This article argues that the future of the European project depends on the capacity to maintain security. It traces the link between security and political institutions in the case of nation states and, subsequently, blocs. The security of nation states and blocs was defined in terms of the defence of borders against an external enemy and the preservation of law and order within borders. Today, the distinction between internal and external has broken down; 'new wars' are a mixture of war, organised crime and violations of human rights. Security can only be maintained through the extension of law and order beyond borders – through enlargement, migration and citizenship policies, and effective humanitarian intervention. Any other approach could lead to a reversal of the process of integration. This type of security policy is likely to be associated with a very different type of polity.  相似文献

Herbert Kaufman's 1960 investigation of federal forest rangers provided important insights into administrative discretion, agency culture, and natural resource policy making. Subsequent studies of Forest Service administration have documented that agency's change over time, mirroring broad changes in federal public administration. But little is known about state forest administration. This article describes results from a survey of line officers in 48 state forest agencies, as well as state forest statute analysis. Results indicate systematic state–federal differences in legal constraints, citizen interactions, and the forest administrators themselves. Though these differences foster state administrator decision making based on professional expertise, they do not encourage the incorporation of stakeholder views into agency policy making, nor do they yield a bureaucracy that represents a diverse constituency. State forest administrators perceive substantial external challenges to their professional discretion, but it remains to be seen whether state forest agencies will change to more closely resemble their federal counterpart.  相似文献

The argument for parity ignores the fact that 'politics' and 'citizenship' are not neutral terms, and thus to include women without redefining and challenge those terms might not produce any change to the masculine norms that support the system. In fact, politics can be reshaped to fit women rather than the other way around. The best antidote to a masculinist culture seems to be the stripping of political authority of its masculinist connotations in the name of a womanfriendly polity. Women's movements must therefore propose a new definition of citizenship‐as evidenced by the mobilization of several groups of women at the margins of the traditional political universe. In other words, we need to present a new image of citizenship that both includes political, economic, and social aspects, which responds to the needs and demands of women, and which takes into account gender, class, and ethnic differences in a pluralistic framework. A better approach implies calling into question the reductive common definition of several concepts such as politics, universalism, equality, and difference. At a time of growing disenchantment with conventional politics in many countries, there is the need to overcome traditional modes of political organization both within and beyond the nation-state. Women, working within the spaces where public and private worlds collide, operating at the interstices of the public and the private, are providing new role models for active political citizenship.  相似文献

Dramatic changes in the executive and legislative budget processes over the last ten years have elevated the Office of Management and Budget (OMB) to a new position of power and importance. Within the executive branch the budget process has become more highly centralized in the president's office; and within the Congress a similar centralization has occurred. In both branches the OMB has become the key institution for coordinating the actions of the budget-making powers. At the same time, the much-discussed “iron triangles” explored by analysts of the budgetary system have lost much of their power to control the process. Although the OMB's active involvement in the congressional budget process diminished in 1983, the institutional relationships necessary for a more centralized budget process remain and can be reactivated to deal with the predicted enormous deficits.  相似文献

This article provides an overview of factors influencing highway intermodal freight transportation planning and policy in the United States. The article provides examples of state and local initiatives to manage or balance the increasing highway transportation of freight with decreasing system capacity. It also identifies important trends in commerce affecting intermodal freight generation. How effective is counter‐terrorism and what are the underlying mechanisms? Relying on a unique experiment and detailed micro data from Israel, we show that the deployment of the Iron Dome anti‐rocket system mitigated the negative effect of rocket attacks on house prices and lowered the price premium associated with in‐house shelters. Analysis of surveys and data on purchases of anti‐anxiety drugs yields evidence consistent with a psychological mechanism: by reducing the negative effects on daily routine, subjective well‐being, and psychological distress, Iron Dome lowered the disamenity associated with living under the shadow of the rocket threat.  相似文献

Globalization is shifting the balance away from membership-based citizenship towards universal human rights, thus we ask: how are new human rights generated? We argue that the movement for human rights follows on the heels of the much older and richer tradition of citizenship, as can be seen from the fact that many of the new claims put forward by human rights activists seek to define traditional citizenship rights as universal human rights. Most recently, we witness attempts by NGOs and CSOs to bring health, rights-based development, and identity rights under the umbrella of human rights. We examine the changing but continuous relationship of these two rights traditions, the gains made by human rights activists and the global solidarity and national enforcement capacity needed to underwrite their further progress.  相似文献
