关于扩大固定资产规模的调查与思考

固定资产投资强度,直接影响到国民经济增长的速度,已经成为判断一个地区经济发展潜力和经济增长态势的重要指标。与上海、宁波、青岛和成都等城市比较,去年上半年,大连市固定资产投资规模出现回落,结构也不尽合理。应发挥市场机制作用,培育多元化投资主体,加大对产业投资力度,合理调整固定资产投资结构,促进房地产市场健康发展。     

论上海经济转型与海外华侨华人经济转型推动

创新驱动、转型发展,建设自主创新型城市经济、全球首位型城市经济,是"十二五"时期乃至未来上海在更高起点上推动科学发展的战略抉择和必由之路,贯穿于上海经济社会发展各领域和全过程。从20世纪90年代以来,在海外华侨华人推动下,尤其是海外华侨华人新一代、由海外留学人员和投资移民等构成的新华侨华人推动下,海外华侨华人经济已经转型投资高新产业、扩展跨国经营和依靠人才创新,并正在加速转型。海外华侨华人将是推动上海改革开放30年后向创新型、全球型城市经济转型的先锋队和重要力量。创新引导、鼓励和支持海外华侨华人参与、促进上海向创新型、全球型城市经济转型,是上海"十二五"时期乃至未来一个重大战略任务、力量和途径。     

China's post‐1979 uneven regional policy: Shanghai and Guangdong

This article examines the effects of China's uneven regional development policy, especially in relation to Shanghai. It analyses the evolving role of Shanghai and the constraints that it has operated under during the reform period. Discussion will be particularly devoted to the areas such as the fiscal transfer, central investment in the municipality, the tax and other incentive program allowed to increase the inflows of foreign direct investment by adopting a series of comparisons with Guangdong province. The article argues that it is not economically efficient for China to ‘open its door’ by creating new cities in its southern area while neglecting to improve existing facilities in Shanghai and other advanced cities. This article also suggests that social‐economic institutional change is the same important source of Shanghai's difficulty in keeping pace with Guangdong as the preferential treatment given to Guangdong by the central government in the 1980s.

From Passive Actor to Active Leader

The closing ceremony of the Fourth China International Import Expo (CIIE) took place in Shanghai on November 10. As the world's first dedicated import exhibition at the national level, the CIIE serves as an important platform for international purchasing, investment promotion, cultural exchanges and cooperation. The Fourth CIIE coincided with the 20th anniversary of China's accession to the World Trade Organization (WTO). The past two decades have seen China's economic aggregate jump from about 10 trillion yuan ($1.54 trillion) in 2001, to more than 100 trillion yuan ($15.4 trillion) in 2020, while its total foreign trade leapt to $4.6 trillion from $500 billion during the same period.

Strange bedfellows: Dynamics of government‐business relations between Chinese local authorities and Taiwanese investors

China poses a theoretical challenge in that corruption and rent‐seeking activities have not hindered foreign direct investment and economic development. Studies in development have documented the problems of rent‐seeking. International capital presumably hesitates to step into a Third‐World country such as China, which cannot protect private property rights with a comprehensive legal framework. However, for the last decade in China export promotion, foreign capital, and industrial development have proceeded simultaneously. This research argues that local officials helped investors overcome the problem of high transaction costs during a period of institutional uncertainty and local informal rules supplied foreigners with effective protection of property rights under corrupt circumstances. By controlling rent‐seeking activities, local officials created a wide variety of ad hoc patronage for private and foreign investments within their administrative domain. In return, local governments received extrabudgetary payments for the official patronage. This article provides an in‐depth case study of the so‐called joint venture between Taiwanese enterprises and Chinese local authorities in the Pearl River Delta, the institutional bases for their collaboration and the dynamics of the relationship under institutional change.

正Restrictive measures in response to the COVID-19 pandemic have triggered concerns among financiers with investment environments across various economies. Which country is most attractive to foreign investment? The answer is China, according to the World Investment Report 2021 released by the United Nations Conference on Trade and Development on June 21.     

The development of corporate governance in China

Over the last decade there have been significant economic reforms in China. Foreign investment is encouraged and there are increasing numbers of joint ventures with foreign partners. The stock exchanges of Shanghai and Shenzen have developed quite rapidly, and the expansion of China's economy and the growing importance of foreign investment has implications for the development of corporate governance structures in China. The internationalization of institutional portfolios ensures that there is a cross‐border interest in corporate governance, and that China's steps in developing corporate governance will be watched with interest. In this paper, we will explore the existing cultural aspects of China, the structure of share ownership in China, recent developments that have taken place in China's capital markets, including the growing foreign influence, and their implications for corporate governance developments. We compare and contrast the influences on corporate governance in the West with those in China. We conclude that any model of corporate governance which develops in China is likely to embody the special role of the state and certain idiosyncratic cultural aspects of China, whilst taking on certain of the characteristics of an Anglo‐Saxon corporate governance model.
