Across sub-Saharan Africa, the promise of 'informational development' is proclaimed. The global governance of intellectual property rights (IPRs), however, currently structured through the Trade-Related Aspects of Intellectual Property Rights (TRIPs) agreement and overseen by the World Trade Organisation (WTO), makes much software expensive to deploy. There is an alternative: open-source and/or free software ameliorates many of the cost problems countries in Africa have anticipated as they have changed their laws to protect IPRs; using non-proprietary software will enable them to deploy extensive computerisation without making large payments to suppliers from the developed countries. By escaping the TRIPs' trap, many Africans will be better able to enjoy the potential benefits of 'informational development'.  相似文献

ABSTRACT

A growing number of governments will consider and even choose to migrate to an alternative operating system that uses Free/Open Source Software (FOSS). This research examines why governments choose to migrate and what factors affect implementation. Drawing on a comparative case study of four cities, I find that governments decide to migrate for a range of factors, but are driven more by democratic values such as independence and self-determination than by a desire to cut costs or save money. I also find that implementation is affected by a variety factors but in particular by information technology's place within a city's organizational structure.  相似文献

As part of the Open Government Initiative, the Barack Obama administration has called for new forms of collaboration with stakeholders to increase the innovativeness of public service delivery. Federal managers are employing a new policy instrument called Challenge.gov to implement open innovation concepts invented in the private sector to crowdsource solutions from previously untapped problem solvers and to leverage collective intelligence to tackle complex social and technical public management problems. The authors highlight the work conducted by the Office of Citizen Services and Innovative Technologies at the General Services Administration, the administrator of the Challenge.gov platform. Specifically, this Administrative Profile features the work of Tammi Marcoullier, program manager for Challenge.gov , and Karen Trebon, deputy program manager, and their role as change agents who mediate collaborative practices between policy makers and public agencies as they navigate the political and legal environments of their local agencies. The profile provides insights into the implementation process of crowdsourcing solutions for public management problems, as well as lessons learned for designing open innovation processes in the public sector.  相似文献

This article examines the institutional factors that influence the implementation of open data platforms in U.S. cities. Public management scholarship has argued that governance can be transformed by new information technologies that improve transparency and engagement, reduce administrative costs, and support performance management systems. However, this argument ignores key risks for administrators, as well as institutional and political obstacles that can thwart implementation. This article uses hierarchical negative binomial regression to analyze the organizational and institutional features influencing implementation in more than 1,500 departments across 60 cities. Department type and administrative capacity are strongly associated with the number of open data files available, while city-level institutional characteristics and administrative capacity are not significant factors. Municipal demographics are also identified as a factor, suggesting a potential demand-side influence from wealthy and technologically proficient residents. Evidence for Practice
  • The implementation of open data policies benefits from targeted approaches at the department level rather than uniform, citywide objectives or requirements.
  • City executive-level positions such as chief data or information officers are not necessarily associated with successful implementation, measured by the number of open data files made available.

This paper explores whether an individual’s news source can explain their attitudes on immigration. We focus on the Spanish-speaking population in the U.S., since they have the option of accessing their news in English, Spanish or in both languages. Our audience influence hypothesis predicts that Spanish-language news will cover immigration in a more positive and informative manner than will English-language news. Thus, Latinos who use Spanish-language news may have a higher likelihood of possessing pro-immigrant sentiments than Latinos who only use English-language news. Content analysis of Spanish and English-language television news segments reveals variations in the tone and substance of these news outlets. Analysis of Latino survey respondents indicates that immigration attitudes vary by news source. Generational status also influences Latinos’ immigration attitudes, though its impact is not as great as one’s news source.
