Does economic transition necessitate a profound change in the inter-industry wage structure? This paper argues that principles of wage determination in centrally planned economies were not basically different from those prevailing in market economies. Even if the center became involved in wage setting, reward for human capital and the compensating differential had to be taken into consideration. Moreover, market power led to rent-sharing via wage bargaining and efficiency wages. Hence, this paper claims that wages in socialist economies were determined by similar factors to those in market economies. This is supported by comparison of inter-industry wage structures between socialist and capitalist countries and by results of the estimation of the wage equation for Poland. There is a noticeable degree of similarity in wage structures generated by both systems.  相似文献

In this article we will provide an overview of factors that influence the weight that self-interest and equity related motives receive in ultimatum bargaining. These factors are grouped into three main categories: factors relating to the context of the game, factors relating to the parties involved, and factors related to characteristics of the game. Results of the studies are discussed in relation to the concept of social utility. The authors point out possible omissions in the literature—especially the lack of interest for the behavior of recipients—and recommend directions for future research.  相似文献

This paper offers an analysis of the qualitative evidence obtained from a research project in relation to the teaching of a module on the Trials of Dissenters in the context of an undergraduate law degree. It will consider whether a pedagogically innovative course has encouraged and enabled undergraduate law students to think more creatively on the issues raised by specific historic trials and to be prepared to construct more critical and open ended arguments. The study of the Trials of Dissenters, we hoped, would encourage our students to dissent both from the standard model of legal education and from the acceptance of what lecturers say as “true”. We here consider the success of our project in relation to how students view dissent.  相似文献

A number of criminological theories make either implicit or explicit predictions about the empirical relationship between prior and future offending behavior. Some argue that time-stable characteristics such as criminal propensity should account for any positive correlation between past and future criminal behavior for all individuals. Others contend that the positive association between offending behavior at different points in time are partly causal and partly spurious. Still others anticipate that different patterns will emerge for different groups (distinguished by their ciminal propensity) of individuals. Using a longitudinal data set comprised of 848 training school releasees, we test various hypotheses emanating from these different theoretical perspectives. The results indicate that (1) both stability and change have causal implications for one's offending behavior and (2) with but one exception, these effects do not vary between high and low criminal propensity groups.  相似文献

The importance of the relation between impulsivity and deviance is well-acknowledged among criminologists. However, differences in the representations of impulsivity, some merely titular and others substantive, may cloud our understanding of these relations. The current study examines the argument, offered by Whiteside and Lynam Pers. Individuals Diff. (2000) 30: 669–689, that there may be four distinct personality pathways through which impulsive behavior may be manifested. Across three samples (two undergraduate, one community), we examine the validity of a four-factor structure of impulsivity, test whether these four pathways manifest divergent relations with various forms of deviant behavior such as crime and substance use, as well as laboratory manifestations of aggressive and impulsive behavior, and examine the invariance of these results across gender. The results support the existence of a four-factor model of impulsivity, the importance of two specific personality pathways in relation to self-reports of deviance (lack of premeditation and sensation seeking), as well as actual behavior, and suggest that these pathways are important for both men and women.  相似文献

The introduction of the national minimum wage in the United Kingdom poses a new challenge for labour law because of its novel enforcement methods. This article examines carefully the possibilities for enforcing the new statutory minimum wage in the light of regulatory theory and the government's desire to make the wage 'self-enforcing'. It offers policy suggestions as to how the different enforcement strands can be best made to work together and highlights some of the dangers the government needs to be aware of in this area.  相似文献

It is argued widely that an inmate's behavior while in prison is not related to his or her behavior after release. This putative lack of a relation is a point set forth in debates about discretionary release from prison by parole boards. This article reviews the empirical status of the prison behavior and release performance controversy and offers new data from the federal jurisdiction. The results indicate that there is some relation between officially recorded institutional infractions and post-release infractions, once controls for a priori risk are established. The fact that some post-sentencing information may be related to behavior after prison raises difficult policy issues that are not addressed by the common assertion of no relationship. Among these issues are the propriety and fairness of predictive judgments per se, the proper locus of authority for release decision making, and alternative uses of predictive information in corrections. The findings here suggest that more intensive study of the relation between prison behavior and release performance is required.  相似文献

This paper argues that self-interest and concern for others influence behavior through different cognitive systems. Self-interest is automatic, viscerally compelling, and often unconscious. Understanding one's ethical and professional obligations to others, in contrast, often involves a more thoughtful process. The automatic nature of self-interest gives it a primal power to influence judgment and make it difficult for people to understand its influence on their judgment, let alone eradicate its influence. This dual-process view offers new insights into how conflict of interest operate and it suggests some new avenues for addressing them or limiting some of their greatest dangers.  相似文献

Individuals often need to negotiate how to distribute jointly produced goods—equally (e.g., 50:50) or equitably (e.g., proportionally to their contributions). We examined whether people have stable preferences, or whether they switch between equality and equity in different situations. Pairs of anonymous participants first produced a common pie, and then distributed it in an ultimatum game. Results suggest that individuals apply different justice principles depending on their contribution. When they produced less than 50%, proposers divided the pie equally. However, when they produced more than 50%, their offers fell between equality and equity. Responders’ ratings of fairness and satisfaction varied similarly; with low production, equality was preferred, whereas with high production, equity was preferred. Nevertheless, equal and equitable offers were generally accepted, and only outright unfair offers were rejected. This suggests that individuals are relatively flexible about which justice principle should be applied, but punish proposers whose offers violate both principles.  相似文献

We are revising the Medicare hospital inpatient prospective payment systems (IPPS) for operating and capital-related costs to implement changes arising from our continuing experience with these systems. In addition, in the Addendum to this final rule, we describe the changes to the amounts and factors used to determine the rates for Medicare hospital inpatient services for operating costs and capital-related costs. We also are setting forth rate-of-increase limits as well as policy changes for hospitals and hospital units excluded from the IPPS that are paid in full or in part on a reasonable cost basis subject to these limits. These changes are applicable to discharges occurring on or after October 1, 2005, with one exception: The changes relating to submittal of hospital wage data by a campus or campuses of a multicampus hospital system (that is, the changes to Sec. 412.230(d)(2) of the regulations) are effective on August 12, 2005. Among the policy changes that we are making are changes relating to: The classification of cases to the diagnosis-related groups (DRGs); the long-term care (LTC)-DRGs and relative weights; the wage data, including the occupational mix data, used to compute the wage index; rebasing and revision of the hospital market basket; applications for new technologies and medical services add-on payments; policies governing postacute care transfers, payments to hospitals for the direct and indirect costs of graduate medical education, submission of hospital quality data, payment adjustment for low-volume hospitals, changes in the requirements for provider-based facilities; and changes in the requirements for critical access hospitals (CAHs).  相似文献

Children exposed to the trauma of domestic violence tend to experience difficulties with internalized and externalized behavior problems, social skills deficits, and academic functioning. Mental health practitioners in the school setting, including school counselors, school psychologists, and school social workers, can address developmental concerns that impede development through group counseling interventions that include both structured activities and play therapy. The school environment offers an ideal setting in which to work with child survivors of trauma, as all students have accessibility to school mental health resources. This article outlines the primary objectives and corresponding procedures for a developmentally- appropriate group interventions for elementary-aged children who have been exposed to the trauma of domestic violence.  相似文献

Recent studies have documented substantial penalties associated with motherhood and suggest that discrimination plays an important role in producing them. In this article, I argue that the degree to which motherhood is conceptualized as a choice affects the penalties associated with making this choice. Two methods are employed to evaluate this argument. The first method is an analysis of state differences in the wage penalties for motherhood, in which hierarchical linear modeling is used with data from the 1988–2004 Current Population Survey. The second method is a hiring experiment in a highly controlled setting. The wage analysis shows that, net of the usual individual and state‐level factors that affect wages, mothers are penalized more in states where motherhood is perceived to be a woman's choice. The hiring experiment distinguishes between productivity‐based and discrimination‐based explanations for the penalty and provides strong evidence for a causal relationship between perceptions of choice and discrimination against mothers.  相似文献

In this article we explore how variables associated both with material temptations (economic incentives that foster rule breaking) and nonmaterial behavioral determinants (protective factors that shield people from rule breaking) are linked to compliance with food laws. The object of the study is to examine food businesses in the ready‐to‐eat industry in three districts of the German capital, Berlin. We collected data on compliance behavior and its potential drivers via an anonymous postal survey in 2014. Accounting for the data structure, we used a generalized ordered logit regression to model the relationship between the presumed behavioral drivers and compliance. One crucial finding is that a feeling of embarrassment if relevant others were to learn about noncompliance is positively related to compliance. The same holds for the internalized approval of food laws and their enforcement (acceptance of rules).  相似文献

This article describes barriers to technology transfer and changes that occurred when a technology—artificial intelligence—was introduced in an applied high-technology setting at the Deputate of Communications-Computers. Electronic Security Command, US Air Force, San Antonio, TX. The authors, who were responsible for transferring the technology, based their method on an accepted model that focuses on the ability of individuals to bring about change. They regard technology transfer as the introduction and communication of a technology for practical application. Transfer into an organization entails an appreciation by the transfer agent and the recipient of how the technology will be received, used, and applied; how it will affect the recipient's management style; and how the transfer process is designed to meet the needs of the organization. Identifying, infusing, and marketing technologies often causes hostile reactions by the targeted receiver, partly because it is a challenge to the status quo and partly because the organization's technical and non-technical people don't see eye-to-eye. This has been true in our setting. Specialists have been too adamant to accept contrary views and management has not taken the need for specialists and their new technologies seriously enough. 把《刑法修正案(八)》第41条新增设的罪名定位为恶意欠薪罪,不仅更为形象、生动与简洁,更加符合本罪的犯罪构成,而且还能够全面反映本罪的本质属性。恶意欠薪罪的现有立法规定尚有不明确之处或根本性缺陷,应予以解释或改进。其中,应把本罪的主观方面解释为"恶意",把本罪的客观方面限定为"情节犯",以合理划定本罪的犯罪圈。同时,还应舍弃客观的处罚条件,而采用一种二元化犯罪模式,以有效遏制恶意欠薪行为。  相似文献
