较之于宏观层次的区域合作,作为区域合作微观形式的跨境微区域合作具有空间范围小、投入资金少、地方性行为体的作用更为突出、对国家间关系的整体影响小等特性,这使得在跨境微区域合作中跨境社会资本往往能发挥更为重要的作用。跨境社会资本对跨境微区域合作的影响主要通过其所具有的密度、关键节点中心势两条路径予以实现:一方面,随着跨境社会资本密度的不断增大,各跨境行为体间的交易成本随之越低,跨境微区域合作成功的概率增大;另一方面,随着跨境社会资本关键节点中心势的不断集中,集体行动困境更容易被克服,跨境微区域合作成功的概率也会增大。本文运用Cox比例风险模型对上述影响路径进行了检验,证明了跨境社会资本对于跨境微区域合作存在着显著的正向影响力。  相似文献

边疆治理是国家治理的重要内容。云南由于特殊的地理位置,中缅、中老、中越边民跨境通婚现象呈现出急剧上升态势。边民跨境通婚是跨国婚姻的特殊形式,延伸的是居留、国籍及移民社会融入等问题,从而涉及到国家主权和法律制度、国际关系、边境安全、边疆稳定及社会和谐等问题。这些问题已超出了地方政府管辖权限,溢出了社会治理的狭窄范围,须上升到国家治理的高度,通过发展和完善国家法律法规及各项制度,协调国际关系,创新治理体系,尊重历史,正视现实,在治理实践中探索相应的政策措施,进行综合治理。  相似文献

全球伦理(Universal Ethics),又译为"普世伦理"、"普遍伦理"或"世界伦理",是在全球化趋势进一步发展的背景下涌现出来的新的学术概念.最初见于德国神学家孔汉思所著的<全球责任>(1990年)一书.其系统的表述见于为纪念"世界宗教议会"召开100周年而于1993年8月28日至9月4日在芝加哥召开的世界宗教议会大会上通过的<世界宗教议会走向全球伦理宣言>(Universal Declaration of Global Ethic),来自世界各地的120多个宗教团体的代表参加了此次会议,会后全球伦理问题逐渐成为国际学术界讨论研究的热点.近几年来,我国学术界对此问题也展开了深入的研究和讨论,现将研究状况综述如下.  相似文献

Metropolitan regions have become one of the most appropriate scales to define efficient governance networks for economic and territorial development. The state still is the key actor of these partnerships. Yet the question remains whether cross-border metropolitan regions represent a new point of reference that puts state power in question or whether they only reorganize it. The centrality of state power will be examined by looking at two networks of actors (public transport and territorial marketing) working at the Eurometropolis Lille–Kortrijk–Tournai. The results reveal that a triple-faceted state power has emerged to define and organize cross-border metropolitan management.  相似文献

The article discusses the determinants of local government contact networks within cross-border cooperation organizations (Euroregions). Relying on social capital theory, a combination of social network and qualitative analytical tools are applied on data from two Scandinavian and two East Central European cases. The analysis reveals that, even in favourable circumstances, contact networks are thin and Euroregions fail to develop into truly integrated political spaces. The analysis also shows that contact patterns on one side of the border, determined primarily by inter-municipal cooperation, will matter for how contact networks are formed across the border. The findings are important, as membership in a Euroregion is expected to foster cross-border political relationships that could have possible spillover effects in terms of encouraging policy cooperation outside the framework of the Euroregion, which in turn would enhance the likelihood of well-functioning cross-border governance spaces.  相似文献

富民强国的国家目标使得近代以来的刑法移植从一开始就具备功利的价值追求。这种功利性的价值追求使得刑法移植常常表现出分裂的性格,即内容和形式的分裂。从内容看,移植的刑法资源与中国的传统刑法文化不相适应,阻碍了刑法的司法适用;从形式看,移植的刑法又与中国传统刑法有非常高的相似性。刑法移植过程中出现这种分裂性现象不仅不可避免,而且恰恰是我国刑法近代转型中所必须正视的问题。  相似文献

本文总结了铁路公安机关在追逃斗争中暴露出的一些问题:一是利用铁路流窜的逃犯日益增多,常规的查缉方法不能适应斗争需要;二是逃犯的生存空间不断扩大;三是经费匮乏制约追逃工作的开展;四是配合协调不够,削弱了整体合力;五是上网逃犯信息质量不高,存在问题较多。对如何在新形势下开展好追逃工作,本文提出了以下几点措施:(1)加强组织领导,树立长期作战的思想;(2)突出站车重点,进一步发挥网上作战的优势;(3)提高科技含量,实现追逃工作信息化;(4)抓好暂寄住人口管理,消除逃犯的生存空间;(5)建立健全协作制度,发挥整体作战的效能;(6)综合运用各种手段,扩大追逃工作成果。  相似文献

In this article, we examine whether lack of ideological congruence with the viable party options discourages turnout, and under which conditions. We conceive congruence from the perspective of the individual citizen, and, drawing on policy-based arguments for non-voting, we hypothesize that: having no party in the political menu sharing similar views should especially reduce turnout of citizens holding extremist views and that this effect would be greatest in proportional electoral systems. Relying on data collected by the Comparative Study of Electoral Systems (CSES), we show that lack of congruence with the electoral menu reduces extremists’ turnout and does so particularly in PR systems.  相似文献

This paper provides evidence of how national borders affect the structure of policy networks. Our analysis of the Basel cross-border metropolitan region located across Switzerland, France and Germany considers the case of public transportation in border regions. Using a social network analysis of the relationships between 44 actors, we show that national borders play a diminishing role in the formation of policy networks for both information exchange and decision making. Local actors develop different brokerage roles according to their country of origin: Swiss actors function as coordinator and representative brokers vis-à-vis actors located in France and Germany.  相似文献

In the Riau Islands of Indonesia significant numbers of women have entered into marriages with men from the nearby countries of Singapore and Malaysia. In many cases, neither spouse migrates after marriage: instead, husband and wife continue to reside in their country of origin. Their close geographical proximity means that the couples can see each other regularly while at the same time taking advantage of the economic opportunities presented by living on different sides of the border. These cross-border marriages challenge the normative model of the nuclear cohabiting couple/family. Our research into the motivations and desires of these cross-border couples living in the Riau borderlands reveals that space and mobility mediate their interactions with the Singaporean, Malaysian and Indonesian states, thus producing localized accounts of citizenship in which class mobility (rather than physical mobility) becomes the dominant frame through which they view state regulation of marriage and migration. This research challenges the state-centric tendencies in some of the scholarly literature on international and transnational marriage which places overwhelming emphasis on the ability of states to regulate access to citizenship rights. In presenting a view of inconsistent and sometimes incoherent states, we highlight the significant differences between perceptions of state influence and actual state practices in relation to the regulation of international marriages.  相似文献

This article examines cross-border integration at the sub-state level in the frame of a European Grouping of Territorial Cooperation (EGTC). The EGTC is a supranational and directly applicable EU legal instrument that regulates the creation of cross-border ‘associations' with legal personality between public authorities. Thus, it represents a policy tool that can have an effect on the institutional frame of cross-border cooperation and potentially enhance cross-border institutional integration at the sub-state level. The aim of this article is to examine the potential effect of this EU instrument on cross-border institutional integration by studying the institutional architecture of selected EGTCs. This is done on the basis of an analytical grid that defines elements of a possible integration process based on an institutional-oriented approach. This analytical grid is applied to four case studies: the Eurométropole Lille-Kortrijk-Tournai, the EGTC Ister-Granum, the Pyrenees-Mediterranean Euroregion and the European Region Tyrol-South Tyrol-Trentino. The empirical analysis shows that despite the considerable improvement of the legal basis for cooperation, the possible effect of the EGTC for further institutional cross-border integration is still rather limited due to a narrow design of institutions and a low level of actor involvement.  相似文献
