Optimising the development opportunities presented by emerging powers' growing interest in trade, investment and diplomatic engagement in Africa seems a priority for the continent in the context of a changing global system in which power is more diffuse. Taking into account a reconceptualisation of aid effectiveness as development effectiveness, this paper focuses on the manner in which African states understand and approach new opportunities for cooperation with emerging powers, especially China, India and Brazil, including the crucial issue of whether they seek joint development initiatives with both traditional partners and emerging powers. The central argument is that South–South cooperation, which is value-neutral although rhetorically reflecting the principles of solidarity and mutual benefit, must be part of an effective strategy to draw emerging economies into the national or regional development objectives of African states and the continent at large.  相似文献

Until recently the international donor community has predominantly consisted of members of the Development Assistance Committee (DAC) of the Organisation for Economic Cooperation and Development (OECD). However, China does not entirely conform to the OECD on matters related to aid; it is also not a member of the DAC. Hence, the data on China's aid, as well as its focus, purpose, terms and conditions are controversial because they are not clear. Furthermore, on the receiving end, Angola is equally reticent to discuss its management of state funds. The uncertainties and the opaque nature of diplomatic relations are compounded by a perceived overlap and ambiguity between aid and investment. The objective of the study is to examine China–Angola aid relations and provide critical judgement of it characterising strategic cooperation for the development of Angola.  相似文献

As questions concerning international development climb the international agenda, so countries find themselves drawn into a burgeoning number of negotiations on issues ranging from the future shape and direction of the post-2015 development agenda to ‘aid effectiveness’ and international development cooperation. Moving from the position of a ‘beneficiary’ state in the traditional donor–recipient aid hierarchy, South Africa is looking to define its own niche within the wider development diplomacy context as a development partner. This paper provides an assessment of South Africa's evolving approach towards international development cooperation, with a particular focus on trilateral development cooperation, and what this means for Pretoria's foreign policy in bridging the divide between developed and developing country positions within the international development regime.  相似文献

The paper analyses the multifaceted discourse of development and nation-building in post-Soviet Kazakhstan. It addresses the regional clan–central elite relations and Nursultan Nazarbayev regime's legitimating agenda through the Kazakhstan 2030 Strategy for development. The economic developmental component in Nazarbayev's ideological discourses is primarily an exercise of control over regional economic and political elites and that helped building further legitimacy for the regime in various socio-ethnic constituencies on both the regional and central levels. Kazakhstan 2030 was deployed by the regime to substitute the Soviet version of ideology, legitimize the regime among various ethno-lingual audiences, and discipline the behaviour of regional elites. The paper shows how the study of elites’ interests can best explain the nature of national ideology and development projects.  相似文献

An often overlooked issue in the discussion of sustainable development is that of municipal solid waste management. Yet solid waste management is pervasive in all sustainable development objectives: its management, or lack thereof, can have major implications for the health of the environment, economy and society. This article argues the need for a governance dimension in the sustainability model, taking into account implementation strategies, monitoring and institutional controls. This focus heavily relies on integrated public–private partnerships and deliberative democracy approaches in order to achieve sustainability within the solid waste management sector. In this article, national and local policies in Brazil are analysed, primarily focusing on the inclusion of informal waste collection into municipal solid waste management schemes. The city of Curitiba, in the state of Paraná, which is world-renowned for its innovative sustainable development policies, is used to frame and illustrate the case.  相似文献

Over the last decade, in response to the metropolitan, heavily political concerns of the “China's response to” school in Western research on modern Chinese history, there has been a move toward local (regional, provincial, county and urban) studies. A focus on localities has meant increased emphasis on social and economic change and their linkages with political events. A new sub-field has emerged—Chinese cities. David Buck's ambitiously titled Urban Change in China is the first monograph to appear from the urban history sub-field. Its publication should, therefore, be an occasion for assessment of the parameters it assumes for the sub-discipline.  相似文献

This paper examines the Chadian government’s overwhelming preoccupation with state security, rather than individual security, as evidenced by its huge expenditure on arms rather than on poverty-alleviating development projects following the unprecedented influx of petrodollars in the years since production began in 2003. This overemphasis on state security demonstrates a mismatch between the availability of natural resource wealth and ongoing low levels of socioeconomic development in Chad. The country has instead used its enormous oil wealth to boost its standing in the turbulent Central African and Sahelian regions where terrorism is rife. The country’s international diplomacy, which consists of deploying its well-equipped military in international peacekeeping missions and in the fight against terrorism, is a strategy of achieving international recognition while simultaneously diverting the international community’s attention from the country’s democracy deficit and poor human rights record. Internally, authoritarianism and political instability are accompanied by conflict, poverty and underdevelopment, which in turn perpetuate the challenges facing the country.  相似文献

South Africa's ‘Platinum Highway’ (Generally referred to as ‘the platinum belt’.) – ‘a 150?km continuation of platinum group metals (PGM)-bearing reefs’ [Havenstein, R. (2004). “The Platinum Highway – Where Does It Lead?” Accessed May 10, 2011. http://web.up.ac.za/sitefiles/file/EBIT-Innovate/The_Platinum_Highway-where_does_it.pdf, 1] – has ushered in a new era of considerable accumulation of mineral revenues by a few traditional authorities on whose communal lands platinum ore is extracted. The Royal Bafokeng community in the North West province stands as an epitome of this phenomenon. However, not much is known about the relationships at local governance level, particularly the interface of mineral wealth and community development. Adopting the Bafokeng community as an empirical case in this article, I argue that, despite some observed benefits, vast mineral wealth is likely to deepen tensions between local power holders within the sphere of rural local governance, thus paradoxically hampering development, particularly in a context where traditional authorities are the architects and champions of resource-engendered community development.  相似文献

This paper critically reviews the debates on environmentally sustainable and socially inclusive growth with specific focus on Sub-Saharan Africa. It observes that, even considering its inherent limits, the discourse on growth is still imprisoned by the Washington Consensus mode of thinking. There have been attempts by various institutions and commissions appointed by heads of government to take the debate forward, but a lack of commonly agreed global norms undermines prospects for shifts in thinking. Nonetheless, countries need to undertake such efforts if there is to be any meaningful deliberation on environmentally sustainable and socially inclusive growth. In this regard, the paper also examines the strengths and weaknesses of efforts undertaken by South Africa thus far. Policy emphases on the role of the state and structural transformation that predominate in debates in formal institutions in the African continent are insufficient. This article examines the complexities of women’s increasing participation in international development programming for gender equality. Taking a specific setting in rural Kyrgyzstan where one such project has been operating, the researchers discover adverse effects on the local women’s livelihoods, status and health. Women’s contradictions are attributed to the women’s own failures and lacks, creating confusion and frustration among them. Adopting Smith’s institutional-ethnography approach, we explicate and map out the hidden processes which must be held accountable for these reactionary outcomes, taking women’s experiences as entry points to inquiry. We find that the reactionary effects are not accidental but organized, powerfully, systematically but invisibly, by taken-for-granted institutional practices serving the purposes of global development institutions, where women are seen as instruments of global economic growth. The analysis provokes critical discussion of ‘how’ and ‘what’ it takes to transform Central Asian women into ‘empowered’ people.  相似文献

Japan's program for official development assistance (ODA) is a critical tool of foreign policy. However, this program has historically been driven by quantitative goals. Only in the last decade have explicit principles and implementation policies emerged that concentrate on a qualitative, more human-centered approach to ODA. According to Professor Dr. Franz Nuscheler and Ben Warkentin, Director and Research Fellow respectively of the Institute for Development and Peace, Duisburg University, Germany, this reorientation of Japan's ODA has the potential to challenge the overall stature of the country” s foreign relations. The development industry has moved from concepts of aid and technical assistance to the idea that closing ‘gaps’ in people's knowledge is the most effective way of alleviating poverty and injustice. My data show the means through which this ‘knowledge transfer’ is actually supposed to happen. I examine the micro-politics of development: the role and agency of development workers, who are so frequently employed to conduct ‘training’ on a wide range of topics affecting citizens' well-being, such as conflict prevention or sustainable agricultural practices. This paper draws on ethnographic research between 2010 and 2012 with Kyrgyzstani NGO workers to analyse the ‘side-effects’ of development, such as the creation of a new social class and softening age hierarchies. I examine the widespread conviction among trainers that education can solve most social ills, and their concepts of how knowledge, sometimes in the guise of ideologiya, shapes people. I argue that this faith in knowledge reflects both the life course of NGO workers themselves and what they can offer from within the ‘knowledge transfer’ paradigm. An understanding of the friction between different expectations of knowledge content, teaching relationships and aims in creating well-being is not only essential to a critical reflection on these development efforts but also illuminates wider political and social processes and relationships, such as expectations of the state and international community.  相似文献

This article compares the evolution and characteristics of Chinese and Japanese aid, assessing the impact of their aid policies in sub-Saharan Africa from the 1950s to the present. It argues that China and Japan's aid programmes share more similarities than dissimilarities. Both pursue aid strategies that spread allocations across a region rather than concentrating upon specific countries. The article seeks to clarify the following questions. In what way are Chinese and Japanese aid strategies different from each other and Western donors? Should their aid be seen as a form of South–South co-operation that provides an alternative to the West's hegemony in Africa? Or is aid from these donors simply another strategy to control African resources and state elites in the guise of a partnership of equals?  相似文献

Islamist radicalism emerged in the Iranian Constitutional Revolution of 1906–9. This article examines the early stages of its emergence with particular reference to the provinces of Iran. It looks at the subject thematically and traces the development of an Islamist notion of the state, characterized by Islamic law, and the shaping of new views on nationalism, absolutism and the economy. Increasingly politicized ordinary people also influenced ideological change. The article begins by establishing the background and influence of individuals and groups who played a leading role in developing an Islamist radical political perspective and identity. It then discusses their vision for an alternative state in terms of the authority to govern, its institutions and its laws and considers their methods of organization and propagation to oppose the existing system, and their attempts to change it. Since the article is intended primarily for those interested in the history of Islamism, it ends by evaluating the stage it had reached in 1909.  相似文献

Recent processes of political decentralisation and the parallel movements asserting indigenous identity and autochthony have led to a resurgence of academic interest in ‘traditional’ and local forms of leadership and authority. Based on ethnographic research on the hirimu age-set system and related forms of traditional authority in the Zanzibari village of Jongowe, this article explores how these systems rooted in local history and identity are mitigated by contemporary national and international political circumstances. By examining how ‘traditional’ systems both create and circumscribe space for gendered expressions of power and how they work with the emerging forms of non-governmental organisation characteristic of contemporary development, the article considers how these dynamic local systems of governance maintain their legitimacy through both association with the past and engagement with contemporary politics. It argues for an understanding of ‘traditional authority’ that expands beyond hereditary leadership positions, and suggests that such forms of power, though embedded in historical collective identity, are expressions of contemporary forms of governance.  相似文献

The livelihood of the population in general, and females in particular, is affected by different socio-economic, demographic, environmental, cultural and other factors. the three main demographic variables: fertility, mortality and migration, which are also functions of some other variables, determine the quality of women’s lives. Some of the variables that are expected to determine the levels of fertility, mortality and migration may include literacy status, educational level, occupation, income, place of residence, marital status and other factors. Fertility is the most important variable in the population dynamics. A study was made in tigray, ethiopia, that included 2290 individuals. Of these, 1371 (60%) were females. the method of enumeration was used in order to collect the necessary information from the target population. the age structure, household composition, place of residence, educational level and other background variables were analysed. Results show that the literacy status and educational level were important variables that determined the age at first marriage, the use of family planning services, and antenatal and postnatal care. thus, it was concluded that female education is a key variable that enhances the participation of women in the development process by improving their status through the reduction of fertility.  相似文献

Down into the last decades of the twentieth century, Bihar remained India's poorest state and one under the domination of its landowning upper castes – a well-nigh hopeless case for development in the view of most outside observers. But in the 1990s, a fresh leader gained a new dignity for the Backward castes, even as the state's poverty and corruption continued unabated. And then in the mid-2000s, another Backward leader was able to combine this societal uplift with a remarkable level of economic development. This article in two parts endeavours to make a case that Nepal, long suffering under conditions similar to those hobbling Bihar until recently, might follow a similar two-stage path of dignity and then development.  相似文献

Part I of this article traced the experience of India’s Bihar state as it shifted in the last decade of the twentieth century from a region dominated by landowning upper castes and plagued by entrenched poverty to one led by newly emergent middle castes. In a two-step process, these groups first attained a significant dignity and self-respect and then it became possible in the 2000s to turn to economic growth and improvement in living standards. Part II makes a case that Nepal, long suffering under conditions similar to those hobbling Bihar until recently, might follow a similar two-stage path of dignity and then development.  相似文献
