This paper investigates the extent to which technology used to automate household responses to time‐of‐use pricing for electricity leads to higher energy savings than simply providing households with information on current prices and quantities. Using a large randomized field trial, we find that informed households with “smart” thermostats achieve impressive reductions in consumption during on‐peak periods of up to 48 percent, but also engage in substantial load shifting to off‐peak hours. We also document the extent to which household responses to time‐of‐use pricing are heterogeneous and vary significantly by demographics, weather, and across the usage distribution.  相似文献

In 2015, Jean‐Jacques Dordain retired as director general of the European Space Agency (ESA). This is Europe's NASA and includes a host of sovereign nations that differ in language, culture, economics, and politics. As ESA’s director general, Dordain pulled together a disparate and often quarreling group of countries and got them moving in the same direction. Billions of dollars were involved in a sequence of large‐scale, complex spaceflights. Successes far surpassed failures. Dordain stated that if there is one area of administration about which ESA could teach the world, it is “that of international cooperation. Very simple—it's because ESA is an institutional cooperation venture.” In this Administrative Profile, Dordain comments on the issues he faced in guiding European cooperation as well as relations with the United States and other countries.  相似文献

Scholars and practitioners have always been dogged by problems that are so complex that no practical solution appears to be possible. These have been referred to in the academic literature as “wicked” problems. However, it is possible that a problem’s “wickedness” depends in part on its context and on the vantage point of the observer, meaning that at least some aspects of wickedness can be thought of as being relative rather than absolute. In this article, the complex policy problem of gun control is examined across multiple national contexts to show how a problem that is perceived as being wicked in one jurisdiction can be seen as manageable in another.  相似文献

It is well established in the public management literature that boundary spanners – people or groups that work across departments or sectors – are critical to the success of whole of government and joined‐up working. In studying recent unprecedented change to central government agencies in the Australian context, our research identified that intra‐departmental boundary spanners also play a critical role in the functioning of government departments, particularly during restructuring. Although most contemporary literature in public management concentrates on boundaries across formal organisational entities (departments, agencies, sectors), boundaries also exist within departments. Our research has found that without dedicated intra‐departmental boundary spanners, significant role confusion and dysfunctional practices arise. In turn, this has serious implications for the quality of policy advice given to Cabinet. Further research needs to be undertaken into both the role of intra‐departmental boundary spanners and how to nurture and manage the practice of intra‐departmental boundary spanners. This is especially the case if changes in Australia represent a fundamental shift more broadly in the way central government agencies operate.  相似文献

Governments frequently develop policies that are strategic in nature. Strategic issues at the national level are those requiring long timeframes for impact, coordinated approaches across multiple tiers of government, are cross‐sectoral, and require systemic approaches to design and implementation. Yet the process of how national strategic polices are developed and implemented in Australia is unclear, and largely unattended in the literature. This paper provides a foundation to understanding the characteristics of strategic polices and approaches to their development. Five national policies are compared (National Competition Policy, National Strategy for Ecologically Sustainable Development, the Strategic Roadmap for Australian Research Infrastructure, Australia in the Asian Century, and the National Food Plan) and discussed. An analytical framework is constructed and key attributes of strategic policy identified.  相似文献

This article studies the ideational underpinnings of the UK Coalition government's ‘liberal conservative’ foreign policy. It begins by suggesting that an Iraq‐centric account of Blair's foreign policy suggests a grand vision on the prime minister's part that was lacking from his earlier foreign policy adventures, which relied on a more conventional form of British statecraft. The second section contends that the Gordon Brown years 2007–10 and, since the end of New Labour, Coalition foreign policy, can be seen as a response both to the substance and style of Blair's highly personalised stewardship of foreign policy post‐9/11. The war on terror and the invasion of Iraq were accompanied by a seemingly open‐ended democracy promotion around the globe which was quite out of character with past British practice. The article argues, therefore, that under Brown and Cameron cautious pragmatism has tended to win out over the proclamation of grand strategic ambition.  相似文献

In recent years, much research has been conducted on the relationship between public service motivation (PSM) and various outcomes, including job satisfaction. This article presents a meta‐analysis aggregating the effects of PSM on job satisfaction. Meta‐regression analysis is used to assess the impact of numerous study characteristics and to identify potential issues of publication bias. The findings, based on 28 separate studies, show no evidence of publication bias and support the positive relationship between PSM and job satisfaction. Furthermore, the results support the importance of providing individuals with the opportunity to serve the public within this relationship. Given the organizational benefits that can be derived from improved job satisfaction and the focus of PSM research on its implications for job satisfaction, these findings are of interest to both academics and practitioners in the field of public administration.  相似文献

On 10 October 2012, the United States Anti‐Doping Agency published an investigative report on the use of performance‐enhancing drugs by professional cyclist Lance Armstrong. The report paints a disconcerting picture of the doping program that Armstrong and his US Postal Service professional cycling team managed to carry out for several years, despite being subject to many inspections. It contains a wealth of unique empirical data, including a large number of affidavits. In this article, we use this data to answer the question of how Armstrong was able to prolong prohibited behavior. In doing so, we focus in particular on the interactions between Armstrong and the many doping inspectors he encountered. Our analysis results in a variety of answers to this question. First, inspectors were confronted with an inspectee who behaved as an “amoral calculator” and acted strategically. The strategies of inspectors were not adequately attuned to such behavior. Second, the team's internal professional control was neutralized by various factors, including its strict hierarchy and the many friendships within the team. And, finally, the environment created strong incentives to start doping and subsequently deny doing so. We argue that the dynamics underlying doping necessitate a combination of measures to regulate the use of performance‐enhancing drugs in the field of professional cycling and beyond.  相似文献

More than a decade after the first introduction of the e‐government policies, early enthusiasms on its immediate benefits on the quality of democracy have undergone critical review. E‐government implementation worldwide has proved that technology alone does not necessarily provide more access and more participation. Massive technological intervention is not enough for reinventing government online. Hence, other variables should be taken into consideration. Factors concerning political culture, cognitive frames and mentality, administrative traditions, as well as the country‐specific peculiarities play a relevant role in determining if and how e‐gov initiatives can succeed or fail. In this article, it will be argued that any opportunity and push for change and actual influence on administrations, governments, and societies, prompted by the new technologies, should endure important variables of political, social, and cultural nature. The political and socio‐cultural variables then overcome the technological one and we can state that politics (still) determines (e‐)policy.  相似文献

While public value theory has emerged to offer important insights into the evaluation of social enterprises, little is known about the origins of public value failure and even less about the role that organizations and public policy play in creating public value failure. Accordingly, this analysis explores the origins of public value failure using examples from for‐profit higher education. A selection of organization and public policy concepts are integrated into a public value mapping framework to develop a theoretical basis for public value “failure drivers.” In addition to advancing public value theory, an understanding of the origins of public value failure and the role of failure drivers has important implications for the design of public value–maximizing strategies and institutions.  相似文献

The theory of action upon which high‐stakes accountability policies are based calls for systemic reforms in educational systems that will emerge by pairing incentives for improvement with extensive and targeted technical assistance (TA) to build the capacity of low‐performing schools and districts. To this end, a little discussed and often overlooked aspect of the No Child Left Behind Act (NCLB) mandated that, in addition to sanctions, states were required to provide TA to build the capacity of struggling schools and Local Education Agencies (LEAs, or districts) to help them improve student achievement. Although every state in the country provides some form of TA to its lowest performing districts, we know little about the content of these programs or about their efficacy in improving student performance. In this paper, we use both quantitative and qualitative analyses to explore the actions taken by TA providers in one state—California—and examine whether the TA and support tied to California's NCLB sanctions succeeds in improving student achievement. Like many other states, California requires that districts labeled as persistently failing under NCLB (in Program Improvement year 3, PI3) work with external experts to help them build the capacity to make reforms that will improve student achievement. California's lowest performing PI3 districts are given substantial amounts of funding and are required to contract with state‐approved District Assistance and Intervention Teams (DAITs), whereas the remaining PI3 districts receive less funding and are asked to access less intensive TA from non‐DAIT providers. We use a five‐year panel difference‐in‐difference design to estimate the impacts of DAITs on student performance on the math and English language arts (ELA) standardized tests relative to non‐DAIT TA during the two years of the program intervention. We find that students in districts with DAITs perform significantly better on math California Standards Tests (CSTs) averaged over both treatment years and in each of the first and second years. We do not find evidence that students in districts with DAITs perform higher on ELA CSTs over the combined two years of treatment, although we find suggestive evidence that ELA performance increases in the second year of treatment relative to students in districts with non‐DAIT TA. Ordinary least squares (OLS) regressions that explore the association between specific activities fostered by DAITs and changes in districts’ gains in achievement over the two years of treatment show that DAIT districts that report increasing their focus on using data to guide instruction, shifting district culture to generate and maintain high expectations of students and staff, and increasing within‐district accountability for student performance, have higher math achievement gains over the course of the DAIT treatment. In addition, DAIT districts that increase their focus on ELA instruction and shift district culture to one of high expectations have higher ELA achievement gains than do DAIT districts that do not have a similar focus. © 2012 by the Association for Public Policy Analysis and Management.  相似文献

As police officers have become increasingly common in U.S. public schools, their role in school discipline has often expanded. While there is growing public debate about the consequences of police presence in schools, there is scant evidence of the impact of police on student discipline and academic outcomes. This paper provides the first quasi‐experimental estimate of funding for school police on student outcomes, leveraging variation in federal Community Oriented Policing Services (COPS) grants. Exploiting detailed data on over 2.5 million students in Texas, I find that federal grants for police in schools increase middle school discipline rates by 6 percent. The rise in discipline is driven by sanctions for low‐level offenses or school code of conduct violations. Further, I find that Black students experience the largest increases in discipline. I also find that exposure to a three‐year federal grant for school police is associated with a 2.5 percent decrease in high school graduation rates and a 4 percent decrease in college enrollment rates.  相似文献
