Vom strategischen Nutzen des Wissens für die Politikberatung

In recent years, the field of political consulting and policy advice has gained growing attention and, thus, has been subject of important debates regarding its key concepts and theoretical foundations. This paper sets out to defend the authors' original thesis which has been challenged in the course of these debates. We argue that, along with classical oneway modes of consultation, a new way of interaction between political decision makers and consultants has emerged. The knowledge deriving from these cooperative discourses is not merely an external source for the preparation and legitimation of political decisions. It is integral part of the policy process and may unfold its potential as long as it meets the standards of epistemic and political robustness.     

Dynamiken von Gesetzgebungsinitiativen der Bundes- und Landesparteien im deutschen Föderalismus. Eine Analyse für den Bereich der Rechte Minderjähriger, 1990 bis 2014

The article explores how parties influence legal change in federal systems. Analysing 310 initiatives to change German legislation concerning minors’ rights (which fall into federal and land jurisdiction) for the period from 1990 to 2014, the study opens up empirically a new legislative domain which has been largely ignored by political science so far. It investigates the initiating parties, issues, positions, timing, and cross-level government constellation and corroborates that parties in Germany coordinate their legislative initiatives across lands and levels. At the same time, the data indicate that German land parties are not mere agents of the federal parties and do not utilize the länder level for law-making against federal majorities. The many federal and länder initiatives instead give room for discourse and provide incentives for (re)adjusting party positions which in the long run fosters legal changes.     

Mehr Normativität wagen: Ein Plädoyer für eine reflexive Grundhaltung in der politikwissenschaftlichen Lehre

This article argues for a more conscious reference to normativity in political science education. A greater reference to normativity should find its expression in a self-reflexive attitude which includes a disclosure of own normative assumptions, an examination of given postulates and knowledge and a recognition of the complexity of social relations. By looking at students, teachers and learning relations, we show how such a reflexive attitude can be implemented and facilitated in order to educate students who think and act critically.

Die „Sonntagsfrage“, soziale Erwünschtheit und die AfD: Wie alternative Messmethoden der Politikwissenschaft weiterhelfen können

In Germany, the standard vote intention survey item has come under attack because it failed to correctly measure the vote share of the German party “Alternative für Deutschland” (AfD). We argue that alternative measurement techniques that aim to reduce social desirability bias are better suited for this task. We test three measurement techniques to forecast AfD vote share—a double list experiment, the crosswise-model randomized response technique, and the wisdom of crowds design—and compare their performance to the standard vote intention item. Our results indicate that the wisdom of crowds design is an easily implementable and promising addition to political scientists’ toolbox of survey items.
