The scholarly literature on democratic transitions has largely ignored developments at the local level and the relationship between federalism and democracy. In this work I examine the development of federalism in Russia and I assess the impact of Russia's highly asymmetrical form of federalism on democratisation. The study shows that federalism far from promoting democracy has allowed authoritarianism to flourish in many of Russia's eighty nine regions and republics. Federalism and democratization in Russia exist in contradiction rather than harmony. In a vicious circle, authoritarianism at the centre has been nourished by authoritarianism in the region and vice versa. “Elective dictatorships” and “delegative democracies” are now well entrenched in many republics, and mini-presidential systems are firmly established in a majority of the regions.  相似文献

The fledgling democracy of Russia is facing many challenges. Perhaps the most dangerous of all is the rise of an aggressive chauvinistic nationalism. Initially, political analysts regarded it as a “recent” phenomenon which was filling in the ideological vacuum left by communism. As time went on, however, scholars began to grasp its deep historical roots and investigate its ideological evolution during the Soviet period. In this process, they tended to focus on the “legitimate” domains of the Soviet system – such as the official press, the literary field of socialist realism, and so on – in order to investigate how “the Russian idea” overtly coexisted or even covertly prospered within the boundaries of officially sanctioned ideology. The main goal of this paper is to bring a new dimension to our understanding of contemporary Russian nationalism, by approaching the whole phenomenon from below. While focusing on the Soviet period, this paper traces the ideological evolution of Slavophiles and their selective degeneration into chauvinism at the social level. In particular, it analyzes the underground ideological field of samizdat – uncensored illicit publications – where Slavophiles played a significant role. In this way, we can hear the “unfiltered” voices of rising Russian nationalists during the Soviet era.  相似文献

Following a short-term burst of migration activity after the dissolution of the USSR, the current situation is marked by the unusually low population territorial mobility, defined by both the political and, increasingly, the socioeconomic factors. While this trend indicates some degree of minority accommodation, it also demonstrates the depth of economic crisis and increasing socioeconomic differentiation. Visible also is the disproportionate influence exercised by Russia on the formation of migration flows in the region. Remaining the major recipient of migrants, Russia increasingly plays a role of supplier of labor migrants to the West, and acts as a “bridge” for those attempting to reach Western Europe. Meanwhile, Russia still lacks an effective legislative base, institutional mechanisms, and political will for dealing with the new migration flows.  相似文献

The “re-Islamization” of society in independent Uzbekistan has proven to be a complex process, generating conflict in the social, cultural and political spheres. Since the early 1990s, the regime of Islam Karimov has sought to undermine any manifestation of “unofficial” Islam via imprisonment of the leadership, implementation of repressive statutes governing religious activity, and other coercive means. Yet, since 1999 Uzbekistan has experienced more religious violence directed against government power structures by “extremists” than any other former Soviet republic in Central Asia. Important issues that should direct U.S. policy remain unresolved: How significant is the threat from radical Islam in Uzbekistan, that is, what are the chances of politicized, “fundamentalist” Islam emerging as a mass movement there? Has recent U.S. policy reduced or exacerbated the dynamics of conflict between the regime and the “radicals?” In order to effect resolution of this conflict, a new paradigm must be implemented in U.S.–Uzbek relations which moves the Uzbek regime toward democratization, while maintaining social stability. In addition, politicized Islam, in a non-radicalized form, should also figure into any policy strategy directed at long-term stability in Uzbekistan.  相似文献

This article examines socioeconomic foundations of leftist politics in post-Soviet Russia. It is often argued that the reemergence of left politics is the result of contingent factors connected to transitional crises. While this is one source of strength for the left, there are two more important and enduring sources: a “socialist value culture” among a large majority of Russians, and an emerging pseudo-capitalist system that is creating “traditional” class-based and left-leaning attitudes and affiliations among particular social groups. The article examines the extent of this value culture and the emergence of these attitudes and affiliations through an analysis of statistical data and interviews conducted with Russian workers and intelligentsia figures from 1994–1997.  相似文献

This article employs the concept of rhetorical action in an analysis of the recent developments in Czech-Russian political relations. Through the discourse analysis of key Russian political speeches and official documents related to the Czech Republic, as well as Czech speeches tackling the same issues, we look at two different rhetorical actions employed by Russia to induce changes in Czech policy. The attempts to make Czech policy unacceptable in the wider community of European democracies were only partially successful. While the first rhetorical action aimed against Czech NATO membership failed, the new diplomatic strategy stressing the need for a “normalization” of relations was successful in transforming Czech policy towards Russia.  相似文献

Post-communist governing elites had a vision of a transition to a type of society characterised by wealth, markets, private ownership, democracy and civil society. The transformation in Russia is analyzed in terms of company structure, economic outcomes and patterns of social integration, elite and class fragmentation. On the basis of a comparative political economy, different models of capitalism are defined (competitive or market-led and cooperative or negotiated). The Russian economy is defined as a perverse chaotic social formation. It is contended that policy should move towards a state-led “negotiated” type of capitalist system.  相似文献

With the planned US and NATO withdrawal from Afghanistan in 2014 looming ever closer, and Central Asia's own future increasingly in doubt, major powers are all competing to enhance their influence in Central Asia. 2014 may mark a regional tipping point, but none can accurately predict how the regional balance might shift after the NATO withdrawal from Afghanistan. During 2009–2010, the signs of growing Russian dependence on China in terms of economy and energy were palpable, as were the signs of China successfully subordinating Russia to its Central Asian economic agenda. In 2011–2012, it was difficult to see Russia simply acquiescing in its subordination to China without reacting to that situation negatively. Since 2011, to avoid this dependence on China, Russia has vigorously pushed for its regional integration schemes. 2011 marked the launch of the US “New Silk Road” initiative. Great power regional integration schemes, however, undermine both regional and national development.  相似文献

Since the late 1990s, Russia has been among the countries most painfully affected by terrorism and President Putin has shown little doubt and even much enthusiasm in joining the U.S.-led "war" against terrorism. Intertwined as they are, counterterrorism and Chechnya are still significantly different matters in Russian security policy, and this article aims at examining how the struggle against terrorism shapes essential features of Russia's foreign and domestic policies during Putin's first presidency. Internally, the struggle against terrorism provides for a sufficient mobilization of the dysfunctional society around the "mutant" regime that has consolidated its control over mid-term political agenda. Internationally, high-profile counterterrorism strategy has helped Russia to secure for itself a more prominent role than the sheer size of its "assets" would justify. This war is fundamentally not about victory; it is about many "collateral" benefits for the regime that Putin is presiding over.‐  相似文献

Abstract

The USA developed and has therefore historically played a lead role in cyberspace. Yet rising powers, including brics , have been increasingly challenging the established regime. China and Russia submitted a joint proposal on information security to the United Nations in 2011. India, Brazil, and South Africa have been focusing on the information society since their 2003 Brasilia Declaration. These initiatives demonstrate that cyberspace has become hotly contested. However, there is still a need to explain this divergence. Are rising powers challenging the USA because of their national interests, the urge to maximise their security, or do factors such as values and political structures explain the different trajectories vis-à-vis the hegemon? This article examines the foreign policies of brics from 1995 to date, explaining the influence of different path-dependent origins, of the systemic shift and the type of political system, together with rising civil society pressure.  相似文献

Results of national surveys carried out in East-European countries convincingly showed that after the fall of communism the gender gap in earnings remained substantial. Following the same analytical framework here I explore a range of issues concerning the gender gap in membership in what I define as the “underclass” in 6 post-communist societies. The basic question is to determine whether or not such a gap exits. I find considerable cross-national variation in the odds of female/male membership in the underclass: women in Poland, Russia and Hungary appear to be most heavily over-represented in this category, while in Bulgaria and Slovakia, the effect of gender does not exist. In addition, the explanation for this gap cannot be found in the intergenerational transmission of poverty, in differences in marital status, and other social–demographic attributes commonly employed in quantitative studies. It is only the lower educational status of women, living in rural areas, and older age, which significantly interact with relatively higher representation of women in the underclass. After controlling for several characteristics of a person’s socio–economic position I found that in four countries, namely in Poland, Russia, Romania and Hungary, a statistically significant net effect of gender remains which provides solid evidence for the feminization of the underclass in these societies.  相似文献

The republics that make up the South Caucasus today gained brief independence after the fall of the Tsarist Empire, before the integration of the region into Bolshevik Russia. This period, even though short, gives interesting historical background to understand the present. Thus, the purpose of this paper is to study the South Caucasian republics from 1918 to 1921 at the regional and international levels, paying particular attention to the historical continuities with the contemporary era (since 1991). The results of the study show three main parallels between the early twentieth century (1918–1921) and the present. First, the region is still internally divided (e.g. the unresolved conflicts). Second, externally, it is torn between sometimes opposing powers (e.g. Russia and the Western powers). Finally, third, the partnerships with international or regional powers still remain asymmetrical; consequently, the need to cooperate with Russia exceeds the aspirations of the Western powers toward the South Caucasus. Based on archival research, this study contributes to the historiography of the region and gives a framework for understanding the South Caucasus in contemporary international relations.  相似文献

This paper grew out of the author's Karl Marx studies and his practical knowledge of Soviet-type communist economies. It covers a broad spectrum of ideas and practices prevalent in those economies, which— rightly or wrongly—have become associated with Marx's teaching and predictions. Chapter I tries to explain the reasons for Marx's continuous popularity. Chapter II critically examines the validity of the claim about Marxian socialism being “scientific” as opposed to “utopian”. The article, especially in chapter III elaborates on a number of other Marxian ideas, like that of the so-called “anarchy of the market”, which for many decades exerted a negative influence on his followers—theoreticians and practitioners engaged in building what they believed to be a communist economy and society. One of the quintessential features of Marx's teaching, which he took over from Smith and Ricardo, was the labor theory of value and the “law of value” in particular. The latter, interpreted by Stalin as “the law of value under socialism”, was used by him for ideological and propaganda purposes, but after his death has in turn been utilized by Marxists, non-Marxists and anti-Marxists to discredit the Stalinist economic system, and to advance propositions ranking from profound, relevant and commendable to vague and frivolous. Tracing in Chapter IV the peripetia of this “law” provides a deeper insight into both the essential weaknesses of the Marxian theory and the acute dilemmas of the Soviet-type economies.  相似文献

Abstract

This article compares and evaluates the contributions of middle range powers to global governance initiatives. Examining participation in terms of personnel, financial and ideational contributions, we test several hypotheses derived from neorealism, critical theory, liberalism, constructivism, and post-internationalism against six cases: Canada, Japan, China, Russia, India and Brazil. We find that material power has a negative impact on contributions, while a country’s leadership’s attitude towards the international order, the length of its membership in major international organisations and the strength of its civil society all seem to have positive effects on its participation in global governance. Trade dependence, however, does not seem to exhibit the expected impact. The article indicates that multiple theoretical approaches may prove useful for evaluating the behaviour of middle range powers, and that further research should be conducted on the relative importance of each of the factors mentioned above in explaining middle range power contributions to global governance.  相似文献

In attempts to describe post-communist politics adequately, this paper employs the concept of delegative democracy for analyzing Russia's local politics. It argues that the election rather than appointment by the President of local governors in Russia has facilitated the establishment of a system which can be generally described as delegative democracy. This regime inherits free and contested elections from the democratic system and non-democratic methods of power consolidation from the authoritarian system. As a mixture of those two hardly reconcilable types of political system, delegative democracy in Russia has gained a shape and reached a certain degree of stability during 1993–95. This gain may delay the consolidation of representative democracy in Russia for an indefinite time and eventually lead to a new level of economic stagnation and a return to authoritarianism.  相似文献

Abstract

This paper seeks to uncover the drivers of maritime strategy formulation in Russia and China, two active players on the international stage that have often been identified as both rising and regional powers. The paper takes as its starting point the realist theory of state power and threat perception, which provide the means and motivation for states to accumulate material capabilities in an effort to safeguard their position in the international system. Given the increasing pressures of a changing security environment, China’s and Russia’s maritime strategies show a trend towards greater complexity and capability. The paper also addresses the impact of the revolution in military affairs ( rma ) and its subsequent manifestation as force transformation in Western states, especially the USA. Given that this new, qualitatively focused way of war has gained supremacy, at least where high-intensity inter-state war is concerned, the question remains of whether the Chinese and Russians will choose to emulate the leading powers in the system or, instead, will forge into the unknown and formulate an entirely different and innovative maritime strategy.  相似文献

From 1982, when the Chinese government first signalled its intention to take back Hong Kong, to the actual transfer of sovereignty in 1997, the PRC engaged in a long-term campaign to “win friends and influence people” in the British colony. Hoping to prevent a large-scale flight of capital and manpower, and wishing to cultivate a core group of sympathetic local notables as future political leaders, Beijing issued frequent pledges of non-interference in Hong Kong's affairs and adopted classic “united front” tactics — flattering, cajoling, and otherwise wooing potential supporters while snubbing (and sometimes smearing) outspoken critics. Despite intensely negative local reaction to the 1989 “Tiananmen Massacre”, over the long haul Beijing largely succeeded in disarming public fears of a heavyhanded Chinese takeover. Consequently, the handover itself was an extremely calm, tranquil affair. And in the first 2 years of Hong Kong's new status as a “Special Administrative Region” of China, the PRC earned generally high marks for honoring its pledge to uphold the principle of “one country, two systems”.  相似文献

在地缘安全、能源、价值观等方面,美国、以德国为主要代表的欧盟国家以及俄罗斯在中东欧地区有着广泛而重要的利益。三者的互动关系呈现美俄博弈主导中东欧安全形势,美德(欧)联合制俄但共识有限,美德(欧)对中国在中东欧的经济介入保持警惕但难以形成合力三个特征。随着中美竞争的持续,美德(欧)与以波兰、匈牙利为代表的中东欧国家在价值观上的分歧扩大,美德(欧)对俄罗斯的地缘政治攻势升级,中东欧地区的大国力量格局发生了新的变化。美国对中国的战略围堵压力持续加大,以德国为代表的欧盟国家对中东欧国家的控制力不断降低,俄罗斯反“守”为“攻”回应西方威胁,而德国新政府和新一届欧盟委员会对华政策更加突出价值观因素,导致中国—中东欧国家合作面临的地缘政治压力总体上有增无减。但是,美欧内部也并非铁板一块,以德国为代表的欧盟国家在中东欧控制力的弱化以及美欧与波兰、匈牙利等国关系的恶化,也为持续推进中国—中东欧国家合作带来了潜在机遇。以上因素作为影响中东欧国家对华政策的重要变量,需要密切关注。  相似文献

There is considerable debate about the impact of the 2006 NGO Law and related Kremlin policies on social organisations in Russia. This article uses interviews with members of organisations focusing on human rights, women, and youth to assess the effects of these policies on civil society. It finds that groups that are critical of the regime have been systematically pushed out of the public sphere and supplanted by groups that are either neutral to, or in favour of, the regime. This finding has implications for the future development of Russian civil society and demonstrates a way that non-democratic rule has been ‘upgraded’ in Russia.  相似文献
