The Mobility of Youth in the Justice System: Implications for Recidivism

Both residential mobility and community disadvantage have been shown to be associated with negative outcomes for adolescents generally and juvenile offenders specifically. The current study examines the effects of moving among a large sample (n = 13,096) of previously adjudicated youth (31.6 % female, 41.2 % Black, 16.5 % Hispanic). Additionally, we examine whether moving upward to a more affluent neighborhood, moving downward to an area of greater disadvantage, or moving laterally to a similar neighborhood tempers the effects of residential mobility. We use a combination of analytical techniques, including propensity score matching to untangle the effects of mobility sans pre-existing conditions between movers and non-movers. Results show relocation increases recidivism, irrespective of the direction of the move with regard to socioeconomic context. Moving upward has the most detrimental impact for adjudicated male adolescents, while downward relocations evidenced the largest effect for female youth. Implications for policy and future research needs are discussed.

在成人高等职业教育招生考试改革的背景下,对学历证书与职业资格证书的相互转换进行理论研究和实践探索成为必然.而要对学历证书与职业资格证书的内在联系做出科学的分析,势必要对我国职业资格证书制度进行全面系统地梳理.本文综合了建国以来、特别是20世纪90年代国家职业资格证书制度确立以来的相关研究,并简要评价,提出自己的看法,以便为两种证书的相互转换、进而为成人高等职业教育招生考试改革研究提供参考.     

Introduction: Rethinking Agrarian Labor in the US South

This special issue of the Journal of Peasant Studies seeks to broaden discussion of the history of rural labor in the post-Civil War US South beyond the confines of the cotton plantation, studies of sharecropping, and black-white race relations. This introduction summarizes the contributions to the special issue, highlighting their most significant points. Collectively, five interrelated issues emerge from the essays: the role of the state in mediating agrarian labor relations, the importance of paramilitary or vigilante violence in the reassertion of the social power wielded over rural laborers, the significance of access to land and other resources of rural self-sufficiency, the ongoing struggle over labor mobility, and the recomposition of agrarian households as units of production.     

Youth Pathways to Placement: The Influence of Gender, Mental Health Need and Trauma on Confinement in the Juvenile Justice System

Although the juvenile crime rate has generally declined, the involvement of girls in the juvenile justice system has been increasing. Possible explanations for this gender difference include the impact of exposure to trauma and mental health needs on developmental pathways and the resulting influence of youth’s involvement in the justice system. This study examined the influence of gender, mental health needs and trauma on the risk of out-of-home placement for juvenile offenders. The sample included youth referred to three urban juvenile probation departments in Texas between January 1, 2007 and December 31, 2008 and who received state-mandated mental health screening (N = 34,222; 30.1 % female). The analysis revealed that, for both genders, elevated scores on the seven factor-analytically derived subscales of a mental health screening instrument (Alcohol and Drug Use, Depressed-Anxious, Somatic Complaints, Suicidal Ideation, Thought Disturbance, and Traumatic Experiences), especially related to past traumatic experiences, influenced how deeply juveniles penetrated the system. The findings suggest that additional research is needed to determine the effectiveness of trauma interventions and the implementation of trauma informed systems for youth involved with the juvenile justice system.

"A One-Sided Class War": Rethinking Doug Fraser's 1978 Resignation from the Labor-Management Group

In July of 1978, Douglas Fraser, President of the United Auto Workers, resigned from John Dunlop's Labor-Management Group in a flurry of publicity. The committee had been set up under the Nixon administration to seek out cooperative solutions to labor-management problems and to pass advice along to the White House. Although the group was supposed to reflect the postwar consensus in labor-management relations, Fraser's public resignation and the press conference that accompanied it shredded the fiction of that consensus with brilliant rhetorical barbs that sent shudders of concern all the way to the Carter White House. "I believe leaders of the business community, with few exceptions, have chosen to wage a one-sided class war today in this country-a war against working people, the unemployed, the poor, the minorities, the very young and the very old, and even many in the middle class of our society," he declared. "The leaders of industry, commerce and finance in the United States have broken and discarded the fragile, unwritten compact previously existing during a past period of growth and progress." Promising to forge a new social movement, he explained, "I would rather sit with the rural poor, the desperate children of urban blight, the victims of racism, and working people seeking a better life than with those whose religion is the status quo, whose goal is profit and whose hearts are cold. We in the UAW intend to reforge the links with those who believe in struggle: the kind of people who sat-down in the factories in the 1930's and who marched in Selma in the 1960's," Fraser declared.     

The Impact of Neighborhood Disadvantage and Exposure to Violence on Self-Report of Antisocial Behavior Among Girls in the Juvenile Justice System

The current study extended previous research with adults and boys to girls in the juvenile justice system (N = 122; M = 16.7; SD = 1.3). Using a longitudinal research design, neighborhood disadvantage and exposure to violence (i.e., physical abuse by parents, physical abuse by peers, and witnessing violence) were assessed during incarceration. These risk factors were used to predict violent and delinquent behavior post-release. Furthermore, race specific pathways were examined to determine if the impact of these risk factors varied among Black (n = 69) and White girls (n = 53). Results indicated that Black girls were more likely than White girls to live in disadvantaged neighborhoods, but both reported similar levels of exposure to violence and self-report of antisocial behavior. Physical abuse by parents, time at risk, and age were related to violent behavior, while witnessing violence and time at risk were related to delinquent behavior. Multiple group analyses indicated the existence of race specific pathways. Specifically, physical abuse by parents was related to violent behavior for White girls while witnessing violence was related to violent and delinquent behaviors for Black girls. Results suggest that contextual processes play an important role in predicting antisocial behavior for Black girls.

Worries and Health in Adolescence: A Latent Variable Approach

In this study, the most salient worries of Dutch adolescents are examined and the most often reported symptoms are ranked. The relationship between worrying and health is explored using structural modeling as are the frequently found gender differences in these areas. Worrying is postulated as an indicator of psychosocial well-being along with affectivity, ease of parental communications, tiredness, and loneliness. Health, or physiological status, is indicated by reported symptoms, frequency of doctors visits, aspirin consumption, and a global health measure. Four hundred and sixteen high-school students (211 girls and 205 boys) fitted in a questionnaire during school hours. The structure of the bet fitting model was the same for boys and girls, indicating that gender differences are a question of degree, and not of different structural relationships. Psychosocial well-being explained 77% of the variance in physiological status. The implications of the findings for health education are discussed.
