民心、枪杆子与稻草

党如何对待民心和枪杆子,既集中体现党的政权观,又清晰预示党的政权状况。正确认知民心、枪杆子的政治功能,以及政权与民心、枪杆子的关系,科学处理有关民心与枪杆子的问题,是关系党、国家、民族未来的大事。枪杆子既可以是承载民心所向的革命力量,也可以是背离民心所向的反动力量。背离民心的枪杆子一旦开启政治安全的魔咒,就会成为反动政权的救命稻草,最终蜕变为压死"骆驼"的最后一根稻草。     

Globalization, Popular Resistance and Postmodernity

This paper asks if globalization is simply the latest reticulation of the regional, class, and cultural struggles embedded at the core of worldwide capitalist exchange. As practices of transnational businesses, national state authorities, and regional growth coalitions turn to globalization rhetorics to promote on-going commercial expansion, new networks of local activists, international migrants, and progressive intellectuals are developing their own anti-global rhetorics and practices to defend themselves, their localities, and the environment. This paper investigates how these conflicts arise, in part, out of the modes of organization at work in the world economy. That is, professional-technical experts with vested interests in the corporate groups or state offices that now organize most forms of production and consumption find their expert authority contested by popular resistances. These essentially populist movements seek to defend the discretion of ordinary people against trained expertise in choosing how localities and individuals attain valued goals, like economic equality, democratic participation, environmental balance, or cultural integrity.

Republican Freedom,Popular Control,and Collective Action

Republicans hold that people are dominated merely in virtue of others' having unconstrained abilities to frustrate their choices. They argue further that public officials may dominate citizens unless subject to popular control. Critics identify a dilemma. To maintain the possibility of popular control, republicans must attribute to the people an ability to control public officials merely in virtue of the possibility that they might coordinate their actions. But if the possibility of coordination suffices for attributing abilities to groups, then, even in the best case, countless groups will be dominating because it will be possible for their members to coordinate their actions with the aim of frustrating others' choices. We argue the dilemma is apparent only. To make our argument, we present a novel interpretation of the republican concept of domination with the help of a game‐theoretic model that clarifies the significance of collective action problems for republican theory.     

What Makes Popular Government Self‐reinforcing?

This article explores the ongoing debate on whether popular government is a continually improving or a continually deteriorating constitutional principle in Scandinavian politics. In particular, three recent articles that address this question are reviewed. One puts an almost entirely positive light on developments in Denmark. By contrast, the authors of the articles on Sweden and Norway are less inclined to see any parallel between economic growth, a sustainable welfare state and good public finances, on the one hand, and improved popular government, on the other. The aim here is to bring some clarity into this paradoxical picture by distinguishing between popular government as such and the prerequisites for popular government's long-term legitimacy. What makes popular government self-reinforcing, this article concludes, is the underlying, more fruitful question to pose. This query should be brought into the open and answered.     

Popular Mass Entertainment in Japan: Manga, Pachinko, and Cosplay

The Japanese, just like any other people of the world, love entertainment. In this article we discuss and analyze three kinds of popular, Japanese mass entertainment utilizing a semiotic approach. We are concerned with what and how manga (Japanese comics), pachinko (vertical Japanese pinball machines), and cosplay (costume play) represent and reflect Japanese-ness: its culture, tradition, history, and society.     

An Insider–Outsider Theory of Popular Tolerance for Corrupt Politicians

This article addresses the puzzle of electoral support for corrupt politicians in emerging democracies by examining citizens’ varying attitudes toward political corruption. We make an important theoretical distinction between perceptions of and tolerance for corruption, and argue that these different attitudes vary across individuals depending on whether they are political insiders or outsiders. We test our theory using Afrobarometer survey data from 18 sub‐Saharan African countries and find that individuals included within clientelistic networks simultaneously perceive corruption as ubiquitous and are more tolerant of malfeasance. Meanwhile, those individuals with partisan or ethnic ties to the incumbent are less likely to consider corruption as widespread. Finally, we explore whether variation in attitudes toward corruption influences citizens’ voting behavior, and find that insiders are less likely to “vote the rascals out.”     

The Beecroft Report: Pandering to Popular Perceptions of Over‐regulation

The Coalition government made a commitment to review employment law to ensure flexibility for both parties and enhance business's competitiveness. This led the prime minister to ask venture capitalist Adrian Beecroft to undertake the task of identifying the areas of employment law that presented the greatest burden, and making recommendations for reform. The Beecroft report identifies 16 areas for reform, but the lack of evidence to support his conclusions severely undermines his case. The challenge of increasing employment in a stagnant economy is substantial, and Beecroft's recommendations, if implemented, are unlikely to make a difference. Businesses need to see increased demand and access to finance if they are to take on more workers, but government must also develop a long‐term vision of the UK labour market and address weaknesses that existed before the financial crisis.
