While most speakers at the 1996 World Food Summit expressed concern about the injustice that forces more than 800 million people worldwide to live with hunger, some sought solutions through economic and social development while others called for a more liberal marketplace. Among world leaders, only Fidel Castro raised issues and challenges that addressed some of the underlying causes of malnutrition. The Plan of Action that grew out of the Summit has only one measurable commitment, which is to halve the number of undernourished people by 2015. The other six commitments, while diluted, contain important objectives even though they give little emphasis to the underlying causes of poverty or hunger. The Summit process, however, did contribute to the fact that food-related issues are now placed higher on the world agenda because many of these issue were raised by civil service organizations (CSOs) at the Summit's parallel NGO (nongovernmental organization) forum. In fact, one of the most positive outcomes of the Summit may prove to be the increased effectiveness of the CSOs as a result of the creation of improved networks in preparation for the Summit. The CSOs contributed examples of how food security could be improved, published an active site on the World Wide Web, and challenged the statements of governments. In addition to raising trade issues, CSOs also lobbied for sustainable agriculture and agricultural biodiversity. In fact, CSOs may have to set a new action agenda for the formal sector to encourage development of new institutions and new global forums that give NGOs a place at the table.  相似文献

Conventional global justice theory expresses a concern for the suffering of individuals around the world, yet very often the experience of those individuals plays little role in the work of theorising global justice. In this paper I argue that global justice has tended to take an architectonic approach in which the theorist orders the world by offering idealised principles of justice that serve as guides to necessary global reforms. This approach draws on a flawed geography of injustice, in which the world is divided into just and orderly regions that must save unjust and disordered regions, while also misunderstanding the causes of injustice. In place of this architectonic approach, I offer a consummatory approach that conceives of justice as a quality of social relationships and which draws on the experience of individuals suffering injustice, using the Grenfell Tower fire as an example. This consummatory approach is then further developed by outlining a situationist global justice theory drawing on the philosophy of John Dewey.  相似文献

The role of Northern‐based civil society organisations has undergone dramatic changes in recent years. In particular, their principal role as ‘redistributive’ agencies working in the South has come under criticism, leading them to seek new ways of defining their part in eradicating poverty. One widely adopted strategy has been an increasing emphasis on advocacy for social justice, while another is the creation of partnerships with non‐state and state actors, including the private sector. Such partnerships raise some difficult questions relating to the underlying values and civic legitimacy of the action, in particular of Northernbased development NGOs. This paper examines the question of partnerships between civil society organisations and business through a case study of the ‘Economy of Communion’, a global project bringing together small businesses and church‐based organisations whose shared aim is that of eradicating poverty.  相似文献

This article investigates the role of television in the first round of the 2002 Brazilian presidential election. Content analysis and survey data are used to show that TV news and political advertising led to important framing effects. On the one hand, exposure to the most watched newscast, TV Globo's Jornal Nacional, led voters to support the interpretive frame that was promoted by President Fernando Henrique Cardoso's administration and by financial markets. This frame emphasized the need to keep inflation under control and to protect the stability of the economy. On the other hand, exposure to political advertising led voters to reject this frame, since opposition candidates used their programs to emphasize Brazil's social problems, especially poverty, hunger, and social inequality, as the most important issues.  相似文献

As a result of globalisation and changing technologies, young people are increasingly required to engage with the broader world beyond their local and national communities. This raises significant questions about the ways and spaces in which young people will need to engage as active citizens, and the new tools and resources that young people will need to equip them for their futures. The Global Connections Program has been developed to address these identified needs. It is a youth-led global learning initiative which aims to provide an opportunity for connection and learning among young people in Australia and Indonesia. This article explores Plan's youth-led approach to global learning, with a focus on the implementation and evaluation findings of the Global Connections Program, as well as the challenges faced thus far.  相似文献

Efforts to address social and global problems such as poverty, mass hunger and mass-atrocity crimes are hindered significantly by apathy and low levels of active civil and political engagement amongst populations in developed countries. Social change non-government organisations (NGOs), such as Oxfam Australia, Oxfam Hong Kong and Médecins Sans Frontières, have recently employed innovative, creative, experience-based strategies in their efforts to promote active citizenship and greater global responsibility amongst populations in the Global North. These techniques are based on two key assumptions: that experiences change attitudes and that changes in behaviour will follow changes in attitudes. Yet the effectiveness of these newer techniques and the accuracy of the assumptions on which they are based remain largely untested. This article explores these assumptions and discusses the innovative, creative techniques that they have generated in NGO public education efforts. The article examines the theoretical literature on the problem of apathy and on the use of creative techniques to overcome apathy. It further discusses the practical application of these techniques through an examination of Oxfam Australia's “Refugee Realities” project. This discussion is based on preliminary evaluation research conducted by Oxfam Australia and the author's own experiences as an actor/volunteer on the project. The article suggests that creative, experience-based public education strategies are effective in challenging and confronting public attitudes towards issues of global injustice. Further research is needed, however, to determine whether these encounters result in long-term changes in attitudes and whether they contribute to moving individuals and communities from apathy to action.  相似文献

This article determines the extent to which the food insecurity status of women in South Africa can be reduced by participating in gardening around the homestead, using survey data from 207 women farmers. A household food insecurity average score index and an empirical model that accounts for observed and unobserved factors contributing to food insecurity were employed. The findings reveal that participating in the programme worked to reduce the food insecurity of women significantly, and also show other policy factors that need to be taken into consideration to reduce food insecurity. We recommend that policy interventions towards promoting high participation by women are a sustainable strategy to address food insecurity and to achieve the 2030 agenda targeting an end to poverty and hunger.  相似文献

This article introduces a cross-cultural research project involving researchers from Bangkok, Thailand, and Vienna, Austria, and explores the effects of social network services (SNS) on practices of friendship initiation and relationship management among young adults. The focus of inquiry was on differences with regard to the organization of social networks, practices of friendship management, and the mutual interference between media and technology usage and lifestyles. On the basis of explorative interviews and group discussions with young adults living in the two cities studied, we developed a standardized online questionnaire to examine how participation in SNS, such as “Facebook” and “Hi5,” has an impact on the meaning of friendship. In addition, we analyzed ego-network structures and their implications for social integration.  相似文献

This article reviews trends in poverty, hunger, and food security in the Americas; examines some of the principal processes, institutions, and policies which generate unsustainable development; and speculates on reforms required at all levels in order to improve food security. While food aid offers opportunities for alleviating poverty and hunger, it may contribute to intensifying rather than resolving livelihood crises. Since the World Food Programme is a major player in the context of food aid, some issues crucial for WFP policies in the Americas are considered.  相似文献

The idea of poverty reduction naturally attracts all kinds of angels – in NGOs, government departments and international financial institutions – but their ministrations are frustrated by many obstacles. These include the narrow and static way in which economists define the poor; the remoteness of the poor, their social invisibility and elusiveness to most forms of targeting; and the absence of political will to engage in poverty-reduction policies. The angelic response to these obstacles has been to trumpet a global campaign of poverty reduction with millennial goals, international aid targets, and poverty-reduction strategy papers. It would be better to re-discover the language of risk, vulnerability, and social insurance. The message of the association between risk and reward, and the collective need for social mechanisms that will allow individuals to bear increased risk without exposure to irreversible damage, is the one that really needs to be delivered.  相似文献

Despite its widespread usage, the meaning of the term ‘development’ remains vague, tending to refer to a set of beliefs and assumptions about the nature of social progress rather than to anything more precise. After presenting a brief history of the term, the author argues that not only will development fail to address poverty or to narrow the gap between rich and poor, but in fact it both widens and deepens this division and ultimately creates poverty, as natural resources and human beings alike are increasingly harnessed to the pursuit of consumption and profit. The survival of the planet will depend upon abandoning the deep-rooted belief that economic growth can deliver social justice, the rational use of environment, or human well-being, and embracing the notion that there would be a better life for all if we moved beyond ‘development’.  相似文献

中俄两国曾是世界上最大的两个社会主义国家 ,转型期都经历了此前不曾遇到的各种复杂问题。尽管两国选择的转型模式不同 ,转型期经济发展速度也存在着明显差异 ,但目前两国却共同面临着贫困问题。在绝对贫困与相对贫困、贫困数量与贫困发生率、贫困的地域分布以及基尼系数等问题上 ,中俄两国具有明显的对比空间。反贫困是中俄两国转型期的共同选择。它对于维护两国的政治秩序、保障经济持续发展、提高“生活质量”的目标原则具有十分重要的现实意义。  相似文献

This article advances a theoretically informed understanding of the relationship between world politics, democracy and social movements. The pivot of the discussion is the concept of a global democratic structure. The global democratic structure is rooted in changes taking place after the end of the Second World War, but has become globally dominant only after the end of the Cold War. The global democratic structure is undergirded by powerful political, security and economic interests. At the same time, however, it provides opportunities for social critique and change. This potential is exemplified through a discussion of the role of social movements in world politics. Social movements are influential through discursive means. The article offers a number of propositions about the conditions for social movement success and failure in the global democratic structure.  相似文献

Using insights drawn from mediation practice, social justice scholarship, and debates on ethical thinking in other professional fields, the authors argue that prevailing ethical codes for mediators in the United States stunt the development of ethical thinking in the field. Current codes and even their critiques take a "top-down" approach that proceeds from the perspective of the mediator and gives primacy to abstract principles rather than to the particulars and contexts of disputes. This approach ignores a much richer practice on the ground, depends on an artificial division of procedural and substantive justice, and constricts the scope of ethical questions raised, inhibiting effective systemic solutions. The authors argue for ethics grounded in the context of particular substantive areas, which do not focus on the mediator alone and which remain open to a wider set of social justice considerations.  相似文献

Gender inequality is now widely acknowledged as an important factor in the spread and entrenchment of poverty. This article examines the World Development Report 2000/01 as the World Bank's blueprint for addressing poverty in the twenty-first century, together with several more recent Poverty Reduction Strategy Papers (PRSPs), with a view to analysing the manner in which gender is incorporated into the policy-making process and considering whether it constitutes a new approach to gender and poverty. It is argued that the World Bank's approach to poverty is unlikely to deliver gender justice, because there remain large discrepancies between the economic and social policies that it prescribes. More specifically, the authors contend that the Bank employs an integrationist approach which encapsulates gender issues within existing development paradigms without attempting to transform an overall development agenda whose ultimate objective is economic growth as opposed to equity. Case studies from Cambodia and Vietnam are used to illustrate these arguments.  相似文献

Any country which attempts to establish accountability for past abuses of human rights during the process of democratization faces political, judicial, and ethical problems. With regard to politics, the question of which transitional justice measures are appropriate, functional, and feasible has to be decided for every individual case. A judicial approach has to decide which judicial standards to apply and how to justify prosecution. Finally, the ethical dilemmas of dealing with historical injustices have to be understood. There are no ready-made concepts to define guilt and justice. In many cases it is even difficult to tell the victims from the perpetrators. This study examines the different strategies subsumed under the term ‘transitional justice’ used by emerging democracies to deal with a legacy of human rights abuses. It explores the problems and challenges posed by different mechanisms of reconciliation and societal reintegration. While existing analyses of the contribution that transitional justice measures make to the process of social re-integration stress the importance of consensus among citizens and social groups for the emergence of trust and solidarity, this study suggests also thinking about how conflicts over competing ‘truths’ can help to build social capital and reconciliation. Noting a global diffusion of international legal norms, which means at least formal universal acceptance of basic rights and judicial procedures, it is argued that international justice cannot be a substitute for transitional justice measures taken by the domestic regime itself.  相似文献

This article analyses in detail the impact and effectiveness of peer-education projects implemented in Cambodia under the Reproductive Health Initiative for Asia (RHI), in an attempt to provide important lessons for the design and implementation of such interventions and to contribute to the development of best practice. Under RHI, which was the first programme in Cambodia designed specifically to address the sexual and reproductive health needs of young people, peer education was implemented as if it were a directly transferable method, rather than a process to be rooted in specific social and political contexts. Consequently, peer-education concepts of empowerment and participation conflicted with hierarchical traditions and local power relations concerning gender and poverty; peer educators were trained to deliver messages developed by adults; and interventions were not designed to reflect the social dynamics of youth peer groups.  相似文献

Despite the 1994 genocide there has been annual growth in Rwanda every year since 2000. Poverty has decreased; while the MDG target of 23.8% is unlikely to be met by 2015, the future looks hopeful. The goal of reducing hunger is measured by underweight children – already down to target – and extreme poverty – likely to hit the target. Key to success is reducing dependency on the land, but a majority of the population still depend on their farm or plot. However, hitting targets for reducing poverty is not the same thing as abolishing it, and achieving targets does not necessarily solve problems.  相似文献
