户籍:一种对中国城市化制度性的扭曲

探究中国的城市化问题,重要的不是要找到最理想的城市化模式或最佳的城市化水平,而是要追求城市化进程中的合理性、协调性和正义性。反思户籍制度对城市化的影响,要更加关注户籍制度对城市化进程中城乡之间、城市之间及区域之间自然关系的扭曲。户籍"城墙"导致了社会经济二元结构、城市等级制和区域社会发展不均衡。户籍制度主要通过粘附、控制和排斥三种机制达至对城市化进程的扭曲。消除或缩小这些负面影响,需要重点从三个方面推进户籍制度的改革:一是建立公民统一的户口身份制;二是剥离居民户口的社会分配功能;三是保障公民自主选择户口迁移权。所有的改革最终要落实到法律层面,应尽快制订新的《户籍法》。     

“农民工市民化”与城市治理体系的重构

城市化进程中的"农民工市民化"及其"一体化融入"城市,将是中国全面现代化的巨大进步,也无疑是中国未来一二十年内最大的治理问题和政治问题,这不仅事关产业升级和经济发展,也事关社会分层和社会稳定,更事关政治发展和民主化建设。而现有的户籍制度、教育医疗体系和各种社会保障制度,构成了"农民工"深度融入城市的制度性壁垒,加之"农民工"自身的局限和融入条件,使"农民工市民化"及其"一体化融入"城市艰难复杂。未来中国的城市化进程,"农民工市民化"及其"一体化融入"城市必然涉及经济、政治、社会和文化"一体融入"的制度改革和政策调整,也要求城市治理体系的深化改革与重新构建。     

面对城市化进程 社区建设怎么办

城市化和社区建设是一个问题的两个方面,社区建设在城市化进程中产生,又推进城市化进程。因而,社区建设既是城市化发展的结果,又是城市化发展的助推器。社区建设与城市发展具有高度的一致性社区建设是城市发展的主题。市场经济的发展使社会成员固定地从属于一定社会组织的管理体制被打破,大量的“单位人”转化为“社会人”。从深化企业改革剥离出来的社会职能和从政府职能转变中转移出来的服务职能,客观上要由城市社区来承担。随着流动人口的增加,大量农村人口流入城市居住、就业,在流动人口促进城市经济发展的同时,也带来了一系列社会问题…     

加快农民工城市化进程的若干措施讨论

当前,我国已取消了区分农业人口与非农业人口的户籍管理制度,但人们发现我国城市化进程并不理想,据统计,我国仍有2亿以上在非农部门就业的“农民”无法实现“城市化”,城市化进程严重落后于农村劳动力向城市的转移速度,造成这一现象的原因,是我国长期并存的城、乡两个福利体系并没有因户籍制度的改革而有所改变,而与此同时,我国并未建立起帮助农民工从农村福利体系,     

户籍制度改革思考

户籍制度是我国重要的行政管理制度。我国现行户籍制度制约了公民的迁徙自由,造成了公民身份的不平等,造成城乡二元社会结构的分化,拉大了城乡贫富差距,出现人户分离的现象,不利于社会管理,不利于劳动力资源的流动和市场经济的发展,不利于城市化进程。我国应推进户籍制度改革,尽快制定户籍法。

“二元化”的户籍制度实施了整整半个世纪．世事变迁,如此户籍制度给国家经济建设、社会管理做出了巨大的贡献。同时,也让众多的民众为此付出了巨大的利益牺牲。而且,也使他们的生存、发展的空间愈来愈窄小。 改革开放30年来,以消灭“剪刀差”“城市反哺农村”“打破城乡差别”等为诉求而出现的户籍改革呼声一浪高过一浪。但是,“同命不同价”“就业歧视”“高考迁徙大军”“高额入学赞助费”等怪异现象却实实在在反映出之前改革的“虚拟”或“疑似“因素,证明着改革呼声并没有得到强有力的响应。 2008年两会期间,公安部会同其他14部委再次发出声音：户籍改革正在协商之中。“没有明确的时间表”“没有切实可行的行进计划”“城乡差别不能一蹴而就”等现实与说辞让人更是觉得户改遥遥无期。 随着全球化的进程,中国正在创造人类有史以来规模最大的工业化和城市化浪潮。户籍改革的意义极为深远,因为只有生活方式和文明形态的变化,才是和谐社会最为深刻、最为实质的变化。     

略论城市化进程中的公安工作
