agricultural sector is not thought of as the best option and consequently, the structure of land tenure has not experienced a substantial change after the Green Revolution.  相似文献

Abstract — This paper considers how the growth in non-traditional fruit and vegetable exports has affected female employment patterns and the consequences this may have for household and gender relations. Within export agriculture, there has emerged a demand for specifically female labour, providing rural women with employment opportunities that had not previously existed. The majority of the female workers have only seasonal work and this has led to their designation as temporeras. Through a variety of interview material drawn from the experiences of women living and working in Region IV and VI, the paper seeks to reveal the complexities involved in attempting to conceptualise women's involvement in this emergent labour market. The composition of the household and the level of household income are important factors in determining women's labour force participation. The case studies appear to show that in spite of the hard work and unprotected conditions, working as a temporera is a desirable employment for women. The paper argues that the sweeping changes in the agricultural sector, in which women had previously been marginalised as'unpaid family labour', have created opportunities for them to rework household relations.  相似文献

This paper critically appraises the core philosophies of the three Concertación governments with respect to agrarian change and rural restructuring in Chile since 1990. It identifies common ideological ground in the successive administrations' perspectives on the nature and role of agriculture in the wider economy, arguing that a 'neoliberal inheritance>> has pervaded each. In drawing on primary and secondary data from the non-traditional fruit export sector the paper challenges the concept of reconversión as a panacea for rural under-development and grower failure. Given the simultaneously regionalising and globalising context which frames the Chilean transition, the paper highlights the tough choices that face policy makers at the current time. Developmental dilemmas are increasing in the sector, given the stated desire of the Concertación governments to move beyond pure, efficiency-driven, neoliberalism towards the incorporation of equity and sustainability goals. After ten years of democratic transition it is timely to ask if policy shows any signs of moving beyond reconversión .  相似文献

Abstract — This paper draws on the results of a nation-wide panel study of small farm households interviewed in 1968 and 1986 to complement accounts of Chile's economic performance under the governments of President Frei (1964–1970) and General Pinochet (1973–1989). It is shown that in contrast to macroeconomic trends of increased inequality and impoverishment after 1973, the incidence of poverty in the sample declined slightly but significantly over the period. The result is robust both to the choice of poverty index and poverty line. It is all the more striking because the sample represented the poorest group in Chile during the 1960s. Nevertheless, the incidence of poverty in the sample remained extremely high. In 1967–1968, more than three-quarters of households could not meet their basic needs, while in 1985–1986 this proportion reached nearly two thirds. The fall in poverty may be attributed to a combination of increased coverage of the rural areas by targeted welfare programmes and the effects of the life cycle in increasing the proportion of panel household members eligible for, and dependent on public transfers between 1968 and 1986.  相似文献

Indian state embarked upon a comprehensive reform of the economy in late 1980s, and there is more or less consensus amongst policy makers regarding liberalization. The reform process in India has not encountered much resistance from pressure groups because it has not made much headway in respect of debureaucratising and depoliticising the management of the infrastructure and in decentralizing rural development.

It is important in this context to look at the macroeconomic policy changes and its impact on agricultural sector. This article attempts to analyse the performance of Indian agriculture under liberalisation. We know that in the recent past Indian agriculture is being neglected. The benefits of liberalisation could not hitherto reach the rural poor because of the failure of economic reforms to penetrate into the vital agricultural sector. The article also attempts to analyse the adverse impact, if any, of free market conditions on the rural poor and suggests changes to revamp agriculture so as to make it more competitive.  相似文献

Drawing on a rich source of urban labour market data, the Mexican National Urban Employment Survey of 1998, this article addresses the question of how dissimilar export-oriented industries shape urban labour markets, particularly with respect to women workers. It compares Ciudad Juárez, which has an economy based on global assembly production, and Cancún, whose economy is based on international tourism. Employing economic base theory and location quotients, the analysis isolates the impact of the export sectors on the local labour markets. Results show that global assembly and international tourism encourage a mix of occupational and income prospects for both men and women in each of these Mexican cities. Female employment tends to be concentrated in the export-oriented sector in both cases, but the types of occupational and income opportunities therein vary. Overall, the analysis challenges common exploitation arguments that tend to stress the universally shared deleterious working conditions and low wages that result from global integration and export-led industrialisation in contemporary Latin America. It suggests that we pay closer attention to the diverse nature of outward oriented industries, which will tend to differentiate the labour market implications of increasing economic globalisation.  相似文献

ABSTRACT

Tourism is a viable, but risky, option for many small island countries to integrate and compete in the world economy. This article examines tourism in the small island economy of Cape Verde. It assesses the risks to its long term development posed by the industry. The country has one of the fastest growing tourism industries in the world. However, this rapid growth is a dual-edge sword. Tourism-led growth results in real economic gains. However, the type and organisation of Cape Verde’s tourism industry magnifies the country’s already high structural vulnerability. Given its current structure and pace of growth, tourism increases macroeconomic risks and vulnerability. It is reproducing the same monoculture dependency that traditionally hampered development in African economies. The policy lessons are clear. Cape Verde must foster economic diversification while simultaneously engaging in strategies to mitigate the risks that accompany its biggest and fastest growing sector and export.  相似文献

ABSTRACT

Many among the world’s population are surplus to the requirements of capital accumulation. These are people who become engaged in precarious employment both in rural and urban contexts and those who are involuntarily unemployed. Their presence has been particularly acute in “peripheral countries.” Mainstream economic literature explains this in terms of the dual labour market, where it is argued that surplus labour will eventually disappear with market-led economic development. Contrary to this explanation, this article argues, using Marx’s concept of relative surplus population (RSP), that under the existing neo-liberal framework such labour vulnerability is continually being created. This article charts the developmental history of Indonesia and demonstrates that the growth of RSP is an outcome of a neo-liberal transformation which favours capital accumulation at the service of global markets. Neo-liberal adjustments shape the development of RSP in three related ways. First, the adjustments change class relations and transform state orientation. Second, the reconfiguration of class dynamics and the state shapes the model of accumulation. Third, the model of accumulation eventually affects the size of RSP. It is argued that the disconnection between the domestic agricultural development and industrialisation has contributed to the maintenance of a large RSP in Indonesia.  相似文献

This article draws on longitudinal, ethnographic data gathered in rural Nicaragua over a two‐decade period to examine the ideological and political implications of neoliberalism in the prefigurative, grassroots stages of social mobilization. It contrasts divergent path‐dependent processes of accommodation and resistance to neoliberalism as Nicaraguan peasants have moved from collectivism to individual farming, with an emphasis on interpretive processes. This study explores how market processes both serve as an external grievance and operate internally in rural communities to reconfigure rural social relations and individual and collective identities. It also seeks to develop concepts and interpretations that may be applied more broadly to analyze links between deepening market processes and the forms and content of social movement responses to deteriorating economic conditions.  相似文献

Abstract — There has been a considerable literature on the role of institutions in economic performance in general, in Latin America as a whole, and in Venezuela in particular. Venezuelan state institutions have been seen as highly patrimonialist and poorly performing, despite the advantages of long-standing democracy and large-scale resource wealth. This discussion calls attention to the highly significant 'special case' of the oil sector where the state company, PdVSA, has been bureaucratically autonomous and relatively efficient. Such a situation creates rather unusual policy-making problems given the fact that the economy is structured around oil income, in many respects to its disadvantage. There has been a considerable literature on economic policy reform in Venezuela which has hardly mentioned the oil sector at all. This article discusses the oil industry under Presidents Perez (1989–93) and Caldera (since 1994) to rectify the balance and to use insights derived from the study of the oil sector to offer some fresh perspectives on Venezuelan political history since 1989.  相似文献

This article examines the process of economic transformation in the new German Länder, addressing some of the misconceptions which surround it. First, it questions the concept of ‘shock therapy’. In contrast to other post‐communist countries, east Germans were cushioned from the full force of the transformation to a market economy by government policy which opted for gradualist rather than radical measures. Second, it is argued that the prejudicial effects of the ‘colonisation paradigm’ have been greatly exaggerated. Although key decision centres in political parties and organised interests were located in the west, the new Länder derived considerable benefit from the institutional transfer of a functioning system of interest representation. How then do we explain negative perceptions of economic change in the east? It is argued that these are the result of a failure to prepare the east German people for the difficulties ahead. By postponing problems and prolonging economic hardship, the gradualist road to transformation is inevitably accompanied by a deepening sense of dissatisfaction and resentment at the slow pace of economic take‐off.  相似文献

Abstract — The Chamorro government (1990–1996) has finally achieved stabilisation in Nicaragua. At first sight, this government has been a classic example of technocracy, implementing stabilisation and structural adjustment policies as recommended by the IMF and the World Bank. The paper argues that the IMF and the World Bank did have a considerable influence on economic policies, but that these policies suffered from limitations. The priority of internal stabilisation implied that insufficient attention was paid to the external balance, and the liberalisations and privatisations did not create a competitive market economy, but tended to favour a small group. Furthermore, the foreign aid that accompanied the programmes permitted this discretionary government behaviour.  相似文献

Expansion in the non‐traditional agricultural export sector following neoliberal reform has precipitated an economic transformation in Peru. Non‐traditional agricultural export growth has brought environmental, social and distributive costs. This article critically examines the Peruvian asparagus boom and the impact of this on water availability among marginal groups. Based on primary case study fieldwork, the paper asserts that the agro‐export model is causing the over‐exploitation of important groundwater supplies in the Ica Valley where almost all of Peru's fresh asparagus is produced. This reveals wider issues concerning neoliberal development and the political economy of natural resource allocation in Latin America.  相似文献

This paper reviews the characteristics of the agricultural credit policy in Kazakhstan with a particular focus on emerging rural financial institutions. It is not easy to evaluate the real effect of credit policies due to the limited funds directed at agricultural production. Kazakhstani experience shows that commercial banks are used almost exclusively to provide agricultural producers with credit, while the new specialized credit institutions emerging in the agricultural sector only cater to a very small fraction of the total demand for credit. Presently, there are discussions in Kazakhstan concerning the creation of a specialized agricultural bank; however, this idea has some shortcomings that should be taken into consideration. Lack of credit is one of the main reasons for insufficient investment in agriculture. The underdeveloped land market in Kazakhstan makes formal credit institutions very cautious about accepting agricultural land as collateral.  相似文献

This article argues that North Korea can achieve an economic catch-up after decades of economic isolation and stagnation by promoting an economic opening focused on foreign trade and investment in a sustained manner. An analogy is been made with the case of Fujian Province in China, which has accomplished economic catch-up, mainly due to Taiwanese investments. To realise its potential, it is argued that North Korea treats its foreign direct investment (FDI) from South Korea as intra-Korean investment. The article also discusses the diverse modes of engagement with foreign capital that are available for North Korea, considering its own capability (absorption or management capabilities), rivalry among possible foreign investors, implications for market structure (monopoly or more competition), the nature of target technologies or facilities, opportunity for learning and transfer, and so forth. Finally, the article discusses the economic and political preconditions for such and economic catch-up.  相似文献

ABSTRACT

This article discusses whether liberalisation has moderated or aggravated India’s employment problems. Since the Modi government’s election in 2014 and the introduction of the flagship “Make in India” policy, various government officials and academics have argued that India’s employment situation has improved and is showing promising signs of growth and development. However, in this article, it is argued that India’s liberalisation policies have generated numerous problems: employment has delinked from GDP growth due to the increasing financialisation of accumulation; job growth is equal to or below labour force growth; and informalisation is increasing. A structural shift is occurring in India and is causing rural–urban migration due to increased agricultural input costs, reverse tenancy and the mechanisation of agriculture without the creation of new employment. This has led to a redistribution of existing employment in the urban informal sector.  相似文献
