Any shifting of responsibilities from the state or federal governmentsto local governments would fall mostly on the shoulders of general-purposegovernments, namely, cities (municipalities) and counties. Thisstudy explores city and county revenue decisions associatedwith general funds—the governmental fund most likely tobe affected by state requirements for greater local financingresponsibility for new or devolved programs. The results suggestthat state control over local revenue authority affects decisionsregarding the imposition of financial burdens on residents,and that intergovernmental aid to cities and counties does notnecessarily mitigate those burdens. Despite evidence of healthyfinancial reserves, especially for cities, shifting responsibilitiesfrom the state to city or county governments could place citiesand counties in difficult fiscal positions. Given the importanceof own-source revenues to current budgets, and in view of thequestionable impact of intergovernmental aid on city and countyresidents' revenue burdens, questions persist about the abilityof city and county governments to maintain (and, if necessary,to expand) services during economic recession.  相似文献

Given local, regional, national, and global events of the last few years and the ever-increasing service roles and expectations of county governments, American counties warrant greater scholarly attention. To guide researchers, the research agenda published in this journal 15 years ago has been refined and expanded. This 11-point agenda includes fiscal capacity and responsibility; the role of structure, politics, and political participation; intergovernmental relations and networking; professionalism; service delivery; environmental issues; population changes; managing conflict and promoting integration; terrorism and security; information technology; and economic development. In addition, five database concerns and needs that pose significant challenges to researchers are identified and presented for consideration.  相似文献

Scholars and practitioners agree that homeland security policy implementation is contingent on a strong system of intergovernmental relations. The responsibilities associated with the homeland security mission, often mandated, cut across federal, state, and local boundaries. Local-level stakeholders are especially important players in the implementation process. This article presents a local perspective on the way intergovernmental relations have changed—and the reasons for those changes—since 9/11. Results of a survey of county and city officials in Florida provide evidence that intergovernmental cooperation has improved as a result of federal and state mandates. These results are refined by an analysis of the effects of specific local characteristics and the quality and quantity of vertical and horizontal networks on intergovernmental cooperation and local preparedness. Homeland security appears to be a policy area in which mandated cooperation and coordination—in a time and place of urgency—have actually strengthened the intergovernmental system.  相似文献

This article presents the findings of research on the implementationof intergovernmental mandates. A framework is developed fromempirical and theoretical work in conflict management to assessthe response of government actors in the implementation of aspecific mandate—North Carolina's Solid Waste ManagementAct of 1989. Our expectation is that the imposition of a mandateby the state on local governments would produce conflict andcontention, especially if the mandate is not accompanied byfunding. However, this study indicates that state and localgovernments may be able to overcome a single-minded concernfor their own interests and take on a problem-solving attitudeduring the implementation process. In addition, evidence indicatesthat county governments that take a problem solving approachare more likely to achieve the intended policy outcomes, producingthe potential for win-win results for the state and its counties.  相似文献

The homeland security mission has placed many new demands onthe U.S. system of federalism. The successful implementationof homeland security policy requires cooperation among all levelsof government—federal, state, and local. Regionalism offersa powerful tool for encouraging greater intergovernmental cooperationand improved homeland security preparedness. We assess the impactof regionalism on intergovernmental cooperation and the implementationof the homeland security mission in Florida, an early proponentof the regional approach. From a regional perspective, we evaluatehow intergovernmental complexity, the quality and quantity ofintergovernmental networks, and security vulnerabilities contributeto perceived improvements in intergovernmental cooperation andhomeland security preparedness. The results of a 2004 mail surveyof city and county officials suggest that regional organizationalstructures are most effective in promoting intergovernmentalcooperation and preparedness where the intergovernmental landscapeis the most complex and where security vulnerabilities are themost intense.  相似文献

This article examines the consequences of local government complexityon county revenue decisions in fourteen Texas counties comprisingthe Dallas-Fort Worth and Houston metropolitan areas. Thereare significant differences in the configuration of local governmentsin the two areas traceable to when cities, school districts,and special districts were created. County revenue decisionsare also affected by the different configuration of governmentsin the two areas. These findings challenge the conventionalwisdom that states create local governments. Local choices areinstrumental in shaping local government complexity. What government-typesare chosen, and when, produce distinctive patterns of governancefrom one metropolitan area to the next, even in the same state.Consequently, reforms aimed at making the county the "localgovernment of the future" would require perhaps insurmountablechanges in state and local structures  相似文献

Like most public managers nowadays, local emergency managers operate within complex, uncertain environments. Rapid changes in the scope and severity of the issues increase the extent of intergovernmental collaboration necessary to address such challenges. Using a large data set of county emergency management agency directors, variations in intergovernmental collaboration reflect influences from problem severity, managerial capacity, and structural factors. The results demonstrate that public managers who perceive problems as severe, possess specific managerial skills, lead high‐capacity organizations, and operate in less complex agency structures collaborate more often and more effectively across governmental boundaries.  相似文献

This article explores the role of intergovernmental institutions in domestic policy formation by investigating the extent to which these institutions substantively influence domestic policy choices. It does so by utilizing a rational choice institutionalist approach that focuses on the constraints and incentives created by intergovernmental rules and how these constraints and incentives do or do not influence eventual government policy decisions. The veto player concept is used to highlight some of the most important constraints and incentives, as well as to differentiate among various types of intergovernmental institutions. The cases examined involve water diversion regulation in the Great Lakes Basin and the three distinct intergovernmental institutions that have been created in this area: the International Boundary Waters Treaty, the Great Lakes Charter, and the Water Resources Development Act. The evidence suggests that intergovernmental institutions can matter in the development of domestic policy, but only those that include veto players as part of their institutional design.  相似文献

While attention has been paid to a few cities and counties exhibiting effective performance measurement systems, most U.S. local governments have been active in the development and use of performance measurement for several decades. This research examines the effects of performance-measurement information on budgetary decision making, communication, and other operations of U.S. local governments. Data are drawn from a national survey of city and county administrators and budgeters that included nearly 300 governments. Findings indicate the use of performance measurement by local departments is pervasive, although survey respondents are less enthusiastic about measurement effectiveness. Study results show subtle distinctions between city and county officials in their use of performance measurement for budgetary purposes and processes. Research findings indicate the consistent, active integration of measures throughout the budget process is important in determining real budget and communication effects in local governments.  相似文献

This paper reexamines whether fiscal decentralization constrains Leviathan government. Using panel data for Pennsylvania, we compare actual property tax rates to the Leviathan revenue-maximizing rates for municipalities, school districts, and counties. Using spatial econometric methods we also estimate the degree of spatial dependence at the three levels of local government. We find that fiscal decentralization results in stronger intergovernmental competition and lower tax rates. We also find evidence of collusion among school districts that exhibit high interdependence but also high tax rates. This calls into question the current literature??s blind use of spatial dependence as a measure of intergovernmental competition.  相似文献

Changes in the United States federal system mean that managers must operate by taking into account multiple interacting governments and nongovernmental organizations; dealing with numerous programs emanating from Washington and state capitols; and engaging in multiple intergovernmental transactions with an expanding number of intergovernmental instruments. Four models of management within this changing system are identified. The top-down model emphasizes executive-branch control and is embedded in enforcement and exchange related to the laws, regulations, funding rules, program standards, and guidelines associated with federal/state grant, procurement, and regulation programs. The donor-recipient model emphasizes mutual dependence or shared program administration, where two-party bargaining or reciprocal interactions among government officials is the norm. The jurisdiction-based model is defined by the initiated actions of local officials and managers who seek out program adjustments and other actors and resources to serve the strategic aims of their governments. The network model highlights the actions of multiple interdependent government and nongovernmental organizations pursuing joint action and intergovernmental adjustment. Although the first two models are long-standing and the latter two are emergent, all appear to be alive and well on the intergovernmental scene, posing complex challenges for public managers.  相似文献

This article examines how monitoring mechanisms embedded in interlocal agreements (ILAs) are associated with vertical and horizontal intergovernmental relations. The authors hypothesize that ILAs established by local governments with higher‐level governments are likely to rely on a clearly specified set of rules to establish an administrative structure, whereas ILAs established by local governments with other local governments rely on associational benefits to ensure that policy preferences are aligned across multiple political boundaries. The article examines ILAs established by small town, county, and municipal governments in Denton County, Texas, for the provision of emergency medical, police, and fire services. Findings show that more than half of the ILAs specified a financial reporting system, but an almost equal percentage did not contain features requiring financial records to be available for audit by a third party. Quadratic assignment procedure correlation analysis confirmed the presence of cross‐monitoring mechanisms and showed that the patterns of ILAs tend to cluster around a geographic space.

城市群政府间合作困境是困扰城市群一体化的主要问题.长株潭(长沙、株洲、湘潭)城市群在一体化过程中,政府间合作受到政治绩效竞争、政府"经济人"部门、经济社会发展差距、府际协调与合作落后等诸多因素制约.但是,经济一体化、上级战略和惠民效应等因素又将继续形成动力,客观上要求政府间形成可行的合作机制,破解当前困境以带来城市一体化的共惠共利.运用府际管理的基本理论,结合中国政治行政体制的特点,提出以构建政务环境、经济环境、生态环境和信息环境为基础平台的网状政府合作模式,其中特别强调从制度设计的角度来制约政府的毁约和不合作行为,要求政府间合作项目必须由以"法规、监督、激励"思想为核心的制约制度来保证实施.这种合作机制是解决当前省域内城市群政府间合作问题的一种新思路,在不实行政治和行政一体化的前提下,可以有效地实现城市群公共事务的合作,并且降低不履行契约和不合作的风险.  相似文献

This article examines the fiscal consequences for twelve, smallOregon cities of recent changes in federal and state intergovernmentalrevenue policies. Many small local governments have experienceddouble revenue reverses in recent years—reductions inown-source revenues because of economic decline as well as decreasesin intergovernmental revenues, especially federal aid. The twelvesmall cities are compared with all 241 cities in Oregon andthe 136 Oregon cities in the 1,000 to 49,999 population range.Using aggregate and interview data, a major finding is thatalthough stabilization and/or decline in federal-state revenuesharing and entitlement program funds have accentuated difficultlocal revenue situations, economic decline has been the moreimportant contributor to the fiscal stress of the twelve smallmunicipalities. Most of the twelve cities had limited fiscalcapacity—as indicated by low assessed property valuations—makingit difficult to produce sufficient revenue to meet basic publicservice needs. These cities were also unable to get citizenapproval of increases in property taxes.  相似文献

An FBI investigation of county purchasing activities in the mid 1980s resulted in the conviction of 55 of Mississippi's 410 county supervisors. Analyzing data from the state's 1987 county supervisor elections and hypothesizing that candidates' demands for votes increase as the gains from holding public office increase, we predict larger voter turnouts in the 26 of the state's 82 counties where supervisor corruption was exposed. Holding constant average voter turnout in the preceding U.S. presidential election and controlling for the competitiveness of supervisor races, we find that more Mississippians indeed voted in corrupt than in non-corrupt counties.  相似文献

Analysis of the probable effects of ending the prohibition against sovereign national extraterrestrial territory in the Outer Space Treaty points to large increases in the total territories of a small number of spacefaring states as they compete in a succession of annexations that move from celestial body to celestial body. Rather than result in an increased chance of war between spacefaring states—an argument deployed by defenders of the Outer Space Treaty—extraterrestrial annexations would instead reduce its likelihood, both in the near-term because of the mutual vulnerability of human spacecraft and bases, and over the long-term by making spacefaring states less vulnerable to terrestrial warfare.  相似文献

The terror attacks of September 11, 2001, posed a set of security challenges for the nation's cities that the increasingly decentralized federal system was poorly prepared to meet. Although it was generally agreed that domestic security required a close intergovernmental partnership, strong national leadership and support were lacking in creating and guiding this partnership. To make matters more difficult, political considerations in Congress generally trumped the assessment of security risks in the distribution of federal fiscal aid. This article explores the strains in the intergovernmental homeland security partnership, their causes, and efforts to adapt and reform. Despite some progress toward a more rational public administration of homeland security, the partnership still reflects the deficiencies of imperfect federalism.  相似文献

An unfunded expenditure mandate occurs when governments are required to provide a good or service by a higher level of government without an accompanying revenue source. There are no empirical studies providing causal evidence on the fiscal influence of intergovernmental mandates. This article examines Florida's 1990 constitutional Amendment 3, which sought to limit unfunded state mandates on municipal and county governments. The synthetic control method, an empirical technique for drawing causal inferences from case studies, estimates the effect of Amendment 3 on state expenditures and total transfers to local governments. The results indicate that state expenditures increased by an annual average of 9.5 percent, while state transfers to all local governments were unaffected. However, the municipalities protected by Amendment 3 saw intergovernmental revenue from the state decrease by 10 percent annually, which suggests that remaining mandates likely targeted special districts, encouraging the fragmentation of local public service delivery.  相似文献
