This article explores the cooperation after independence on four Central Asian transboundary rivers. The paper shows that, even though the Central Asian states agreed in 1992 to continue with the basic water-sharing principles, new agreements had to be made. New agreements were only made in basins with large-scale water-control infrastructure, which have transboundary significance or are transboundary themselves. The inequitable water allocation between the riparian states has continued and has not triggered new agreements.  相似文献

This study sets out to explore the barriers to youth participation and how youth could be supported to enhance their participation in elections and governance processes in Zimbabwe. The study was carried out using quantitative methodologies. A survey was carried out to collect data, which in turn was analysed using SPSS. Evidence from the study shows that decision-making processes are not improving and becoming more participatory and youth inclusive. It was observed that youth participation in elections and governance processes is low and it is hampered inter alia by restrictive political structures, lack of interest, lack of information and lack of funds. Whilst some youth are ready to run for public office, they need to freely participate in politics and develop without restrictions, including getting support through leadership training. These young candidates will also need training in elections and governance processes as well as mobilise and sensitise other youth to register to vote if they are to succeed in their quest for public office. Resources and support must be given to youth-led initiatives that are reaching out to young people and ensure they play their part in democratic processes at all levels of governments.  相似文献

This paper asks why Kenya invaded Somalia in October 2011. It scrutinises five possible explanations as to why Kenyan decision-makers decided to invade neighbouring Somalia. The explanations are inspired by different theoretical frameworks. Some are inspired by theories developed to analyse Western societies, whereas others are inspired by theoretical reflections aimed at understanding politics in Africa. It is concluded that the decision to invade Somalia was made because of the institutional and ‘bureaucratic’ interests of the Kenyan Defense Forces (KDF) advanced by a limited number of men of Somali-Kenyan origin who pursued their own interests. Security and economic concerns did play a role, while the paper dismisses that the invasion can be understood as a consequence of the Kenyan government pursuing an ‘international image management strategy’. Theoretically, the paper concludes that ‘Western’ theories may contribute to explaining the launch of ‘Linda Nchi,’ whereas Africa-focused theories like neo-patrimonialism seem less helpful in this particular context.  相似文献

This article explores macroeconomic policies in Uganda in the wake of the global financial crisis and following the publication of the 2010 National Development Plan. Despite apparent changes in rhetoric regarding macroeconomic policies by the Ugandan authorities, the paper demonstrates how the commitment to conservative monetary and fiscal policies prevails. The article analyses how the persistently conservative macroeconomic policy stance has exacerbated the lack of economic transformation in the Ugandan economy. The resultant outcome has been a failure to absorb the fast-growing Ugandan labour force into productive and gainful employment. The case is therefore made for an alternative macroeconomic framework that puts public investment at its centre and which complements macroeconomic policies with suitable sector-specific and industrial policies.  相似文献

Decentralisation in Ghana, and across sub-Saharan Africa, faces a number of challenges to successful local governance provision because there are a number of formal and informal actors to choose from. Citizens may take problems they want a governance provider to solve to a member of parliament or a district assembly person, a traditional chief or a police officer, a neighbour or an NGO. In this article we report on a four-constituency survey administered to explore and understand how citizens choose between the options of local institutions available to them in order to solve a problem important to their community or themselves. We find that formal national (Parliamentarians) and informal traditional (Chiefs) institutions are where respondents turn for assistance most often instead of constitutionally described local modes of governance (District Assemblies). We consider the implications of this finding in terms of decentralisation in Ghana and the need to build institutions that are context-sensitive and reflect how citizens understand political options.  相似文献

The new 2010 Kenya Constitution introduced a devolved system of government that has radically transformed the Kenyan polity. The political elite which operated primarily at the national level now encounters a new competitive political arena with the introduction of county governments under devolution. In particular, a new post of County Governor has surpassed in power calculations both the traditional MP and the new position of senator. In the 2013 elections, the focus was on the national arena; in 2017, all this will change.  相似文献

Although Northeast Asia typically is seen as an arena for conflict over energy supplies, complementary economic relationships would seem to make the region ripe for energy cooperation: Russia possesses major oil and gas resources, while China, Japan, South and North Korea all depend on imported energy. The four papers in this issue raise a number of important and, at times, neglected issues about the prospects for energy cooperation in Northeast Asia. While focusing on specific projects for energy supply and conservation, the authors implicitly raise broader theoretical questions about the prospects for and consequences of regional energy cooperation.

Today the proportion of German politicians who are female is at an all time high. This has largely been achieved via quotas and most of the main parties now operate some kind of quota system. But have quantitative improvements in female representation in been matched by qualitative improvements? This article seeks to answer this question by looking not only at the number of women in parliaments and other collective bodies, but also in the highest echelons of power. It outlines each party's policies regarding the promotion of women and the factors which enhance or hamper their impact. A brief comparison of female political representation in eastern and western Germany is also provided. The author argues that measures such as quotas have increased the number of female German politicians but still do not guarantee them equal access to positions of real power. Furthermore, the incorporation of pro-equality principles into party statutes has not automatically led to their assimilation into party cultures, especially in the case of well-established parties which only recently addressed the gender imbalance in their ranks.  相似文献

Turning out for elections can be treated as an indication of long-term support for a political system, if citizens perceive that system as legitimate. Applied to the level of the European Union this would suggest that levels of participation in elections to the European Parliament are crucial to the legitimacy of the EU's political system. Due to the multi-level character of these elections, however, causes for relatively low levels of turnout may be located at the national as well as the European level. We will use individual-level survey data to analyse the reasons for voter participation at European elections in Germany. Based on system-theoretic arguments we develop a model of voter participation including both European and national factors. The results of our binominal logistic regression models suggest that participation at European elections depends on individual characteristics like political interest on the one hand and perceptions of the performance of both the EU and the national government on the other.  相似文献

This article examines European policy-making in the Berlin Republic. The basic puzzle explored is whether the policy machinery is able to facilitate the projection of a ‘new European policy’, characterised by greater emphasis upon national interests. In order to suggest answers, the article reviews the origins of the policy machinery and the changes made in the pre-unification period. It then explores the current situation in the Berlin Republic. It argues that the legacies of the past – institutional pluralism and the post-war adoption of a European identity – are not easily cast off. Although the machinery has been reorganised since 1990, notably under the Schröder/Fischer coalition, and there have been some adjustments to bilateral relations, a new European policy has not yet emerged, although it is a possible future scenario.  相似文献

Many academic contributions on Asian students abroad focus on their lack of interactions with the local population and their unpreparedness for intercultural encounters. Asian students appear as socially deficient and unfit for the new environment. These assumptions are problematic because they do not take into consideration the input prospective students receive prior to their departure through institutional training and unsupervised research on the host country under the student’s own initiative or a mix of both. Representations are also based on cultural differentialism which locates individuals in distinct, boundary-making categories, thus silencing most forms of individual diversities in the home and host societies. The main question arising thus deals with the kind of input that Asian future mobile students acquire, which is susceptible to impact their intercultural experiences. Data used for this article come from three different sets of interviews with Asian mobile students. Using a critical discourse approach, the discourses of these students are analysed from the perspective of their preparation to move to the host destination. Recurrent othering processes—both from institutional actors and from the students themselves—appear prior to departure, independent of the students’ origin and destination. Rather than blaming students, it would be more significant to look at what materials are available for them prior to their departure.  相似文献

With a special focus on social services, the article discusses the topic of convergence versus path dependency of state welfare arrangements in the US and Germany. In both countries, social services cover a broad spectrum of activities. In the US as well as in Germany, these services are to a large extent provided by non-profit organisations, although the two countries belong to very different welfare regimes. With a special eye on social services, the article provides an overview of the history of the two welfare states; it refers to current developments, of which the shift towards private commercial social service provision is most prominent. Against this background, the article comes to the conclusion that there is no simple answer to the question of path-dependency versus convergence. Indeed, in both countries commercial provision of social services is on the increase; however, current developments in Germany and the US do not reflect thoroughly the path-dependent or the convergence approach of depicting change.  相似文献

ABSTRACT

Botswana is a key tourism destination in Southern Africa mainly because of the rich wildlife resources and scenic beauty it sustains. Since the 1990s, the growth of wildlife-based tourism in Botswana has stimulated the development of a variety of tourism infrastructure and facilities. This paper asks if these qualify as sustainable tourism. Using both primary and secondary data sources, the study reveals that foreign-owned safari companies and investors dominate Botswana’s tourism industry, leading to the repatriation of tourism revenue, domination of management positions by expatriates and lower salaries for citizen workers. Tourism also fails to significantly contribute to rural development in Botswana due to its weak linkages with the domestic economy. Promoting more inclusive and beneficial policies and strategies would allow tourism to become more sustainable, making a significant contribution to local development, and allowing citizens to finally see real benefits from an industry which is sustained by their local environment.  相似文献
