State governments have historically dominated corrections policy, with little federal intervention. But over the past two decades, the trend has been toward "nationalizing" corrections policy, with less interstate variation and more federal standards, through the Safe Streets Act and other legislation. As federal funding declines, it may be expected that there will be a hiatus in state corrections reform, though national standards may survive if the federal courts continue to require state correctional systems to comply with federal laws previously implemented.  相似文献

The federal government has, relative to other areas of social welfare program activity, been especially slow in the development of employment and training policy. The reasons for this can be found in terms of an understanding of the most basic American political and economic ideas. The history of federal initiatives in employment and training policy is traced briefly and the impact of certain American political ideas on this pattern of development is analyzed. Particular attention is given to the issues of coordinating of employment and training programs and the increased role of the state and private sector in designing and managing such programs. It is suggested that in light of certain historic American political patterns, there might be costs to moving in commonly sought after ways that are not readily evident.  相似文献

The U.S. Department of Labor's "Work Force 2000" project has identified long-term trends that will affect future employment and training policy. These include demographic trends such as a decline in the pool of young labor market entrants and an increase in women, minority, and immigrant workers; the continued shift from goods-producing industries to the service sector; and continued technological innovation in response to increased international competition. These projected changes in the labor market and workplace present a national challenge and an opportunity to tackle the longstanding problems of disadvantaged workers. Cooperative public and private programs to eliminate illiteracy and increase job skills and competencies, ease labor mobility and provide retraining, and attack underlying social problems that support the cycle of welfare dependency and unemployment are needed to provide the workforce America needs for the future.  相似文献

The conservative challenge of the Reagan administration has not produced a full-scale reversal of the liberal policies and social programs developed by earlier administrations and seems unlikely to do so now. Nevertheless, the continuities in American social and political history, the changed economic and fiscal circumstances of the current era, and growing public appreciation of the limits of federal action and of institutional capabilities are likely to effect a reduction in the level of federal spending for social programs in the foreseeable future and force the states to assume larger fiscal and programmatic roles. Implications for future employment and training policies include continued decentralization, a shift in focus away from training new entrants to retraining mid-career workers, and greater emphasis on meeting cost-effectiveness tests as program goals seek to promote economic efficiency rather than social objectives.  相似文献

To maximize the use of human capital, employment and training resources need to be redirected to meet four objectives: (1) reduce welfare dependency by helping people gain skills for self-sufficiency, (2) prepare a new workforce through better education of youth, (3) retrain dislocated workers, and (4) develop an employment system that links workers and jobs through the coordination of institutions. Suggestions for federal, state, and local initiatives to meet these objectives are spelled out. Particular emphasis is placed upon both a significant revitalization of the federal role in employment and training and a reassessment of traditional approaches.  相似文献

Basic forces are influencing the American economy and significantly effecting employment and training policy. States need to take responsibility in solving the problems created by these trends. The implications of these trends-the technological revolution, internationalization of the American economy, and labor market and demographic changes-are examined. The first implication is that the United States cannot have effective economic policies unless monetary-fiscal policies are supplemented by selective labor market policies which can deal with specific labor market problems. Second, policies must be measured in terms of their effects on the competitiveness of American industry in the areas of wages, management systems, and technology. The growing exposure of the U.S. economy to international competition, popularly termed globalization, over the past two decades has brought some momentous changes affecting the American economy, society, and life styles. Not surprisingly, these changes have been reflected in growing political turbulence and shifts in policy paradigms as well. This symposium explores the effects that globalization has had on economic development policy and practice by state and local governments in the United States. Part I charts and seeks to explain“The Expanding Global Linkages” of state and local governments over the last several decades. Part II on the” Potential for Transformation “then argues that the economic transformations set off by globalization are pushing state and local development policy toward strategies that should overcome some of the problems associated with the previous strategy dubbed “smokestack chasing.” Yet, caution is certainly necessary before accepting such optimistic interpretations. Part III, therefore, presents several analyses suggesting that smokestack chasing “struck back” and that blind reliance on free markets and entrepreneurs hip can be dangerous to a community's social and economic health, indicting the existence of “Pitfalls in a Changing Universe.”  相似文献

The State Employment Security Agency is examined in relation to local economic adjustment. An effort is made to set forth the sort of activities that take place at the local level when economic adjustment becomes necessary; suggest those things the Employment Service (ES) might do to support such activities; identify the constraints under which the ES labors in this regard; and suggest the changes that might be required if the ES is to be seen and used as a labor market adjustment tool. A substantial redesign of the ES is proposed, including a redefinition of role, reexamination of its financing structure, reassessment of the specific functions it might take up and the way those services might be packaged, and a look taken at the issue of competition between ES and private employment agencies.  相似文献

As cities compete for jobs and capital in the context of limited federal aid and increasing global economic competition, a new and potentially high‐risk public policy strategy for stimulating local economic growth has emerged. This megaevent strategy entails the quest for a high‐profile event to serve as a stimulus to, and justification for, local development. How and why do American cities commit their resources to seeking a mega‐event? And, if a city lands a megaevent, how does that event affect local development policy? To address these questions, we examine the experiences of three American cities which have bid for and organized the Olympics in the contemporary era: Los Angeles, Atlanta, and Salt Lake City.  相似文献

This paper examines efforts to increase the role of the private sector in employment and job training programs mandated by the Private Sector Initiative Program (PSIP) and the Job Training Partnership Act (JTPA). Assimilating disadvantaged workers in labor markets has been the focus of national policy initiatives for at least two decades. In recent years, public policies have been formulated which will not only provide incentives for the private sector to employ the disadvantaged, but also afford the private sector a larger responsibility in formulating and implementing targeted employment programs. The Job Training Partnership Act (JTPA) and Target Jobs Tax Credit (TJTC) are two major examples. This paper initially reviews the public and private employment and training efforts between 1962 and 1982. Considerable attention is given to summarizing and evaluating the performance of these efforts, especially in light of recent program initiatives by the Reagan Administration.  相似文献
