The first part of this article examines some of the legal, ethical, and political dimensions of the Responsibility to Protect doctrine by engaging with cosmopolitan proposals for its application to Libya before the international military action to enforce it was initiated in March 2011. It presents reflections of a historical kind on state sovereignty, international community, and the political theology of humanitarian intervention while assessing the nature of the moral imperative underpinning cosmopolitan assertions of responsibility to save lives in Libya. Considering the official recognition of the Transitional National Council by the enforcers of the Responsibility to Protect doctrine as the sole legitimate authority on Libyan territory, the second part of the article situates this act of recognition within a history of colonial practices that include the legal mechanism of “the protectorate.” It also discusses the prominence of imperial affects in the Responsibility to Protect doctrine. The third part of the article evaluates disagreements among certain anti-imperialist commentators over the desirability of a military intervention in Libya in order to reflect on the politics of transnational solidarity from an angle that may present itself as an alternative to the Responsibility to Protect framework. While calling for a renewed critique of violence, the article concludes with an examination of telling difficulties that afflict attempts to differentiate acts of “foreign intervention” from acts of “transnational solidarity.”  相似文献

This brief review article addresses the question of whether the so-called “competition state” was “abandoned” during the recent Danish election of 2019, which brought the Social Democrats back in government under the leadership of Mette Frederiksen. During the prior Social Democratic government of 2011-2015, led by Helle Thorning-Schmitt, this concept was introduced as a highly controversial policy concept and came to summarize the government’s program of economic reforms and recovery. The concept was subsequently strongly criticized in broader public political discourse as well as by the Social Democratic party and Mette Frederiksen herself. It is thus worth considering, whether the competition state reform program has been “buried” with the recent election, as this might imply a more radical break or discontinuity away from the “third way” competition state reform program embarked upon by most western European Social democrats since the 1990’s. This article will, first, briefly review the public discussion about the competition state in Denmark, before it, second, will recapitulate the academic debate about the competition state and clarify the concept. Third, it will review central tenets of the economic policy of the Thorning-Schmitt government of 2011-2015, as well as, fourth, the announced reform program of the new Social Democratic government. Finally the article will contrast and compare the two programs, and conclude that the “competition state” to a large extent endured the election of 2019, even if the Frederiksen government seems to lead the Danish competition state into reform trajectory towards increasing dis-universalization of social security and pensions.  相似文献

While the notion that parts of the economy should be subject to democratic oversight is not particularly new, it is only recently that the term “economic democracy” has begun to emerge as a political label and a political project in its own right. Interest in economic democracy is at a historical high as more and more people search for a comprehensive alternative to neoliberal capitalism that is neither state socialism nor social democracy. In addition, the fact that mainstream concern with economic inequality is at a historical peak means that economic arrangements are on the political agenda in a way that they have not been for many years. The central argument of this article is that economic democracy has the potential to be the “big idea” of the left this century for two main reasons. First, although economic democracy is usually thought to be concerned solely with workplaces, in fact it has implications far beyond this. Indeed, economic democracy is best understood as a comprehensive critique of the economy and a corresponding encompassing vision of an alternative. This article thus aims to offer a sympathetic overview of the main facets of economic democracy—the attempt to democratize workplaces, finance, investment, and the market system—as a holistic and integrative project. Second, economic democracy offers an important method for challenging inequality. The expansion of democratic accountability through representation, and particularly the expansion of opportunity for direct participation in economic decision-making is a fundamentally important method of redressing the structural inequality that continues to be a defining dilemma of our societies.  相似文献

This article argues that distinctive liberal traditions shaped France and Germany's Keynesian policy responses to the post‐2007 economic crisis. In France, “statist liberalism” privileges an activist state that favors macroeconomic intervention and investment. German “corporate liberalism,” by contrast, is more pluralist and emphasizes the powers and responsibilities of social and economic groups, who are viewed as the fundamental components of the social order. The article argues that these traditions shaped elite interpretations of the crisis and played central roles in defining policy trajectories. They informed a modest French response focused on macroeconomic stimulus that relied on existing income support and a larger German effort centered on a microeconomic strategy of group subsidization. It concludes that these outcomes are inconsistent with traditional institutional accounts and highlights the importance of research on the role of ideas in shaping national responses to economic crises.  相似文献

State‐funded scholarship programs are transforming the way citizens and policymakers think about higher education. Advocates see these programs as a remedy to problems facing the state workforce such as “brain drain” and “unequal opportunity” for a sound education. Opponents see low retention rates and the number of already‐privileged students receiving benefits as signs that these programs are not reaching their maximum potential. This article traces the development of state‐funded college scholarships from earlier need‐based programs to current merit‐based programs and outlines current debates on policy effectiveness. Currently, 14 states have a state‐funded scholarship program. Differences between programs revolve around the political and economic circumstances of each state.  相似文献

This article deals centrally with the relationship between new interactive governance arrangements and democratization through a comparison of mechanisms for popular involvement in local antipoverty strategies in the U.K. and the Netherlands. Drawing on urban case studies in North Tyneside and Rotterdam, the article argues that, despite a diversity of governance models and novel attempts at popular involvement at the local level, new governance arrangements are not more democratic. Democratization of governance, rather, requires intervention along an explicit participatory ideology external to the internal logic of interactive governance, one where all social groups and organizations contribute on a mutually reinforcing and egalitarian basis. A more democratic governance system, moreover, needs to take a rational perspective on the nature of the relationship between state and civil society and to retain a normative and political conception of the “third-sector” under prevailing neoliberal conditions. While recognizing the normative and utopian tone of these suggestions, possible characteristics of such a project are outlined.  相似文献

The articles interrogates the relationship between democratization and people power in Nigeria. It argues that the broadening of the Nigerian public sphere has not led to reciprocal development of democratic principles and practice. As civilian rule reigns and economic growth is reported, Nigeria’s democratization is fraught with many challenges. Democratization remains questionable in Nigeria; it is rudimentary and distorted by irregularities. These have had implications for national development and human securities as the poverty level worsens and acclaimed economic growth and “democratic dividends” fail to enhance Nigerians’ quality of life. The trivialization of democratization raises critical questions about its state and relevance to Nigerians and the Nigerian state. Is Nigeria democratizing or de-democratizing? How does the democratization process bring the Nigerian people closer to state (power)? How has it helped their developmental quests? The article contends that Nigeria’s democratization process is indeed on trial. As Ake argues, Nigerian state democratization does not only trivialize the essence of democracy—it also continues to reverse the democratization process. Against this background, the article concludes that the democratization process in Nigeria requires elite political will and people’s consciousness to advance to the next stage for better democratic consolidated and economic development relevant to Nigerians.  相似文献

This article develops a strategic framework for regulators to employ when choosing intervention strategies for dealing with low risks and reviewing performance, building on the analysis by the same authors in the previous edition of this journal. The framework occupies the operational “middle ground” between risk analysis and formal enforcement action. At its core is a matrix, the Good Regulatory Intervention Design (GRID), which provides a framework to categorize sites or activities on the basis of two factors: the nature of the risk and the nature of the regulatee. Using GRID, regulators can select which intervention tools to use, and determine the overall level of regulatory intensity that should apply. GRID is accompanied by the Good Regulatory Assessment Framework (GRAF) for agencies to use in reviewing their performance and provides a step‐by‐step process for enabling “double loop learning.” The article also argues that the process of developing such a framework highlighted the extent to which “low risk” and “high risk” regulation are distinct. “Low risk” means “low priority.” Justifying why certain risks should not receive much regulatory attention requires a particular type of engagement, and has a bearing on the regulatory strategies that are adopted.  相似文献

Although many countries have ethnic kin on the “wrong side” of their borders, few seek to annex foreign territories on the basis of ethnicity. This article examines why some states pursue irredentism, whereas others exhibit restraint. It focuses on the triadic structure of the kin group in the irredentist state, its coethnic enclave, and the host state, and provides new data on all actual and potential irredentist cases from 1946 to 2014. The results indicate that irredentism is more likely when the kin group is near economic parity with other groups in its own state, which results in status inconsistency and engenders grievances. It is also more likely in more ethnically homogeneous countries with winner‐take‐all majoritarian systems where the kin group does not need to moderate its policy to win elections by attracting other groups. These conditions generate both the grievance and opportunity for kin groups to pursue irredentism.  相似文献

This article expounds the traditional Marxist theory of the contradiction between forces and relations of production, over‐production of capital and economic crisis, and the process of crisis‐induced restructuring of productive forces and production relations into more transparently social, hence potentially socialist, forms. This exposition provides a point of departure for an “ecological Marxist”; theory of the contradiction between capitalist production relations and forces and the conditions of production, under‐production of capital and economic crisis, and the process of crisis‐induced restructuring of production conditions and the social relations thereof also into more transparently social, hence potentially socialist, forms. In short, there may be not one but two paths to socialism in late capitalist society.

While the two processes of capital over‐production and underproduction are by no means mutually exclusive, they may offset or compensate for one another in ways which create the appearance of relatively stable processes of capitalist development. Study of the combination of the two processes in the contemporary world may throw light on the decline of traditional labor and socialist movements and the rise of “new social movements”; as agencies of social transformation. In similar ways that traditional Marxism illuminates the practises of traditional labor movements, it may be that “ecological Marxism”; throws light on the practices of new social movements. Although ecology and nature; the politics of the body, feminism, and the family; and urban movements and related topics are usually discussed in post‐Marxist terms, the rhetoric deployed in this article is self‐consciously Marxist and designed to appeal to Marxist theorists and fellow travelers whose work remains within a “scientific”; discourse hence those who are least likely to be convinced by post‐Marxist discussions of the problem of capital's use and abuse of nature (including human nature) in the modern world. However, the emphasis in this article on a political economic “scientific”; discourse is tactical, not strategic. In reality, more or less autonomous social relationships, often non‐capitalist or anti‐capitalist, constitute “civil society,”; which needs to be addressed on its own practical and theoretical terms. In other words, social and collective action is not meant to be construed merely as derivative of systemic forces, as the last section of the article hopefully will make clear.  相似文献

Mozambique and Nicaragua have each experienced a transition from a Marxist–Leninist, revolutionary state to a liberal–democratic–capitalist, multi-party state in the 1990s. However, in Mozambique, the historic party of the revolution, FRELIMO, remains the party in power, whil in Nicaragua the Sandinistas have been the opposition party since 1990. What impact have these transitions had on democracy, civil society, and the nature of women's organizing in the post-revolutionary period in each country? This article offers a critical examination of the notions of “democratization” and “civil society” by assessing the gains and losses that each country has experienced in terms of political, economic, and participatory democracy in the post-revolutionary period. Then, using the example of contemporary women's movements and current constructions of “feminism” emerging in each country, this article attempts to show the potential of autonomous women's organizing in civil society today.  相似文献

This article is concerned with the ways in which border control has been reconstituted through Canada's Permanent Resident Card (PRC). Some questions examined with this paper include: how did the PRC come to exist as a technology of border control? Does it function as a symbol of the Canadian nation-state's imperative to manage transnational movement and access to the geopolitical space of the nation and, if so, how? Through what means does the PRC and the events surrounding its introduction and use facilitate processes of serialization and racialization? Does the PRC, as a technique of reason of state, do the work of producing the category “responsible immigrants”? The notions of “economies of bodies” and “bordering” are important here. “Bordering” opens up the concept of the border from a fixed place to a verb, or a process. Given this, bordering does not only occur at the territorial boundaries of the nation-state, it can also be internal to it. By examining how the category of “permanent resident” is organized, gains meaning and is maintained, this article demonstrates how the technology of the PRC and similar technologies of the regulation of mobility operate as practices of bordering and nation-making and constitute Canadian citizenship.  相似文献

The predominant paradigm nowadays for understanding male sexuality is derived from Kinsey's assumption that men can be classified as individuals with specific scores on a scale, scores that predict whether future partners will be male or female. Each man is defined by an essence, homo- or heterosexual or somewhere in between. However this is an incorrect view of male sexuality, because it makes us unable to say why a man is attracted to or has sex with a specific person: the same person can be attractive or unattrative depending on circumstances, and he can act or not act on his inclination depending on circumstances. The more correct view of male sexuality is thus of “fly” and “no-fly” zones, which understands male sexuality as defined by variable situations, not a score of the individual in all situations. This conception allows us to avoid the theoretical mistakes of the current assault on “sexual assault.”  相似文献

In this article I analyze a multi‐stakeholder process of environmental regulation. By grounding the article in the literature on regulatory capitalism and governance, I follow the career of a specific legislative process: the enactment of Israel's Deposit Law on Beverage Containers, which aims to delegate the responsibility for recycling to industry. I show that one crucial result of this process was the creation of a non‐profit entity licensed to act as a compliance mechanism. This new entity enabled industry to distance itself from the responsibility of recycling, and thereby frustrated the original objective of the legislation, which was to implement the principle of “extended producer responsibility.” Furthermore, this entity, owned by commercial companies and yet acting as an environmentally friendly organization, allowed industry to promote an anti‐regulatory agenda via a “civic voice.” The study moves methodologically from considering governance as an institutional structure to analyzing the process of “governancing,” through which authoritative capacities and legal responsibilities are distributed among state and non‐state actors. Two key findings are that this process and its outcome (i) are premised on an ideology of civic voluntarism, which ultimately delegates environmental responsibilities to citizens; and (ii) facilitate an anti‐regulatory climate that serves commercial interests.  相似文献

Very few theories of democratic elections can claim to overarch the field. One of them that has not been given due regard, I suggest, is Albert Hirschman's Exit, Voice, and Loyalty. I aim to exploit the integrative capacity of this general framework in a model of typical “midterm” effects occurring through the electoral cycle. The model unites such diverse phenomena as antigovernment swings, declining turnout, protest voting, conversion, and alienation. An empirical test with comparative survey data from elections to the European Parliament reveals that the role of strategic voting in the form of voice is limited. Instead, processes of de‐ and realignment in the form of exit dominate a picture of European Parliament elections beyond the widespread conception of “second‐order” irrelevance. More generally, the “cyclical” view on voting behavior suggests systematic links between short‐run midterm effects and long‐run electoral change.  相似文献

This article rethinks John Holloway’s emancipatory theory by “opening” his key concept of “dignity.” It argues that, while Holloway’s use of this concept works well for emphasising the uniqueness of human beings’ ability to both resist and challenge capitalist social relations, due to its underlying Kantian heritage, it is both excessively restrictive and limits the extent to which he can unlock the full potential of his theory, particularly when considering the development of new ecological sensibilities. To this end, the article explores the possibility of supplanting the concept of dignity with that of “Self-realisation.” While not entirely unproblematic, this concept not only reinforces the uniqueness Holloway associates with human agency but also helps unravel a more substantive virtue-orientated approach consistent with his thought.  相似文献

Emissions trading is the governmentally promoted hope for a sustainable world. In different contexts, trading regimes display varying potential – both in absolute terms and in comparison with other regulatory instruments. Emissions trading, however, is a device that raises urgent issues regarding its objectives, cost‐effectiveness, fairness, transparency, and legitimacy. Its use places emphasis on its “acceptability” and the virtues of regulation that is “lite” because it is non‐threatening to the most powerful interests. Emissions trading is resonant with assumptions that are highly contentious – notably that it is acceptable because it involves no losers, or because, in desperate global circumstances, we have no choice but to use it. There is a need to confront the difficult issues presented by emissions trading and to face the challenges of combining “market” and “democratic” systems of legitimization. It is also necessary to avoid taking refuge in all too comfortable beliefs in cumulative checks and balances.  相似文献

In recent work, Maeve Cooke has criticised Jürgen Habermas’s post-metaphysical model in order to motivate an alternative “post-secular” conception of the state, which involves the replacement of the “institutional translation proviso” with the “nonauthoritarian reasoning requirement”. I provide a qualified defence of the Habermasian model by arguing that it does not lead to the kind of negative consequences regarding legitimacy and solidarity Cooke attributes to it. This, in turn, means that Cooke’s proposal for the secular foundation of political authority on a post-secular basis is insufficiently motivated. In the process, I argue that the point of departure for the debate about religion in the public sphere shared by both Habermas and Cooke – the picture of the “total” religious citizen – should be rejected because it presupposes an overly simplistic view of religions and religious identities.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

This article examines the role of the state in the emerging bio-economy. The starting point is that state interventions, including supportive regulatory arrangements and the shaping of public attitudes, constitute core assets in the evolution of bio-industrial complexes. Public policy in the bio-economy, across advanced industrial countries, is well captured by the “competition state” concept. This type of state takes different forms, analogously with the historical variants of the Keynesian welfare state. The article compares patterns of governance of the biotechnology sector in Finland and Sweden, the USA and the UK, and Australia. It is concluded that the bio-industry sector does not fit with the “models of capitalism” paradigm which postulates coherence within, and systemic divergences between, national models of economic governance. The bio-economy displays trends toward convergence, in particular mounting public investments in health care and in research and development. On the other hand, countries differ in their approach to market regulation, industrial support, and ethical restrictions. These differences do not follow the dichotomy between “liberal” and “coordinated” models of capitalism.  相似文献
