The US Intelligence Community (IC) has been heavily criticized for making inaccurate estimates. Many scholars and officials believe that these criticisms reflect inappropriate generalizations from a handful of cases, thus producing undue cynicism about the IC's capabilities. Yet there is currently no way to evaluate this claim, because the IC does not systematically assess the accuracy of its estimates. Many scholars and practitioners justify this state of affairs by claiming that assessing estimative accuracy would be impossible, unwise, or both. This article shows how those arguments are generally unfounded. Assessing estimative accuracy is feasible and desirable. This would not require altering existing tradecraft and it would address several political and institutional problems that the IC faces today.  相似文献

Abstract

Misrecognition, taken seriously as unjust social subordination, cannot be remedied by eliminating prejudice alone. In this rejoinder to Richard Rorty, it is argued that a politics of recognition and a politics of redistribution can and should be combined. However, an identity politics that displaces redistribution and reifies group differences is deeply flawed. Here, instead, an alternative ‘status’ model of recognition politics is offered that encourages struggles to overcome status subordination and fosters parity of participation. Integrating this politics of recognition with redistribution enables a coherent Left vision that could redress injustices of culture and of political economy simultaneously.  相似文献

It is generally recognized that principals and agents both have an incentive to minimize shirking, and that this is often accomplished by entering into long term relationships in which the agent is offered rewards that increase with seniority. This paper considers that the congressional seniority system may exist as a means of insuring that representatives (agents) are faithful to the demands of constituents (principals). The unique feature of the seniority system, that tenure is rewarded with increasing power rather than increasing pay, is explained as a consequence of the need for each group to make credible commitments to the other. This article forwards an anarchist analysis of the internet as inherently degrading of local community and the possibility of real democracy emerging. The authors suggest that rampant virtuality, based on the eradication of time and space as functional communicative restraints, acts to separate individuals from their face-to-face relationships and localities. They forward that local community is the only forum in which genuine democracy and an ecological society can hope to thrive. The article argues that in asking the question Where do you want to go today?, the internet attempts to create a virtual everywhere, a universalising logic that is to communication what the WTO and globalisation are to economics. Further, the piece forwards a view of technology and society in dialectic relationship with one another, suggesting that democratic tools and a democratic society rely on one another for their emergence.  相似文献

Focusing on media discourses, this article maps the communicative reproduction of legitimacy in Great Britain, the United States, Germany and Switzerland. It argues that political communication constitutes a distinctive dimension of legitimation that should be studied alongside public opinion and political behaviour. Research on legitimation discourses can help us understand why the legitimacy of established democracies remains stable in spite of the challenges of globalisation: Delegitimating communication tends to focus on relatively marginal political institutions, while the core regime principles of the democratic nation-state, which are deeply entrenched in the political cultures of Western countries, serve as anchors of legitimacy. These democratic principles also shape the normative benchmarks used to evaluate legitimacy, thus preventing a 'de-democratisation' of legitimation discourses. Finally, the short-lived nature of media interest as well as ritualistic legitimation practices shield the democratic nation-state from many potentially serious threats to its legitimacy.  相似文献

Abstract

Scholarship of trust in institutions has tended to see trust and distrust as opposites on one continuum. Theoretical advances have challenged this view and now consider trust and distrust as different constructs, and thus as constructs with different characteristics and partly different determinants. Current empirical research on trust in government has so far done little to incorporate these findings, and has largely continued to rely on traditional survey items assuming a trust–distrust continuum. We rely on the literature in organization studies and political science to argue in favour of measuring citizen trust and distrust as distinct concepts and discuss future research challenges.  相似文献

Policy makers can use four different modes of governance: ‘hierarchy’, ‘markets’, ‘networks’ and ‘persuasion’. In this article, it is argued that ‘nudging’ represents a distinct (fifth) mode of governance. The effectiveness of nudging as a means of bringing about lasting behaviour change is questioned and it is argued that evidence for its success ignores the facts that many successful nudges are not in fact nudges; that there are instances when nudges backfire; and that there may be ethical concerns associated with nudges. Instead, and in contrast to nudging, behaviour change is more likely to be enduring where it involves social identity change and norm internalisation. The article concludes by urging public policy scholars to engage with the social identity literature on ‘social influence’, and the idea that those promoting lasting behaviour change need to engage with people not as individual cognitive misers, but as members of groups whose norms they internalise and enact.  相似文献
