In recent years interaction between universities and the business sector and the role of these collaborations in fostering innovation has received greater attention. This paper analyzes different types of interactions between the two sectors from the perspectives of universities and firms. The three major research questions address the frequency of different types of interactions, the benefits that companies derive from interaction with universities and determinants of interaction for both sectors.Two different surveys form the empirical base for this paper: One among innovative firms in Austria, one among all Austrian university departments. The methodologies we use are analyses of variance and logistic regressions. Our results demonstrate that the main channel of knowledge transfer from universities to the business sector still occurs through the mobility of human capital. The major barriers of interaction lie in the differences between cultures of the two spheres as well as lack of information at the side of firms.  相似文献

In this paper we use a size and industry matched sample of over 1,900 UK and US businesses for the period 2004–05 in the manufacturing and business services sectors to analyse the relative “strength” of the university–industry ecosystems in which these firms operate in the two economies. Our analysis shows that in both countries universities per se play a quantitatively smaller role as a source of knowledge for business innovation than either the business sector itself or a variety of organisations intermediating between the university and business sectors. Our analysis reveals a much more diffuse university–industry ecosystem in the UK in which a higher proportion of businesses claim links external to themselves in their pursuit of knowledge for innovation and a higher proportion report directly connecting with universities. US firms are more likely to access knowledge through a combination of business and intermediary sources and are less likely to have established formal collaborative or partnership agreements in the 3 years prior to the survey. We also find, however, that a higher proportion of US firms place a very high value on the connections they have with universities and are much more likely to commit resources to support such innovation related university interactions. A similar pattern of diffuse but weaker links characterise the supply of public sector financial assistance for innovation in our sample firms. UK firms are more likely to be in receipt of assistance, but receive far less per firm in absolute terms and relative to their R&D expenditures. It appears that the UK university–industry ecosystem is characterised by a greater width than quality of interaction.  相似文献

An entrepreneurial university is a natural incubator that tries to provide a supportive environment in which the university community can explore, evaluate and exploit ideas that could be transformed into social and economic entrepreneurial initiatives. Entrepreneurial universities are involved in partnerships, networks and other relationships to generate an umbrella for interaction, collaboration and co-operation. Rapid developments in science, the multidisciplinary nature of frontier research, legislative changes such as the Bayh–Dole Act and demands from business and society have shaped knowledge-based entrepreneurship within universities. Despite sharing similar historical backgrounds, economic conditions and cultural and social structures, entrepreneurial universities in most countries remain distinct from one another by their institutional arrangements, traditions and characteristics unique to each organization. Interestingly, no comparative research has been conducted to understand the similarities and differences of the conditioning factors and the outcomes/outputs of entrepreneurial universities in different regions that share similar social, economic and political conditions. This paper addresses this research deficit, adopting institutional economics and resource-based view. We compare entrepreneurial universities in two European regions (Spain and Ireland) using an in-depth qualitative approach based on multiple case studies (two Spanish universities and two Irish universities) between 2006 and 2010. The findings provide organizational practices and approaches relevant to the transformation process of other regional universities seeking to become entrepreneurial.  相似文献

This paper investigates the determinants of firms’ decision to cooperate in R&D with universities and the intensity of the cooperation effort, in relation to the engagement in inter-firm R&D collaborations. Using novel survey data for seven EU countries between 2007 and 2009, our analysis accounts for unobservable factors influencing R&D cooperation forms and addresses the main endogeneity issues. We find that internal knowledge, appropriability conditions and incoming spillovers explain a large variation of the probability and of the intensity of R&D collaborations of European firms with universities (and comparably with unaffiliated companies).  相似文献

Over the past decades, university-industry relationships have become an important subject due to the essential role played by technological progress in the economic development of countries. From a theoretical point of view, several studies have shown the close relationship between investments in research and innovative activities of universities and the economic growth of specific territories. Indeed, the strong linkages between universities and a country’s production system encourage the process of technology transfer and the commercial use of the research results. For this reason, the European Union has implemented a series of measures to promote the adoption of research findings in the real economic and social context, strengthening the linkages between universities, industries and government. As a starting point for enhancing this link, specific mechanisms have been devised by universities. In particular, technology transfer offices (TTOs) have been created to stimulate and encourage the dissemination of the research outcomes, translate them into practise, and facilitate their interrelations with the other two agents of the innovation systems: industries and government. Within this context, the present paper aims to gain knowledge on the determinants of spin-off creation in Italy with special attention to the role played by university TTOs. Specifically, an econometric probability model has been built merging the extant literature into four distinct strands. The analysis, based on the NetVal indicators and primary data survey, has allowed us to assess the Italian experience at an aggregate and disaggregate level.  相似文献

Using a sample of 7,260 university employees, we investigate how legitimacy, social and human capital influence the employees’ start-up propensity. We find that scientific legitimacy, as measured by the number of recently published peer reviewed scientific articles, and conference papers accepted had no significant effect. Scientific legitimacy measured as publications in non-peer review journals even had a negative effect. Popular legitimacy showed mixed results. Measured as number of articles in popular science publications showed positive correlations and other public media appearances had a non significant effect on start-up propensity. Individuals who are older and have higher level of human capital, measured as level of education are less likely to start firms. We also found that, people with more social capital, such as contact with external product development teams are more likely to start new firms. Taken together, the findings suggest that activities spanning the university-business divide increase the start-up propensity, while within university activities had no, or negative effects on the propensity. Consequently, universities interested in encouraging their employees to start firms should focus their attention on creating spanning activities rather than improving conditions for within university tenure.  相似文献

This paper discusses the role of higher education institutions within the framework of the knowledge triangle between academic education, scientific research and innovation, as it has gained importance in recent years as a framework for innovation policies especially in the OECD and Europe. First, complementary concepts of universities’ outreach activities and extended role model such as ‘third mission’, ‘triple helix’, ‘entrepreneurial or civic university’ models and ‘smart specialization’ are reflected against their fit with the concept of the knowledge triangle, also with respect to new requirements for university governance. Second, a new understanding of spillovers between public sectors research and the business sector according to knowledge triangle is presented.

This paper analyses behavioural additionality of subsidies by regional and EU framework programme public funding granted to business enterprises in terms of the ??instalment?? of research cooperation between industry and science. Acknowledging their specificities in terms of research orientation, research scale, and management of research, the science component is divided in universities and public research centres. Drawing on firm level data provided by the OECD bi-annual business R&D surveys of 2004 and 2006 for Belgium, the main result is that funding by regional governments fosters the instalment of industry-science research cooperation. However, this positive effect is limited to the case of cooperation with public research centres (and not with universities). The prerequisite of commercialisation of research in the case of funding by regional governments could explain this. Public funding provided by the EU framework programme did not exert an impact on the instalment of industry-science cooperation, neither with universities nor with public research centres. This could be due the fact that EU funding is targeted at firms that are already cooperating and does not favour the set-up of new cooperation.  相似文献

The Stevenson Technology Innovation Act of 1980 has passed Congress and has been signed by the President. The legislation accomplishes two main functions. The first part establishes an Office of Industrial Technology in the Department of Commerce which will oversee the establishment of a wide variety of university-affiliated centers. The Centers will: 1) Perform research supportive of technological and industrial innovation including cooperative industry-university basic and applied research; 2) provide assistance to individuals and small businesses in the generation, evaluation and development of technological ideas supportive of industrial innovation and new business ventures; 3) provide technical assistance and advisory services to industry, particularly small businesses; and 4) provide curriculum development, training, and instruction in invention, entrepreneurship, and industrial innovation. The second part of the Act is concerned with the utilization of Federal Technology. Some of the provisions are: 1) Each Federal Laboratory shall establish an Office of Research and Technology Applications; 2) each Federal laboratory having a total annual budget exceeding $20,000,000 shall provide at least one professional individual full-time as staff for its Office of Research and Technology Application; and 3) after September 30, 1981 each Federal agency shall make available not less than 0.5 percent of the agency's research and development budget to support the technology transfer function of the Office of Research and Technology Applications. The legislation also establishes a Center for the Utilization of Federal Technology in the Department of Commerce to serve as a central clearinghouse for the collection, dissemination, and transfer of information on Federally owned or originated technology having potential application to State and local government and to private industry.  相似文献

In the last decade, arts and culture have been placed at the center of attention when discussing economic growth. In particular, studies on the “creative class” have been using arts and culture as an important factor impacting local economies. In addition, studies on local economic development have frequently viewed universities as a major factor in economic growth. In the middle of this discussion is new economic growth via creativity, via new recipes and new combinations of local capital, and via innovation centers. Combining these disparate literatures brings to center stage both clusters of arts and culture and concentrations of research and human capital development. Hence, the focus of this paper is to analyze the dual impacts of universities and arts districts on innovation and economic growth through employment in digital media. The results indicate that cultural districts have a consistently positive effect on local digital media economic activity—employment and innovation. Academic entrepreneurship has been intensively applied to the area of technology innovation and diffusion in the US. Along with the promotion of innovative approaches, universities take advantage of knowledge spillovers from their laboratories to the market for both economic development and financial gains. This study assessed individual university productivity in technology transfer using feasible measures of multiple input–output combinations and data envelopment analysis to examine panel data gathered over the period 1999–2007. A major finding is that there was substantial growth in the average productivity of university technology transfer during this period. The average annual productivity gain in the 90 universities was over 30%, indicating that universities’ technology transfer activities were relatively efficient in terms of their input to output ratio. The positive shifts in average productivity changes were primarily due to the increasing frequencies of commercial outputs. This finding suggests that universities and public policy should pay attention to stimulate commercial activities rather than to increase investments for upgrading a next level of realistic, long-term strategies.  相似文献

One of the important arguments in favor of Science Parks is the claimed networking benefit. A total of 273 new technology-based firms (NTBFs) were surveyed. The assessing of academic knowledge and expertise by businesses located on site is a key principle of Science Parks. Science Park NTBFs stand out as a special group of small firms in terms of performance (Growth: sales and employment). The arguments presented in this paper recognize the complex nature of co-operative resources. The level of interaction in the innovation process between firms located on Science Parks and local universities is generally low, but it is higher than the level of interaction exhibited by firms that are not Science Park firms. The underlying premise of our research propositions (P1 and P2) is that the NTBF-specific co-operative resources will provide the firm with a competitive advantage. This paper, building on the resource-based theory and empirical evidence, argues that NTBFs working with universities that have more proximity achieve certain advantages. Proximity between NTBFs and universities promote the exchange of ideas through both formal and informal networks. Statistically significant differences between Science Park NTBFs and off-Park NTBFs were recorded with regard to product development in the last three years.  相似文献

In this paper, we employ resource-based and institutional theories to examine the current role of business schools in academic entrepreneurship. In particular, we seek to identify and understand the challenges to business schools contributing to the transfer of knowledge to enable academic entrepreneurship. Employing a case-based method, we present evidence from 42 interviews with technology transfer officers (TTOs), business school deans, business school entrepreneurship faculty and scientists in eight UK universities. Our empirical analysis is focused on analyzing the challenges arising from the links between business schools and three other principal stakeholders of academic entrepreneurship (i.e., the university management, TTOs and academics in science departments). The findings suggest that in addition to concerns about the nature of their human capital, the ability of business schools to fill knowledge gaps in the development of academic entrepreneurship is constrained by the institutional structures of universities which influence: the strategies of the university and the business school; links between business schools, TTOs and scientists; and process issues relating to differences in language and codes, goal differences, incentives and rewards, expertise differences and the content of interactions. We conclude that if business schools are to play a more prominent role in academic entrepreneurship there is a need to develop internal university processes and policies that promote rather than hinder internal knowledge flows between business schools, TTOs and science departments.  相似文献

There is increasing global concern about the potential impact of pandemic infections, including influenza, SARS and bioterrorist attacks involving infectious diseases. Many countries have prepared plans for responding to a major pandemic. In Australia, the Federal and State pandemic plans include measures such as contact tracing, ensuring availability of antimicrobials, quarantine and social distancing. Many of these measures would involve severe restrictions on individual citizens and small businesses. Issues of compensation for cooperation and compliance with pandemic plans need to be addressed in policy discussion. The instrumental benefits of compensation in the event of a pandemic have not been sufficiently recognised. Greater attention paid now to mechanisms to compensate individual and business costs associated with compliance would increase trust in government pandemic plans, encourage compliance and reduce the health and economic impact of a pandemic.  相似文献

The role of universities in regional innovation has evolved over the last 20 years. This evolution has seen the emergence of a third role of universities that has re-shaped and transformed their two traditional functions of teaching and research. This paper proposes a conceptual framework for analysing variation in the roles performed by universities in the development of regional innovation systems. This framework is based on the triple helix model of university, industry, government relations, the literature on university engagement and the innovation systems literature, more generally. The framework is applied to a comparative study of three non core-metropolitan universities in Australia. A number of insights and issues are drawn in regard to conceptualising the role of universities in regional systems.  相似文献

University research is an important contributor to corporate innovation, but corporate-sponsored research has lagged other forms of research expenditure since 2000 and is perceived to be sub-optimal. This paper first examines and interprets reasons given by industry participants for this relative underperformance. It next establishes the complexity of this issue by explicating different patterns of research relationships for four industry groups. University supply of research and industry demand are both affected by internal factors that create inherent limits to these activities. The paper concludes that proactive measures by universities are the most feasible steps under current conditions to enhance corporate-sponsored university research.  相似文献

The paper focuses on the role of a country’s culture in influencing the entrepreneurial attitudes of Principal Investigators, in shaping their ability to combine knowledge theory and business practice, in determining their capacity to strengthen the cooperation between the two domains of research and business, and in supporting research spin-off creation in entrepreneurial universities. To make Principal Investigators’ orientation match Entrepreneurial Universities’ goals of the marketing of innovation and entrepreneurship is not an easy task. A research-oriented approach, rather than an explorative entrepreneurial orientation, is still predominant in Principal Investigators. Among the factors influencing the strategic orientation towards entrepreneurship of Principal Investigators, the paper argues that the country’s culture could be key. Evaluating the influence of the entrepreneurial culture on a Principal Investigator’s activity is critical in predicting his performance and comparing it with that of Principal Investigators in other countries.  相似文献

高校是我国科技创新的四大主体之一,然而其重要性并未得到应有的重识。高校研发经费支出远低于企业和研究机构。研发活动多集中于应用研究,基础研究和试验发展研究薄弱,专利授权量与申请量比值低。与发达国家相比,我国高校在国家科技创新体系中的地位不高,研发经费投入总量低、强度小、人均经费少,研发经费在各活动领域的配置不合理。我国应借鉴域外经验,加大对高校研发经费的投入力度,推进校企结合和高校与研究机构的整合,提升高校的科技创新能力和高校在国家科技创新体系中的地位。  相似文献

This chapter traces the origins of what became the new university law schools, paying particular attention to the creation, culture, and contribution of the United Kingdom polytechnics. It argues that the 'equal but different' philosophy of the polytechnics has special application to law teaching. In particular, it demonstrates that legal education outside the traditional universities has a commitment to vocationalism, innovation in teaching and learning, and to widening access to both legal education and the legal profession. Drawing on research findings, the chapter explores the nature and the professional norms of law teachers in new universities, as contrasted with their counterparts in the traditional sector.  相似文献

This paper analyses the relationship between competitive environment and R&D cooperation with universities and competitors. Our simple model suggests that cooperation creates benefits in terms of synergies but also induces costs due to spillovers. Since the value of these synergies and spillovers depends on the competitive pressure, cooperation propensity depends on the competitive environment. Differentiating between the dimensions of competition, we hypothesize that university cooperation corresponds to quality competition, while horizontal cooperation relates to price competition. Furthermore, we predict that a higher number of competitors reduces the incentives for horizontal cooperation as it diminishes the gains from “collusion”. We test these hypotheses using Swiss firm-level panel data that allows us to control for simultaneity of cooperation decisions and endogeneity of competition. Our empirical analysis supports the relevance of distinguishing between competition dimensions and cooperation partners, respectively. We find that price competition has an influence on university cooperation in the form of an inverted U. Quality competition only has an influence on university cooperation and the relationship shows a U-form. Moreover, we see that the number of principal competitors reduces cooperation between competitors.  相似文献
