Since the mid 1990s, squatter settlements in Fiji have been expanding at a phenomenal rate, largely due to the non-renewal of agricultural land leases and inadequate urban governance. In response to squatter growth, the government of Fiji has implemented a squatter-resettlement scheme. This scheme threatens the livelihoods of squatters engaged in urban agriculture, or ‘farming squatters’. In this article, interviews with key informants and squatter residents will reveal contrasting attitudes and approaches to the issue of ‘farming squatters’. The article suggests a more participatory process to address the needs of ‘farming squatters’.  相似文献

What impact does European Union (EU) funding of advocacy organizations have? To address this question our article turns to the post-communist Czech Republic, an ideal laboratory for studying externally dependent non-governmental organizations. Employing social network analysis, the main objective of this article is to analyse the effect of EU funding on the cooperation networks of Czech advocacy organizations. Our source of data is a survey of these organizations. We aim to figure out whether there is an association between the dependency of advocacy organizations on EU resources, and their cooperation with other organizations. Contrary to the prevailing interpretation based on the competition argument, our hypothesis is that the greater the dependency on EU funding, the greater the cooperation capacity on the part of advocacy organizations.  相似文献

This article examines the relationship between orthodox terrorism discourses and liberal peacebuilding, particularly where states are being reconstituted after a conflict. Drawing upon fieldwork in Sri Lanka, Palestine, Kashmir, Nepal, and Northern Ireland, our findings suggest that conflicts in which orthodox terrorism theory is deployed to explain violence are those in which there is little interest (by all parties) in dealing with root causes or achieving mutual compromise. This is so even though the liberal peace is commonly a claimed aspiration for most parties, apart from the most radical of non-state actors or authoritarian of states. They effectively reify both terrorism and state securitisation. The aspired to internalisation of the liberal peace framework has instead been supplanted by the politics of state securitisation and violent resistance. Liberal peacebuilding has become a nominal exercise in constructing virtually liberal states in which the security and integrity of core groups are partially maintained by orthodox terrorism praxis. To counter these dynamics, critical positions need to engage with agendas beyond liberal or cosmopolitan frameworks.  相似文献

If we look back at the past two decades, timing seems to point to a close connection between democratic reforms and economic growth in sub-Saharan states. Most countries in the area introduced multiparty politics and made dramatic – if incomplete – democratic progress between 1990 and 1994. Quite strikingly, it is exactly from 1994 to 1995 (and particularly from 2000) that the region began to undergo a period of significant economic progress. Because of the undeniable temporal sequence experienced in the region – that is, first political reforms, then economic growth – some observers pointed to a nexus between democratic progress and economic performance. But is there evidence in support of a causal relationship? As of today, no empirical research has been conducted on the democracy–growth nexus in the early twenty-first century's so-called “emerging Africa”. To fill this gap, we discuss the different arguments claiming an economic advantage of democracies, we present our theoretical framework and carry out an empirical analysis of the growth impact of political regimes in 43 sub-Saharan states for the entire 1980–2010 period. Our findings confirm that African countries, many of which had long suffered the combination of authoritarian rule and predatory practices, derived some economic dividends from democratic progress.  相似文献

This paper examines the relationship between foreign imposed regime change and war participation. The oppertunity and willingness of an opponent to impose a new regime on a war participant affects the likelihood that such a change will occur. Results from a logistic regression model suggest that (1) winning or losing the war, (2) the amount of war costs the participant endures, (3) the power of the participant relative to its opponent, (4) the amount of war costs the opponent endures, (5) the occurrence of a domestic regime change during the war, and (6) the difference between the authority structures of the war participant and its opponent all have a significant and sizable impact on the probability that a war participant endures a foreign imposed regime change. The first three variables measure the opponent's opportunity to force a regime change, while the last three measure its willingness. I suggest that these results increase our ability to evaluate the likely consequences of a war, and may have important implications for our understanding of the decision to enter and terminate a war.  相似文献

Drought-induced inflation of cereal prices and the consequent turning of the terms of trade against livestock upset existing exchange entitlements and contributed to higher than normal mortality rates among the rural Beja populations in Red Sea Province in the early to mid-1980s. The Beja are agropastoralists who raise goats and sheep, and sow some sorghum. Their staples of consumption are goat milk and a prepared dish made with sorghum called asayda. They do not grow enough sorghum for household consumption, but they sell male goats in local markets in order to purchase sorghum. They also engage in a variety of minor activities to generate income for the purchase of sorghum.

In this article, data from two markets on cereal and livestock prices for the years 1980 to 1989 are examined. The objectives of the study were to examine market performance, especially that associated with the drought and famine in the mid-1980s in Red Sea Province, and to examine how the inflationary period from 1988 to 1990 differed from or resembled the early to mid-1980s.  相似文献

This article examines how the Lisbon Treaty's changes to the European Union's (EU's) Area of Freedom, Security and Justice (AFSJ) have affected its ‘democratic deficit’. How this issue is perceived depends on one's conceptual understanding of democratic legitimacy. This article reviews key scholarly perspectives on this matter and organizes these according to Schmidt's concepts of ‘inputs’, ‘throughputs’ and ‘outputs’. The article then applies this framework to specific innovations of the Lisbon Treaty, including new roles for the European Parliament and Court of Justice in the AFSJ. The article concludes that the EU's latest treaty has improved its democratic deficit in some regards, but that many issues of democratic legitimacy remain.  相似文献

This study examines the relationship between superpower economic assistance and military allocations in 25 countries of Sub‐Saharan Africa during the period 1977–1984. Using pooled time‐series regression analysis, we find that African recipients do not treat U.S. aid as fungible. Soviet economic aid, however, is found to have a positive effect on the recipient's military spending.  相似文献

That women offer substantive representation in democratic systems is well established. However, can they do so in partial or non-democracies? As less than half of the women in the world live in democracies, analysing female representation outside of the democratic context is crucial. We hypothesize that even in non- and partial-democracies, women exercise substantive representation. Neutralizing the confounding effects of international constraints or a general positive approach towards gender equality, we create a framework that observes the relationship, proposing and testing several scenarios to identify substantive representation. We observe correlations over time between the share of women representatives and policies female representation typically influence: reproductive rights, health spending and education spending. Our evidence shows that substantive representation appears in non- and partial democracies, and not just in democracies.  相似文献

Ethnofederalism has been contested as a solution for diverse societies as seen recently in Nepal (where federalism has been accepted, but the design and number of units remains heavily contested) and Myanmar (where ethnic minority demands for increasing federalization have had to take a back seat to the demands for increasing democracy). It remains a heavily contested subject in Sri Lanka. Concerns are expressed that ethnofederalism will increase pressures for secession and/or lead to increased violence through increasing a sense of separateness of the people living within that territory, providing resources for political entrepreneurs to mobilize groups against the center and will lead to the persecution of minorities within the ethnofederal units. India is an example of a federation that appears to demonstrate that ethnofederalism decreases rather than increases conflict through its successful reorganization of states along linguistic lines. However, a group-level analysis reveals a more diverse picture. India has simultaneously been both a success and a failure at conflict management.  相似文献

Mediators often do not welcome the presence of attorneys at the mediation table. Because of the apparent contradictions between both professions, many mediators believe that the presence of attorneys is prejudicial to the mediation process. Using empirical data collected from workplace mediation cases, we have explored the actual impact of the presence of attorneys. Our results indicate that the presence of an attorney does not significantly affect the outcome of a mediation, with two exceptions. First, the presence of attorneys in a mediation process reduces the parties' level of satisfaction with the mediator. Second, the presence of an attorney would appear to hinder the level of reconciliation possible between the parties.  相似文献

Prior research has not established a clear relationship between democracy and insulation from coups d’état, with very few studies illustrating robust findings on the subject. I contend that the lack of attention paid to the conditional influences of democracy on coups has resulted in these mixed findings. I posit that insulation from coups occurs at higher levels of economic development in both autocracies and democracies. However, the vulnerability present at low levels of economic development is significantly greater in democracies. Poor democracies lack the coercive capacity associated with authoritarian states, suffer from relatively weaker patronage networks, and have smaller pots for public goods provision, all making them less capable of maintaining elite loyalty. An assessment of 165 states for the years 1950–2011 offers strong support for the argument. Democracies are indeed an important part of the coup story, but only when simultaneously addressing their level of economic development.  相似文献

All nationalist movements make use of a variety of aspects (language, history, race, etc.) of the territory claimed as a nation to build their discourse on said nation, and, though these discourses are often presented as something permanent and unchanging over time, they can change depending on the historical context. This is indicated by the Basque nationalist movement's two main discourses on the nation, as well as by what appears to be a tendency towards a new discourse currently being developed within this movement. The new discourse seems to have adopted the concept of democracy as a key element in its theorization.  相似文献

Under what conditions can governments use international commitments such as Bilateral Investment Treaties (BITs) to attract foreign direct investment (FDI)? Although numerous studies have attempted to answer this question, none considers how investment treaties may have heterogeneous affects across industry. I argue BIT effect is strongest when the obsolescing bargaining problem between firms and governments is most protracted, namely, when FDI relies on strong contracts between firms and states. Using a time series cross-sectional data set of 114 developing countries from 1985 to 2011, I find BITs are associated with increases in infrastructure investment, an industry particularly reliant on the sanctity of government contracts, but not with total FDI inflows. Moreover, BITs with strong arbitration provisions display the strongest statistical effect on infrastructure investment, while BITs that do not provide investors with such protections are not associated with increased investment. My results have implications for both scholarship on the relationship between governments and multinational firms as well as for the study of international institutions more broadly. To properly ascertain the effects of international treaties and institutions, scholars should consider not just whether institutions constrain or inform—or matter at all—but also the extent to which the targets of institutions have heterogeneous responses to them.  相似文献

The 14th Malaysian General Elections (Pilihanraya Umum, 14, PRU 14) in 2018 proved to be a watershed election as Barisan Nasional (National Front, BN) lost power for the first time in history. Pakatan Harapan (Alliance of Hope, PH), led by former BN leader and Prime Minister Mahathir Mohamad, captured the majority of parliamentary seats. This article analyses the impact of Mahathir specifically, and credible personalities in general, in unseating dominant one-party regimes. I argue that credible personalities are vital in causing transitions in dominant one-party systems. Explanations on transitions from authoritarian regimes in the literature have typically revolved around incumbent weakness and opposition strength. While dissatisfaction toward the regime is a necessary condition for transition, it is not sufficient. Personalities which can adequately appeal to the masses are important to bridge the credibility gap which the opposition may otherwise have to grapple with. Mahathir’s presence in the opposition was crucial to PH’s victory, as he provided the credibility boost which the opposition needed. This was particularly important for Malay voters. This study is situated within the literature on parties, elections and democratization.  相似文献

Lithuania's security orientation has evolved significantly since 1991. It has moved from prioritising Baltic and, then, Nordic, cooperation to focusing on partnership with Poland, and seeking NATO and European Union membership. Initially re‐buffed by both, Lithuania has gradually sought to strengthen its de facto ties with NATO and WEU, and to build up its economic ties with the EU and its member states, in the belief that this provided a form of ‘soft’ security, and prepared the way for eventual membership of NATO and the EU.  相似文献
