It is understandable that Iran’s December 2006 hosting of an international conference casting doubts on the historicity of the Holocaust would raise questions about treatments of the Shoah elsewhere in the Third World. In fact, indigenization the Holocaust—the manifold ways in which serious scholars, activists, and writers from Asia, Africa, and Latin America have come to incorporate the Holocaust in their intellectual work—has been positive overall. Within the framework of intellectual globalization, much of the Third World intelligentsia has come to include this most Western of human rights violations within the framework of their own cultures and histories. Although some of the indigenization of the Holocaust is political and instrumental, the deviant variant expressed at the Tehran Holocaust conference is atypical. Governmental respect for the memory of victims of genocide should be considered as an emerging human right.  相似文献

This article considers why institutionalized commemoration of the Holocaust in the United Kingdom developed in the 1990s. It finds that the answer may have less to do with Jewish lobbies, or the influence of a “Holocaust Industry” and much, more to do with state political objectives in the ebb of the Cold War. It argues that by repackaging and ritualizing the Holocaust into a “sacred” event in which Western states themselves were absolved of responsibility but also sought to come to Jewish rescue, it became an invaluable prop with which to promulgate Western values while at the same time acting as a moral alibi for interventions against anti-Western regimes. By focusing on the example of specifically British relations with Iraq, it is demonstrated that the moral high ground which Western states have attempted to milk from a Holocaust association is meretricious cant. Appalling and inhuman acts of genocide changed the course of history in the twentieth century. Millions of people perished or had their lives hideously damaged. This is an opportunity for us to recognize and act upon the lessons of the past. Our aim in the twenty-first century must be to work towards a tolerant and diverse, society which is based upon the notions of universal dignity and equal rights and responsibilities for all citizens. The Holocaust Memorial Day is a symbol of this. ABSTRACT

Scholars including David Cesarani have noted that there was no concerted effort to represent what we now term the Holocaust in British fiction of the immediate post-war years. What can be found in novels from the late 1940s and early 1950s, however, are suggestive glimpses of how British understandings of the Holocaust were beginning to develop. Detective fiction is a useful point of reference because in the interwar years this form was typically based on simplified or even stereotyped characters, with the war years and the post-war period signalling a turn to greater realism. As Gill Plain has argued, detective fiction expresses a desire both to see and to evade seeing the dead body. Plain explores this as an expression of post-First World War cultural anxieties but, in the wake of the widespread circulation in Britain of images of the opening up of the concentration and death camps, such ambivalence takes on a particular significance. Examining two quite different examples, Agatha Christie’s A Murder Is Announced (1950) and Ellis Peters’s Fallen into the Pit (1951), Stewart’s article reveals contrasting early engagements with the Holocaust. Both novels feature peripheral characters who are refugees from Europe, and whose stories, although told only in fragments, nevertheless destabilize the process of reinstating order that is the usual narrative trajectory of the detective novel. Stewart will argue that such glimpses of the Holocaust are as telling about contemporary attitudes as more concerted, explicit and direct engagements might be.  相似文献

On reading Primo Levi’s Holocaust memoir If This is a Man, one is immediately struck by its literary quality, and especially its generous use of Dante’s Inferno, both of which point to the more general problem of Holocaust witnessing. This paper focuses on Levi’s reasons for using Dante’s poem in particular to communicate his experience. Levi’s choice of Inferno is pointed, not only because of the obvious trope of existence in Hell, but also because Levi conceived of Auschwitz as an experiment designed to destroy the “human,” created in part, at least in the West, by Dante’s poem. What I will be suggesting is that Levi emphasizes the distinctions between his and Dante’s experiences by including in his conversation with Dante’s Inferno (paradoxically) his rejection of that conversation. There may or may not be something “human” which persists after Auschwitz, and the only way to ask this question, without preconceiving an answer, is to dramatize silence. The resultant ambiguity urges readers to, as Levi puts it, “participate in” the events described and/or dramatized.

Abstract

Altfelix attempts to examine and explain why xenophiles are politically prone to an ambivalent re-utilization of xenophobic images of the Other. In Germany both ‘the Jew’ and ‘the Ausländer’ have been instrumentalized xenophilically in their capacity as abstract notions by certain system actors and publics in a manner which appears to shed more light on the in-group than the Other. Xenophilia as a self-oriented, positive in-group evaluation may be identified as particularly evident in the post-war German political discourse on the Holocaust. In similar fashion to antisemitism, philosemitism represents an ‘allosemitic’ (Bauman) abstraction of ‘the Jew’, whose evocation is comparable to the idea of a ‘good foreigner’ as expressed in Ausländerfreundlichkeit (foreigner-friendliness). Xenophilia/philosemitism—like xenophobia/antisemitism—is dependent upon a relative opposition between ‘concretized Self’ and ‘abstracted Other’. Altfelix argues that this relationship emerges for two reasons. First, manifestations of xenophilia are generally preceded by bouts of xenophobia. Consequently, some publics may identify a need for creating a positive in-group focus. In this, the Other must not become too concrete for fear of distracting attention away from the xenophile's agenda. Second, the difference between Self and Other must be effectively maintained, since the xenophile's raison d'être depends upon it. Post-war German philosemitism appears to be a good exemplar for this definition of ‘xenophilia’. It demonstrates the dangers of moving within an allosemitic cycle in which difference becomes a method of keeping otherness at bay through abstraction. The fear of a misremembrance of the Holocaust resulting from an abstract memorialization seems to provide a very solid political basis for perpetuating a philosemitic identity construction of ‘the Jew’ as abstracted Other.  相似文献

Modernity has faced many criticisms but none more disturbing than Bauman's claim that the potential for a Holocaust exists in all modern societies. Though essentially a sociological work, Bauman's Modernity and the Holocaust centers on political phenomena: bureaucracy, the State's monopoly of coercion and political democracy. This claimed relationship between modernity and the Holocaust is examined critically, drawing particularly on the classic analyses of totalitarianism. The findings show that there is no inherent potential for a Holocaust in modern, rational, society. Rather, ‘common and ordinary’ aspects of modern society serve not to promote but to prevent modern genocide and chosen policies play the largest part in explaining the horrors not only of Nazi Germany but also of Stalinist Russia.  相似文献

ABSTRACT

Over the past twenty years, state-sponsored activities related to the Holocaust have been numerous in Britain. Beginning with the creation of Holocaust Memorial Day at the turn of the millennium, successive governments have followed a policy trajectory that has brought forth a slew of new initiatives and projects related to the Holocaust and its memory. Most recently, this has included the creation of a new national memorial and learning centre, to be housed adjacent to the Palace of Westminster. With cross-party support and the pledge of £50 million of public funds, this lieu de memoire is due to open in January 2020. Conceiving of these activities as exercises in ‘high’ Holocaust politics, Pearce’s article examines the various memory-projects of recent decades and argues they reveal much about millennial Britain and its Holocaust culture. He contends that the nature of these and other initiatives means high Holocaust politics must be subject to continued scrutiny and interrogation.  相似文献

The scale and scope of the ‘final solution’ of the ‘Jewish question’ were extreme even in the horrific annals of genocide. Bloxham attempts to shed light on the pattern of mass murder in its expansion and contraction by viewing the Holocaust in a set of temporally and culturally specific contexts. It places the Holocaust into a broader European framework of violent ethnopolitics and geopolitics from the late nineteenth century through the mid-twentieth century. The Holocaust is depicted as an only partially discrete part of a continental process of traumatic flux, and a part, furthermore, that can itself be partially disaggregated into national and regional components. Bloxham moves from a general consideration of patterns of ethnic violence in the period to a closer causal explanation that shows the different valences of Nazi policy towards Jews in the lands directly ruled by Germany and those of Germany's allies respectively. He shows that the peculiarly extensive ambitions of the ‘final solution’ at its most expansive can only be explained when wider geopolitical and strategic contextual terms are factored in along with consideration of Nazi ideology and the internal dynamics of some of the key institutions of the perpetrator state.  相似文献

Daniel Goldhagen's Hitler's Willing Executioners: Ordinary Germans and the Holocaust (1996) has won its author a succession of accolades, from the American Political Science Association's prestigious Gabriel A. Almond Prize in comparative politics in 1994 to the even more prestigious Blätter für deutsche und internationale Politik's Democracy Prize (awarded last in 1990). It has also occasioned an unprecedented and intense controversy on both sides of the Atlantic. In this article I consider the attribution of responsibility for the Holocaust in the Goldhagen thesis and the controversy this has spawned. I argue that despite Goldhagen's efforts to restore the conscious human subject to the perpetration of the Holocaust, the logic of his thesis in fact serves largely to absolve German subjects of culpability for an act of barbarism he regards as at least latent in an 'exceptional' and 'eliminationist' anti-Semitism that predates the rise of fascism. I take issue with Goldhagen's identification of Hitler's willing executioners as 'Germans', arguing that if human subjects are to be restored to the analysis of the Holocaust (as, indeed, they should be), it is imperative that we acknowledge the distinctly unexceptional character of 'Ordinary Germans' and, consequently re-examine our own culpability in this most modern of atrocities.  相似文献

ABSTRACT

The end of the Cold war has seen an explosion in Holocaust history, and some significant changes in the main historiographical explanations. The ‘return of ideology’ that began displacing the ‘functionalist’ or ‘structuralist’ dominance of the 1980s remains strong. But it is being supplemented by very detailed regional and local studies, by analyses of different experiences of ghettoization in different places, and by a focus on the widespread plunder and corruption that accompanied the killing process. This enormous attention to detail reveals that the Holocaust unfolded differently in different places; but it also demonstrates the existence of an overall framework in which all the operations took place, what we might call an ‘antisemitic consensus’. Simultaneously, historians have broadened the discussion of the Holocaust, situating it into a transnational or world-historical context of imperialism and colonialism. Stone outlines in broad brush some of these themes, and asks what effects they have had and will continue to have on Europeans' self-understanding in an age in which the post-war anti-fascist consensus has been dismantled while Holocaust-consciousness is officially enshrined into European identity.  相似文献

Moses argues that the study of indigenous genocides and the Holocaust is marred by dogmatically held positions of rival scholarly communities, reflecting the genocidal traumas of the ethnic groups with which they are closely associated. In particular, those who study genocides of indigenous peoples in colonial contexts (and many others) object to the thesis of the Holocaust's 'uniqueness' or 'singularity' on the grounds that it overshadows 'lesser' or 'incomplete' indigenous genocides-if indeed they are considered genocides at all-that are considered marginal or even 'primitive', thereby reinforcing hegemonic Eurocentrism. They claim that the moral caché of indigenous survivors of colonialism is consequently diminished in comparison to that of Jews. Such scholars counter that genocide lies at the core of western civilization, and some extend its meaning to cover a wide variety of phenomena, thereby raising the issue of definition. These positions are reflected in the two schools of thought regarding genocide: liberals who emphasize intentionality and agency, and post-liberals who highlight impersonal structures and processes. The question almost raises itself: should the victim's point of view be authoritative in this regard, when different victim groups make incommensurable, indeed competing, claims? If we are to move beyond this unproductive intellectual and moral stalemate, rehearsing the now familiar arguments is insufficient. A critical perspective that transcends that of victims and perpetrators and their descendants is clearly necessary. Moses argues that laying bare the group traumas that block conceptual development and mutual recognition can aid in their being worked through, as well as in stimulating the critical reflection needed to rethink the relationship between the Holocaust and the indigenous genocides that preceded it. Such a perspective can transcend liberal and post-liberal positions if it links the colonial genocides of the 'racial century' (1850-1950) and the Holocaust to a single modernization process of accelerating violence related to nation-building that commenced in the European colonial periphery and culminated in the Holocaust.  相似文献

This paper examines the persuasability of rhetorical value framing within a presidential nominating campaign, in an effort to understand how values and value-laden language may provide useful signals in electoral contexts where partisan cues are absent. Relying on a survey-experiment conducted during the 2000 Republican nomination campaign, I evaluate the relative persuasiveness of arguments framed in either individualistic or egalitarian terms. Drawing upon an “active-receiver” model of framing effects, I posit that Republican primary voters respond more readily to candidates when they use individualistic frames than when they use egalitarian frames, because individualism is a more “chronically accessible” value construct for Republicans. Furthermore, I hypothesize that this dynamic is particularly pronounced among more educated respondents, who have been trained to recognize abstract value cues and automatically apply them to applied political contexts. Stone accepts the genuine motives of those promoting the Holocaust memorial day in Britain, but criticizes the proposal on three counts: first, the day will probably be ignored by large sections of the population, causing sorrow to the survivors and others concerned; second, the working of collective memory means that the efforts that have been made over the last decades to bring the Holocaust to the centre of British culture may come under threat if a single day were to encourage people, as it possibly might, to forget the Holocaust during the rest of the year; and third, the day will act as a convenient opportunity for the government to present itself as morally upright, thereby occluding involvement in contemporary ethnic, religious or other forms of discrimination. But his intense Jewish consciousness was self-evident, and that identity was haunted by the horror and memory of the Holocaust. It challenged his faith in the power of language to grasp the texture of experience. Holocaust denial has appeared in Russia only recently and has attracted almost no attention in the academic sphere, and relatively little from monitoring organizations. The research for this article - examining the place of Holocaust denial in contemporary Russia - was conducted over three months in Russia and on the Internet. The results indicate that the phenomenon remains of marginal significance and that the majority of material is of western origin. While there are several factors that make the development of Holocaust denial probable - the comparatively high level of antisemitism in Russia, post-Soviet suspicion of historiography and lack of education about the Holocaust - the Soviet war experience and associated anti-Nazi feeling arguably act as restraints on those who would propagate it. Rock concludes that Holocaust-denial material is of less importance than other antisemitic revisions of Russian history that have entered the mainstream of contemporary Russian society.  相似文献

Two major events—the 2000 vote counting crisis in Floridaand passage of the Help America Vote Act (HAVA) in October 2002—spawneda wave of federal, state, and local policy innovation and policyimplementation. The major effect of the Florida crisis was anationwide effort to analyze information on elections and todebate policy solutions. Subsequently, HAVA, the first majorelection law in U.S. history that includes federal funds forelection equipment and operations, had a more substantial effecton policy innovation and implementation. Both before and afterHAVA, election law changes have been affected by partisan considerations,policy analyses, and entrepreneurial leadership. This article explores the potential applicability of transitionaljustice ideas to the Israeli–Palestinian context. I arguethat given the particularities of the Israeli–Palestiniansetting, truth and reconciliation would be an essential componentof peacemaking even though this is an inter-societal conflictwhich will likely be resolved only through separation into twostates. Nevertheless, the interstate nature creates challengesto the application of common transitional justice mechanisms.In response to these challenges I offer a model based on anincremental process of narrow mechanisms throughout a long processof transition, rather than one high-profile all-encompassingmechanism in the post-conflict stage. I also suggest that inaddition to issues to be explored jointly by the two societies,such as refugees, prisoner release and compensation for victimsof violence, there could also be internal truth and reconciliationprocesses within each society. We introduce learning by doing in a dynamic contest. Contestants compete in an early round and can use the experience gained to reduce effort cost in a subsequent contest. A contest designer can decide how much of the prize mass to distribute in the early contest and how much to leave for the later one in order to maximize total efforts. We show how this division affects effort at each stage, and present conditions that characterize the optimal split. There is a trade off here, since a large early prize increases first period efforts leading to a substantial reduction in second round effort cost; on the other hand, there is less of the prize mass to fight over in the second round, reducing effort at that stage. The results are indicative of the fact that the designer often prefers to leave most of the prize mass for the second contest to reap the gains from the learning by doing effect.  相似文献

Ofer addresses the return of antisemitism as a major factor in explanations of the Final Solution, and explores the significance and meaning of the reinstatement of antisemitism at the centre of historical work on the subject. She refers mostly to three books published in the mid-1990s. The one that caused the greatest uproar was Daniel Jonah Goldhagen's Hitler's Willing Executioners: Ordinary Germans and the Holocaust, the title of which makes clear its thesis, as does that of John Weiss's Ideology of Death: Why the Holocaust Happened in Germany. The third book discussed is the first volume of Saul Friedländer's Nazi Germany and the Jews: The Years of Persecution, 1933-1939. Ofer demonstrates the role of antisemitism in explaining the Holocaust at different stages of post-war research, the historiographical trends in histories of the Holocaust and the transition that these three publications suggest. The main part of the article addresses these books which, despite their common message, are very different in their methodologies and the perceptions of their authors, and are also associated with different historiographic schools.  相似文献
