In a watershed moment for regional cooperation, the ASEAN Framework for Regional Comprehensive Economic Partnership（RCEP） was endorsed by leaders at the 19th ASEAN Summit in November 2011. Just as APEC and CAFTA did many years ago, the new ASEAN initiative drew immediate, widespread attention, triggering talks on its future influence on the regional economy. After all, this flee-trade arrangement covers half of the global population and a third of global GDP. People have concerns about the potential influence of the new initiative on the Asia-Pacific region＇s cooperation structure.

＂Color Revolutions＂ and Beyond

Astring of media-coined "color revolutions" broke out in Georgia, Ukraine and Kirgyzstan one after another inside the Commonwealth of Independent States since October 2003,reminiscent of the drama of collapse of the former Soviet bloc at the turn of the 1990s. Why those upheavals came hot on the heels of the Soviet disintegration merely a dozen or so years ago? Are we expecting more Domino effects down the road? What geographical repercussions will they spark? We have invited some experts over from the China Institutes of Contemporary International Relations to air their views on these interesting issues.     

＂Deindustrialization＂ and Sino-Brazilian Ties

After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of ＂re-industrialization＂ and Brazil published a plan to develop its industrial sector between 2011 and 2014. China＇s industrial sector has rapidly developed. ＂Deindustrialization＂ sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that ＂deindustrialization＂ has caused and this has had an increasing effect on China＇ s relations with these countries. It reflects China＇ s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with ＂deindustrialization＂ and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.

Characteristics of the ＂Islamic State＂

The extreme organization that calls itself the ＂Islamic State＂ has alarmed the world with its rapid rise and grave damage while drawing sharp censure from numerous directions. In his speech on the strategy of dismantling the ＂Islamic State of Iraq and Syria,＂ American President Barak Obama＇ s called it ＂a terrorist organization, pure and simple.＂ 1 Rooted in Middle East turmoil, facilitated by the irresponsible policies of the great powers and nearby countries, the ＂Islamic State＂ （also known as ISIS or ISIL） stands out from among regional terrorist organizations in a number of vital characteristics. ISIS, disowned by the A1-Qaeda, nevertheless challenges it and seems to gain the upper hand. What lies behind its success are at least two powerful characteristics： its religio-political ambition to establish a recognizable country, and its ability to entice the zeal of Western jihadists.     

China-Central Asia ＂Twin-Track＂ Energy Cooperation

China＇s large-scale investment in Kazakh oil and gas resource development ushered in a new era of China-Kazakhstan bilateral trade in the late 1990s. This lifted cooperation between China and the five countries in Central Asia to a new level, opening the China-Central Asia energy channel and bringing the ＂Silk Road economic belt＂ into being. Central Asia and China＇s Xinjiang Uygur Autonomous Region, areas which are both abundant in renewable energy, should fully utilize their geopolitical advantages as neighbors by means of Xinjiang＇s rapid growth. Projecting a twin-track mechanism of developing both renewable and non-renewable energy resources is of great significance to both China and Central Asia.     

Some Thoughts on ＂Harmonious Globalization＂

This article argues that ＂Harmonious Globalization＂ offers a platform for harmonizing the positive and negative aspects of the current U.S.-led economic globalization that reflects the objective laws of human development. The article attempts to chart the path ahead for the world economy in the context of economic globalization, pervasive poverty/inequality, the resultant worldwide political awakening, the degradation of global ecosystems, and the current turmoil in financial institutions. The global challenge ahead will be three-fold： to bring the excluded 1/3 of the world＇s population into the open trade system; to encourage emerging markets like China and India to carry on with open policies and to persuade the developed Western nations to adhere to an open trade system and resist the temptations of trade protectionism. Free market access should be offered to those marginalized countries, the so-called ＂failed or failing states＂ that have been excluded from and angered by the globalization process. The growth in prosperity of these nations will open up a vast potential market for the world.     

Chinas ＂Host Diplomacy＂： Opportunities

When asked for his outlook on China＇s 2014 diplomacy at a press conference in early 2014, Foreign Minister Wang Yi listed w the Conference on Interaction and Confidence-Building Measures in Asia （CICA） and the informal summit meeting of Asia-Pacific Economic Cooperation （APEC）, both of which are in China this year, as the country＇s two key diplomatic events in 2014. He labeled these two events as examples of China＇s so-called ＂hosr diplomacy.＂     

A ＂Unified Theory＂ for IR Theories

This article puts forward a ＂unified field theory＂ for international relations （IR）. It first divides current western IR theories into hard and soft categories, then points out conceptual fallacies of the three major debates in the history of Western IR theories by using this categorization as an analytical guide. The Evolution of American ＂New Politics＂

Since the Presidential election in 2012, the ＂fiscal cliff＂ issue has plagued the United States. Although this issue relates to the economy, it reflects the unprecedented political polarization brought by the ＂New Politics＂, an escalating conflict between ＂Red America＂ and ＂Blue America＂. The ＂New Politics＂ refers to the intensifying and increasingly ill-tempered rivalry between the Republicans and Democrats, which has seen a decline in presidential authority, a deepening of divisions in society, and a shrinking of the political middle ground. In the past, the tension between the two main political parties was regarded as the motive power of U.S. politics, a source of dynamism and innovation. Now, partisan conflict is preventing both sides from seeking common interests, and seems to have become a struggle only for party interests.     

Another ＂Complementarity＂ in Sino-Australian Security Cooperation

This paper examines how China has played a "responsible" role in international humanitarian post-disaster assistance by taking the example of China’s assistance to post-tsunami Aceh,and explores policy implications with regard to future Sino-Australian security cooperation.China and Australia took inconsistent approaches to assistance in Aceh,which derived from their different understandings of international "responsibility".However,the inconsistencies do not necessarily hamper cooperation between the two.Rather,it is because of these inconsistent approaches that the two countries’ cooperation can develop into comprehensive and multifaceted assistance.The key to successful cooperation between the two countries,this paper argues,is the notion of "complementarity".In policy documents on bilateral relations,Chinese and Australian policymakers emphasize the "economic complementarity" between the two,but this "complementarity" is also useful when the two explore the way in which they will cooperate on security issues.One example of this complementary approach with regard to assistance for Aceh is the Australian effort to promote stability in both tsunami and non-tsunami affected areas,and Chinese economic investment in Aceh,in keeping with the Acehnese local expectations of long-term economic development and more employment opportunities,which are the foundation stones of stability.While these efforts are not consistent,they are highly complementary to each other,and have great potential to encourage peace and stability in Aceh.
