Changes in social policy in Singapore reflect not only changing sociopolitical realities and popular attitudes, but also the island state's concerted effort to craft itself as a transnational hub, center for international business, and home-away-from-home for the skilled, moneyed cosmopolitans who drive the contemporary global political economy. Shifts in the de jure and de facto treatment of gays and lesbians provide a stark demonstration of these dynamics. This paper examines why the Singapore government has taken steps toward greater official tolerance of gays and lesbians, despite potential backlash and previous statements about Asian exceptionalism. It also considers how far the transnational environment and forces of globalization are likely to go in diminishing states' sovereignty in setting social policy—and how conversely empowering this diminution may be to certain (but not all) marginalized groups, who may find their appeals to transnational discourses, networks, and less culturally-relative identities increasingly validated as a result.  相似文献

Pundits and politicians debated whether race was implicated in the rancorous public forums and demonstrations over health care reform. Research suggests that for many white Americans, racial predispositions play a greater role in their opinions on health care than non-racial predispositions. Building on this work, I examine the extent to which anger uniquely activates white racial attitudes and increases their effect on preferences for health care reform. My theory suggests this effect occurs because anger and thoughts about race are tightly linked in memory. Using a nationally representative experiment over two waves, I induced several emotions to elicit anger, fear, enthusiasm, or relaxation. The results show that anger uniquely pushes racial conservatives to be more opposing of health care reform while it triggers more support among racial liberals. On the other hand, anger does not enhance the effect of race-neutral principles on health care reform.  相似文献

The increase in the Islamic State's power vis-a-vis the moderate Syrian opposition has reduced Turkey’s ability to shape the course of the Syrian conflict in line with its long-term goals of uprooting the Assad regime and expanding its influence in the Middle East. ISIS's rise has also degraded Turkey's domestic security. Analysts oddly have neglected the foreign economic implications of China’s harmonious world and harmonious society doctrines. This article specifies the foreign economic policy effects of both, collectively termed harmonious world plus (HWP). It shows that HWP implies China’s continued integration into the global economic system, acceptance of the extant international economic order, and backing for increased cooperation and exchange, provided it is mutually beneficial. It further demonstrates that HWP implies support for global development, self-reliance, and multilateralism. Beyond this, the study reveals that HWP is likely to influence China’s interactions with international economic institutions, foreign investors, and its international resource dealings. Generally speaking, this article shows that China is making progress adhering to most of the tenets of HWP, though there are some areas for concern. It also reveals that convergences and divergences between HWP and China’s actual policies are attributable to national interests, China’s limited capabilities, and domestic politics. Jean-Marc F. In its 1993 report, the Winter Commission gave direction to the federal government in the area of health policy and Medicaid: lead, follow, or get out of the way. This article examines how the federal government responded to that advice, specifically asking what has happened in the allocation of responsibility in health policies between 1993 and 2006. In short, unlike the suggestion that there be a better‐defined direction in federal–state policy assignments in health, the ensuing years have resulted in more of the same. The authors examine what has happened, particularly focusing on vertical diffusion—where the states have acted first—and on the role of policy learning in federal decision making. They find little recognition of policy learning in recent federal health laws—even in areas in which state experience was extensive. The federal government is leading in some health policies—but it is leading without learning.  相似文献

In a diverse range of European countries, there has been an increase in the proportion of pupils attending schools owned by private bodies but funded by the state. This article compares the policy development and governance of private government-dependent schools in three countries/regions: England, Sweden and Berlin/Brandenburg in Eastern Germany. It is found that the regulatory frameworks vary and are associated with specific policy goals and ideas, with apparently similar ideas having different meanings. It is also found that the growth of private government-dependent schools is related to policy goals, differing institutional configurations and political parties.  相似文献

Ever-scarce affordable housing production resources, in addition to their primary function of providing housing for those in need, are increasingly enlisted for the dual goals of strengthening distressed communities and increasing access to higher opportunity neighborhoods. Information on spillovers can inform investment decisions over time and across communities. We leverage recent, high-quality research on neighborhood effects of Low-Income Housing Tax Credit (LIHTC) production, synthesizing evidence according to neighborhood context. We also summarize the evidence on project features moderating impacts of publicly subsidized, place-based rental housing, in general. We conclude that context matters. Producing LIHTC housing in distressed neighborhoods positively impacts the surrounding neighborhood—in terms of modest property value gains and increased safety. By contrast, higher opportunity neighborhoods experience small property value reductions, and no impacts on crime. Big questions remain, however, about impact heterogeneity—via tenant mix, property design, and ongoing property management, as examples—with the scarcity of systematic data representing one of the field’s largest constraints.  相似文献

This article reviews the foreign policy of the Obama administration with a special focus on the Middle East. It shows the gap between the lofty rhetoric of the President, a great orator, and the decisions taken by the Administration. This gap is the inevitable result of the normal play of forces in the decision-making process involving many actors and the interplay of domestic policies and foreign policy. The author argues that if Obama’s foreign policy is analyzed in electoral and domestic terms then it is quite wrong to argue, as some have done, that it is dumb. On the basis of the premise that China, besides being a powerful civilization and state, is also a powerful discourse, this essay will set forth, as a preliminary analytical step, a plausible definition of the ‘Chinese mind’ by describing certain essential characteristics that have been forged in China’s classical culture and thought. Throughout the history of the Turkish Republic, Turkey’s Armenians have been subjected to a trade-off between the limited minority rights granted by the 1923 Lausanne Treaty and equal national citizenship. Traditionally a closed, depoliticized community, the citizenship practices of the Armenian minority have become increasingly differentiated in recent years. Building on a notion of citizenship as multi-layered and constituted through collective practice, this article investigates the implications of the political acts of Turkey’s Armenian minority on sub-national and national citizenship in Turkey. We show that Turkey’s Armenians are coupling rights demands, identification, normative references, and mobilization at the sub-national, national, and transnational levels in innovative ways, and are thereby negotiating different layers of citizenship in Turkey in a way that strengthens equal national citizenship.  相似文献
