全球化是当今世界最显著的一个时代特征,它不仅改变着世界经济、政治格局,而且也影响着中国现代化建设的历史进程.在当前,全球化对中国共产党自身建设的现代化也产生了深刻的影响,因此,党的现代化建设已成为新时期党的建设的一项十分迫切的任务.     

Contrast and Foundation of the Public Oversight Roles of the U.S. Government Accountability Office and the U.K. National Audit Office

This paper examines and compares, according to the New Public Management approach, the U.S. watchdog, the Government Accountability Office, in its ability to oversee and call to account the executive branch of government, and its U.K. counterpart, the National Audit Office. Results of this examination indicate that the Government Accountability Office is more effective than its U.K. counterpart. Its greater effectiveness is attributable to the fact that it derives its powers and legitimacy from a written constitution; in contrast, in the United Kingdom there is no equivalent document defining the relationship between the state and the citizenry. As a consequence, the powers, duties, and self-perception of the National Audit Office are significantly weaker and more mutable than those of the Government Accountability Office.

U.S. Intransigence and the Climate Change Reality

This essay is a response to the U.S. decision to withdraw from the Paris Agreement and a rejoinder to Donald Trump’s allegations against India and China. It argues that U.S. intransigence poses a serious threat to the multilateral efforts to redress the climate change crisis.     

Property and whiteness: the Oregon standoff and the contradictions of the U.S. Settler State

On 2 January 2016, armed anti-government protestors took over the Malheur National Wildlife Refuge (MNWR) in rural Oregon. The takeover of the MNWR is part of a larger, much longer set of movements called the Sagebrush Rebellion that has come to define contemporary white contestations about the federal regulation of lands in the American West. Specifically, we argue that the armed takeover of MNWR is revelatory of the way white supremacy intersects with place in important and consequential ways. In addition, we examine the politics of place and property to interrogate the way settler imaginaries affords settlers a perceived right to property and the land. We contend that this perception, illustrated by the events at Malheur National Wildlife Refuge, is enmeshed within particular conceptions of property, the frontier, and whiteness. The MNWR takeover illuminates how discourses of whiteness and property rights are essential to the ongoing production of white supremacy within the US settler state.     

Lobbying and the 2006 U.S. midterm elections

• Lobbyists are inextricably intertwined with the electoral process in the United States, but rarely have they ever featured so prominently in an election year as in 2006. The midterm elections came at the end of a year in which the political news was often dominated by stories of lobbying scandal, most notably that involving Jack Abramoff. Lobbying was an important issue in many peoples' voting decisions, and moreover one of the immediate outcomes of the election was a raft of lobbying reform measures both in Congress and in the individual states. As one commentator put it: ‘For lobbyists, 2006 rolled by like a late‐night B movie where the earthquake wipes out the villagers who refused to heed the warning signs’ (Divis, 2006 ). This article reviews some of the most substantial lobbying scandals which emerged during 2006, considers how lobbying and lobbyists fared during the election campaigns, and analyses the various reforms which have recently been considered and implemented, before briefly examining how lobbyists will impact upon the 2008 election races.

大革命与土地革命时期我党的学风经验

在大革命中,由于中共还处于幼年的不成熟阶段,对于马列主义的理论掌握得不够准确、完整,对中国革命的特点尚缺乏深刻的认识,还不善于将马列主义理论同中国革命的实际结合起来,即没有完全掌握和运用马克思主义学风。因此,在革命的紧要关头,党的领导机关没有能够领导全党巩固和发展革命的胜利成果,反而采取一再的妥协退让政策,使革命遭到失败。在土地革命战争时期,以毛泽东为代表的中国共产党人在反复实践的基础上,发扬了马克思主义的优良学风,把马克思主义理论与中国革命的实际相结合,逐步探索出了一条比较符合中国实际的土地革命路线和政策,使党在工农武装割据的条件下发展壮大起来。     

Governance and Popular Involvement in Local Antipoverty Strategies in the U.K. and the Netherlands

This article deals centrally with the relationship between new interactive governance arrangements and democratization through a comparison of mechanisms for popular involvement in local antipoverty strategies in the U.K. and the Netherlands. Drawing on urban case studies in North Tyneside and Rotterdam, the article argues that, despite a diversity of governance models and novel attempts at popular involvement at the local level, new governance arrangements are not more democratic. Democratization of governance, rather, requires intervention along an explicit participatory ideology external to the internal logic of interactive governance, one where all social groups and organizations contribute on a mutually reinforcing and egalitarian basis. A more democratic governance system, moreover, needs to take a rational perspective on the nature of the relationship between state and civil society and to retain a normative and political conception of the “third-sector” under prevailing neoliberal conditions. While recognizing the normative and utopian tone of these suggestions, possible characteristics of such a project are outlined.     

U.S. Foreign Policy and the Complex Factors in the Decision-Making Process

The founding myths and ideals have greatly shaped U.S. foreign policy since the emergence of the young republic. They constitute the framework within which institutional and non-institutional actors try to influence the decision-making process. But to provide a complete picture of U.S. foreign policy making, one has to take into account all the dimensions and parameters at all levels.     

60年来爱国统一战线取得的辉煌成就和基本经验

新中国的成立为我国的社会主义事业开辟了一个新时代，也使党领导的爱国统一战线进入了一个新的历史发展阶段。60年来，多党合作和政治协商制度形成了鲜明的中国特色，取得了辉煌成就，为新中国的建设和发展发挥了无可替代的作用。在新的历史条件下，必须继续坚定不移地坚持中国共产党对统一战线的领导。
