Using 71 planned supermarket interventions in food deserts, this study assesses the interplay between regional geography, management models, policy drivers, financing, and timing. We find that community engagement and cooperative management models are important factors to opening and sustaining a new store, contributing to subsequent improvements in the foodscape, built environment, and diet‐related health. Findings show that none of the nonprofit or community‐driven stores have closed whereas nearly half of the commercial‐driven and one third of government‐driven cases resulted in canceled plans or closed stores. Our research suggests community engagement is a critical component of effective policies for healthy food access. Future studies may wish to include measurements of community engagement with their case studies to better situate explanatory findings.  相似文献

The adoption of “smart practices” requires that smart practices can actually be identified for the areas of public policy in which we are interested. For the problem of designing structures for public agencies, however, identifying smart practices is not easy. This article explores the reasons for the substantial conservativism, lasting over 50 years, regarding the structural design of the U.S. intelligence community. One central argument is simply that it was very difficult to discover a clearly superior structure; in fact, the long‐standing structure may have had some unrecognized virtues. But the other central argument is that one smart practice may have emerged since the 9/11 attacks: It involves the creation of problem‐focused interagency centers that are intended to enhance the sharing and integration of information within the intelligence community. These conclusions about redesigning the structure of the intelligence community are based on the arguments of Luther Gulick on methods of departmentalization and Martin Landau on redundancy and system reliability.  相似文献

This article examines the interstate spillover effect of Medicaid expenditures for home‐ and community‐based services (HCBS) and tests the relationship between fiscal decentralization and public spending. Based on the theory of interstate strategic interaction, an empirical model is specified that explicitly accounts for interdependence in states’ spending decisions. The model is estimated by applying spatial econometric methods to panel data for the 50 U.S. states for 2000–2010. Findings show a positive interdependence in state HCBS expenditures that is contingent on similarity in citizen ideology between states. Fiscal decentralization, measured by transfer dependence and revenue autonomy, is positively related to Medicaid HCBS spending.  相似文献

The federal government often works through nonprofit intermediaries to reach and empower communities in the United States. One increasingly popular policy strategy is to offer grant funding to intermediary organizations in an effort to strengthen communities. Funded intermediaries are tasked with building the capacity of faith‐based and community organizations at the local level, but the policy theory that informs these programs does not specify how these capacity‐building efforts will lead to stronger communities. Missing is a middle‐range implementation theory that links inputs to community‐level changes through the actions of an intermediary. Derived from empirical case study evidence using process‐tracing analysis, the theory of the community‐integrated intermediary posited in this article helps fill that gap.  相似文献

We study effects of wartime violence on social cohesion in the context of Nepal's 10‐year civil war. We begin with the observation that violence increased levels of collective action like voting and community organization—a finding consistent with other recent studies of postconflict societies. We use lab‐in‐the‐field techniques to tease apart such effects. Our causal‐identification strategy exploits communities' exogenous isolation from the unpredictable path of insurgency combined with matching. We find that violence‐affected communities exhibit higher levels of prosocial motivation, measured by altruistic giving, public good contributions, investment in trust‐based transactions, and willingness to reciprocate trust‐based investments. We find evidence to support two social transformation mechanisms: (1) a purging mechanism by which less social persons disproportionately flee communities plagued by war and (2) a collective coping mechanism by which individuals who have few options to flee band together to cope with threats.  相似文献

Several theories compete to explain observed race‐ and ethnicity‐based environmental injustice in society. This paper focuses on analyzing the extent to which firms' siting decisions based on community privilege can explain this outcome. A unique feature of this analysis is that we include analysis of both unwanted land uses (disamenity firms) and desired land uses (amenity firms). The environmental justice analysis of amenities other than green spaces is rare, but amenities are crucial components of urban areas to which environmental justice studies must attend. We use an agent‐based model to explore community outcomes when environmental disamenities choose locations based on low community privilege, and compare this with scenarios in which disamenities only seek to minimize the cost of land. We also assess differences in environmental justice outcomes when amenities choose locations in areas with high community privilege. While disamenities' focus on locating in areas with low community privilege indeed affects environmental equity, the effect of amenity location is also important, and there are powerful interaction effects. The importance of privilege‐based location is found in these simulations regardless of which social group—majority or minority—is assumed to be the privileged group. This study suggests a limitation of EJ policies and models that focus on the politics of disamenity siting without considering the politics of amenity siting.  相似文献

What intellectual influence, if any, have British public administration scholars had on their American counterparts since World War II? In this article, the author briefly reviews the major areas of theory and research in the British study of publication administration, further identifying important contributions by British scholars in the areas of modernist‐empiricism, the new public management, regulation, policy networks and governance, and interpretive theory. Although there is a discernible American influence on British public administration, there is little British impact on U.S. public administration; nowadays it is a one‐way street. Increasingly, British scholars are involved in a growing community of European public administration scholars with whom they share active, two‐way connections. Recent European developments suggest that American and European public administration academics are growing further apart. Due to the immense strength of modernist‐empiricism throughout American universities, plus the interpretive turn to a European epistemology of “blurred genres,” these twin, traditionally self‐referential, communities seem to be parting company with an attendant danger that future intellectual engagement may be a dead end.  相似文献

Why are some local governments more successful than others in managing resources and delivering services? And even more vitally, how can malfunctioning governments be reformed so that they perform their responsibilities more effectively? This article contributes to our understanding of theses overarching questions by exploring the interactions between political institutions and public sector performance in the context of decentralisation and local governance. It shows–both theoretically and empirically–that performance outcomes are determined by the extent to which people can hold their governments accountable through political institutions. The basic hypothesis underlying this research is that political accountability, either by encouraging sanctions upon non‐compliant public agents or simply by reducing the informational gap regarding government activities, will create forceful incentives for elected officials and civil servants to reduce opportunistic behaviour and improve performance. Using a cross‐sectional regression the hypothesis is empirically tested against evidence from newly empowered local governments in Indonesia. The empirical findings broadly support our hypotheses. Improved public services on the ground, both in terms of quantity and quality, require informed and well functioning decision‐making processes that allocate resources to priority areas that meet the demand of the broader community. The purpose of this article is to share experience of a strategic intervention adopting a collaborative inquiry (CI) process that took place in a formal institutional setting and which evolved into a community‐based inquiry. The article illustrates the CI process through a twelve‐month exploration with a group of senior managers from within the UK Civil Service. The form of CI demonstrated is similar to what has become known as community based research, in that all participants collaboratively pursued the inquiry. A critical element of this collaborative inquiry is that although it started formally and did not spontaneously emerge from the inquiry community, its members shaped the inquiry, conveyed the message, acted as advocates and evaluated the outcomes of the inquiry. The impact of this inquiry is now being positively felt within the UK Civil Service as the members of the inquiry community apply their learning within their own departments. In 2013 the Australian Capital Territory (ACT) government's Community Services Directorate (CSD) initiated a suite of projects designed to address the not‐for‐profit (NFP) community services sector's capacity to adapt to a rapidly changing policy and operational environment. In common with other Australian governments, the ACT relies upon NFP organisations to deliver a wide range of community‐based human/social services. The procurement of services rendered to, or on behalf of, government by a third party provider under contract accounts for about 94% of the CSD's investment in the NFP community services sector. The ACT government, therefore, has a vested interest in ensuring that NFP providers are operationally capable, financially viable, and economically sustainable. Accordingly, the government launched a Community Sector Reform Program (CSRP) focussing on red tape reduction, sector development, and the establishment of a community sector outcomes framework. Regulatory approaches and strategies are frequently the subject of study in various literatures, but that examination focuses on practices rather than looking more deeply at the nature of regulatory interactions. Also missing is a more thorough look at what it is front‐line regulators—in this case, environmental inspectors and site coordinators—desire in their interactions and how they perceive their regulatory counterparts. Interviews with regulators in Southwest Ohio reveal that 82 percent of them think the regulated community intends to comply with regulations. Additionally, 71 percent of regulators say that their interactions are positive with the regulated community with three‐quarters indicating that trust plays a role in these interactions. Only 36 percent of interviewees prefer a clear cut and consistent approach while the rest favor a collaborative approach or some combination thereof. These findings should impact discussions concerning regulatory approaches in environmental policy, particularly conversations concerning next‐generation policies.  相似文献

The majority of the world's population resides in low‐ and middle‐income countries, where the problem of sustainable development is among the most pressing public administration challenges. As principal actors within the international development community, transnational nongovernmental organizations (NGOs) play a leading role in piloting a wide variety of development‐focused strategies. During the past decade, many of these transnational NGOs, along with the United Nations, have embraced a rights‐based approach (RBA) to development as an alternative to traditional service delivery. Despite the growing popularity of RBA among NGOs and other development actors, surprisingly little attention has been paid to understanding the significance of RBA for public administration and for public managers—the “other side of the coin.” Drawing on current research in NGO studies and international development, this article describes several varieties of contemporary rights‐based approaches, analyzes their impact on development practices, and examines the intersection of RBA and public administration.  相似文献

The institutional landscape for public land management in the U.S. West underwent a seismic shift in the 1990s as the long‐dominant resource extraction paradigm was replaced by the ecosystem management paradigm. Here we analyze the efforts of community‐based organizations (CBOs), entities that emerged in some locations across the West to help their respective communities navigate the transition from resource extraction to environmental stewardship. Despite their formal status as civil society actors, in practice CBOs came to fill various institutional gaps by taking on roles traditionally assigned to both the state and the private sector. We use a case study approach to examine how the Hayfork, California–based Watershed Research and Training Center engages in institutional work within a setting that is at once both open and constrained, as the rural community within which it operates lacks strong state‐ or industry‐led development trajectories while remaining constrained by the legacies of past institutions.  相似文献

Rosenbaum, Stroh, and Flynn confirm existing community leader perceptions that this model mixed‐income development in the predominantly low‐income South Side of Chicago has produced a positive residential environment. Increased tenant voice, not role modeling, seems to be a factor in producing increased resident satisfaction with the building and a strong sense of commitment to the mixed‐income alternative to exclusively low‐income housing projects. The extra resources invested in physical improvements and the extraordinary media attention paid to this model project may have created a “Hawthorne effect,” which also produced higher levels of satisfaction. The existence of this successful model is not sufficient to provide more housing alternatives; community‐based advocacy for more mixed‐income developments is needed.  相似文献

This article presents a conceptual perspective on the distinctive characteristics of public organizations and their personnel. This perspective leads to hypotheses that public organizations deliver distinctive goods and services that influence the motives and rewards for their employees. These hypotheses are tested with evidence from the International Social Survey Programme in order to compare public and private employees in 30 nations. Public employees in 28 of the 30 nations expressed higher levels of public‐service‐oriented motives. In all of the countries, public employees were more likely to say they receive rewards in the form of perceived social impact. In most of the countries, public employees placed less importance on high income as a reward and expressed higher levels of organizational commitment.

Practitioner Points

  • The findings presented here add to previous evidence that public employees seek and attain more altruistic and public‐service‐oriented rewards than private sector employees. In particular, we add evidence that these differences hold in many different nations and cultural contexts.
  • Compensation and incentive system reforms in many governments have often concentrated on financial incentives and streamlining procedures for discipline and removal. Such matters are important but should not drive out concerns with showing public employees the impact of their work on the well‐being of others and on the community and society. Leaders and managers should invest in incentive systems that emphasize such motives and rewards.
  • Leaders and managers should invest in the use of altruistic and socially beneficial motives and rewards in recruiting systems.

Although a wide‐ranging literature explores the favorable effects of social capital, it is only relatively recently that systematic attention has been directed to the manner in which social networks emerge and the consequent implications for civic engagement and collaborative governance. This article employs advanced social network statistical models to examine civic network emergence following a participatory reform in Los Angeles. Findings suggest that the reform fostered a number of favorable network attributes supportive of democratic participation. At the same time, subtle but ubiquitous effects of socioeconomic sorting had the unintended and undesirable effect of elevating higher‐status actors within the emergent civic network. These findings suggest that macro‐level policy interventions are required to foster the development of ties that promote cross‐talk among socioeconomically distinct community groups.  相似文献

Communities often rely on sanctioning to induce public goods contributions. Past studies focus on how external agencies or peer sanctioning induce cooperation. In this article, we focus instead on the role played by centralized authorities, internal to the community. Combining “lab‐in‐the‐field” experiments with observational data on 1,541 Ugandan farmers from 50 communities, we demonstrate the positive effect of internal centralized sanctioning authorities on cooperative behavior. We also show that the size of this effect depends on the political process by which authority is granted: subjects electing leaders contribute more to public goods than subjects who were assigned leaders through a lottery. To test the ecological validity of our findings, we relate farmers’ behavior in the experiment to their level of cooperation in their community organization. We show that deference to authority in the controlled setting predicts cooperative behavior in the farmers’ natural environment, in which they face a similar social dilemma.  相似文献

Most research examining the relationship between social capital and outcomes focuses on either internal social capital or external social capital. This article examines the impact of both internal and external social capital on the success of self‐organizing community initiatives. A study of community water projects in a developing country, Nepal, shows that communities that enjoy less internal conflict and more external partnerships are more likely to be successful in securing agency funds for their projects. Also, communities face trade‐offs between internal and external social capital. These dimensions of social capital are not perfect substitutes, and communities that maintain a strategic balance between the two maximize gains from a trade‐off. Moreover, such an optimal choice is dependent on the level of internal and external social capital that these communities hold.  相似文献

This article examines an experiment in delivering services and programs in communities that were affected by the 2009 Victorian bushfires. Three not‐for‐profit agencies received funding to develop and deliver programs over a period of three years with the aim of achieving sustainability for the programs thus created. They were not constrained by the requirements of normal government funding, which is short term, subject to competitive tendering and targeted at specific programs and client groups. The nature of the funding allowed the three agencies to introduce innovative programs tailored to the needs of the community and with the aim of building community capacity. However the question of whether the programs are sustainable when existing funding runs out remains open.  相似文献

Killings of civilians by police officers have become a matter of intense public concern in the United States. High‐profile deaths, especially those of black citizens, have caused outrage and sparked the Black Lives Matter movement with calls for dramatic changes in how police agencies operate. However, little systematic research exists to answer questions about which policies should be ended or put in place to reduce these deaths. The authors leverage a large data set of gun deaths by police officers in the United States, combined with agency‐level policy data and community demographic data, to examine whether certain policies are associated with lower or higher rates of officer‐involved gun deaths. Findings show that one policy—the requirement that officers file a report when they point their guns at people but do not fire—is associated with significantly lower rates of gun deaths.  相似文献
