公共职位数量规模是受经济、政治和社会等诸多因素影响的.数据表明,我国公共职位的绝对规模并不大,相对规模与发达国家相比也不算太大,我国的问题在于配置结构的失衡,这可以从多个方面得以体现,出现这一现象的原因亦是多方面的,准确地揭示分析其失衡的表象与症结所在,无疑是从根本上解决公共职位配置失衡现象的基础性环节.  相似文献

In the autumn of last year the National Intelligence Council issued a National Intelligence Estimate that states (in a portion of the NIE that has been published) with ‘high confidence’ that Iran years ago suspended its development of nuclear weapons. This paper questions the wisdom of a consensus intelligence document bound to be published in one form or another, and the soundness of the analysis in it, which pivots on speculation about Iranian decision making and on an ambiguity in the very meaning of ‘suspending’ a nuclear-weapons program while continuing to produce highly enriched uranium. These questions lead in turn to questions concerning the ambitious reorganization three years ago of the US intelligence system.  相似文献

This paper examines Korea's employment dynamics and analyzes how adverse impacts could be mitigated during the recent economic crisis in comparison with the 1997 to 1998 Asian crisis. A clear lesson is that policies to mitigate adverse impacts of financial crisis on the macroeconomic level should be given priority for preserving employment. In this regard, expansionary monetary and fiscal policies to keep aggregate demand from collapsing need to be emphasized once a crisis breaks out. However, equally crucial is the maintenance of sound pre‐crisis fundamentals to help keep negative impacts from proliferating, even when a crisis is triggered. In addition, flexible labor market structures and temporary employment‐boosting policies appear to be necessary to reduce the negative impacts of a crisis on workers. © 2011 by the Association for Public Policy Analysis and Management.  相似文献

Defenders of modern philanthropic freedom often defend donor intent and celebrate voluntary action. Nevertheless, donor intent and voluntarism have often undermined the conditions of constitutional freedom. This paper proposes that philanthropy currently suffers an intellectual crisis very much like the intellectual crisis in public administration diagnosed by Vincent Ostrom. The Common Core State Standards initiative is a case study of the problems of epistemic drift in philanthropy and raises questions about whether merely defending donor intent and voluntary action for their own sake is sufficient. To escape philanthropy’s current intellectual crisis requires a clearer consideration of the epistemic choices that shape donor intent and voluntary action.  相似文献

对于"危机"的概念,不同学者从不同侧面给出不同的定义.危机的分类主要有组德尔和安托可将危机界定为五类等诸种分法.与危机相关的概念有紧急事件、灾难、重大事故和风险等.对于从事公共组织危机研究的人员,他们表述的"危机"与"公共危机"的词意,在内涵和外延上没有本质的区别.像加拿大管理发展中心等组织和学者对其的定义比较典型.危机管理与公共危机管理可作为同一概念来对待,许多学者对其有自己的阐释.危机管理阶段论也有不同的分类,主要有:二阶段论、三阶段论、四阶段论和五阶段论.三阶段四步骤的危机管理过程可被作为公共危机管理研究的基本框架.  相似文献

Conventional understandings of what the Westminster model implies anticipate reliance on a top‐down, hierarchical approach to budgetary accountability, reinforced by a post–New Public Management emphasis on recentralizing administrative capacity. This article, based on a comparative analysis of the experiences of Britain and Ireland, argues that the Westminster model of bureaucratic control and oversight itself has been evolving, hastened in large part due to the global financial crisis. Governments have gained stronger controls over the structures and practices of agencies, but agencies are also key players in securing better governance outcomes. The implication is that the crisis has not seen a return to the archetypal command‐and‐control model, nor a wholly new implementation of negotiated European‐type practices, but rather a new accountability balance between elements of the Westminster system itself that have not previously been well understood.  相似文献

The Confederation of British Industry (CBI) experienced a reputational crisis after a number of allegations of sexual harassment. Leading members of the organisation resigned and its resources were depleted. The British Chambers of Commerce (BCC) attempted to fill the void. The organisation survived a confidence vote, but the result may be a permanently weakened organisation. 现代哲学的危机主要表现为科学的大一统以及由此而来的思想对自身的曲解。身处危机的现当代哲学家们做出了不同的反应,提出了各自的拯救方案。维特根斯坦的与众不同之处在于通过前期对哲学与科学的划界和后期哲学不必成为科学的分析,既没有得出哲学必然是科学的结论,也不主张逃避到非理性的领域,更不满永远徘徊于哲学的混乱。他虽没有完成拯救哲学的任务,却为我们走出危机指出了一个新方向:哲学可以像科学那样关注现实但不必成为科学,哲学必须回归生活但不应成为常识。  相似文献

The April 20, 2010, BP Deepwater Horizon blowout riveted citizen and elected officials' attention on coastal oil spills in ways not seen since the ill‐fated 1989 Exxon Valdez crisis. A commonly voiced lament included why was the tragedy not prevented? Why the seemingly poor safety practices and who is to blame? Could a spill of such catastrophic proportion happen elsewhere in the future? Applying a spill prevention causation framework developed through the examination of other major near‐shore incidents over a 23‐year period, the author finds Deepwater Horizon exhibited a pattern of shortcomings evident in these other spills. These shortcomings are rooted in policy imperfections, a weak regulatory regime, organizational deviance in lieu of integrity, and interorganizational structure deficiencies.  相似文献

The Enlightenment as the origin of modernity and as the foundation of moral universalism has been much invoked by social theory in recent years especially by writers influenced by Michel Foucault's essay on the subject. Postmodernism and cultural anthropology have made the question about Enlightenment universalism ever more pressing. At one level the issue is very simple. By its emphasis on universalism in knowledge and ethics, the Enlightenment made particularity a problem and it resulted in a stigmatization of those social groups that patently departed from its magisterial interpretation of rationality appear to be irrational, premodern and dangerous. Aamir Mufti claims uncontroversially that the Enlightenment idea of universalism set up a series of contrasts between the universalism of the bourgeois world of civility, civilization and citizenship on the one hand and local practices and customs on the other. The result was to construct a classification of social minorities who were deemed to be in need of education, moral reform, modernization and assimilation. Enlightenment in the Colony involves a comparison between “the Jewish Question” and the Partition of India. The particularity of Jews and Muslims is examined in the context of modern assumptions about universalism, especially the notion of universal citizenship.  相似文献

The Federal Reserve System struggled to maintain order in U.S. credit markets as rapid declines in home prices led to huge write-downs in the value of mortgage-backed securities held by financial institutions. The Fed could have taken a number of steps—in the mortgage market or through broader regulatory actions—to either preempt or mitigate the impact of this market disruption. Broader regulatory actions—in the mortgage market, of risk taking by financial institutions, or in the form of actions to limit the contagion of crisis—imply fundamental changes at the Fed. The network of actors with a stake in broader regulatory action is powerful and highly resistant to regulatory scrutiny. The statutory mission of the Fed—especially its commitment to stable prices—could be jeopardized by a broad and explicit mandate to provide liquidity to a wide range of vulnerable financial institutions.  相似文献
