The purpose of this study was: (1) to assess the impact of an incident of racial profiling on residents’ attitudes about profiling; and (2) to examine the effects of exposure to a video clip of deliberation about the incident on residents’ beliefs about the causes of profiling. All residents, White and minority, were less likely to believe that Chicago police officers engaged in profiling after the incident. These findings suggest that attitudes about the prevalence of racial profiling are susceptible to the manner in which the media construct incidents of police misconduct. Exposure to the video clip was not related to differences in residents’ beliefs about the causes of profiling, but was related to differences in perceptions of the dangerousness of traffic stops. The findings highlight the need for more research on how media constructions of police misconduct influence attitudes about profiling and impact community–police relations.  相似文献

This paper reports the results of four studies that investigate racial profiling as an attribution about police motives. Each study explores, first, the types of police behavior that heighten or lessen the occurrence of profiling attributions and, second, the consequences of such attributions. Results support prior studies in finding that judgments about whether the police are profiling are associated with the level of public support for the police. The studies then extend the analysis of subjective profiling judgments by examining their antecedents. The findings support the procedural justice hypothesis that the fairness with which the police exercise their authority influences whether members of the public view the police as profiling.  相似文献

This study examines the influence of citizen satisfaction with police behavior in citizen-police encounters upon citizen support for increases in the authority granted to the police. In the United States and elsewhere, there is substantial controversy regarding the use of race and ethnicity by police in determining whom to stop, question, and investigate in relation to crime and security issues. In the ethics literature, the debate about profiling largely focuses on the nature of profiling and when (if ever) profiling is morally justifiable. This essay addresses the related, but distinct, issue of whether states have a duty to collect information about the race and ethnicity of persons stopped by police. I argue that states in the U.S. do have such a duty on the grounds that such information collection would help secure the value of persons' human rights against discrimination and unfair policing. Nonetheless, a large number of states do not require it. I begin by distinguishing rights from the value of rights, and arguing that under certain conditions persons have claims to the value of rights themselves, and that states have duties to secure that value. I then turn to the issue of profiling and offer the value of rights argument in favor of information collection about the race and ethnicity of persons stopped by police.  相似文献

Research Summary Scholarly research has documented repeatedly that minority citizens are disproportionately stopped, searched, and arrested relative to their baseline populations. In recent years, policymakers have brought increased attention to this issue as law‐enforcement agencies across the United States have faced allegations of racial profiling. In the 1990s, the politics generated by accounts of racially biased policing placed heightened pressure on law‐enforcement agencies. However, to date, few studies have explored whether the increased social and political scrutiny placed on police organizations influenced or changed their general pattern of enforcement among black and white citizens. Using data in the search and citation file from the North Carolina Highway Traffic Study, this research specifically examined whether the politics generated by the media coverage of racial profiling and racial profiling legislation in North Carolina influenced the search practices of officers of the North Carolina State Highway Patrol's drug interdiction team. The findings suggest that media accounts and the passage of new legislation were particularly powerful influences, which thereby reduced racial disparity in searches. Declines in the use of consent searches and an increased probability of finding contraband also were influenced by the politics of racial profiling. Policy Implications The results of this study suggest several important policy recommendations. First, law‐enforcement agencies must monitor the policing practices of their officers because such supervision can influence officer compliance with fair and unbiased policing policies. Next, supervisors need to familiarize themselves with enforcement data to identify potential problem officers and organizational practices. By doing so, police organizations will not only increase officer accountability but also will potentially improve communication with their local communities. Such communication can empower community members to file charges against officers who violate their civil rights. Next, the media and political effects documented in this study suggest that external oversight can be particularly influential on police practices. Therefore, police agencies should consider developing a citizen complaint board, which is an external oversight board that would be responsible for investigating allegations against officers who engage in racial profiling or other racially biased enforcement practices. Such a board could assist police administrators in identifying problem officers as well as in making recommendations for corrective action. Finally, external social and political pressure must continually be placed on police forces to improve equity in police behavior. These external forces can assist in creating opportunities for police to increase the overall quality and efficacy of policing.  相似文献

This study examines views about police legitimacy and competence in neighbourhoods over time. The study compares theories about police legitimacy, the cooperation hypothesis, and the collective security hypothesis to predict violence. Findings suggest that when police legitimacy is deficient in neighbourhoods, a culture supportive of violence to resolve disputes may develop. Results show the importance of police competence to suppress violence and build collective efficacy. Finally, police are more successful in neighbourhoods that are collectively efficacious. The cooperation hypothesis is fully supported, but the collective security hypothesis and LaFree’s legitimacy theory receive partial support. Findings underscore the merit of examining neighbourhood consequences of police legitimacy, including how institutions, like police, can impact neighbourhood socialisation processes and are impacted by them.  相似文献

Objectives

Because of the merging of immigration control and criminal justice, or “crimmigration,” state and local police increasingly drive interior immigration enforcement through the routine policing of crime. At the same time, growing evidence indicates that immigration is an ethnicity-coded issue that allows for the veiled expression of broader anti-Latino sentiments. Yet little research has examined whether public perceptions of either immigrants or Latinos influence support for police policies and practices that, in the context of crimmigration, may significantly shape immigration enforcement and, more broadly, may contribute to the subordination of Latinos. The current study addresses this research question.

Methods

The study draws on data from a recent nationally representative telephone survey and employs multivariate regression methods to evaluate whether perceptions of Latino economic and political threat are associated with support for granting police greater latitude in stopping, searching, and using force against suspects.

Results

This study provides the first evidence that, at least among Whites, perceived Latino threat is positively associated with support for expanding police investigative powers, especially the power to stop suspects based only on the way they look.

Conclusions

The results suggest that by increasing public support for aggressive policing, or, at minimum, by reducing opposition to discriminatory social controls such as police profiling, Latino threat perceptions may increase the political attractiveness and viability of crimmigration as a “solution” to the “Latino problem.”

Social ecological theories of crime have recently been extended to explain spatial variation in police behavior. Although these theories successfully identify community characteristics affecting local policing, they fail to acknowledge the class-based origins of formal social control and the relative autonomy of the police. This paper addresses the neglected class issue by integrating social ecological and critical theories in a model of police behavior. Cross-sectional data was obtained from twenty-five police agencies’ vice divisions and their corresponding jurisdictions to test the integrated hypothesis. Four social ecological variables and a fiscal measure of relative autonomy are examined as police behavior predictors. Findings reveal that both the autonomy measure and three of the social ecological variables explain significant variance in police behavior, thus supporting the inclusion of structural Marxism in a general theory of police behavior.  相似文献

Societies control crime through a variety of both formal and informal methods, and the balance between these methods varies widely by culture. This exploratory study surveyed a convenience sample of 434 students attending a university in Andhra Pradesh, India, in order to examine their social control views. Although there was strong support for both forms of social control, informal control mechanisms (family, neighbors/neighborhood, and peers) were more likely to be ranked higher in importance than formal control mechanisms (courts, police, and correctional facilities). Ordinary ordinal regression and ordinary least squares regression results indicated that views on shaming and group punishment were related to the views of formal and informal control. Further research is needed to examine the forces that shape the formal and informal crime control views of Indian citizens.  相似文献

The volatile political environment that surrounds the issue of “racial profiling” has led local and state police agencies across the nation to start collecting information about traffic and pedestrian stops. The controversy over this issue is overwhelmed by the unsupported assumption that all race-based decision making by police officers is motivated by individual police officers' racial prejudice. This article reviews recently published studies on racial profiling and critiques both their methods and conclusions. Using the conceptual framework for police research presented by Bernard and Engel, it reviews a number of theories that may explain racial disparities in the rates of police stops. The authors argue that to explain police behavior better, theoretical models must guide future data collection efforts.  相似文献

Objectives

Examines the influence of positive, negative, and neutral police behavior during traffic stops on citizen perceptions of police.

Methods

Participants were randomly assigned to view a video clip of a simulated traffic stop in which the officer communicates with the driver in a positive (procedurally just), negative (procedurally unjust), or neutral manner. After viewing the video, participants completed a survey about their perceptions of police, including their level of trust in police, obligation to obey police orders, and willingness to cooperate with police.

Results

Observing positive interactions with police enhanced people’s self-reported willingness to cooperate with police, obligation to obey police and the law, and trust and confidence in police, whereas observing negative interactions undermined these outcomes. The effects of these interactions were much stronger for encounter-specific outcomes than for more general outcomes.

Conclusions

The results from this randomized experiment confirm that procedural justice can enhance people’s prosocial attitudes toward police, whereas procedural injustice can undermine these attitudes. While positive (procedurally just) interactions tend to have weaker effects than negative (procedurally unjust) interactions, this study finds little support for the notion that only negative experiences shape people’s views about the police.

There has been a significant increase in the litigation of selective enforcement cases based on racial profiling claims. This trend has resulted in two legal issues that are problematic for racial profiling research. First, selective enforcement claims that rely on statistical evidence must successfully measure “similarly situated persons” who were eligible for police stops to provide a comparison against those actually stopped by police. Second, the research must demonstrate “how much” statistical evidence of racial/ethnic disparities exists. Although these legal components are necessary for successful selective enforcement claims, the methodologies and statistical analyses currently used in racial profiling research cannot adequately address these issues. It is argued that the over-reliance on social science research, in general, and statistical techniques, specifically, to provide evidence of discrimination in selective enforcement cases places policing research and legal decision making at a crossroads.  相似文献

Violence, disorder, and social schism are well-known features of contemporary Northern Ireland resulting in the high profile of the province’s police, the Royal Ulster Constabulary (RUC). Since 1968, in particular, the policing of some major events has resulted in the RUC being viewed variously as saint and sinner by different sections of society. The most recent cause for acceptance, or condemnation, of police performance was the 1996 ‘marching season’. In particular, withdrawal of the police from the scene of the Drumcree stand-off, once it became evident that the many members of the Orange Order gathered there intended to march down the predominantly Garvaghy Road with or without the approval of the Chief Constable, and the province-wide acts of solidarity related to that event, by other members of the order, led to much controversy. First, this essay identifies some of the potential consequences of policing Drumcree for the RUC public image. Second, it compares these potential perceptions of police performance with some published views of their response to the Ulster Workers’ Council strike in 1974 and during the negotiations leading up to, and in the aftermath of, the Anglo-Irish Agreement of 1985. Finally, it considers if there is anything new that can be learned about the RUC from its handling of the Drumcree crisis.  相似文献

Individuals enter police encounters with expectations about how these interactions will unfold. These expectations are often rooted in racialized personal, vicarious, and collective experiences with the police. Bayesian updating posits that the way youth perceive treatment by the police during stops and arrests combines with prior expectations and perceptions to shape current views of the law, whereas subtyping suggests this process differs by race. This study examines intra- and interracial variability in these processes using longitudinal survey data from 3,085 Black and White youth. Regardless of race, youth who indicate they were treated with disrespect during police encounters had lower perceptions of procedural justice than did those with no contact, whereas contact perceived as respectful had no significant effects. For White but not Black youth, police encounters rated as “neutral” are associated with more negative views of the police. Other forms of legal socialization are also racialized, including messages conveyed in the media and by parents. Limited evidence exists that prior views of the police moderate the effect of police encounters on procedural justice or that these conditioning effects vary by race. Findings support updating, but race differences do not neatly align with findings expected with updating or subtyping theory.  相似文献

Public attitudes, social movement organizations, and criminal justice laws regarding drunk driving have undergone significant changes in recent years. These changes raise important questions about police, who act as gatekeepers for the rest of the criminal justice system. Very little, however, is known about what police did in the years when drunk driving was viewed as a less serious social problem or about what police do now. I attempt to answer the first of these questions using data collected in the early 1970s, an important, largely unexamined period in the history of city police and drunk driving. The data provide a baseline for contemporary research. City police did not give contacts with drunk drivers a high priority, preferred to avoid these encounters, and made arrests on the basis of both legal and extralegal factors; extralegal factors were more important than legal factors. I examine the implications of the baseline data for contemporary policing.  相似文献

Objectives

Prior research indicates that public assessments of the manner in which the police exercise their authority are a key antecedent of judgments about the legitimacy of the police. In this study, the importance of context in influencing people’s assessment of police wrongdoing is examined.

Methods

A randomized factorial experiment was used to test how respondents perceive and evaluate police–citizens interactions along a range of types of situations and encounters. 1,361 subjects were surveyed on factors hypothesized to be salient influences on how citizens perceive and evaluate citizen interactions with police. Subjects viewed videos of actual police–citizen encounters and were asked for their evaluations of these observed encounters. Contextual primes were used to focus subjects on particular aspects of the context within which the encounter occurs.

Results

Structural equation models revealed that social contextual framing factors, such as the climate of police–community relations and the legality of the stop that led to the encounter, influence citizen appraisals of police behavior with effects comparable in size to and even larger than demographic variables such as education, race, and income.

Conclusions

These results suggest that the understandings and perceptions that people bring to a situation are important determinants of their assessment of police fairness. The police can positively influence citizen interpretations of police actions by striving to create a climate of positive police–community relationships in cities.  相似文献

This study explores two issues about police legitimacy. The first issue is the relative importance of police legitimacy in shaping public support of the police and policing activities, compared to the importance of instrumental judgments about (1) the risk that people will be caught and sanctioned for wrongdoing, (2) the performance of the police in fighting crime, and/or (3) the fairness of the distribution of police services. Three aspects of public support for the police are examined: public compliance with the law, public cooperation with the police, and public willingness to support policies that empower the police. The second issue is which judgments about police activity determine people's views about the legitimacy of the police. This study compares the influence of people's judgments about the procedural justice of the manner in which the police exercise their authority to the influence of three instrumental judgments: risk, performance, and distributive fairness. Findings of two surveys of New Yorkers show that, first, legitimacy has a strong influence on the public's reactions to the police, and second, the key antecedent of legitimacy is the fairness of the procedures used by the police. Theories of procedural justice have emphasized the importance of non-coercive police behavior during encounters in obtaining citizen compliance and promoting police legitimacy. In the empirical research on police behavior, however, non-coercive police behavior has not been examined extensively. With social observations of police–citizen encounters, this study explored the correlates of police initiated non-coercive behavior (such as care, assistance, and advice/requests) in situations involving domestic and non-domestic conflicts. The non-coercive behavior was also examined in comparison with coercive behavior (such as use of verbal force, use of physical force, and arrest). The analyses found that police officers behaved differently in two types of situations, and that citizens’ characteristics such as gender, class, and demeanor had significant impacts on non-coercive police behavior. Implications for understanding police behavior and handling domestic conflict situations are also discussed.  相似文献

Recent research on racial profiling has renewed attention on how police officers develop suspicions about citizens, and how these suspicions influence the official behavior of police. In order to guide the current research, a review of the wealth of existing qualitative and quantitative research on this topic is necessary. This literature review examines the existing international research in psychology, sociology, and criminology on police officer development of suspicion. It also lays out a framework for organizing the findings with four broad methods of suspicion development: stereotypical perceptions about typical criminal offenders, prior knowledge about specific citizens; incongruent circumstances, and suspicious nonverbal cues. It concludes with the few studies linking officer suspicions to official police behavior.  相似文献

Community-oriented social capital strategies and punitive-oriented policing approaches conflict. Establishing local networking initiatives with community-oriented policing at the centre lends itself to an assets-based policing approach, based on honouring, mobilizing and extending the assets of community members. Scholars argue about the need for comparative research on convergences and divergencies across subcultures on the streets and communities. Based on qualitative data gathered from working class communities in Scotland and Denmark in 2014, the article draws inspiration from community-generated theory of social capital to explore the micro-sociology of experiences and understandings about community–police integration policy initiatives. We use this perspective to argue that the building of positive inter-generational and police–community relationships is the result of social exchanges and officers’ use of what we call ‘constructive investment strategies’. Ironically, our insights from Scotland to Denmark also suggest what appear as positive achievements of community policing may instead intensify residents’ negative perceptions of police officers and organizations. In this way, the article illuminates the tangled and conflicted nature of these embedded symbolic interactions, social capital formations and the latter’s form as a potential positional and ‘tribal’ commodity.  相似文献
