As Britain prepares to leave the European Union after the popular vote of June 2016, the government is embarking on the revision of foreign policy. Boris Johnson, or ‘just Boris’, has been entrusted with forging the new ‘Global Britain’ for the post-Brexit era and reinventing British economy around new relationships. Boris has a track record of misrepresenting and offending foreign peoples, leaders and countries. This article assesses the prospects for Africa in Johnson’s vision for ‘Global Britain’ as presented in his foreign policy speeches. The paper unpacks Johnson’s discursive construction of ‘Africa’ and inserts it into a broader historical and political context of British relations with Africa. It argues that, by constructing Africa as a ‘problem’ and offering liberal values as a condition for development, Johnson is continuing British imperial and post-colonial discourses of ‘developing’ or ‘civilizing’ Africa. In the post-Brexit world of a changing global balance of power, democratic conditionality serves to sustain and reproduce British forms of power and policies.  相似文献

While it is sensible that governments and academics endeavour to assess the effectiveness of counterterrorism policies, this article argues that it is almost impossible to measure arithmetically the outcome of counterterrorism efforts for a variety of reasons. However, this does not mean that the effect of governmental policy cannot and should not be assessed. This article argues that it is not necessarily the policy measures and their intended results as such, but much more the way in which they are presented and perceived, that determine the overall effect of the policy in question. The article introduces the concept of ‘performativity’, which involves the extent to which a national government, by means of its official counterterrorism policy and corresponding discourse, is successful in selling its representation of events, its set of solutions to the terrorist problem, as well as being able to set the tone for the overall discourse on terrorism and counterterrorism. Due to the distinct relation between the performative power of counterterrorism efforts and the arc of violence carried out by terrorist movements, analysing the level of performativity will provide an indication to the effectiveness of counterterrorism policies. It is argued that a low level of performative power generally has a more rapidly neutralising effect on radicalisation and political violence than large-scale, public counterterrorism efforts.  相似文献

The understanding that disarmament, demobilisation and reintegration (DDR) programmes are essential in helping to prevent war recurrence in post-conflict situations is at the heart of current international aid practice and the academic literature on peacekeeping and stabilisation. However DDR programmes are often launched on the basis of untested assumptions. This article considers the DDR programme in Liberia and analyses the complex relationship between the programmatic efforts to disarm and reintegrate combatants and the programme's actual effects. If we are to understand how DDR works as a tool of post-conflict governance, it is essential to explore the mechanisms of authority and power at stake. The focus is therefore not on whether combatants were successfully disarmed and reintegrated, but rather on exploring unfolding processes and the field of forces within which DDR programmes are implemented. It critically assesses the ideas of disarmament and reintegration and the basic assumptions behind current DDR policy through an analysis of the Liberian case, emphasising the agency and interests of local and international actors in the ‘making’ and ‘unmaking’ of combatants.  相似文献

Abstract

This essay, introducing the special issue on ‘Borders of Memory’, aims to shed light on the links between memory and heritage in contemporary Japan. It does so by examining how heritage sites serve as spaces within which collective memory is both affirmed and contested. Heritage sites enable us to survey the contours of the borders of memory that exist between different memory collectives. An analysis of South Korean and Chinese objections to the Meiji Industrial Sites shows how these heritage sites work as borders of memory, spaces where the competing collective memories of neighbouring East Asian governments and societies clash and rub up against one another. This analysis is then extended to the four articles that make up this special issue. In each case, it is the competing meanings invested in the site, and the struggle over the narrative within which it is incorporated, that results in such sites coming to be demarcated as borders of memory. Understanding these heritage sites as bordered spaces allows us to see such them as being not only where antagonistic collective memories come into contact, but also spaces through which they connect. The existence of such spaces enables the political process of articulating the stories associated with different memory collectives.  相似文献

SUMMARY

Politics has been described as “an aggregate of persons in a power perspective of elaborated demands and expectations”. From this the collective nature of politics can be clearly seen. Without communication, however, no collective action is possible and consequently no political action. Based on this politics can be seen as the continuous defining of collective action in the context of mutual power relations in which there are differences (inter alia of objectives and methods) and consequently conflict over the allocation of scarce resources. Even though there has been an early interest in the relationship between politics and communication, e.g. Aristoteles and Julius Caesar with his Acta Diurna, systematic study of the relationship between communication and politics and the generation and regulation of conflict is of recent nature. A review of the literature on the theory and research in the field of political communication indicates it to be of original interest to researchers from fields such as journalism, mass communication, political science and speech communication. Recently, however, political communication emerged as a field on its own worthy of its recognition as a subdiscipline of communication science: it is recognized by professional bodies like the International Communication Association it is a separate area for research, teaching and for publication of journals devoted to it.  相似文献

Relations between the European Union (EU) and regional subgroups in Latin America (Mercosur, the Andean Community and Central America) are clear examples of ‘pure interregionalism’ and provide evidence of the EU's active promotion of regional integration. Within the context of these cases, this article explores what type of international power the EU wields, how interregionalism is embedded in that power, and how it is deployed. Combining strands of literature on EU–Latin American relations, interregionalism, EU external policy and power provides a framework within which interregionalism can be understood as an important normative and practical tool for the EU's external power projection. Drawing on official documentation and interviews with key individuals, the paper highlights the EU's articulation of power in interregional relations and reflects upon its mixed success. It concludes that, while imperial qualities and aspirations can be observed in the EU's penchant for interregionalism, the transformative power of the EU remains limited.  相似文献

During the 1930s and 1940s Keynes developed the vision of a world in which every country would be able to pursue its own New Deal. He believed in the Second World War that Anglo‐American partnership would provide the foundations of this benevolent new order. But his enterprise was frustrated by Washington's insistence on economic orthodoxy. It was an outcome which left Keynes pessimistic about the prospects for international economic cooperation. However the prejudices of Keynes's first biographer, Roy Harrod, in combination with the political exigencies of the early cold war period, obscured the extent of his disillusionment.  相似文献

The broadening of definitions of security has been reflected in the conceptual development of a variety of European institutions, though a credibility gap seems to exist between their goals and objectives and their ability to take decisive action. Given the fact that the path of EU expansion has now reached into zones of instability, marred by intractable conflicts related to sovereignty, identity, development, and human rights, it is important to examine the borders at the fringes of the EU, and what their conceptual and practical significance is, both for actors already inside the union, but also for actors who are located in zones outside EU borders. It is argued here that these regions present an important challenge to the structures and norms of the EU, and to the notion of sovereignty, and raises the question of international responsibility from a variety of perspectives.  相似文献

The Southeastern Anatolia Project (Güneydogu Anadolu Projesi, GAP), which was designed for the socio-economic development of south-east Turkey, has multiple political and strategic dimensions. While GAP was intended to narrow the socio-economic gap between the south-east and the rest of Turkey through development of the region, and to secure Turkey’s future energy needs, the associated hydro-politics intertwine domestic and geopolitics in relation to water flow to downstream riparian states Syria and Iraq, securing Turkey a geostrategic position in the broader Middle Eastern context in terms of regional hydro-hegemony, while also impacting on relations with Kurds at home and in surrounding states.  相似文献

This article presents evidence of a global trend of autocratization. The most visible feature of democracy – elections – remains strong and is even improving in some places. Autocratization mainly affects non-electoral aspects of democracy such as media freedom, freedom of expression, and the rule of law, yet these in turn threaten to undermine the meaningfulness of elections. While the majority of the world’s population lives under democratic rule, 2.5 billion people were subjected to autocratization in 2017. Last year, democratic qualities were in decline in 24 countries across the world, many of which are populous such as India and the United States. This article also presents evidence testifying that men and wealthy groups tend to have a strong hold on political power in countries where 86% of the world population reside. Further, we show that political exclusion based on socio-economic status in particular is becoming increasingly severe. For instance, the wealthy have gained significantly more power in countries home to 1.9 billion of the world’s population over the past decade.  相似文献

This study examines reforms aimed at strengthening the rule of law in Guatemala implemented since the signing of the peace accords in December 1996. Despite nearly US$200 million in foreign aid to the justice sector, impunity remains the rule, the judicial process is subverted by military and criminal networks, citizen confidence in the judicial system remains low and recourse to non-judicial measures – the ‘privatisation of justice’- is on the increase. It is argued that the institutionally-focused approach to rule of law reform currently predominating in donor thinking ignores the historical context within which understandings of ‘law’, ‘justice’ and ‘rights’ are shaped. Institutions do matter, but only by understanding the role of law in long-run processes of state formation and the dynamic, inter-subjective nature of legal interactions can we begin to understand the specificities of socio-legal change.  相似文献

This article argues in favour of an intra‐disciplinary rapprochement between ‘EU studies’ and those working in the ‘new regionalism’ (NR). I take the issue of democratisation as an example of how scholars of both the EU and NR could usefully learn from each other. European Union studies has recently undergone a ‘normative turn’, through which inter/intra‐disciplinarity has received a fillip; I argue that at both conceptual and empirical levels, new regionalist studies would benefit from a similar mainstreaming of democracy issues and a similarly open approach to inter/intra‐disciplinarity. Moreover, EU studies scholars would benefit both conceptually (an escape from the ‘N=1’ problem that has plagued integration theory, the adoption of a clear critical theory perspective) and empirically (further cases in which to test hypotheses and generate data) from such a rapprochement.1 I would like to thank the three anonymous referees who made such supportive and helpful comments on the first draft of this article. The literature on war endings and peace-building pivots on a concept that it in fact continues to struggle with: peace. I argue that we should abandon the conceptualisation of peace as a condition. By implication, we must also abandon the notion of war-to-peace transition and the underlying teleology that projects peace as a deferred and ambiguous end state. Instead, I propose the term post-war transition. Importantly, the prefix post should not be understood as a temporal breakpoint: a definitive after. Rather, it signals an ambition to address and move beyond, analogous to the term post-colonialism. I subsequently draw on the post-colonial literature to further elaborate my conceptualisation of post-war transition with three propositions, respectively concerning: the discursive politics of retrospectivity; the assertion of sovereignty as the foundational referent of law and political order; and the concept of articulation to juxtapose contingent change and constrained agency. I then apply these ideas to the Sri Lankan case to illustrate what angles and insights my conceptualisation of post-war transition could offer.  相似文献

This paper aims to unpack the politics of NGO activism with the Munda – a minority Adibashi group in Bangladesh. In addition to offering microcredit, NGOs launched educational and awareness building programmes for the Adibashi. Most notably, the Munda are not content to blindly follow the instructions of NGOs – namely, to get educated, find a white-collar job, and develop identity politics – to improve their socio-economic and political positions. Rather, there is growing awareness among the Munda to gather knowledge, which helps them to consciously educate themselves to undertake new activities to improve their condition by interacting with wider society.

Au nom des Adibashis « sous-développés » : les dimensions politiques des ONG et des Mundas au Bangladesh

Cet article cherche à analyser les dimensions politiques de l'activisme des ONG auprès des Mundas – un groupe minoritaire d'Adibashis au Bangladesh. En plus de proposer des microcrédits, les ONG ont lancé des programmes éducatifs et de sensibilisation destinés aux Adibashis. L'aspect le plus remarquable est que les Mundas ne veulent pas suivre aveuglément les instructions des ONG – à savoir suivre une éducation, trouver un emploi dans un bureau et développer des convictions politiques auxquelles s'identifier – afin d'améliorer leur situation socio-économique et politique. Au lieu de cela, on observe une prise de conscience croissante parmi les Mundas qui les pousse à rassembler des connaissances, ce qui les aide à s'éduquer consciemment afin de pouvoir entreprendre de nouvelles activités leur permettant d'améliorer leur condition en entrant en interaction avec la société dans son ensemble.

En nombre de los adibashi “subdesarrollados”: las políticas de las ONG y los munda en Bangladesh

El presente artículo pretende desmenuzar las políticas que sustentan las acciones llevadas a cabo por las ong con los munda –un grupo minoritario de adibashi en Bangladesh. Además de ofrecer esquemas de microcrédito, las ong impulsaron programas educacionales y de concientización para los adibshi. Sin embargo, cabe hacer notar que los munda no se conforman con seguir ciegamente las instrucciones de las ong –centradas en la educación, en encontrar un empleo de “cuello blanco” y en desarrollar políticas de identidad– para mejorar su situación socioeconómica y política. Por el contrario, entre los munda existe una creciente conciencia acerca de la necesidad de acumular conocimientos que les ayuden a educarse conscientemente, lo que les permitirá emprender nuevas actividades que mejoren su situación relacionándose con la sociedad más amplia.

Em nome da comunidade “subdesenvolvida” de Adibashi: as políticas de ONGs e do Munda de Bangladesh

Este artigo visa examinar as políticas do ativismo de ONGs com o Munda – grupo minoritário Adibashi em Bangladesh. Além de oferecer microcrédito, as ONGs lançaram programas educacionais e de conscientização dos Adibashi. Sobretudo, o Munda não está disposto a seguir cegamente as instruções das ONGs – isto é, estudar, encontrar um emprego administrativo e desenvolver políticas de identidade – para melhorar suas posições sócio-econômicas e políticas. Em vez disto, há uma conscientização crescente entre os participantes do Munda para obter conhecimento, que os ajude a ensiná-los conscientemente para que realizem novas atividades para melhorar suas condições através de uma interação com a sociedade mais geral.  相似文献

During the early Cold War, Britain and the US fashioned a set of arrangements described collectively in this article as the ‘postwar petroleum order’, which appropriated Persian Gulf oil to fuel European reconstruction and defence. When Saudi Arabia organized a state oil‐tanker company with Aristotle Onassis in 1954, it challenged the terms of those arrangements. The affair provides a case study in contrasting British and American approaches towards oil diplomacy and Arab nationalism. Whereas London crusaded for an Anglo‐American campaign to abolish the Saudi‐Onassis company, Washington wanted the Arabian‐American Oil Company to accomplish the same objective by providing financial incentives to King Sa'ud's government.  相似文献
