ABSTRACT

Despite their recognised democratic successes, Botswana and South Africa have had ambivalent experiences with liberal democracy. It is contended that they fall somewhere in-between what scholars refer to as electoral and liberal democracies; dominant party systems within Carothers’ ‘gray zone’. Two explanations are offered. The first relates to the underlying political culture of the ruling elite: the liberal democratic values of the founders and early elites of both the African National Congress (ANC) and the Botswana Democratic Party (BDP) were never fully embedded; instead, their political cultures were influenced by traditions and ideologies with illiberal values. The second explanation focuses on a key feature of a liberal democracy – restraining of power, namely through encouraging an autonomous civil society and limiting executive access to the state. It is argued that for fear of losing their dominant positions, the ANC and the BDP resist restraints on their access to state power.  相似文献

This paper examines the emergence and development of the ruling New Patriotic Party (NPP) government in the context of a broader examination of the roles of political parties within the Ghanaian political landscape. After describing the political architecture as well as some significant constitutional issues of Ghana's democracy and the roles played by other societal stakeholders, the paper examines the rationale for the formation of the NPP, its manifesto, structure, constituency, power brokers. It then analyses various aspects of the implementation (or not) of the NPP's political and economic objectives since it came to power in 2000 with a message of ‘positive change’. The electoral politics of the campaigns against its major opposition, the National Democratic Congress (NDC), and issues of regionalism, ethnicity and other factors are considered in detail. The paper concludes with some lessons learned and generic recommendations for emerging African political parties in relatively young democracies.  相似文献

Abstract

This article examines party politics and governance in post-revolutionary Grenada, using the case of the New National Party (NNP). The central question is what does the evolution of the NNP suggests about governance and democracy in post-invasion Grenada? The article traces four phases of the NNP since its formation in 1984: (1) externally imposed marriage of convenience; (2) intra-party conflict and splintering; (3) rebranding, consolidation and dominance; and (4) electoral defeat. The article contends that Grenada has transitioned to formal democracy and the NNP is a significant actor. Yet, despite this transition, Grenada has not become the showcase of democracy that the US said it would in 1984.  相似文献

Research on political support demonstrates that satisfaction with democracy is higher among electoral winners than losers, and that it is higher for citizens who are ideologically more congruent with the government. In this paper, I analyze how support for the political system is affected by representation by the government. Expanding on previous studies, I leverage long-run panel data from the Dutch LISS panel spanning over several electoral cycles. Drawing on various measures that go beyond the distinction between election winners and losers and also measure how close citizens are to the government coalition as a whole, I show that being well represented by the government has a wide-ranging positive relationship with satisfaction with democracy, external efficacy and trust in political institutions. While this relationship is mostly short-run, political support can decline substantially if non-representation persists in the long-run. This highlights the relevance of long-run panel data for studying the consequences of representation.  相似文献

Do conditional cash transfer programs reduce voters' incentives to hold their government accountable for its performance? Studies show that these programs generate considerable electoral returns for the governments responsible for them. One important and unexplored question is whether these popular programs have also changed the landscape of accountability in Latin America. Survey data from 16 Latin American countries that have adopted CCT programs do not offer support for the claim that such programs have a detrimental effect on electoral accountability for corruption and for the economy. Only in countries where CCT programs do not follow strict rules do beneficiaries attribute relatively less weight to the government's economic performance, but this effect is marginal. These findings fill an important gap in the literature and offer reassuring evidence that cash transfers can alleviate poverty while preserving voters' incentives to exercise electoral accountability in crucial areas of government performance.  相似文献

After the third wave of democratization swept much of the world during the late twentieth century, many armed opposition groups disarmed and transformed themselves into political parties. This paper explores the electoral performance of four Central American parties that have roots in armed opposition movements. It finds that the Sandinista National Liberation Front in Nicaragua and the Farabundo Martí National Liberation Front in El Salvador, which achieved the greatest success during their revolutionary periods, have also had the most success in electoral competition. The Guatemalan National Revolutionary Unit and the Democratic Unification Party of Honduras, which trace their roots to relatively less successful armed opposition groups, have struggled in elections. Organizational factors, especially the number of combatants and popular support during the conflict, tend to provide a better explanation than institutional factors for the initial success of these groups as political parties.  相似文献

Electoral authoritarian regimes usually preserve the dominance of the ruling party through electoral fraud, violence and intimidation. This paper focuses on the subtler forms of manipulation that undermine the electoral integrity and democratic outcomes. Specifically, we examine how an unusual electoral rule, involving multimember districts elected through plurality bloc voting for party slates, exaggerates the legislative seat shares of the People’s Action Party (PAP) in Singapore. This rule, used also by other electoral authoritarian regimes, facilitates the manipulation of district magnitude and gerrymandering, especially the ‘stacking’ form, to produce a large disproportionality which distorts the seats–votes linkage. It operates in an undemocratic fashion by precluding the opposition from gaining anything but token seats as long as the PAP remains the plurality-winning party. The importance of this electoral rule and its manipulation has been overlooked in current work that emphasises redistributive strategies or coercion to repress electoral competition.  相似文献

Debate continues over the factors that influence electoral outcomes or voter behaviour and alignment in elections all over the world. Several factors have been noted, including the manifestos of political parties. In spite of the potential influence of the party manifesto, several comparative and empirical studies on elections in Ghana have paid little or no attention to manifestos in determining the electoral outcomes of political parties in the Fourth Republic.This paper makes a contribution to the debate by examining how manifestos have influenced the electoral chances of the two main political parties which have been in and out of government in Ghana since the inception of the Fourth Republic, namely, the National Democratic Congress and the New Patriotic Party. Analysis covers the five elections held in 1992, 1996, 2000, 2004 and 2008. Specifically, it discusses not only the ability of the manifestos to shape policy debate but also to some extent, influence electoral outcomes. This article aims to contribute to the new electoral history by examining a specific practice of democracy, the voter registration card, known in Colombia as the citizenship card (cédula). After pursuing the themes of electoral reform and universal suffrage in a broader sense, the article outlines the card's history from its inception in 1929 to its role in the polemics over electoral corruption by the Conservative Party, which ranged over the period before the Violencia. While national-level politics are emphasised, the impact of the card at the municipal level also is suggested, as the critical link between the national and the local.  相似文献

The establishment of the State of Israel was a watershed moment in the history of the General Zionists movement. The ending of the British Mandate – characterized by its responsiveness to private enterprise – symbolized the denouement of a regulatory strategy era as an exclusive modus operandi for the general organizations. The transfer of power to a participatory Jewish democracy, whereby independent institutions drew on electoral support, required that bourgeois and petit-bourgeois leaders relinquish their reservations about the political-partisan game. For the first time, they sought to gain ascendancy over a political party in the hope that it would stand up for the rights and interests of the middle class. This article will analyze the formation process of the center party and its attempt to become a significant factor in Israeli society.  相似文献

ABSTRACT

An elected Senate and the party-list system are two institutional innovations of the 1997 Thai Constitution designed to support political reforms. This paper sheds light on one unintended effect of these reforms: they have allowed scores of political families to maintain or even tighten their grip on Parliament. Combining aggregate data and case studies, this paper shows that a sizable number of elected senators and party-list parliamentary members are related, by birth or marriage, to other parliament members elected in the post-1932 period. The well-intended reforms have concentrated parliamentary power in the hands of these families, many of which represent the excesses of Thailand’s full-blown electoral democracy. The survival and resilience of these families diminish reform opportunities by further entrenching corruption, clientelism, violence, and electoral fraud, as well as by deepening dynastic rule that militates against political pluralism and inclusiveness.  相似文献

Scholars concur that conditional cash transfer (CCT) programs have a strong proincumbent effect among beneficiaries. Although no study has properly focused on the overall effect of cash transfers on incumbents' national vote shares, most scholars have deduced that this effect is positive; i.e., that cash transfers lead to the expansion of incumbents' electoral bases. This article analyzes survey data from nearly all Latin American countries and confirms that beneficiaries of CCT programs are more likely to support incumbents. However, it also shows that CCT programs may induce many voters who were previously incumbent supporters to vote for the opposition. As a consequence, the overall impact of cash transfers on incumbents' vote shares is indeterminate; it depends on the balance between both patterns of behavioral changes among voters. This study is the first to report evidence that cash transfer programs may have significant anti‐incumbent effects.  相似文献

This paper discusses the role of the electoral system in making the Justice and Development Party (AKP) dominant. Drawing on Sartori’s framework, we first clarify the concept of a predominant party system. Second, we examine the impact of the electoral system on the emergence of a predominant party system in Turkey. Analysing election results, we argue that the electoral system fosters dominance in three ways. First, a combination of electoral formula, national threshold and district threshold leads to over‐representation of large parties and under‐representation of small ones. Second, the fear of a wasted vote due to the high threshold prompts voters to support their second‐best option, which concentrates the votes among large parties. Finally, the electoral system increases electoral turnout rates by extending polarization.  相似文献

The late 1990s appeared to herald a new dawn for European social democracy. Social democratic governments were elected to office in Germany, the UK and France (and participated in governments in 12 of the 15 EU states). For the German Social Democratic Party (SPD) and the British Labour Party, this took place after long periods in opposition. For the French Socialist Party (PS), its victory in legislative elections signalled a remarkable comeback after a shattering defeat in 1993. Their rise to power was accompanied by programmatic renewal, symbolised by the ‘Neue Mitte’, the ‘Third Way’, and ‘réalisme de gauche’, and marked by convergence within the context of European integration. Yet this electoral success concealed a number of weaknesses which began to emerge at the start of the 2000s. Hierarchical leaderships, bound by the realities of government, failed to deliver (and/or communicate) distinctive social democratic agendas, undermining linkages to core supporters. This narrative is particularly relevant for recent developments in the SPD, which – after the departure of Gerhard Schröder – faces a period of strategic and programmatic uncertainty.  相似文献

This study investigates whether individuals’ attitudes towards democracy and secular politics have any influence on voting behaviour in Egypt. Based on data from survey conducted immediately after the Egyptian parliamentary elections in January 2012, this study finds that Egyptians’ attitudes towards democratic governance were quite negative around the parliamentary elections, yet Egyptians still endorsed democracy as the ideal political system for their country. However, empirical findings suggest that support for democracy has a limited impact on electoral results. On the other hand, the main division in Egyptian society around the first free and fair parliamentary elections was the religious–secular cleavage. As people support secular politics more, they become significantly less likely to vote for Islamist parties. These results illustrate that preferences in regard to the type of the democracy – either a liberal and secular or a religious democracy – were the main determinant of the historic 2012 elections in Egypt.  相似文献

As the self-proclaimed champion of East German regional identity, the former Party of Democratic Socialism (PDS) was often viewed as the central political force of a lingering cultural divide in united Germany. Desperate to increase its paltry electoral support among western voters, the PDS merged in 2007 with a band of western leftists to form the Left Party, casting doubt on whether the new party would remain symbolic of regional division. Using survey data from the German General Social Survey (ALLBUS), this article compares the changing bases of electoral support between eastern and western supporters of the Left Party as evidence for greater change in the political culture of the two regional constituencies. Though notable points of divergence remain, results centre on several areas of convergence that together highlight a common profile for Left Party supporters defined above all by strong leftist ideological views.  相似文献

Botswana has regularly held general elections since 1965 and in October 2014 held her 11th general election. All these elections have so far been won by the ruling party. The regularity of elections in Botswana has persuaded some observers to present Botswana as an exemplar of democracy and good governance in Africa. This perception is reinforced by the formal existence of an electoral management body, the Independent Electoral Commission (IEC), whose mandate is to ensure that elections are conducted efficiently, properly, freely and fairly. Although the Constitution enjoins the IEC to ensure that elections are conducted fairly, this article reveals that, in effect, the IEC has neither the authority nor the power to level the electoral playing field, and ensure that elections are also fair, in addition to being conducted efficiently, properly and freely. This inability by Botswana's electoral management body to ensure that elections are conducted fairly emanates from the narrow legal and political framework within which the IEC operates, and exposes the weaknesses of Botswana's much vaunted democracy.  相似文献

Political opposition parties are considered crucial to the nurturing, enhancing and consolidating of democracy in every political system. Indeed, their existence is proof of political tolerance, competitive party elections, the provision of choices to the voting public and the possibility of alternation in power. However, the political opposition on the African continent is generally weak, and particularly so in Botswana, resulting in the predominance of the ruling party in political affairs. This article analyses the weaknesses of Botswana's opposition parties by tracing their historical evolution, characteristics, electoral base, and performance against the background of the political and electoral system in Botswana and the strength of the ruling party itself. It concludes that future prospects for the opposition to make greater inroads into the Botswana Democratic Party's support are small because of the fragmented nature of the opposition itself and the relative satisfaction of citizens with the current government's performance.  相似文献

Abstract

Recent political science scholarship suggests that when opposition political parties are able to coalesce into a united coalition against an authoritarian regime, they will perform better in authoritarian elections, and can more credibly bargain with the regime for liberalising reforms. Yet, most of this literature pays little attention to the variety of ways in which opposition parties cooperate with each other. Drawing on the literature on the bargaining model of war, the author sketches out a theoretical framework to explain how opposition parties coordinate to develop non-competition agreements. Such agreements entail opposition parties bargaining over which political party should contest or withdraw in which constituencies to ensure straight fights against the dominant authoritarian incumbent in each electoral district. The author then applies this framework to explain opposition coordination in Singapore’s 2015 general elections, focusing on the conflict between the Workers’ Party and the National Solidarity Party.  相似文献

This article aims to assess how democracy affects social welfare by analyzing Uruguay and Paraguay, one country with a vibrant democratic history and a progressive political landscape, the other with a generally authoritarian past and a conservative dominant party. The article maintains that welfare systems in these countries have been critically shaped by the impact of democracy, or by its absence, and by the strategies adopted by major social and political actors, especially parties; these strategies have been determined, in turn, by parties' ideologies and by the workings of electoral competition. The article also emphasizes that the impact of democracy on social welfare is critically mediated by the role of previous welfare legacies, the presence of welfare constituencies defending acquired rights and privileges, and social and economic variables, such as overall wealth levels, the formal or informal nature of labor markets, and the political organization of domestic economies.  相似文献
