Personal interactions between clients and street‐level bureaucrats are significant in explaining why street‐level bureaucrats behave as they do. Not all bureaucracies that apply program rules to individuals, however, engage face‐to‐face with their clientele. As more intake procedures are automated, such “one‐on‐one” encounters decrease. The author generates and tests hypotheses about frontline bureaucratic decision making in the Social Security Disability program, by applying bounded rationality theory. The findings show that eligibility decisions by street‐level bureaucrats are affected by their adherence to subsets of agency goals and perceptions of others in the governance system. How quickly they make decisions also has an impact. There is no evidence that the way in which bureaucrats evaluate clients explains their decisions when they lack face‐to‐face contact.  相似文献

Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

Governments use different regulatory instruments to ensure that businesses owners or “inspectees” comply with rules and regulations. One tool that is increasingly applied is disclosing inspectees’ performance information to other stakeholders. Disclosing performance information has consequences for street‐level bureaucrats because it increases the visibility of their day‐to‐day work. Using a survey (n = 507) among Dutch inspectors of the Netherlands Food and Consumer Product Safety Authority, this article shows that the disclosure of performance information has an impact on enforcement style at the street level. Findings show that perceived disclosed performance information positively enhances all three dimensions of street‐level bureaucrats’ enforcement style (legal, facilitation, and accommodation). This effect is strongest for facilitation and accommodation and weakest for the legal style. Perceived resistance by inspectees partly explains this effect. Contrary to expectations, more perceived disclosure does not result in more but in less perceived resistance of inspectees by street‐level bureaucrats.  相似文献

Stereotype use in street‐level work and discretionary judgments is important because of the possible introduction of bias. This article contributes to the study of stereotypes in street‐level work by suggesting that stereotypes are related to both cognitive and social uncertainties. A distinction between uncontrolled stereotype activation in the interpretation of information and controlled stereotype application in decision making is made to allow for a more nuanced study. A unique design combining semistructured interviews and a vignette experiment is presented to accommodate this theoretical framework. Results show that stereotype activation is conditioned by class difference and involves both categorization and simplified assumptions. Stereotype application is conditioned by class as well as by the homogeneity of the social contexts of street‐level institutions. These results suggest that in order to decrease stereotypical bias in frontline encounters, one solution may be to increase social heterogeneity.  相似文献

Under what conditions will street‐level bureaucrats act as policy entrepreneurs? Drawing on the case of social workers working with disadvantaged populations in the context of urban renewal in Israel, we suggest a framework for addressing this question. The research contributes to the literature of public administration and policy both by analyzing the strategies these entrepreneurs adopt to increase their influence on policy design and by proposing that the combination of perceptions of an acute crisis situation, lack of effective knowledge in the area, and the demand for innovation and activism leads street‐level bureaucrats to adopt innovative strategies aimed at influencing policy.  相似文献

In recent decades, the introduction of market principles has transformed public service delivery into a hybrid. However, little is known about how these changes are reflected in the attitudes of private implementing agents: The hybridization literature neglects individuals, and street‐level bureaucracy research has disregarded hybridization. This article extends Hupe and Hill's ( 2007 ) accountability regimes framework to introduce the market as an additional accountability regime alongside state, profession, and society. Using a configurational approach, the article explores how public and private food safety inspectors in Switzerland perceive the multiple norms for behavior stemming from their environment. Results suggest that the plural accountabilities of for‐profit street‐level bureaucrats can increase the dilemmas involved in their work. Under certain circumstances, for‐profit street‐level bureaucrats have particular difficulties reconciling rule pressure with market incentives and client demands. The extended accountability regimes framework fruitfully captures such dilemmas and helps identify suitable governance responses.  相似文献

Although social equity has been a formal pillar of public administration for decades, identifying mechanisms through which public officials inadvertently reproduce unfair conditions remains a relevant topic. In particular, it is important to understand how the habits and practices of street‐level bureaucrats may result in an unjust allocation of public resources. This article provides evidence on how the administrative discretion conferred on school principals may result in an efficient but unfair condition regarding the allocation of students across schools, thus undermining social equity. By exploiting a natural experiment, we are able to provide reliable evidence on how controlling administrative discretion decreases the segregation of students based on their socioeconomic status.  相似文献

It is well established that bureaucrats’ implementation of policies is influenced by their own policy positions, that is, their attitudes toward the given policies. However, what affects the policy positions of bureaucrats? This article focuses on whether the policy positions of bureaucrats at the front lines of government are susceptible to frames and cues embedded in communication. Based on the notion that bureaucrats often adhere to certain professional norms when developing their attitudes toward policies, the authors hypothesize that communication frames and cues that align policies with such norms move bureaucrats’ policy positions in favor of the policy. Results of four studies in European and American settings among mid‐ and street‐level bureaucrats show support for the hypothesized effect. They also show that aligning policies with dimensions outside professional norms is ineffective, possibly even producing opposite effects.  相似文献

Various public administration jobs are described as “impossible,” meaning that they have an unpopular or illegitimate client base, stakeholders have conflicting values, and leaders and their agency's mission are continually questioned. Although this framework is widely used, it has also become overgeneralized. The authors propose three theoretical extensions to understanding impossible jobs based on findings from a three‐year multimethod study of riot policing. First, a distinction can be drawn between impossible jobs and impossible tasks. Second, the relationship between impossible jobs and street‐level bureaucracy is clarified; the case of riot police shows that some street‐level bureaucrats face impossible tasks. Third, the authors show that the conceptualization of the client base has been overly static—in some situations, the client base fractures, or grows rapidly, and legitimacy can change in real time.  相似文献

This article considers the relationship between law and democratic politics as manifest in the practice of ‘street‐level bureaucracy’. By glancing back to debates about citizenship and public administration between the two world wars, it sets contemporary concerns about the political constitution in broader context. In doing so, it discloses a fundamental division between conceptions of the state derived from Roman jurisprudence on the one hand, and ancient Athenian political practice on the other. It finds in the tragic dilemmas posed for street‐level bureaucrats—by the competing claims on their values—a test of individual moral agency and of democracy as the management of diversity. It concludes that what is at stake in our estimation of street‐level bureaucracy is not so much the purity of the ‘judicial mind’ as the complexity of the ‘democratic soul’ and the ‘connected society’.  相似文献

The use of information and communication technology (ICT) is rapidly changing the structure of a number of large, executive public agencies. They used to be machine bureaucracies in which street‐level officials exercised ample administrative discretion in dealing with individual clients. In some realms, the street‐level bureaucrats have vanished. Instead of street‐level bureaucracies, they have become system‐level bureaucracies. System analysts and software designers are the key actors in these executive agencies. This article explores the implications of this transformation from the perspective of the constitutional state. Thanks to ICT, the implementation of the law has virtually been perfected. However, some new issues rise: What about the discretionary power of the system‐level bureaucrats? How can we guarantee due process and fairness in difficult cases? The article ends with several institutional innovations that may help to embed these system‐level bureaucracies in the constitutional state.  相似文献

How do bureaucrats respond to administrative reform in relation to their overall administrative goals? The authors test the bureau‐shaping thesis, which holds that bureaucrats’ preferences for certain kinds of roles and tasks motivate their support for bureau reform. Drawing on attitudinal and behavioral data from a survey of English local government officials, the findings underscore how bureaucrats with different interests and motivations sort themselves into job types. Their preferences drive support for reform, which, in turn, strengthens the executive structure of English local government. Drawing on the literature on bureaucratic responses to institutional reform, the authors offer a more nuanced portrayal of bureaucratic preferences in line with the bureau‐shaping model. A key conclusion: political principals need improved empirical awareness of bureaucratic preferences when undertaking public institutional reforms.  相似文献

A substantial literature links passive bureaucratic gender representation to better outcomes for represented citizens. However, because existing studies have been carried out primarily at the organizational level, it is not known whether these effects are caused by individual‐level interaction or by organizational processes. This article investigates whether gender matching in individual relationships affects citizen outcomes. The context of the study is a program in which young job seekers without vocational training were assigned to a job counselor for one‐on‐one meetings. The article finds that gender matching has a positive effect on citizen outcomes and that this effect is partly explained by an increased level of effort on the part of the citizen. This implies that citizen outcomes can be improved by matching bureaucrats and citizens of the same gender or by providing training to bureaucrats to enable them to better serve citizens of the opposite gender.  相似文献

This study investigates circumstances that affect individuals’ decisions of whether or not to flee their homes during civilian conflicts. Building on the “choice‐centered” approach to studying forced migration, I test the argument that people make a decision to flee or stay even under highly dangerous circumstances. Using primary data collected through a public opinion survey in Nepal, I test a number of hypotheses regarding the impact of factors such as violence, economic opportunity, physical infrastructure or geographical terrain, and social networks on forced migration, providing an individual‐level test of the choice‐centered approach to studying forced migration. The empirical results are consistent with the major hypotheses developed in aggregate‐level studies and provide better insights into the factors that affect individual‐level behavior. Beyond conflict, there are a number of significant economic, social, physical, and political factors that affect individuals’ choice to flee.  相似文献

Studies of race representation in public organizations illustrate the importance of bureaucrat race in determining client‐level outcomes. Building “upward” from this research, this study examines how supervisor race impacts outcomes for street‐level bureaucrats using data from a nationally representative sample of public schools. Employing multiple estimation methods, we find that, consistent with the predictions of representation theory, teachers report higher job satisfaction and turn over less often when supervised by an own‐race principal. We also find that race congruence impacts the tangible and intangible organizational benefits teachers receive, and, moreover, that race congruence impacts white and African American employees differently. Most troubling, we find evidence that black teachers earn substantially less in supplemental pay when they work for a white principal, even when compared to white teachers in the same school. © 2011 by the Association for Public Policy Analysis and Management.  相似文献

The rapid growth of knowledge in disease diagnosis and treatment requires health service provider organizations to continuously learn and update their practices. However, little is known about knowledge sharing in service implementation networks governed by a network administrative organization (NAO). The author suggests that strong ties enhance knowledge sharing and that there is a contingent effect of third‐party ties. Two provider agencies’ common ties with the NAO may undermine knowledge sharing because of resource competition. In contrast, a dyad's common ties with a peer agency may boost knowledge sharing as a result of social cohesion. Finally, the author posits that third‐party ties moderate the relationship between strong ties and knowledge sharing. These hypotheses are examined in a mental health network. Quantitative network analysis confirms the strong tie and third‐party tie hypotheses and provides partial support for the moderating effect of third‐party ties. The implications for public management, including the implementation of HealthCare.gov , are discussed.  相似文献

A large body of research focuses on the institutional factors that shape country‐level corruption and the effectiveness of macro‐level anticorruption measures; however, corruption at the individual level remains understudied and thus poorly understood. This article examines the underlying causes of and mechanisms through which individual government bureaucrats engage in corruption. The researchers develop a framework that incorporates intrinsic motivations, work‐related opportunities, and work‐related well‐being to test the ways in which these micro‐level factors shape bureaucrats' propensity to engage in corrupt behaviors (or corruptibility). Using survey data from more than 1,300 Chinese public employees, the authors identify direct and indirect effects on corruptibility and discuss theoretical and practical implications.  相似文献

Discretion used to be considered a feature of individuals, but growing literature shows that it has collective features as well. To develop an understanding of the individual and cooperative work of inspectors in using discretion and the discretionary room granted to them, we compared two inspectorates: the Care Quality Commission (CQC) in England and the Joint Inspectorate for Youth (JIY) in the Netherlands. Our analysis reveals that inspectors engage with colleagues, managers, and stakeholders to include other perspectives, gain mandate, and broaden their repertoire. At the CQC, inspectors use their discretion collectively; on their own initiative, they involve others in balancing and interpreting rules to reach judgments. At the JIY, teamwork is central and regulatory teams are granted collective discretionary room. We argue that collective work permits both responsiveness and consistency. In studying the judgments of inspectors and other street‐level bureaucrats, it is vital to look at collective work and how it combines consistency and responsiveness.  相似文献

Research on social movement outcomes focuses on the publicly visible stages of government policymaking. It rarely opens the black box of government's translation of movement demands beyond the agenda‐setting stage and before their materialization into legislative bills. Using a bureaucratic politics perspective, we suggest that bureaucrats play a central role in translating movement agendas into concrete problems and policy solutions, which they tend to link with their bureaus' missions and existing programs. We further suggest that relative consensus among bureaucrats when coupled with politicians' disinclination to intervene in the translation process tends to advantage conservative interpretations of movement agendas. Conversely, interbureau confrontation and political intervention are associated with more radical policy responses. Empirically, we examine the responses of the Israeli government to the large‐scale mobilization, in 2011, surrounding the rising costs of housing and living. We build on archival research and interviews with senior bureaucrats located in 11 central‐government ministries.  相似文献

Passage of the Patient Protection and Affordable Care Act (ACA) has served to refocus attention on the complexity of health care delivery in the United States, with particular attention to concepts of quality, access, and outcomes. This article argues that our understanding of the ACA must be informed by an examination of policy implementation in health care, including the core public function of emergency medical services (EMS). Key concepts of implementation in frontline service—notably, rule abidance and deviation—are examined from the perspective of street‐level EMS workers. Results indicate that the intersection of rules, patient needs, and professional culture creates instances of both rule abidance and deviation, both of which contribute substantively to concepts of quality in a health care setting.  相似文献
