面对百年未有之大变局,治理韧性作为社会风险治理的新视角愈加成为学界及政府界高度关注的话题,然而,无论是在学术研究还是公共政策实践中,由于缺乏对治理韧性的理论溯源、概念辨析与场域锁定等的准确甄别,因此产生了治理韧性本质内涵解读差异化、形式外延界定多样化的认知分歧。本研究尝试将治理韧性置于新时代中国社会治理的特定场域中,揭示了“调适有度”是社会治理韧性的本质,权力限度、结构密度、价值温度与目标精度是识别社会治理韧性的维度坐标。提升社会治理韧性,必须从授权赋能、社会凝聚、共同富裕、敏捷治理等方面促进社会治理体系的有效调适,从而增进新时代中国社会治理的有效性。  相似文献

The study of masculinity, particularly in peacebuilding and transitional justice contexts, is gradually emerging. The article outlines three fissures evident in the embryonic scholarship, that is the privileging of direct violence and its limited focus, the continuities and discontinuities in militarised violence into peace time, and the tensions between new (less violent) masculinities and wider inclusive social change. The article argues for the importance of making visible the tensions between different masculinities and how masculinities are deeply entangled with systems of power and post-conflict social, political and economic outcomes. An analysis of masculine power within and between the structures aimed at building the peace in societies moving out of violence is considered essential. The article argues for an analysis that moves beyond a preoccupation with preventing violent masculinities from manifesting through the actions of individuals to considering how hidden masculine cultures operate within a variety of hierarchies and social spaces.  相似文献

By most measures, entrepreneurship education and research is flourishing in business schools today. Classes abound and students are keen to take them. The number of business school professors identifying themselves as focused on the study of entrepreneurship has also soared. Yet, the meaning and scope of entrepreneurship as it has come to be defined, taught, and studied in business schools over the last three decades is remarkably narrow, largely divorcing entrepreneurship from its economic and social context and from its relationship to processes of change in the market economy. In short, entrepreneurship as it is understood in business schools today has largely lost its raison d’etre as the engine of change in capitalist economies. This paper examines the origins of the splintering of entrepreneurship education from the study of capitalism and highlights a set of intellectual and educational problems this has created.  相似文献

if a party system is really a system, i.e. a set of objects with relationships between the objects and between their attributes, and not simply an unordered set of political parties, then it is a vital problem in party research to identify the systems properties of this kind of system. We argue that the semantically relevant properties of the party systems in European democracies may be derived from the observational outcome of the operation of a party system, i.e. the national elections since the introduction of democratic procedure. Thus we arrive at five systems dimensions: functional orientation, fractionalization, radical orientation, polarization and volatility. The problems of party system change and stability are analysed by estimating the occurrence of trends and fluctuations over time in these party system dimensions for the set of European democratic party systems. The finding is that the widely accepted thesis of stability in European party systems is not corroborated.  相似文献

Germany's refusal to pursue active integration policies for three decades has unleashed surprising do-it-yourself-integration processes among migrant communities, as demonstrated by dramatic changes in the Turkish ethnic economy since 1990. This study embeds these developments in an analytical framework linking economic enclaves and urban citizenship. Initially motivated by structural unemployment and social exclusion, guestworkers and their offspring are turning to self-employment, not only adding new jobs to an otherwise moribund national economy but also promoting urban revitalization in cities like Berlin, Frankfurt and Cologne. The study outlines generational differences within the Turkish-German community, ascertaining that third-generation ethnics are more likely to start businesses outside the food sector and more willing to embrace FRG citizenship. It describes the size and scope of ethnic enterprises across Germany, followed by a treatment of women entrepreneurs in Berlin. Ethnic associations indirectly foster “participatory” consciousness among males, but women tend to identify directly with the society that offers opportunities not available to them in the purported Turkish homeland. Instead of producing “parallel societies” (as German politicians often insist), ethnic businesses and local community involvement are crucial in bridging majority and minority cultures, on the one hand, and in granting Turkish entrepreneurs top-level access to state policy-makers—even without the formal rights of citizenship.  相似文献

The government acknowledged scandalously poor care of long‐stay patients in National Health Service (NHS) hospitals in 1969. This followed the Ely Hospital inquiry, which emerged in the aftermath of revelations of abuse at seven hospitals described in Barbara Robb's book Sans Everything: A Case to Answer (1967). Allegations in Sans Everything and at Ely were similar. However, the inquiry committees which investigated, ‘disproved’ those in Sans Everything and upheld those at Ely. The Ely inquiry became pivotal to NHS policy reform for long‐stay mental illness and mental handicap hospitals, and for giving patients and their families a greater voice if they had concerns about inadequacies. This paper explains the relationship between Sans Everything and ‘Ely’ and analyses the impact of Robb's work—her high‐profile press campaign, networking, and determination to achieve improvement—which triggered revelations at Ely and elsewhere, and helped shape the course and constructive outcome of the Ely inquiry.  相似文献

This article presents a conceptualframeworkofpublic entrepreneurship. Public entrepreneurship is defined as the generation ofa novel or innuuative idea and the design and implementation of the innovative idea into publicsector practice. 从理论看,政治监督是与特定政治制度相适应并为其服务的制度安排,遵循权力制约监督的内在生成逻辑,推动掌握和行使权力的权力机构及其成员聚焦党的政治属性、政治使命、政治目标、政治追求,着力发现并纠正政治方面的突出问题,确保党的政治纲领、政治路线、政治目标的贯彻执行和有效推进。从历史看,政治监督古已有之,中国古代通过监察官员执行法令、忠诚履职,达到去疴除弊、整肃纲纪、彰善瘅恶、稳定朝政的目标;西方社会通过分权和制衡来遏制权力滥用、维护公民权利、保证政体稳定;社会主义国家的无产阶级政党通过加强政治建设,完善党内监督,保证人民当家作主,实现党和国家长治久安。从实践看,近年来的实践探索成效初显,但是在政治监督的认识、定位、方法及人员队伍能力素质方面存在薄弱环节,还需持续探索政治监督的有效路径。  相似文献

State attorneys general act as politicalentrepreneurs because they aggressively seek out market failuresin society to justify stronger regulation. Their motivationto serve the public comes from the fact that they are electedin 43 states and the office is often used as a springboard intohigher political office. ABSTRACT

Over the last three decades, organizations worldwide have used corporate entrepreneurship (CE) as a means of building new competencies, revitalizing operations, achieving renewal, and/or creating value for stakeholders. However, little is understood about factors triggering corporate entrepreneurship strategy (CES) within organizations not driven by profit motives. The purpose of this article is to conceptualize CES in the public sector in order to synthesize, integrate, and link the key concepts within the CE domain, thereby creating new public value and generating new economic activity for the benefit of multiple stakeholders. The public sector CES model includes (1) the antecedents of public sector CES (external environmental conditions that generate entrepreneurial activity); (2) the key components of CES (entrepreneurial strategic vision, organizational conditions that support entrepreneurial processes and behavior, entrepreneurial orientation (EO) that reflects the overall level of such processes and behavior, and individual levels of entrepreneurial behavior); and (3) outcomes of CES within the public sector (organizational outcomes resulting from entrepreneurial actions, including the development of venturing and renewal that, in turn, leads to enhanced public value). We discuss how our model contributes to the CE literature, followed by implications for scholars and practice and future research directions.  相似文献

当今中国爱国主义研究的伦理-政治范式难以回答"一般民众的爱国主义状况究竟如何"等问题,而需要向实证研究的范式转型。基于2007和2012年"全国公众价值观状况调查"数据的探索性研究发现,我国受访对象总体上有较高的爱国主义水平,男性、低年龄组和单身群体更高;在阶层差异上,"小学以下"阶层、"高收入"阶层和"下层群众"的爱国主义水平偏低;爱国主义精神越强,对工作重要性、生活幸福感、人际信任、人际公正感受、政治重要性、政治兴趣、民主状况、越轨拒斥、我国尊重人权以及环保意识等越表示肯定。最后讨论了研究意义与不足。  相似文献

Abstract

When selecting among competing applicants for rehousing in social rented property, the perceived wisdom in Britain since the 1940s has been to award priority to households in the greatest housing need. “Need” is often defined in highly complex ways. However, a shift has occurred in local authority and housing association rehousing policies away from allocations made solely on the basis of need. This shift comes in response to the changing context in which social rented housing has operated in the past 15 years and to perceived weaknesses in needs‐based systems. Present policies are designed to address wider objectives, including developing stable communities and minimizing housing management problems.

This article examines these policy changes and the extent to which local housing allocations are used to address not only individual household needs, but also the concerns of local communities and wider housing management issues.  相似文献
