There is an assumption in much of the electoral engineering literature that domestic episodes of electoral system choice occur in a vacuum, isolated from international influences. Yet this assumption remains largely untested, despite the comparative focus of much of that literature. This article focuses on part of this gap by considering two electoral mechanisms that seek to limit party system fragmentation under proportional representation – low district magnitudes and high electoral thresholds – and shows that the mechanisms have spread across many European countries during the post‐1945 period. Analyses reveal that national legislators are more likely to adopt one of these electoral mechanisms when a large number of peer countries have made similar choices within the last two or three years. This effect is robust to various model specifications and to the inclusion of multiple controls. The article also offers some qualitative evidence from case studies and parliamentary debates.  相似文献

Electoral rules should affect parliamentary behavior. In particular, deputies elected from single-member districts should be more likely to deviate from the party line than deputies elected under proportional representation. This paper suggests a framework for conceptualizing and modeling the effect of the type of mandate on deputies’ propensity to cast deviating votes in mixed electoral systems. The proposed modeling strategy uses disaggregated voting data and integrates dependencies among observations in a multi-level design. Empirically, the paper analyses voting behavior in the 16th German Bundestag (2005–2009) and shows that the odds of district MPs to deviate are significantly higher despite frequent claims that the two types of MPs behave alike. However, the behavioral differences cannot be attributed to attempts by district MPs to follow their local constituents as competing principals.  相似文献

Carey and Shugart (1995) offer a four component composite index of “incentives to cultivate a personal vote.” We argue that this index, while tapping important aspects of electoral system choice, is best regarded as encompassing two distinct dimensions: degree of party-centeredness of the electoral system, on the one hand, and incentives for “parochial” behavior on the part of legislators, on the other. Also, while we have no problem with the three indicators used by Carey and Shugart to measure party-centeredness; to measure parochial incentives we prefer to use a new measure, E (Grofman, 1999a) of the size of a legislator's electoral constituency, rather than using district magnitude, m, as a proxy for a the size of a legislator's geographic constituency, as Carey and Shugart do. In the conclusion to the paper we argue that the degree of similarity between any two electoral systems will depend upon the research question at issue, and that the expected degree of proportionality of election results is only one of the many political consequences of electoral laws to which we ought to be paying attention.  相似文献

This article investigates whether the smaller gender gaps in political engagement, found in more proportional electoral systems, translate into smaller gender differences in political participation. Using data from the Comparative Study of Electoral Systems, it presents the argument that more proportional systems may send signals that multiple interests are included in the policy‐making process, which may increase women's levels of political participation and thereby reduce gender gaps. Additionally, the article tests for the possibility that a greater number of political parties and the elected representatives they provide act as barriers to political participation that have a greater impact on women's levels of participation than men's. It is argued that women's lower levels of political resources and engagement might create more difficult barriers for them than for men. Results lend little support for the first hypothesis, but a greater confirmation for the second.  相似文献

Researchers have paid little attention to the way citizens evaluate different electoral systems. This reflects the limited knowledge citizens are presumed to have about alternative electoral arrangements. However, the establishment of a legislature under new electoral rules creates conditions in which citizens can make more informed judgements. Such a situation occurred with the establishment of the Scottish Parliament in 1999, elected under the Additional Member system. Using data collected in 1999 and 2003, we consider Scottish voters’ reactions to the new electoral rules. We examine how voters evaluated various features and outcomes of the rules, the structure of voters’ attitudes, and which features and outcomes of the rules were decisive in shaping overall support for plurality and proportional voting systems.  相似文献

Comparative studies of preferential electoral systems have paid much attention to the incentives for personalized instead of party-centered campaigns, but they have largely ignored how some of these systems allow “allocation errors” and so create incentives for parties to “manage” the vote and intraparty campaigns. We discuss how the single non-transferable vote (SNTV) and single transferable vote (STV) systems create these incentives, and we illustrate the degree to which they affect actual electoral results across seven preferential electoral systems. The analysis reveals statistically significant differences in the vote inequality among incumbent cohorts (members of the same party and district), indicating the strong influence of vote division incentives over candidate-centered electoral environments. The results also have important implications for comparative research on legislative turnover and the incumbency advantage.  相似文献

In this short note, I propose an identification strategy to estimate the causal effect of expected electoral competition on voter turnout in run-off systems taking into account both endogeneity and attenuation bias. How do institutional factors shape district competition in mixed legislative systems? Preliminary evidence suggests the distinction between sub‐types of mixed systems alone poorly explains variation in district results. Consistent with the contamination thesis, this analysis suggests three additional national‐level factors at play: fused ballots, the electoral threshold for proportional representation seats, and the existence of compulsory voting laws. Regression analysis on an original dataset covering 90 mixed system elections in 23 countries (1990–2012) finds that while mixed member majoritarian systems correlate with fewer district candidates, these three often overlooked factors are also statistically significant. This analysis highlights the complexity of mixed systems and suggests why many of them diverge from Duverger's Law.  相似文献

The widespread second-order view on subnational elections leaves little room for the idea that subnational election campaigns matter for national-level electoral preferences. I challenge this perspective and explore the context-conditional role of subnational election campaigns for national-level vote intentions in multi-level systems. Campaigns direct citizens’ attention to the political and economic “fundamentals” that determine their electoral preferences. Subnational election campaigns and the major campaign issues receive nation-wide media coverage. This induces all citizens in a country to evaluate parties at the national level even if they themselves are not eligible to vote in the upcoming subnational election. Thereby, subnational election campaigns may lead to a reduction in the uncertainty of voters’ national-level electoral preferences throughout the country, which is reflected by a decrease in the volatility of national-level vote intentions. I explore weekly vote intention data from Germany (1992–2007) within a conditional volatility model. Subnational elections reduce uncertainty in nation-wide federal-level vote intentions for major parties. However, patterns of incumbency and coalitional shifts moderate this volatility-reducing effect.  相似文献

It is well known that different types of electoral systems create different incentives to cultivate a personal vote and that there may be variation in intra‐party competition within an electoral system. This article demonstrates that flexible list systems – where voters can choose to cast a vote for the list as ordered by the party or express preference votes for candidates – create another type of variation in personal vote‐seeking incentives within the system. This variation arises because the flexibility of party‐in‐a‐district lists results from voters' actual inclination to use preference votes and the formal weight of preference votes in changing the original list order. Hypotheses are tested which are linked to this logic for the case of Belgium, where party‐in‐a‐district constituencies vary in their use of preference votes and the electoral reform of 2001 adds interesting institutional variation in the formal impact of preference votes on intra‐party seat allocation. Since formal rules grant Belgian MPs considerable leeway in terms of bill initiation, personal vote‐seeking strategies are inferred by examining the use of legislative activity as signalling tool in the period between 1999 and 2007. The results establish that personal vote‐seeking incentives vary with the extent to which voters use preference votes and that this variable interacts with the weight of preference votes as defined by institutional rules. In addition, the article confirms the effect of intra‐party competition on personal vote‐seeking incentives and illustrates that such incentives can underlie the initiation of private members bills in a European parliamentary system.  相似文献

The steadily rising share of older voters could lead to them gaining an ever increasing level of political representation compared to younger voters not only because of the imbalance of numbers between the young and the old, but also because turnout rates among the old have always been above-average. The latter argument only applies if the so-called life cycle effect is assumed to be dominant. However, diverse socialisation backgrounds, captured by the cohort effect, also have to be taken into account. It is also unclear what the interplay of these two effects of time implies for future aggregate turnout. Focusing on the German case, we base our analyses on the Repräsentative Wahlstatistik (Representative Electoral Statistic, RES) and population forecasts to estimate consequences of the demographic shifts for all federal elections from 1953 until today, as well as for future elections. First, we calculate life cycle, cohort and period effects on turnout for previous elections by using cohort analysis; second, we apply these net effects to the future age distribution under certain assumptions concerning life cycle and cohort effects. Our results show that the recent decline in turnout is in particular due to negative period effects and (in West Germany) to a minor extent also due to consequences of cohort replacement, whereas changes in the age structure have had a positive effect on turnout since 1990 in both parts of Germany. Additionally, our forecasts suggest that turnout rates will decline and that the over-representation of the old will continue until around 2030 and diminish afterwards in a 'greying' population.  相似文献

Mixed Member Proportional (MMP) electoral systems are considered by some to be “the best of both worlds” because they combine single member district representation with proportional outcomes. Critics, however, maintain that such systems cause voter confusion leading some voters to cast misinformed votes. Survey data from Germany and New Zealand are used to investigate voter's political knowledge of the electoral system and their voting behavior. The findings suggest that knowledge about the electoral system is similar in New Zealand and in Germany. Although some may very well find the system complex, there is no evidence to suggest that a lack of knowledge about the electoral system influences voting behavior. The results undermine the claims made by skeptics who fear that misunderstanding threatens the legitimacy of electoral outcomes.  相似文献

Authoritarian incumbents in democratizing countries choose electoral rules to retain power while accommodating opposition demands for increased participation and representation. We clarify the political logic of this institutional choice and its consequences in Senegal by employing a ‘whole system’ approach that emphasizes the intricate but often hidden relationships between elections and the rules governing them at multiple levels — presidential, legislative and local. Success at one level depends on performance at all levels. In the short run, multiple-level electoral reforms preserve the ruling party in power while expanding opportunities for, but also fragmenting, the opposition. In the long run, they encourage splits within the ruling party and help the opposition develop increased ability to coalesce around a single opposition candidate, resulting in the defeat of the authoritarian incumbent and a democratic transfer of power through competitive elections.  相似文献

This article investigates electoral irregularities in the 1990 to 2005 Bundestag elections of unified Germany. Drawing on the Second Digit Benford Law (2BL) by Mebane (2006), the analysis consists of comparing the observed frequencies of numerals of candidate votes and party votes at the precinct level against the expected frequencies according to Benford’s Law. Four central findings stand out. First, there is no evidence for systematic fraud or mismanagement with regard to candidate votes from districts where fraud would be most instrumental. Second, at the state level (Bundesland), there are 51 violations in 190 tests of the party list votes. Third, East German states are not more prone to violations than Western ones. This finding refutes the notion that the East’s more recent transition to democracy poses problems in electoral management. Fourth, a strong variation in patterns of violation across Bundesländer exists: states with dominant party control are more likely to display irregularities. The article concludes by hypothesizing and exploring the notion that partisan composition of nominees involved in the counting may produce a higher likelihood of violation and be a cause of Länder variation. This may especially be the case when a party dominates in a Bundesland or opponents to the former socialist regime party are involved in the counting.  相似文献

Abstract

The analysis of issue politics has long suffered from a fragmentation between valence and positional conceptualisations, preventing the effective development of a general model of issue-based party competition. Building on an overview of the evolution of party competition in the Western world in recent decades, this article offers a theoretical development that builds on ‘issue yield’ theory to provide a conceptualisation of political goals that generalises across positional and valence issues. This in turn allows a common measurement strategy, offering the possibility to comparatively assess various characteristics (including the electoral potential) of both positional and valence issues. Finally, it describes the specific research design derived from this framework and its implementation in comparative perspective in six West European countries during 2017–2018.  相似文献
