This article analyses political debates about civic integration policies in the Netherlands, so as to identify different conceptions of the role of the state in ensuring social cohesion by governing diversity. Drawing on the literature on party systems, it presents an analysis of political party positions on the role of the state in civic integration along two dimensions: economic distribution on the one hand, and sociocultural governance on the other hand. I find that while the large majority of Dutch political parties adopt authoritarian positions on the sociocultural axis in favour of state intervention to protect Dutch culture and identity, their positions diverge significantly on the classic economic Left–Right dimension. The most contentious issue in Dutch civic integration politics is whether the state, the market or individual migrants should be responsible for financing and organising courses. Thus, this article proposes an innovative model for analysing the politics of citizenship, which enables us to comprehend how citizenship policies are shaped not only by views on how identity and culture relate to social cohesion, but also by diverging perspectives on socio-economic justice.  相似文献

In the literature on welfare state retrenchment and in the general emphasis on the resilience of welfare states, the Dutch case appears puzzling by virtue of the fact that significant retrenchments have actually taken place in the Netherlands. It appears even more puzzling considering that the arguments in this literature as to the difficulties in welfare state retrenchments apply very well to this case, whereas the arguments as to why after all welfare state retrenchments are possible do not apply particularly well. This article argues that the explanation for the Dutch puzzle should be found in Dutch politics. Due to the power of the CDA as a pivotal centre party, the PvdA was at an early stage forced to accept welfare state retrenchment. A party consensus thus emerged allowing Dutch governments to define the issue of welfare state retrenchment as a matter of economic necessity.  相似文献

This article examines the extent to which changes in the effect of religion on voting in The Netherlands since the 1970s can be explained by ‘bottom-up’ and ‘top-down’ approaches. The first includes religious integration and education. The latter category encompasses the restructuring of the party system and changes in party positions. Hypotheses are tested employing logistic and conditional logistic regression analyses of the Dutch Parliamentary Election Studies (1971–2006) supplemented by data from the Comparative Manifesto Project. Weakening religious integration largely explains the decline of political boundaries between non-religious voters and Catholics and Calvinists. In line with earlier research, the article finds that the creation of a single Christian Democratic Party (CDA) has reduced the religion–vote relationship. However, this merger effect largely disappears after taking into account party positions. Moreover, party positions influence the religion–vote association: the effect of religion on voting increases as religious parties emphasise traditional moral issues in their manifestos.  相似文献

Since the late 1990s, civic integration has become the dominant immigrant integration policy in Western Europe. This article reviews three debates surrounding the new policy: first, whether there is policy convergence or persistent variation along national models of integration; secondly, whether civic integration marks a retreat from multiculturalism, or is merely layered on resilient multiculturalist policies; and, thirdly, whether the new policy is liberal or illiberal, and whether it entails a return of cultural assimilation. It is argued that civic integration converges cross-nationally with respect to policy goals and instruments, while extant variation is often incoherent or touching more on the form than the substance of policy; that civic integration is national-level policy that tends to coexist with ongoing de facto multiculturalism, especially at local level; and that civic integration mostly remains in a liberal register, as it is still integration and not assimilation, which would connote forced identity change.  相似文献

A growing political polarisation on ethnic integration policy is characteristic of current discussions in Dutch politics. The preferences of Dutch citizens, by contrast, remain fairly stable over time. Thus, polarised politics in the Netherlands is assumed to grow apart from the preferences of ordinary citizens, leading to a gap between politics and society. The present article describes and compares trends in societal and political polarisation on ethnic integration policy in the Netherlands between 1994 and 2006. Three mechanisms are explored that explain a discrepancy between trends in political and societal polarisation: (a) parties' responsiveness to political elites, (b) mean partisan representation, and (c) issue salience. Analyses of data from Dutch election studies and party manifestos reveal the existence of a discrepancy in trends. Political polarisation appears to be associated with trends in mean partisan polarisation and in issue salience, and not with trends in political elite polarisation.  相似文献

The neoliberalization of the Dutch citizenship manifests itself through the responsibilization, contractualization, and marketization of civic integration. We conceptualize civic integration courses as a neoliberal citizenship ritual the migrants are required to participate in to earn Dutch citizenship. By studying the practice of Dutch civic integration, we demonstrate the repressive and productive aspects through which migrants and course providers become objects and subjects of the state's neoliberal citizenship ideology. Our ethnographic data enable us to understand how civic integration is experienced and interpreted by state agents and migrants. Cost optimization and quantitative policy targets have dominated; the quality of Dutch language teaching suffered, leaving the migrants without the power to vocalize and realize their own interests. The courses have become rituals to prepare for the civic integration examination, and the state's professed goal to create self-reliant citizens has been comfortably neglected in the shadow of a ritualized success story.  相似文献

‘Policies of multiculturalism are often criticised for undermining national identities in one of three ways and in this article I suggest why this is questionable and then point to a more plausible relationship between the two. More specifically, I offer a hypothesis which is that policies of multiculturalism change national identities and I argue that this hypothesis is both theoretically plausible and empirically plausible in at least one instance. This argument is made in three stages and in the first of them I explain what I think policies of multiculturalism and national identities are. In the second stage I present my hypothesis and explain why it is theoretically plausible. In the third stage I use new evidence to suggest why my hypothesis is also empirically plausible in at least one instance. In the final stage I show why a sceptic who might doubt whether my hypothesis is plausible in other instances need not do so.’  相似文献

Among the numerous studies of the development of welfare states, less attention has been paid to the smaller European democracies. In an attempt to address this problem, this article investigates the development of public assistance programmes in the Netherlands. The historical record shows that the development of the Dutch public assistance programme has been more contentious than the development of similar programmes in other countries. An explanation for political controversy surrounding Dutch public assistance focuses on the manifestation of corporatism in a policy area that involved private charity organisations, rather than labour and capital interests. The incorporation of private charities permitted them to slow state encroachment on their activities. Implications of the case for the study of corporatism in other countries are discussed.  相似文献

This article investigates how colonial attitudes towards race operate alongside official multiculturalism in Canada to justify the legally exceptional exclusion of migrant farm workers from Canada's socio-political framework. The Canadian Seasonal Agricultural Workers Program is presented in this article as a relic of Canada's racist and colonial past, one that continues uninterrupted in the present age of statist multiculturalism. The legal continuation and growth in the use of non-citizens to conduct labour distasteful to Canadian nationals has provided an effective means for the Canadian state to regulate the ongoing flow of non-preferred races on the margins while promoting a pluralist and ethnically diverse political image at home and abroad. In the face of a labour shortage constructed as a political crisis of considerable urgency, the Canadian state has continued to admit non-immigrants into the country to perform labour deemed unattractive yet necessary for the well-being of Canadian citizens while simultaneously suspending the citizenship and individual rights of those same individual migrant workers. By legislating the restriction of rights and freedoms to a permanently revolving door of temporary non-citizens through the mechanism of a guest worker programme, the Canadian state is participating in the bio-political regulation of foreign nationals.  相似文献

Civil society as a social sphere is constantly subjected to change. Using the Dutch context, this article addresses the question whether religiously inspired engagement is a binder or a breakpoint in modern societies. The author examines how religiously inspired people in the Netherlands involve themselves in non-governmental organizations (NGOs) and voluntary activities. Religious involvement and social engagement in different European countries are compared and discussed. In addition, the author explores the models of civil society and applies these to both the Christian and Islamic civil society in the Netherlands. Using four religious ‘identity organizations’ as case studies, this article discusses the interaction of Christian and Islamic civil society related to secularized Dutch society. The character and intentions of religiously inspired organizations and the relationship between religious and secular involvement are examined. This study also focuses on the attitude of policymakers towards religiously inspired engagement and government policy on ‘identity organizations’ in the Netherlands.  相似文献

Anthony Lester tackles the complex and sensitive issues of multiculturalism and free speech. He explores the various meanings given to multiculturalism, integration and assimilation, as well as the relationship between the right to equality and dignity for ethnic and religious minorities and the right to freedom of expression. Placing our multicultural society in its historical context, he considers the treatment of Commonwealth immigrants in the 1960s and 1970s and discusses more recent confrontations involving racial or religious groups which have raised the right to free speech. He argues that our approach to integration and cultural diversity should promote equality and individuality but resist unreasonable demands to respect customs and practices which, for example, harm the rights of women and children, in the name of misguided multiculturalism. We must guard against political correctness that panders to the thin-skinned but remember that the right to offend does not mean a duty to do so.  相似文献

There is virtually no public policy sector in the Netherlands which currently does not exhibit signs of serious institutional stress. Administrative change, modernisation and transformation are predominatly studied in terms of managerial change. The managerial perspective is important, but needs to be complemented by an institutional one. In this contribution political and administrative transformation processes in the Dutch case are being analysed from an historical institutionalist perspective. On the basis of a reconstruction of the institutional theory of the Dutch unitary state a perspective is being developed on the way institutional administrative structures may have facilitated the development of the Dutch version of consociationalism, and the way in which ‘pillarisation’ has affected the operation of the legal institutional set up of the Dutch unitary state. Special attention is given to regional governance as the hidden dimension of Dutch pillarisation and current consequences for regional administrative reform.  相似文献

This article focuses on the relationship between the two major ethnoreligious communities – the Jews and the Muslims – and the state in France, as reflected in lobbying, electoral behaviour, and public policies. It shows how the evolution of that relationship, an aspect of the politics of ethnicity, religion and multiculturalism, has been both a cause and a consequence of modifications in approaches to secularism, communitarianism and affirmative action. Finally, it deals with the question to what extent this development corresponds to a pluralist or corporatist model of politics and argues that changes in the relationship between state and society suggest an evolving accommodationist pattern increasingly similar to that of the United States.  相似文献

The Netherlands is often considered an extreme example of individualism and multiculturalism, two factors that many politicians and social scientists consider to be the main causes for the alleged decline in citizenship. In this paper, we examine Dutch citizens' conceptions of citizenship to test these negative expectations. We found the fear that a modern, individualistic, and diverse citizenry only care for their own rights to be misplaced; citizens were willing to exert effort to uphold the society they live in. Their efforts, however, were conditional upon returns in terms of a responsive government and in improvements to their individual lives. Communitarian, local, and rather submissive notions of citizenship were deeply shared – with a liberal twist among many migrants. We also found that ‘nationalist’ republican notions of citizenship awaken latent uncertainties and divisions among citizens rather than creating ‘new’ unity. This imagination of citizenship leaves Dutch society wanting for the deliberative, political elements of citizenship.  相似文献

In this article the changes that have been implemented in the Dutch social security system are analyzed. The extensive changes are characterized as a form of "managed liberalization." This characterization points to the paradoxical nature of these changes. On the one hand a certain liberalization can be observed (an increase of social insurance and the administration of social security via the market) while on the other hand the control of the system by the state is also increasing. This process of managed liberalization, however, takes place under an umbrella of lasting universal social protection: entitlements are still determined by law and remain collective. In this article the changes in the Dutch social security are described extensively, interpreted theoretically and analyzed in their consequences for the level of social protection. By following the process of institutional change the system of social security has undergone, the authors also try to find out what the causes of the changes are and what determines the direction the process has taken.  相似文献

This article defends an essentialist account of culture against the recent turn toward nonessentialism in contemporary liberal multiculturalism. It does so by drawing on Friedrich Nietzsche's early period and argues that Nietzsche provides an alternative to the dominant tradition of Volk conceptions of culture that derive from J. G. Herder. Nietzsche's alternative—what I call the “Exemplar Account” of culture—defines culture in terms of the patterns of human excellence that constitute it. This alternative overcomes standard concerns about essentialism by embracing the nonessentialist insight into the fluidity and variability of any culture's beliefs, values, and practices, yet holds that exemplary lives transcend the flux of culture and individuate one culture from another. I suggest in conclusion a practical benefit of this conception of culture for contemporary multiculturalism—namely, it fares better than other conceptions in fostering integration among diverse cultures, a pressing worry facing the current project of multiculturalism.  相似文献

This article examines why some states in Western Europe have adopted integration-from-abroad requirements, which include tests and language courses administered as a condition for immigration. After considering the significance and empirical differences of pre-entry integration programmes, it argues that mandatory language and country knowledge training from abroad primarily represent a deliberate and increasingly effective instrument for immigration control – specifically family unification and formation. The article first roots the political opportunity for pre-entry integration in supranational EU Directives on Family Reunification and Status of Third Country Nationals. Second, it looks at the Dutch Civic Integration from Abroad exam as a crucial case to show how mode of preparation, exempt categories, and policy language link the immigration test to migration control objectives. It concludes that this new instrument in immigration policy-making reveals strategic thinking by policy-makers to use positive, politically acceptable language of integration and inclusion to achieve potentially objectionable and discriminatory outcomes of exclusion.  相似文献

The use of effluent charges as an instrument o f regulatory policy has been the object of much dispute. The controversy between advocates and opponents of replacing directives by incentive strategies in various fields of public intervention has always been rather heated, though carried on more in terms of theory than of empirical evidence drawn from experience with policy instruments in actual operation. Much like permit trading in the United States, regulatory effluent charges in The Netherlands more or less "sneaked in through the back door." The Dutch system o f water quality charges had originally been designed to fulfill solely a revenue-raising function.
The unique features of The Netherlands system make it an interesting example of the use of charges. The Dutch system of effluent charges has been in operation since 1970 and, in terms of the level of the charges, is more than twice as large as the more recent German program. Furthermore its use as a regulatory instrument has been "accidental." It did not replace the official intervention strategy of direct regulation. Given this situation, the Dutch case provides a unique opportunity to examine the effects of these two approaches as they were applied to the same case.
Three statistical analyses of the impacts of the policy instrument used, supplemented by two expert assessments of these impacts, show the Dutch effluent charges have had a very remarkable effect on industrial polluters. In Holland, t h e water quality policy i s regarded as one of t h e few examples o f successful governmental intervention. The final section presents some general thoughts on relevance of the Dutch experience with effluent charges for other countries.  相似文献

This article sets out to scrutinize attitudes that people living in the so-called 'multicultural' countries of Australia and Canada have towards important aspects of multiculturalism. The examined attitudes include immigration, integration and assimilation, national pride, and xenophobia. The attitudes in Australia and Canada are compared with the same attitudes that people living in the so-called 'ethnic' countries of Austria and Germany have. Data are drawn from the International Social Survey Program 1995 (ISSP), which is a program for international comparative attitude studies. The results indicate that the support, or lack of support, towards important aspects of multiculturalism is similar in the examined countries regardless of the difference in policy regimes between the two pairs of countries. The latter implies that the political programs of multiculturalism in Australia and Canada risk running into serious problems of getting public support in the future. However, there exists a real political possibility for a move towards a more multicultural model in Austria and Germany.  相似文献

In this article, I attempt to construct a normative framework of Korean multiculturalism in the Confucian public-societal context of Korean democracy by focusing on the political implications of the claim to cultural rights (so-called ‘logic’ of multiculturalism) and cultural pluralism that it is likely to entail for Korean democracy. After examining the logic of multiculturalism that often puts multiculturalism in tension with liberal democracy, I turn to Will Kymlicka's account of immigrant multiculturalism that resolves the potential tension between multiculturalism and liberal democracy in a liberal way. Then, I construct a normative framework of Korean multiculturalism in a way that a decent multicultural society can be established on the same public-cultural ground on which Korean democracy has matured in the past two decades.  相似文献
