Since I am to have the honour this evening of being presented with the Johan Skytte Prize in Political Science, it seemed to me that it might be appropriate to say something about the development of political science. Do not fear, however, that I am about to begin my reflections with the study of government in 1622, a task that would greatly exceed my time, my competence and, I imagine, your patience. On a much more modest scale, let me mention a few of the conspicuous changes in political science since I first began teaching and writing in the field about a half century ago. Let me add at once that I do not mean to suggest that my brief account is at all comprehensive or systematic. It is merely a rather subjective survey of a few changes that I find interesting and important.  相似文献

Ethnic diversity is increasing in most advanced countries, driven mostly by sharp increases in immigration. In the long run immigration and diversity are likely to have important cultural, economic, fiscal, and developmental benefits. In the short run, however, immigration and ethnic diversity tend to reduce social solidarity and social capital. New evidence from the US suggests that in ethnically diverse neighbourhoods residents of all races tend to 'hunker down'. Trust (even of one's own race) is lower, altruism and community cooperation rarer, friends fewer. In the long run, however, successful immigrant societies have overcome such fragmentation by creating new, cross-cutting forms of social solidarity and more encompassing identities. Illustrations of becoming comfortable with diversity are drawn from the US military, religious institutions, and earlier waves of American immigration.  相似文献

Marsiglio of Padua's Defensor Pacis contains a sustained critique of crucial features of the theory and practice of political representation. Citizens are deemed to be vested with a basic knowledge of the public interest and are bound, under the terms of their civic identity, to consent individually to any legislative proposal which the community seeks to impose upon itself. The existence of such a duty to consent reflects for Marsiglio the way in which political society originally joined together into a corporate body. He contends that the very nature of representative government, in which responsibility for consent is conceded to quasi-independent representatives, is antagonistic to the foundations of a well-ordered political community.  相似文献

历史政治学是中国学者提出的研究政治学之全新范式,但当然不是从零开始,而有众多可资利用之知识资源,本文探讨其与历史政治学之关系。历史政治学与历史社会学均致力于带回历史、带回国家,并共享众多方法;但后者有西方中心论偏见,奉行价值无涉原则,止于理解或解释;历史政治学则破除西方中心论,公正对待中国等非西方国家、文明丰富的政治实践,且有明确价值追求,致力于从历史中探究善治之道。历史政治学呼吁历史学再度重视政治史,并使之有政治学想象力。历史政治学可为比较政治学带入大历史视野,以矫正其以西式政治制度为标准的偏失。  相似文献

During the winter of 2022–3, three of the most influential individuals in the development of empirical political science in Europe, died. All had been active in research between at least the early 1960s and the present century. David Butler had pioneered, especially, the study of electoral behaviour and particularly in the UK. Jean Blondel had founded the outstanding Department of Government at Essex University and he was one of the principal academics responsible for the creation and subsequent flourishing of the European Consortium for Political Research (ECPR). Peter Pulzer not only published important comparative work on European politics, but he also supervised doctoral theses on topics beyond Europe's own borders. This essay discusses their respective roles and contributions in the founding of a discipline that was only newly forming when they started their own research during the 1950s.  相似文献

Recent research on European integration has largely profited from the institutionalist turn in political science. Theoretical progress has, however, been hampered by the diverse understandings of this new research tradition. This paper tries to tackle the conceptual diversity in a positive way. We first analyze the neo–institutionalist turn in political science and European studies and then move on to a detailed analysis and comparison of the three competing approaches — sociological, historical, and rational choice institutionalism. Next, we will show that the main differences are as much epistemological as theoretical. A convergence towards a unifying institutionalist approach can thus only be possible if some sort of a methodological convergence takes place. There is a marked difference between American and Scandinavian political science when it comes to the position of rational choice theory within the discipline. In the US it is said to have become "probably the hottest thing going in political science today", whereas in Scandinavia it seems at present to linger on the borderline between a school and a sect. As part of a possible explanation for this difference, this article points, on the one hand, to some differences between the status of American and Scandinavian political science and on the other hand to some differences between dominant intellectual traditions. The intellectual differences may in turn be linked to differences between American and Scandinavian politics. Thus, in some respects rational choice theory appears to be more congenial to the American than to a Scandinavian political setting. The article concludes with a short discussion of how ongoing changes in Scandinavian and, more generally, European politics might affect the scientific status of rational choice theory in the future.  相似文献

How does civic education affect the development of democratic political culture in new democracies? Using a unique three‐wave panel data set from Kenya spanning the transitional democratic election of 2002, we posit a two‐step process of the social transmission of democratic knowledge, norms, and values. Civic education first affected the knowledge, values, and participatory inclinations of individuals directly exposed to the Kenyan National Civic Education Programme (NCEP). These individuals became opinion leaders, communicating these new orientations to others within their social networks. Individuals who discussed others’ civic education experiences then showed significant growth in democratic knowledge and values, in many instances more than individuals with direct exposure to the program. We find further evidence of a “compensation effect,” such that the impact of civic education and post‐civic education discussion was greater among Kenyans with less education and with lower levels of social integration.  相似文献

Public administration is an interdisciplinary field, building on a variety of disciplinary approaches and values. But how well does the field of public administration reflect those values and processes? In contrast to previous arguments regarding the degree to which the field does or should incorporate values and lessons from other academic disciplines, this study provides a systematic assessment of the field’s reliance on research and theory from the fields of law, management, and political science. An analysis of journal citations across these fields suggests that research in public administration is largely isolated from the three disciplines that are commonly believed to form its foundation.  相似文献
