Major reforms to cash assistance and other welfare programsin the 1990s raise questions about whether states gained newflexibility in setting social policies, and, if so, how theyexercised this flexibility. We extend prior research on statesocial policy by examining trends during the middle to late1990s in five areas of cash or near-cash policy affecting theeconomic security of low-income families. We find evidence ofsubstantial change in the generosity and the availability ofthese benefits between 1994 and 1999, along with evidence ofgreater divergence or cross-state variation in policy choices.By considering several forms of assistance simultaneously, wealso find evidence that states constricted traditional welfare-basedassistance while expanding some forms of non-welfare supportfor the working poor.  相似文献

The pressure for efficiency and accountability that led to reform of public institutions worldwide has had implications for public policy-making as well as the management of public services. The difficulties of providing a coordinated and efficient policy process that can respond to the requirements of a more managerialist style of government were evident in New Zealand in the 1980s and early 1990s. The policy process in 1990–91 leading to the introduction of health reform proposals provides an illuminating case study of the tension between participation and speed, and between traditional pluralist and managerialist approaches to policy development. The implications of this for subsequent implementation are discussed.  相似文献

Ideas about pursuing a more equal balance between men and women in decision-making bodies and ‘parity democracy’ have been promoted by both the Council of Europe and the institutions of the European Union for nearly 20 years. In the early 1990s, the institutions of the EU played an important role in providing a platform for discussion and debate and thus brought these notions into mainstream political discourse in some of the member states. In response, during the late 1990s and early 2000s, several member states implemented policy to encourage more balanced participation for men and women in national and sub-national decision-making bodies. However, despite its own policy statements to the contrary, the EU decision-making bodies themselves remain male-dominated. This article asks how the EU on the one hand provided an impetus for some of the member states to take action to increase gender balance in decision-making while, on the other hand, its own institutions have remained largely unchanged.  相似文献

Immigrants, who comprise a growing group in many European countries, are usually under-represented in the political process. Sweden's immigrant policy, with its far-reaching social and political rights, liberal citizenship laws and respect for cultural differences, is often regarded as an exemplary model of how to integrate immigrants in society. The 1975 electoral reform in Sweden gave immigrants the opportunity to become active in the democratic process by allowing foreign citizens to vote in local political elections. This article examines the political and organizational participation of immigrants. The findings indicate widespread and significant exclusion and under-representation of immigrants in political and organizational life. We argue that immigrant political participation is best understood in terms of a tension between individual characteristics and institutional and organizational factors. In particular, the long-term exclusion of large numbers of immigrants from labor related organizations is shown to be an important obstacle to their further social and political participation.  相似文献

Public subsidization of private goods often leads to crowd‐out, reducing private spending. This effect is intended for a policy such as the 2008 Lifeline phone subsidy expansion, which aimed to increase affordable access to services. I examine the effects of this policy on households’ self‐reported wireless phone service spending in the Consumer Expenditure Survey. Using state‐level variation in policy implementation and triple‐differences event study methods, I estimate that the expansion reduced households’ wireless service spending by more than 100 percent of subsidy payments. I document that the expansion led to a separate, competitive market for providers catering to low‐income households. Consequently, higher‐quality subsidized services crowded out lower‐quality unsubsidized options, saving households more than an equivalent cash transfer. This highlights how market segmentation and competition can magnify a targeted subsidy's impact.  相似文献

Innovative attempts to involve citizens in policy making have been one of the defining features of the New Labour government in the UK. In this article, we examine the nature and impact of community engagement mechanisms within the flagship regeneration programme—the New Deal for Communities. Through interviews with practitioners, analysis of survey data and participant observation of governance boards we examine the methods and impact of initiatives to engage residents in policy making. While it is apparent that innovative strategies have been put in place to engage and empower communities in local policy making, this has not always been matched by the development of tools for measuring the impact of involvement or for scrutinizing the policy development and decision-making process. More people may have got involved, but little is known about precisely what effect their involvement has had upon policies at the local level. Consultation, or just publicizing what is happening and community involvement in decision-making are often conflated, and there is only a limited attempt to delineate and quantify the impact of each. It is also evident that information gathered as a result of some community engagement initiatives is not easily linked to policy development and is not always utilized in the policy process. For community involvement to become a meaningful and sustainable aspect of local policy making, an appropriate infrastructure needs to be developed to ensure that the decision-making process is transparent and accountable, and that the input from citizens genuinely informs decision-making.  相似文献

The role of the states within the Australian federation has evolved significantly over the past 50 years. So has the interpretation of that role by political scientists. Until the early 1970s, the states seemed to be declining into financial and policy subservience notwithstanding their continuing primary responsibility for the delivery of public services. They then experienced a political and policy renaissance, accompanied by a more balanced political-science appreciation of the virtues of federalism. Since the early 1990s, the states' trajectory has become more uncertain.  相似文献

This article contributes to the literature on the dynamics of change and continuity in the International Monetary Fund's (IMF's) policy paradigm. The IMF embarked on a process of “streamlining conditionality” during the 2000s, but many observers have argued that the IMF's policy paradigm from the 1990s remains intact. This article examines whether the scope of the IMF's policy advice to borrowers during the Great Recession narrowed in comparison to its advice to borrowers during the heyday of the Washington consensus in the 1980s and 1990s. The article uses qualitative content analysis to establish the frequency of a series of policy dialogue indicators in four sample sets of countries requesting IMF stand‐by arrangements over three decades. The evidence suggests that contemporary IMF policy advice to borrowers continues to stress the importance of fiscal consolidation, with reduced emphasis on promoting the structural economic reforms associated with the Washington consensus era.  相似文献

This paper uses March Current Population Survey data from 1985 to 2004 to explore whether social policy reforms implemented throughout the 1990s have different impacts on employment and welfare use depending on economic conditions, a topic with important policy implications but which has received little attention from researchers. I find evidence that many reforms operate differently as labor market conditions fluctuate. Although social policies increase employment during economic slowdowns, the largest effects are generated in favorable labor market conditions. The impact of time limits, mandatory job search, and cash diversion programs are particularly sensitive to the macroeconomy, while the earned income tax credit is associated with similar employment effects in most environments. The results vary substantially across policy “carrots” and “sticks,” levels of work intensity, and subsamples of single mothers, but a tentative conclusion is that a strong economy reinforces the positive incentives created by social policy reforms. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

There is a paradox within United States immigration policy. Immigration policy separates families while also promising family unity. We address this paradox by arguing that state actors use “family” as a state-granted status. The state perceives some households as families and grants them benefits, while forcing other households to live as legal strangers. Individuals may form familial relationships, but the privileges and status of family are controlled by state actors and institutions. When state actors separate low-wage immigrant worker families, the state's family-status-granting power keeps these workers and their families in a state of “deportability”-a legally ambiguous limbo-satiating business interests and securing a captive low-wage workforce. Lacking legal legitimacy, but financially and socially tied to their families and communities in the U.S., these immigrants have few options but to accept off-the-radar work and to raise their children while living as “outlaws.”  相似文献

Between 2000 and 2005, the Supplemental Nutrition Assistance Program (SNAP, until recently, the Food Stamp Program) caseload increased by half. As the Great Recession unfolded, the SNAP caseload grew even more rapidly. Further, over the past two decades the composition of the caseload has shifted sharply away from families combining food and cash assistance and toward families receiving food assistance in the absence of any other major, means‐tested income support. By analyzing components of the caseload separately, we provide new and more insightful estimates of the effects of food and cash assistance policies and the economy on both the change in the composition of the caseload and the large caseload swings over the 1990s and 2000s. We find that the economy can explain a portion of caseload changes, but not compositional shifts. Food and cash assistance policies help to explain both changes. In total, the combination of SNAP and welfare policy changes account for about half of the sharp increase since 1994 in the share of SNAP households receiving food, but not cash, assistance. © 2011 by the Association for Public Policy Analysis and Management.  相似文献

Recognition of the deficiencies of traditional ‘blueprint’ approaches to land use and infrastructure planning has led to increased emphasis on management of the process of urban development. Such management should recognize the distributional impacts of decision-making and be responsive to the needs of residents. However, much urban planning activity has been and continues to be gender-blind. In order to redress this deficiency, it is argued that increased understanding is needed of women's economic and social roles in urban society, their exclusion from economic opportunities and decision-making processes, and the discriminatory nature of much legislation. Urban residents’ experience is shaped both by household strategies and by the way in which they are affected by or can affect planning, investment and management decisions made at the neighbourhood or city level. Differing experiences may be related to class and ethnicity, but are also likely to be gender-specific. The potential impact of policy and investment in a variety of sectors of urban development on residents, especially women, is explored. Recommendations are made for a more gender-aware approach to planning for economic activity, land and shelter, public transport and infrastructural and social services, and for specific actions to be taken by both planners and residents.  相似文献

The surge of American states' adoption of policies to mitigate climate change in the late 1990s and 2000s appeared to constitute a first wave of expanding use of market‐based policy tools such as carbon cap‐and‐trade in the absence of binding federal constraints. Instead, a substantial number of states have rescinded earlier policy commitments, as have Canadian provincial partners, while others have remained engaged or even expanded their policies. This article examines the durability of the three regional cap‐and‐trade zones that were established with comparable structure and intent but met very different fates. The analysis of these regional entities places particular emphasis on their political resilience across election cycles, their ability to be flexible and adapt administratively through mid‐course adjustments, and their capacity to build constituency support through benefit‐allocation to offset opposition linked to cost imposition.  相似文献

In this paper we leverage a sudden shift in refugee settlement policy to study the electoral consequences of refugee settlements. After the 2013 Norwegian parliamentary election, the newly elected right-wing government made a concerted effort to spread newly arrived immigrants across the country, with the consequence that some municipalities with limited experience in settling refugees accepted to do so. We propose that such policy changes have political consequences, increasing the salience of immigration issues and shifting voters’ preferences to the right. We further propose that successful refugee integration can move (parts of) the electorate to the left, with stronger political polarization as a possible effect of the policy change. Applying difference-in-differences techniques, we find no evidence of unidirectional shifts in voter sentiments, but support for the hypothesis of stronger political polarization.  相似文献

This article tests three hypotheses concerning the policy effects of foreign exchange market liberalization and exchange controls in the three Caribbean Common Market countries of Jamaica, Trinidad & Tobago, and Barbados during the 1990s. It concludes that these cases do not show either monetary or fiscal policy to be particularly effective, when foreign exchange markets are liberalized before a functional bank regulatory system is put in place. These cases also imply that given the challenges posed by financial services globalization, the need for informed judgment by governments regarding the pace and scope of financial sector liberalization will remain critical, particularly within small developing countries.  相似文献

Building on the research on immigrant earnings reviewed in the first article of this series, "Research on Immigrant Earnings," the preceding article, "Adding Immigrants to Microsimulation Models," linked research results to various issues essential for incorporating immigrant earnings into microsimulation models. The discussions of that article were in terms of a closed system. That is, it examined a system in which immigrant earnings and emigration are forecast for a given population represented in the base sample in the microsimulation model. This article, the last in the series, addresses immigrant earnings projections for open systems--microsimulation models that include projections of future immigration. The article suggests a simple method to project future immigrants and their earnings. Including the future flow of immigrants in microsimulation models can dramatically affect the projected Social Security benefits of some groups.  相似文献

During the 1980s the Thatcher Government implemented numerous changes to the British employment system. Most of these changes had the effect of linking the receipt of welfare benefits to an individual's willingness to participate actively within a government sponsored employment or training scheme. These changes culminated in the Social Security Act (1989) which linked the receipt of welfare payments to an individual's active job search and willingness to accept any officially offered job after a maximum grace period of 13 weeks. While these changes are important in their own right, more interestingly, most trace their origins back to the American welfare-to-work system initiated by the Reagan administration during the early 1980s. This article will demonstrate why the Thatcher government turned to the United States in the development of their employment policy. Once an explanation for this has been provided the article will highlight the key policies transferred by the Thatcher Government in the development of the British welfare-to-work system. This entire analysis will be placed within a policy transfer framework in order to illustrate its usefulness in the analysis of policy development.  相似文献

Policy scientists can make important contributions to the study of policy distribution, a question that is likely to be among the most crucial national issues to be discussed throughout this decade. One aspect of this question that has been neglected is the theoretical assumption associated with public choice theory that politicians, once elected, will reward their supporters through the distribution of policy benefits. However, empirical research indicates that policy benefits seldom are distributed in this way. Instead, politicians follow the principle of universalism. In league with bureaucracies and policy communities, politicians define need and then ask bureaucracies to allocate benefits. This makes politicians roles as distributors of policy very different than simplistic models suggest.  相似文献

It is widely argued that increased community participation in government decision making produces many important benefits. Dissent is rare: It is difficult to envision anything but positive outcomes from citizens joining the policy process, collaborating with others and reaching consensus to bring about positive social and environmental change. This article, motivated by contextual problems encountered in a participatory watershed management initiative, reviews the citizen-participation literature and analyzes key considerations in determining whether community participation is an effective policy-making tool. We list conditions under which community participation may be costly and ineffective and when it can thrive and produce the greatest gains in effective citizen governance. From the detritus of an unsuccessful citizen-participation effort, we arrive at a more informed approach to guide policy makers in choosing a decision-making process that is appropriate for a community's particular needs.  相似文献

This article investigates whether and how family policy influences the probability and intensity of mothers' labor market participation. Unlike previous studies, this contribution focuses on group‐specific policy effects, thereby accounting for the fact that, theoretically, women with different resources and preferences should respond differently to given policy measures. The analyses show that varying individual characteristics indeed influence the impact family policy measures have on women's individual behavior. First and foremost, family policies most strongly influence mothers with medium levels of education, for whom labor market participation tends to be “optional.” Moreover, high direct and indirect cash benefits to families, which primarily stem from traditional conservative family policy, reduce the probability of employment for women with low to medium levels of education.  相似文献
