In the bureau-shaping model of bureaucracy rationally self-interested officials are primarily concerned to maximize their agencies' core budgets, equivalent to their running costs. They are much less interested in those parts of their overall budget which are allocated as transfer payments to the private sector or passed on to other public sector bodies. The varying importance of core budgets and other spending yields a typology of public sector organizations into delivery, transfer, contracts, regulatory and control agencies. In addition, the bureau-shaping model is developed in this article to provide an exhaustive classification of government agencies, and to refine the analysis of spending over and above core budgets.
The methodological issues involved in applying this typology empirically to the central state apparatus in Britain are explored. Previous attempts at 'bureaumetrics' have failed to mesh with 'ordinary knowledge' views of Whitehall. By contrast, the bureau-shaping model provides a framework which is theoretically sophisticated, easily operationalizable, and intuitively understandable. The scale of prospective hiving off from the UK civil service organization over the next decade indicates the value of adopting a framework which can respond methodologically to such changes, and offers a powerful theoretical account of their dynamic. Part II of the paper [next issue] presents the empirical data demonstrating that the bureau-shaping model is highly effective in systematizing and extending our knowledge of how Whitehall and its attached agencies are structured.  相似文献

Programme Analysis and Review (PAR) was an approach to policy analysis introduced in 1970 by Edward Heaths administration as part of a systematic attempt to develop 'rational' government. In the early years some substantial reviews were completed, but from 1973 the exercise faded as less political commitment was devoted to it and institutional compromise and disillusion spread. This paper charts the life of PAR until its official demise in 1979 and analyses its experience, Above all, it suggests that PAR was unable to satisfy the technical, organizational and political preconditions for effective analysis.  相似文献

This article is an attempt to move away from microeconomics in the study of administration and to concentrate on British administrative ethics from a philosophical perspective. Thus, ethics is used here not in the sense of the ethics of managers dealing with accounts but as the ‘science’ of ranking moral values. The intention of the article is to examine how political theory can be used to help illustrate the dilemmas of public servants working in a climate which is distinctly hostile to disinterested ideals. The ideas of T. H. Green, the English Idealist philosopher who contributed so much to our understanding of public service, form the basis of the theoretical discussion, and the work of senior officials in Whitehall is the material used for illustrative purposes. The threat of cascading failures across critical infrastructures has been identified as a key challenge for governments. Cascading failure is seen as potentially catastrophic, extremely difficult to predict and increasingly likely to happen. Infrastructures are largely privately operated and private actors are thought to under‐invest in mitigating this threat. Consequently, experts have demanded a more dominant role for government, including the use of regulation. Empirical evidence on cascading failure is, however, extremely scarce. This paper analyses new data drawn from news reports on incidents. We find that, contrary to current thinking, cascades are not rare. Neither do they indicate a wide array of unknown dependencies across infrastructures. Rather, we find a small number of focused, unidirectional pathways around two infrastructures: energy and telecommunications. We also found that most cascades were stopped quickly, in contrast to the oft‐cited ‘domino effect'. These findings undermine the case for more intrusive public oversight of critical infrastructures.  相似文献

The distinctive feature of industrial policy towards the motor industry in the 1980s was the transformation in government policy from one of subsidizing bl to active encouragement of Japanese inward investment. This article focuses on the key events of the bl privatization and illustrates how the changing nature of the government's relationship with bl and the motor industry was a fundamental influence on policy change. Hypotheses derived from the public choice and other literatures on the relationship between ownership and performance were tested on ten UK organizations which had undergone status change, within the public sector or between the public and private sectors, in the last twenty years. Results on tests of performance in productivity, employment, and financial ratios against change in status, competition and internal management failed in most cases to support the thesis that change in ownership improves enterprise performance, even in its more sophisticated form where ownership change is assumed to be accompanied by increased competition and improved managerial incentives.  相似文献

Part I of this article [spring 19921 examined and explained the processes by which the Treasury plans and controls public expenditure through the Public Expenditure Survey. This second part analyses the survey's effects and effectiveness. Throughout we assess the survey by the extent to which the principal functions of planning, allocating, controlling and evaluating public expenditure are articulated and performed. We use four sets of criteria. Firstly, the survey is assessed as a means of regulating the interdependent relationships of the principal participants. Secondly, as a system for making decisions about public expenditure, the survey is judged by the extent to which it has enabled governments to achieve their broad spending objectives. Thirdly, the survey is assessed b the extent to which it provides directly for the participation of ministers collectively in tie process of decision-making, and how they decide the relative priority of both the total of public expenditure and its composition. And fourthly, its effects are measured by analysing the outputs of the system - the allocation of spending to departments and agencies. In the concluding section we address directly the question of whose interests are best served by the survey.  相似文献

This article addresses the question of how governments can set up and manage, in an increasingly complex policy environment, processes of public consultation that lead to good outcomes. Drawing upon insights of democratic theory and literature on network and interactive governance, the article discusses the organization and outcomes of public consultation processes. The analysis of four Belgian cases shows that the absence of open process rules does not prevent good outcomes. Second, the level of managerial autonomy is positively correlated with the intensity of process design and management. Third, cases with intensive process design and management have better overall results. These findings question some normative assumptions in the literature, positing the need for open process rules regarding entrance, scope of discussion, and interaction. Intensive process design and management with rules properly accommodating the policy situation is possibly a better means of achieving good results than rule openness. These findings challenge the need for legislation stipulating in detail who needs to be consulted, about what, and how.  相似文献

This article compares the Europeanization of central government in four Central and Eastern European countries (CEECs): Estonia, Latvia, Poland, and Slovakia. Using a large N survey of ministerial civil servants, it finds that the Europeanization of central government is characterized by partial convergence. The scope of Europeanization is large and similar among CEECs, reaching widely and deeply into government ministries. Moreover, patterns of Europeanization are similar among CEECs: the same ministries form the ‘inner core’ and ‘outer circle’ of Europeanized ministries; only a small proportion of civil servants work full‐time on EU issues and routinely engage in activities that ‘project’ national policies at EU level. Compared to old member states, patterns of Europeanization show signs of convergence, while the scope of Europeanization is larger in CEECs.  相似文献

Contracts have been a key element in the recent reform of British public services. Their introduction has formed part of a broader process of change in which the market structures and values have featured prominently. In practice, contracts have both brought benefits and presented problems. More particularly, greater organizational formality has raised some important issues – the role of trust and the form and practice of accountability prominent among them. Evidence from a recent esrc -supported study shows that some services (the simpler ones) have generally gained from the reforms; but the evidence for more complex ones is equivocal at best.  相似文献

THE IDEA BROKERS: THE IMPACT OF THINK TANKS ON BRITISH GOVERNMENT   总被引:4,自引:0,他引:4  
Although there are few think tanks in Britain they have been credited with considerable influence on government policies since the late 1970s. This article charts their recent history, distinguishing between larger, 'establishment' bodies like the Policy Studies Institute and smaller, more politically partisan bodies such as the Centre for Policy Studies; generally the latter have enjoyed greater influence. It identifies the distinctive characteristics of these bodies–their ideological orientation, their concentration on élite opinion formers, their short to medium-term horizons, their emphasis on originality and publicity. Think tanks face tactical dilemmas when pressing their views on Britain's comparatively closed system of government, in particular their choice between insider and outsider forms of persuasion; the tension between proximity to ministers and intellectual autonomy; and their advantages to politicians as deniable sources that can float new ideas, which can be counter-balanced by politicians' fluctuating appetite for radical ideas. As a case study the article examines the relations enjoyed by the Institute of Economic Affairs and the Centre for Policy Studies with Mrs Thatcher's government, and particularly the evolution of a potent network of influence embracing ministers, special advisers and backbenchers. Finally it considers the dangers of an overemphasis on novelty at the expense of feasibility, and the danger of burnout in the smaller think tanks dangers mitigated by the continuous turnover that operates in the world of think tanks.  相似文献

The original institutional design of Dutch administration and intergovernmental relations is commonly referred to as the 'decentralized unitary state'. However, the views of traditional administrative theorists have been misrepresented. Hierarchy, uniformity and the separation and delimitation of layers of government are not, as often alleged, the theoretical underpinnings of the Dutch unitary state. Rather, classical theory emphasized interdependence, diversity and the dynamic interaction of relatively independent layers of government. This image suggests that Dutch administration does not need a greater separation of layers of government but better means for regulating conflict. It also suggests that the unitary state comes in several guises and cannot be equated with a monocentric system of government.  相似文献

To understand dynamics within communities of organized interests, researchers have primarily studied organizational births and deaths. The organizational development of established interest organizations has received far less attention. This article claims that the evolution of interest groups' organizational features is strongly affected by evolving resource dependencies with the state. A life‐history case study of an environmental interest organization is used to substantiate this argument empirically. The findings demonstrate that resource dependence relations with state actors critically shape organizational development, but that this dependence affects an organization's mission, structure, and strategy in different ways. This conclusion highlights the vital role of government patronage in the survival and maintenance of interest organizations.  相似文献
