Several scholars agree that low political trust has fundamental negative implications for society at large. This study tests the power of institutional performance theory in explaining the differences between individuals in political trust (cross‐sectional) and fluctuations of political trust over time (longitudinal). Indeed, the dominant scholarly debate has concerned whether political trust is stable and dependent of endogenous factors such as political socialization and social trust, or whether it is exogenous (i.e., in constant fluctuation due to later experiences with institutions and the outputs they produce). In terms of cross‐sectional differences, the aim is to assess the relative impact institutional performance on political trust of a citizen. As regards the longitudinal approach, political trust varies over time and from an explanatory perspective it is important also to understand how well the institutional performance theory predicts over‐time variation of political trust. The study employs repeated European Social Survey data for Finland between 2004 and 2013. The results show, first and foremost, the strong impact of evaluations of institutional performance on political trust: satisfaction with government and economy explains differences both between individuals and over time. Social trust and welfare state performance are also strong predictors, but they explain differences only at the individual level and do not predict over‐time variations.  相似文献

What determines countries’ successful transition to democracy? This article explores the impact of granting civil rights in authoritarian regimes and especially the gendered aspect of this process. It argues that both men's and women's liberal rights are essential conditions for democratisation to take place: providing both women and men rights reduces an inequality that affects half of the population, thus increasing the costs of repression and enabling the formation of women's organising – historically important to spark protests in initial phases of democratisation. This argument is tested empirically using data that cover 173 countries over the years 1900–2012 and contain more nuanced measures than commonly used. Through novel sequence analysis methods, the results suggest that in order to gain electoral democracy a country first needs to furnish civil liberties to both women and men.  相似文献

In Westminster systems, governments enjoy strong agenda‐setting powers but are accountable to an inquisitorial opposition. This article provides insights into the origins of this arrangement from the British House of Commons, drawing primarily on a new data set of a half million parliamentary speeches. We show that, according to a novel measure we develop, government ministers became more responsive to opposition members of parliament in the same period that the government's agenda power was most conclusively strengthened—roughly, the two decades culminating in Balfour's “railway timetable” of 1902. We argue that this increase in responsiveness helps to explain why opposition members of parliament acceded to reductions in their procedural power. We thus highlight a link between government strength and opposition scrutiny in the historical development of the Westminster system.  相似文献

This article examines how political institutional structures affect political instability. It classifies polities as autocracies or democracies based on three institutional dimensions: election of the executive, constraints on executive decision-making authority, and extent of political participation. It hypothesizes that strongly autocratic and democratic regimes will exhibit the greatest stability resulting from self-enforcing equilibria, whereby the maintenance of a polity's institutional structure is in the interest of political elites, whether through autocratic or democratic control. Institutionally inconsistent regimes (those exhibiting a mix of institutional characteristics of both democracy and autocracy) lack these self-enforcing characteristics and are expected to be shorter-lived. Using a log-logistic duration model, polity survival time ratios are estimated. Institutionally consistent polities are significantly more stable than institutionally inconsistent polities. The least stable political systems are dictatorships with high levels of political participation. The most unstable configuration for polities with an elected executive is one where the executive is highly constrained, but the electorate is very small.  相似文献

This paper explores the content of the Australian foreign and defence policy agenda over the past 50 years, finding evidence of both continuity and change. Australian political leaders have generally committed to cooperation with international institutions, wealth creation through engagement with Asian economies in particular, and security through the American alliance. In this period, changes in foreign policy approach either concerned marginal issues or were driven significantly by exogenous factors: by changes in the international environment or by global events that propelled a reconsideration of Australian foreign and defence policy interests. However, periods of policy change and significant public attention in – particular around the Vietnam and Iraq wars – illustrate the continued relevance of political choices and agency. Both conflicts and debates around them ushered in changing foreign and defence policy considerations, and both raised fundamental questions about Australian security and independence in the context of the American alliance.  相似文献

What role does the international diffusion of gender norms play in determining recent increases in women's political representation? We argue that norm diffusion has larger positive effects on women's cabinet representation than on women's legislative representation. We also show that within cabinets, norm diffusion affects low‐prestige appointments more than high‐prestige appointments. We test these arguments using an original database of ministers from 1979 to 2009 and find that the association of women's representation with three separate indicators of international diffusion—levels of women's representation among neighboring states, levels of women's representation among intergovernmental organization partners, and time since ratification of the Convention on the Elimination of All Forms of Discrimination against Women—is consistent with our arguments.  相似文献

Electoral turnout in Norway has been declining over a long period for local elections and, at the four most recent Storting elections, turnout has been at a lower level than in the preceding 25 years. This article investigates whether the fall in turnout generalises to other forms of political participation and political involvement. Data from the Norwegian Election Studies 1965–2001 and the Norwegian Values Studies 1982–1996 are analysed. In contrast to the decline of turnout, the authors find that the broader political activity of citizens has increased. The rise in political involvement and activism is quite widespread, covering dimensions like political interest, political discussion and political action. The increase includes forms of participation where political parties play a strong role and in direct action where parties are supposed to be less important. Education is strongly associated with most forms of civic participation and the rise in educational levels normally leads to an increase in participation rates. Data show that women are now as active as men in most dimensions of participation. In Norway, turnout at elections displays one pattern over time, while other indicators of political participation and involvement show different trajectories. There is no general civic decline. Using political involvement and participation as a criterion for judging the state of democracy, and taking into account the whole set of indicators studied in this article, one may reasonably conclude that Norwegian civic democracy is in better health than if one focused only on the fall in electoral turnout.  相似文献

Building on the burgeoning literature on the association between the welfare state and the environmental state, this study empirically examines how the politics of the former has affected the development of the latter. We suggest that the size of the welfare state shapes the calculus of environmental policy costs by partisan governments. A generous welfare state lowers the costs perceived by the left‐wing government, as large redistributive spending allows the government to mitigate the adverse impact of the new environmental policy on its core supporters, industrial workers. A generous welfare state also implies diminished marginal political returns from additional welfare commitment by the left‐wing government, which lowers the opportunity costs of environmental policy expansion. To the contrary, because of lower overall regulatory and taxation pressure, a small welfare state reduces the costs of environmental policy expansion as perceived by a right‐wing government. Our theoretical narrative is supported in a dynamic panel data analysis of environmental policy outputs in 25 Organisation for Economic Co‐operation and Development member states during the period 1975–2005.  相似文献

Local government party systems are not necessarily copies of the national party system. In many countries, local party systems have come to resemble the national one more and more – a process Rokkan termed ‘party politicisation’. The traditional expectation has been that the take‐over of local politics by political parties, through a gradual process of societal modernisation, would eventually be complete. More recently, however, it has been suggested that reorganisations of the institutional set‐up – that is, amalgamations of municipalities – could entail developments in the degree of local party system nationalisation. This article investigates cultural and institutional explanations for party politicisation by analysing the Danish case from 1966 to 2005 – a period that witnessed both major amalgamation reforms and periods of stability in the local government structure. The data suggest that dramatic party politicisation does not lend itself to cultural explanations, but originates exclusively from changes in the institutional set‐up. Party politicisation is not a gradual process, but comes – at least in Denmark – in leaps coinciding with major reorganisations of the local government structure.  相似文献

Native Americans are unique among domestic actors in that their relations with the U.S. government involve treaty making, with almost 600 such documents signed between the Revolutionary War and the turn of the twentieth century. We investigate the effect of constitutional changes to the treating process in 1871, by which Congress stripped the president of his ability to negotiate directly with tribes. We construct a comprehensive new data set by digitizing all of the treaties for systematic textual analysis. Employing scaling techniques validated with word‐use information, we show that a single dimension characterizes the treaties as more or less “harsh” in land and resource cession terms. We find that specific institutional changes to treaty‐making mechanisms had little effect on agreement outcomes. Rather, it is the relative bargaining power of the United States economically and militarily that contributes to worsening terms for Indians over the nineteenth century.  相似文献
