Abstract

This article pieces together the activism of the British welfare worker and feminist-pacifist Emily Hobhouse (1860–1926) during two largely unrecorded episodes of transnational activism: firstly, her ministry of Cornish miners in Virginia, Minnesota, in the United States; and secondly, her interventions during the period of reconstruction following the South African War (1899–1902). The article endeavors to contextualize Hobhouse’s activism and offer a broader understanding of the limitations and restraints on her actions. Ultimately, her activism required a platform that was in the gift of political actors and establishment figures, and dependent on fluctuations within specific political and bureaucratic situations. Based on close inspection of undocumented material in both South African and British archives, the article investigates Hobhouse’s repertoire of missionary and philanthropic roles within a wider context of humanitarian politics. It demonstrates how women’s activism and their behind-the-scenes politicking informed political decision-making in modern imperial and international affairs.  相似文献

Political parties are generally thought of as agents of democracy that fulfil a range of functions, such as policy formulation, interest aggregation and articulation, social integration, and elite recruitment. However, given the weakness of many African parties, are they able to contribute positively to democracy? This article seeks to answer this question by using Ghana – one of Africa's most successful democracies – as a case study. It is found that parties in Ghana are comparatively strong and do indeed mobilise large numbers of voters. They even expose a degree of ideological competition and have successfully adapted their strategies to the local context. On the other hand, they expose serious weaknesses in the field of social integration and interest representation. Against this background it is argued that even in procedurally well-functioning democracies like Ghana, political parties can be instruments of elite competition that contribute to the exclusion of the poor from decision-making.  相似文献

Decentralisation in Ghana, and across sub-Saharan Africa, faces a number of challenges to successful local governance provision because there are a number of formal and informal actors to choose from. Citizens may take problems they want a governance provider to solve to a member of parliament or a district assembly person, a traditional chief or a police officer, a neighbour or an NGO. In this article we report on a four-constituency survey administered to explore and understand how citizens choose between the options of local institutions available to them in order to solve a problem important to their community or themselves. We find that formal national (Parliamentarians) and informal traditional (Chiefs) institutions are where respondents turn for assistance most often instead of constitutionally described local modes of governance (District Assemblies). We consider the implications of this finding in terms of decentralisation in Ghana and the need to build institutions that are context-sensitive and reflect how citizens understand political options.  相似文献

Drawing on critical whiteness studies, this article explores the role of race in the formation and maintenance of Turkish identity. The aim is to make connections across time (between contemporary Turkey and its past), space (placing the Turkish experience within a transnational context), and theoretical perspectives (investigating questions arising from the framework of whiteness within the context of Turkey). I argue that the literature of nationalism alone cannot illuminate the significance of racial vocabularies in early republican (1923–50) and contemporary Turkey. In criticizing current approaches that ignore the reality of race in Turkey, this article proposes a theoretical perspective in which race and whiteness emerge as a decisive component of Turkish modernity. Taking race seriously not only helps us to understand the Turkish experience of modernization but also extends theories of race. The article presents the manifestations of racial vocabularies in terms of immutability and chromatism as embedded in Turkish identity.  相似文献

ABSTRACT

The existing literature on the EU’s transformative role in the Balkans looks at EU conditionality as a unidirectional system of rewards that is expected to motivate local elites to comply with EU rules. This article raises a different question: how do local actors bypass the implementation phase of EU conditionality and what kind of political resistance narratives do they use for this purpose? The analysis attempts to tackle these inter-related questions by focusing on the delayed implementation of the Brussels Agreement between Belgrade and Pristina as a case study, using the interpretive method of narrative analysis. The article aims to link fieldwork empirics with theoretical discussions in the field of EU compliance literature by stressing the importance of local actors’ resistance to EU incentives. Three levels of analysis will be conducted in order to address the research question: (1) mapping different types of actors at the local level and stressing their heterogeneity; (2) understanding how local resistance to EU pressure evolved in the period 2013–2016; and (3) showing how their policy narratives influenced the implementation phase and the maintenance of the status quo. In conclusion, the analysis shows that the EU’s mediation strategy of ‘constructive ambiguity’ favours local actors’ political resistance, particularly in the implementation phase. The main findings show that ‘dividers’ outnumber ‘connectors’ in local actors’ narratives, thus strengthening political resistance to EU pressure.  相似文献

As Muslim communities reassert themselves in public life across the world, including Central Asia, their actions are causing tension in relations with ‘secular’ governments. Various global theories have been offered to explain these dynamics. According to one theory, tension between religious communities and secular states is caused by the exclusion or marginalization of Muslims, a process exacerbated by the perceived anti-Muslim bias in the foreign- and domestic-security policies of Central Asian states. A second view is that tension results from the work of global extremist groups espousing the restoration of an Islamic Caliphate. The third approach presents the rising tension as part of a broader trend: a putative clash of Western and Muslim civilizations. This article challenges these theories by using a case study of a Muslim grassroots protest in Kyrgyzstan to highlight the importance of local politics, namely informal arrangements among local officials, power brokers and community members. In so doing, it seeks to make a contribution to theorizing Muslim–state relations in Central Asia.  相似文献

This paper focuses on the politics of life and death in Bolsonaro's Brazil during the COVID-19 pandemic. It is argued that while this administration, and the president himself, have long supported violence against individuals and social groups they did not see as fully human, their response to the pandemic marked a public transition from valuing certain kinds of lives as opposed to others, to a general contempt for human lives. The paper explores this transition by discussing the reification of the economy to the detriment of the people who produce and consume.  相似文献

On 31 July 2010 the Revolutionary Government of Zanzibar held a referendum to decide on the government of national unity so as to end the impasse between the two main political camps, each dominating one of the two islands of Unguja and Pemba. The outcome of the referendum was that the majority of Zanzibaris voted in favour of the government of national unity. This article revisits how the referendum was carried out in terms of observing the basic principles of a democratic referendum and whether the referendum would be a panacea for the polarisation between the two islands. The main argument held here is that the referendum fell short of observing some of the basic principles of a democratic referendum since it systematically suppressed the voices of those who opted for a ‘No’ vote. Besides this, the government of national unity created after the referendum was in essence the unity of the two major political parties, namely the Chama Cha Mapinduzi (CCM) and the Civic United Front (CUF). Relatedly, some of the fundamental issues causing polarisation are yet to be tackled, a situation which, if not addressed in time, would make this polarity a likely facet of Zanzibar's future politics.  相似文献

The late 1990s appeared to herald a new dawn for European social democracy. Social democratic governments were elected to office in Germany, the UK and France (and participated in governments in 12 of the 15 EU states). For the German Social Democratic Party (SPD) and the British Labour Party, this took place after long periods in opposition. For the French Socialist Party (PS), its victory in legislative elections signalled a remarkable comeback after a shattering defeat in 1993. Their rise to power was accompanied by programmatic renewal, symbolised by the ‘Neue Mitte’, the ‘Third Way’, and ‘réalisme de gauche’, and marked by convergence within the context of European integration. Yet this electoral success concealed a number of weaknesses which began to emerge at the start of the 2000s. Hierarchical leaderships, bound by the realities of government, failed to deliver (and/or communicate) distinctive social democratic agendas, undermining linkages to core supporters. This narrative is particularly relevant for recent developments in the SPD, which – after the departure of Gerhard Schröder – faces a period of strategic and programmatic uncertainty.  相似文献

Drawing on the experience of Ghana, which the World Bank itself proclaimed as an African success story in the early 1990s, this paper sheds important light on why neoliberal policies have had limited success in Africa and what strategies are likely to be necessary to foster growth and industrialisation in Ghana and elsewhere in Africa. In 2001, a few short years after being proclaimed as an economic miracle, Ghana joined the growing ranks of highly indebted poor countries (HIPC) – an especially humbling development for this once proud nation. Why did Ghana's economy collapse after recovering so well? Ghana's experience highlights both the promise and limitation of neoliberal reforms.  相似文献

SUMMARY

The Scottish Parliament established in 1999 as part of the Labour government's ambitious programme of constitutional reform aimed at modernizing the governance of the United Kingdom, was expected to inaugurate a new style of politics, based upon a ‘participative approach to the development, consideration and scrutiny, of policy and legislation’, as recommended by the Consultative Steering Group on the Scottish Parliament in its report published in December 1998.1 As we look back to its first eight years of existence, can it be said that the ‘people's parliament’ has lived up to its name? The engagement of Scotland's civil society in the constitutional debate and the Scottish constitutional tradition of popular sovereignty have informed the ethos of the new Scottish Parliament, which has committed itself from the outset to encouraging civic participation. While it has developed innovative ways of providing access to the policy making process, thereby differing decisively from the conventional model of representative democracy embodied by Westminster, the Scottish Parliament does indeed combine elements of both the representative and the participatory models, which makes it a particularly interesting case to study in the context of the general dissatisfaction observed in Western democracies with the representative model of governance.  相似文献

The Estonian dissidents’ Memorandum to the United Nations, drafted as a call for national self-determination in 1972, set new standards for the émigré community’s campaigns. Although its political message was initially dismissed as utopian, the subsequently emerging cooperation between émigré and homeland activists via intricate courier networks significantly strengthened the authority of Estonian voices in the West. By the early 1980s, the political alliances across the Iron Curtain eventually bore fruit. The Memorandum’s core demands reappeared in political debates on Baltic issues on both sides of the Atlantic, foreshadowing the massive Western support for the Baltic cause during the Singing Revolutions.  相似文献

A heated debate developed in South Africa as to the meaning of ‘deliberative democracy’. This debate is fanned by the claims of ‘traditional leaders’ that their ways of village-level deliberation and consensus-oriented decision-making are not only a superior process for the African continent as it evolves from pre-colonial tradition, but that it represents a form of democracy that is more authentic than the Western version. Proponents suggest that traditional ways of deliberation are making a come-back because imported Western models of democracy that focus on the state and state institutions miss the fact that in African societies state institutions are often seen as illegitimate or simply absent from people's daily lives. In other words, traditional leadership structures are more appropriate to African contexts than their Western rivals. Critics suggest that traditional leaders, far from being authentic democrats, are power-hungry patriarchs and authoritarians attempting to both re-invent their political, social and economic power (frequently acquired under colonial and apartheid rule) and re-assert their control over local-level resources at the expense of the larger community. In this view, the concept of deliberative democracy is being misused as a legitimating device for a politics of patriarchy and hierarchy, which is the opposite of the meaning of the term in the European and US sense. This article attempts to contextualise this debate and show how the efforts by traditional leaders to capture an intermediary position between rural populations and the state is fraught with conflicts and contradictions when it comes to forming a democratic state and society in post-apartheid South Africa.  相似文献

The Sykes–Picot The Sykes-Picot Agreement is often cited as evidence of a Western conspiracy to carve up the Middle East and subordinate the Arabs. It is a prevalent view across the region, and has been a refrain repeated by critics. Yet very little is known of the far more significant conclusions of a Committee, formed by Maurice de Bunsen on the orders of the British government, which ascertained the options open to the Allies in 1915. Far from a nefarious conspiracy, the Committee came down in favour of a decentralised, ultimately independent region. The First World War compelled some revision of the original intent, but the essence of the Committee's conclusions remained intact throughout the war, and after. Conversely, Sir Mark Sykes repudiated the ‘agreement’ he had made with the French diplomat Picot, and substantial revisions were made to that temporary scheme. Yet it seems that ‘conspiracy sells’, and generations have colluded with the theme of perfidy to reinforce particular narratives, including, most recently, the Da´esh movement's claim to have ‘ended Sykes-Picot’.  相似文献

This article explores the interplay between international donors and local NGOs in Kyrgyzstan's HIV/AIDS sector. It argues that donors have transposed ready-made policies without sufficient consideration of the local context and that NGOs have responded strategically, adapting their proposals and reports to the expectations of donors. This complex interplay has resulted in unintended consequences that have undermined an effective response to the HIV/AIDS epidemic. It has given rise to ‘virtual realities’ detached from developments on the ground. The funding system has also led to corruption and misappropriation of funds and the failure of NGOs to become sustainable. Largely bypassing the state in the allocation of funds, international donors have also undermined an already weak state.  相似文献

This paper problematizes the imagineering of study abroad, especially in terms of set objectives and learning outcomes. The authors propose a shift away from a ‘pure’ cultural and intercultural preparation of mobile students, which tends to ignore the fact that unrealistic expectations and preconceived ideas about study abroad can be as much of a hindrance as e.g. ‘culture shock’. The concept of imaginaries is used to prepare international students, some from Asian countries, to reflect on, discuss and ‘reform’ their perceptions of study abroad. Imaginaries, which are constitutive of human beings living in groups, are of course necessary components of the study abroad experience. The results show that the students are able to deconstruct critically their own as well as others’ doxic discourses on the characteristics of study abroad. Yet at the same time, as one should expect, the students develop new imaginaries on mobility. We argue that by allowing them to develop more counter-narratives about study abroad—and thus multiplying imaginaries—the students can feel more apt to face the complexities and contradictions of the study abroad experience.  相似文献

This article examines the evolving British perceptions of the Ottoman Empire from the onset of the Tanzimat to Abdülhamid II. The article aims to attest the emergence of a positive image of the ‘reforming Turk’ and the erosion of this positive assessment following the disillusionment with the achievements of Tanzimat. The article discusses the Christian dimensions of the positive and negative attitudes towards the Ottomans and ‘moral racism’ inherent in both the positive and negative assessments. The article ends with concluding that this reference framework from which the British discourses on the Ottomans derived had eclipsed with the demise of the British nineteenth-century political elite and culture in tandem with the waning of the Ottoman political culture and elite.  相似文献
