The effect of legislative turnover on the size and composition of government expenditures in Indian states over the 1980?C2000 period is examined. The paper finds that excessive turnover in Indian state elections results in inefficient government expenditure policy. First, the higher the turnover, the larger the government size. Second, excessive turnover affects the allocative efficiency of government expenditures by skewing the composition of government spending toward pure consumption and away from more productive investment expenditures. Third, the effect of turnover on fiscal policy is not linear; public consumption expenditure is convex in turnover, while public investment expenditure is concave in turnover.  相似文献

Previous research suggests that positive and normative beliefs about economics are largely unrelated. Using questions from two national surveys, this study finds that: (a)?the underlying determinants of positive and normative beliefs are strikingly similar; (b)?education is by far the strongest overall determinant of both positive and normative beliefs; and (c) the variables known to push positive beliefs in the same direction as formal economic training—education, male gender, income growth, and job security—also push normative beliefs in the same direction. These results strongly suggest that the positive-normative connection has been underestimated.  相似文献

The integration of organized interests into the formation and implementation of public policies is a core institutional trait of the Scandinavian countries. However, significant changes have taken place in the relations between organized interests and public authorities in Denmark and Norway during the last two decades. The use of traditional corporatist structures of interest intermediation has been reduced in favor of a corresponding increase in lobbyism. At the same time a marked increase in the frequency and intensity of contacts between organized interests and parliamentary actors has taken place. The shift in focus mirrors the increasing role played by the two parliaments in public policy formation and a less positive assessment of the outcomes of strongly institutionalized corporatist policy making by administrative decision makers.  相似文献

Political brokers mobilize voters all over the world, yet little is known about what motivates them to do so. This article theorizes about two drivers of brokers' efforts: (1) incentives—monetary rewards or sanctions—and monitoring and (2) partisan attachment. We examine our theory using data on the Mexican National Educational Workers Union (SNTE), Latin America's largest union and a well‐known political machine. Consistent with the role of teachers as brokers, we find that the vote share of parties supported by the SNTE machine is higher in polling stations located in schools. This effect is absent when teachers are asked to mobilize voters in support of a party for which they have no partisan attachment, and it is uncorrelated with the union's monitoring capacity. This suggests that partisan attachment, rather than incentives and monitoring, explains the SNTE's effectiveness as a political machine.  相似文献

Despite growing interest in direct democratic institutions, the empirical evidence on the relationship between institutional design and the actual use of popular rights remains rather sparse. The authors use a novel data set on institutional openness and test its link to the number of popular initiatives in the German Länder for the period of 1997–2005. Their empirical analysis reveals a strong and robust negative effect of higher institutional requirements on the number of popular initiatives in the 16 German Länder; whereas other factors appear to be of minor importance. They thus come to the conclusion that the comparatively high institutional hurdles in the Länder impose costs of initiation, thereby limiting the number of popular initiatives.  相似文献

The study estimates the extent of spillover effects that India's real per capita gross domestic product (GDP) growth rate has on the growth rates of other countries in the South Asian Association for Regional Cooperation (SAARC) region for the period 2003–2016. It also identifies whether the conventional trade channel is the means through which growth is transmitted from India to her neighboring countries. Using a random effects model, we conclude that on average, a 1 percentage point increase in India's real per capita GDP growth rate results in 0.46 percentage point increase in the per capita GDP growth rates of other SAARC nations. However, this does not occur through the trade channel primarily due to low levels of intraregional trade. Also, using time dummies, the paper analyzes whether there has been any significant change in the degree of spillover effects in the postfinancial crisis period, where countries have been observed to insulate themselves to a certain extent.  相似文献

Empowerment of state leaders has been apparent over the last decades in various parliamentary democracies. Signs of this development, often labelled ‘presidentialisation’, have been reported in the executive sphere also in Sweden and Denmark in recent years. Few accounts have been made of developments in Norway. This article studies Norwegian cabinets for the last 25 years in light of the so‐called ‘presidentalisation thesis’. The article finds no clear tendency of prime ministers appointing more weak and controllable ministers, or more frequently making reshuffles in cabinet, as one would expect from the presidentialisation thesis. However, the Prime Minister's Office has been clearly strengthened, suggesting that the prime ministers' ability to coordinate cabinet policy has increased.  相似文献

Insider–outsider theory argues that in dual labour markets there are two groups with opposing preferences regarding protection against dismissal: (i) insiders with permanent work contracts who defend employment protection, because it increases their rents, and (ii) outsiders (temporary workers and the unemployed) who see protection as barriers to mobility and demand deregulation. Although this argument is influential in the political economy literature, there is little empirical research on outsiders’ preferences regarding employment protection. This article tests the argument using French data on support for a proposed reform of employment protection. The results show that permanent and temporary workers do not differ significantly in their support for employment protection, while some evidence indicates that the unemployed do show greater support for deregulation. The article concludes that insider–outsider theory overemphasises the relevance of employment protection for temporary workers and that care should be taken not to place these workers in a composite outsider group with the unemployed.  相似文献

Most modern welfare states offer an extensive array of services and benefits that are wholly or partly financed by tax revenue. One missing link in explaining the long-run sustainability of such comprehensive welfare states could be the already-existing stock of trust. Indeed, our cross-country results suggest that trust determines the size of welfare states as well as three features that are arguably necessary for their preservation: high levels of political confidence, strong legal institutions protecting private property rights, and low levels of bureaucratic corruption.  相似文献

Abstract

This essay discusses the phenomenon of ‘organized crime’ as a matter for EU foreign and security policy. Primarily aimed at searching for conceptual guidance, it draws on literature on criminology and policing, presenting two different theoretical perspectives for analyzing the phenomenon of ‘organized-crime fighting’, a utilitarian and a critical one. Against this backdrop, the essay discusses how ESDP (European Security and Defence Policy) has developed and engaged the issue of organized crime. Specifically, it outlines the character of ESDP as a mechanism for ‘civilian crisis management’ and illustrates its ‘working’ through the case of the EU's police mission in Bosnia and Herzegovina (EUPM) by placing it in the two different theoretical frames. Deciding in favour of a social constructivist approach, the essay concludes by suggesting that a successful strategy must focus on the dissemination of the EU's understanding of ‘organized crime’ abroad.  相似文献

With a few prominent exceptions, a capital city is typically alsothe biggest city of its country. This might suggest that a capitalcity is more attractive than other cities because of thecapital city function. In the paper, we test this hypothesis bylooking at employment growth in a sample of capital cities.Employment growth might indicate outmigration from the politicalhinterland and immigration into the capital city. Specifically, welook at a sample of regional capitals that consists of West-Germancounty seats. These county seats underwent reform in the latesixties and early seventies. Does nonviolent repression prompt subject groups to obey or rebel? By what mechanism does it do so? To address these questions, we exploit a natural experiment based on a 2009 policy toward the “easement” of checkpoints—nonviolent impediments to movement—in the West Bank. We sample populations across 17 villages (n = 599), beside one checkpoint slated for easement (treatment) and one that will undergo no change (control), before and after the intervention. We then pursue difference‐in‐difference estimation. This design is experimental, as easement was orthogonal to Palestinian attitudes; for robustness, we test our findings against an independent panel (n = 1,200). We find that easement makes subject populations less likely to support violence; we suggest humiliation as the mechanism bridging nonviolent repression with militancy. This warrants rethinking Israeli security policy, as short‐term concerns over Palestinian mobility may be compromising Israel's long‐term interests. By extension, checkpoint easement may positively affect peace negotiations.  相似文献

Representatives have more effective incentives to cater to the preferences of the majority of citizens when they are elected in districts with few rather than many seats. We investigate this hypothesis empirically by matching Swiss members of parliament’s voting behavior on legislative proposals with real referendum outcomes on the same issues for the years 1996 to 2008. We thus identify the impact of district magnitude on representatives’ incentives to adhere to citizens’ revealed preferences. We find systematic, statistically significant and economically relevant evidence that individual representatives from districts with few seats vote more often in line with majority preferences.  相似文献

We examine an experimental‐design reemployment program implemented in Nevada during the Great Recession that required Unemployment Insurance (UI) recipients to: (1) undergo an eligibility review to confirm they were qualified for benefits and actively searching for work and, if deemed eligible, (2) receive job‐counseling services. Our results show that the program expedited participant exit from UI, produced UI savings that exceeded program costs, and improved participant employment outcomes. Analyses of program effects on the UI exit likelihood show that the program's effects are partly associated with increased participant exit up through the time when program activities were scheduled, reflecting voluntary exit of participants from UI to avoid program activities and disqualifications of participants who failed to meet eligibility requirements. In addition, the program induced substantial participant exit from UI in the period after participants fulfilled requirements and their interactions with the program had ended, suggesting that the job‐counseling services offered by the program may have helped participants to conduct more effective job searches. Our findings provide evidence that reemployment programs that combine an eligibility review with mandatory participation in job‐search services can be effective during recessions.  相似文献

Civil War veterans were the first interest group to use their political power to obtain substantial monetary transfers from the U.S. Treasury. Veterans supported the Republican party, and in exchange Republicans provided increasingly generous veterans benefits, placing a strain on the Treasury that led toward a demand for increased taxes. Veterans also established a precedent that other groups could follow to petition the goverment for economic benefits, shaping the transformation of American government in the Progressive era which led to the substantial growth of the federal government in the 20th century.  相似文献

Ward explores the diverse ways in which memories, understandings and misunderstandings of the 1960s were mobilized during the 2008 election cycle. At the time, Barack Obama's campaign and triumph were hailed by many as marking a series of a decisive breaks with the past, notably with the culture wars and fiercely ideological political partisanship unleashed in the late 1960s. Others suggested that Obama represented a new kind of candidate who somehow transcended, or might even heal, the racial divisions in the United States, in a fanciful vogue for ‘post-racialism’ that Ward argues was also connected to popular conceptions of the 1960s and, in particular, to a misreading of the social philosophy of Martin Luther King, Jr and his ‘I Have a Dream’ speech. While some commentators stressed rupture and discontinuity with the past in interpreting Obama's victory, others—friend and foe alike—were keen to stress continuities with the past, often explicitly with a 1960s routinely, if simplistically, parsed into ‘good’ early and ‘bad’ later periods. ThusWard considers Obama's connections to the civil rights and black power movements, as well as to other 1960s organizing traditions, charismatic leaders and conceptions of federal government, arguing that the decade continues to offer an important, if ambiguous touchstone in contemporary American politics and social memory.  相似文献

In this paper, we assess the drivers of, and prospects for, further security cooperation in the Australia–Japan bilateral relationship. We argue that while balance of threat and capability gaps may restrain the pace of deepening Australian-Japan security relations, these gaps are diminishing and are, in any case, secondary to the specific shared interests we posit as the primary drivers of Australia–Japan security cooperation. These specific interests, however, are shaped not only by a commitment in both countries to liberal-based principles and freedoms at home and in inter-state relations, but also by a common awareness of the importance of continued US primacy to the ongoing maintenance of those interests. Thus, in the absence of any fundamental change in how Australia and Japan understand their respective interests and the US role in the region, Donald Trump's recent and unexpected election as US president notwithstanding, we conclude that the case for further security cooperation – via additional cross-bracing of their respective US alliance relationships – will almost certainly remain compelling for both countries.  相似文献

Much research has been undertaken to cast light on to the role of interest groups in the European Union and elsewhere. However, only a few researchers have focused their energy on the practical effects of involvement—effects on the legal output of the political process. Thus, we have a good knowledge of interest groups as input factors, and we have a language to asses their weight in terms of input legitimacy. However, we do not understand their actual impact on the substance of legislation: does involvement make laws more efficient? This question seems especially relevant in the European Union as this organisation is often said to be much dependent on the effective and efficient functioning of its rules—its output legitimacy. Using data from the 1997 and 2002 waves of the German Socio-Economic Panel and from official statistics, I study whether natives are less supportive of state help for the unemployed in regions where the share of foreigners among the unemployed is high. Unlike previous studies, I use individual-level panel data, which allows a more convincing identification of a causal effect. I find that the negative bivariate association is mainly driven by observed individual differences, such as East German origin or income. While there remains some evidence of a negative association even after adjusting for observed and unobserved individual differences, the association is relatively weak.  相似文献
