Granting location incentives is a common city policy to attract new businesses, despite the frequent belief that the benefits are too generous. Can cities do a better job determining when to agree to these concessions and when to refuse? I argue that analyzing the concession decision with a simple bargaining game illustrates: (1) that the negotiation strategy a city uses should be based on the characteristics of the firm in each case and (2) that even poor cities with few attractive location features can avoid making large concessions. Development experiences in Miami‐Dade are used to illustrate the model.  相似文献

Mandatory sentencing legislation often results in laws which use provisions and set penalties in order to make strong symbolic and political statements. Thus, in addition to protecting society, they are powerful vehicles for expressing moral outrage. This is especially evident in mandatory sentencing for drug and alcohol offenses. The present research examines the consequences of that practice on one state's criminal justice system. Interviews with key actors along with examinations of official documents, newspaper publicity and media campaigns illustrate the political decisions and symbolic statements which pervade driving-while-intoxicated (DWI) legislation. The process is studied from before the lawls enactment through its subsequent outcome.  相似文献

The objective of this paper is to propose a positive means of encouraging the use of public transit, through the creation and utilization of incentives aimed at stimulating demand. A tax incentive is proposed and examined as a form of revenue source subsidy which can be coupled with a congestion tolllgasoline tax policy to accomplish this demand stimulation, and is examined in light of the associated public policy issues. Taken into account are the typology of subsidy, the justification for subsidy, the sources of subsidy and the impact of different types of subsidy on economic factors, such as price and cost.  相似文献

Based on a novel data set that links college administrative information with earnings records from a state college system for both public two‐year and four‐year colleges, this study quantifies the impacts of exposure to different types of instructors during students’ initial semester in college on their subsequent academic and labor market outcomes. To minimize bias from student sorting by type of instructor, we combine course‐set fixed effects with an instrumental variables approach that exploits term‐by‐term fluctuations in faculty composition in each department, therefore controlling for both between‐ and within‐course sorting. The findings suggest that two‐year students, particularly racial minority students, have substantially higher levels of exposure to adjuncts with temporary appointments than four‐year students. Two‐year students taking a heavy course schedule with temporary adjuncts are adversely affected in college persistence and subsequent credit accumulation, and the penalty is particularly pronounced among males and racial minority students with stronger academic potential. Such negative impacts on academic outcomes do not translate into poorer short‐ to medium‐term labor market performance. In the four‐year setting, no significant distinction is identified between different types of instructors on either student academic or labor market outcomes.  相似文献

This paper reports on an exploratory study of the role of risk analysis in seven federal agencies concerned with health, safety, and environmental regulation. Interviews with key decision-makers suggest that the use of risk analysis has increased in recent years, but that its employment in risk management decision-making varies considerably both within given agencies and across agencies and policy areas. Despite methodological and institutional constraints, risk analysis is likely to play a greater role in the future as demands for comparative assessment of technological risks increase.  相似文献

Historically, land use had been an exclusively local function. By the early 1960s, a "quiet revolution" broke the local government monopoly over zoning and land use, with a larger state role. Those states which passed land use legislation soon were faced with substantial political opposition, especially from rural dwellers and developers. Public sector managers in less developed countries are confronted with opposing forces. A lack of sufficient resources along with a tradition of corruption are obstacles for developing and using performance measurement systems. However, recent public sector reforms in less developed countries, including decentralisation and anti‐corruption programmes, stimulate the development and use of such systems. On the basis of a framework, which distinguishes different types of stakeholders, each with particular performance interests, we analyse how public sector managers are coping with the two opposing forces, given the relative power positions and the interests of their stakeholders. On the basis of four cases studies of local government agencies in Bali (Indonesia), we found that with respect to the annual performance reports, managers in these agencies focus more on fulfilling the formal requirements regarding the format of these reports and on their timely submission than on their contents, which are all symptoms of a symbolic rather than functional use of performance information. However, the reports include information on inputs that is linked to similar information in short‐term reports, which the managers use in a functional manner. These managers show a kind of juggling behaviour, in the sense that they partially try to serve conflicting performance interests. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

While "research utilization" literature has focused on the limited use of policy research by policymakers, there has been l i t t l e attention directed at legislators1 use of policy research o r the importance of the decisionmaking context in explaining policy research use.
Relying on the research utilization literature and the legislative behavior literature, this paper examines the legislative setting as it relates to policy information use, and it outlines the conditions under which policy information might be used by legislators. Specifically, two types of legislator information searches are discussed–the constituent service search and policy formulating search. While there are many obstacles to policy information use–including cognitive and organizational ones–this paper focuses only on political conditions and political obstacles relating to legis- lators' use of policy information.  相似文献
