The relationship between the U.S.and China needs to be stabilized under a new definition in this post-global financial crisis period.Stability is possible if both sides work hard together to build a "cooperative partnership." On December 17, 2004, after hard negotiations, the European summit finally reached an agreement to launch the negotiations with Turkey on its accession to the EU in October 2005. This is a very important change in the EU's policy towards Turkey. Under the background of so-called "war on terror" and "conflict of civilizations," the EU's above-mentioned decision is especially arresting. Through analyzing the dominant factors in the EU's policy towards Turkey, this paper tries to make a judgment on the future development of Turkish- EU relationship, the prospect of Turkey's accession to the EU and the influences over the development of European integration.  相似文献

In recent times, the Europe-U.S. relationship has witnessed some new changes, as the United States has stepped up its enthusiasm towards the E.U., and the so-called U.S. "return to Europe" has attracted worldwide attention. Against such a backdrop, will the U.S. readjust its "rebalancing strategy" in the Asia-Pacific? Is there any link between the U.S.'s Asian-Pacific strategy and its "retuming to Europe"? Relations between China and the U.S. have been relatively stable for nearly seven years, for the first time since the end of the Cold War. Strategic mutual trust, however, is not enough and there is a long way to go before both countries can achieve a permanent strategic stability. Four problems have prevented stability in bilateral relations, namely structural internal accidental and cognitive issues. The goal of building strategic mutual trust still remains distant, and developing a good understanding between each other is the thorniest problem for both countries. Better mutual understanding can lead to an expansion of bilateral relations. China and the U.S. need to increase mutual trust and work towards achieving strategic stability.  相似文献

Greater East Asia is expected to be the next theatre for world politics. 1 East Asian cooperation is rapidly developing through the channels of ASEAN Plus Three (APT) and East Asia Summit (EAS), both driven by ASEAN. Southeast Asia is a region of diverse states and cultures that brings together all the major powers of the Asian-Pacific in a myriad of strategic interests. It is thus an open arena with the potential for a variety of strategic game-playing, options, and uncertain outcomes.2 In recent years, China's developing relationship with Southeast Asia has undergone a significant shift as the U.S.' distraction elsewhere and neglect of the region have created opportunities for an increased Chinese diplomatic and economic role in Southeast Asia.3 U.S. analysts are concerned about what may lie behind this shift in China-ASEAN relations, how it may affect American interests in the region and how best to react to the changes. Some have expressed concerns that to avoid becoming distanced from the region the U.S. should pay more attention to Southeast Asia, rather than just watching from a distance. This paper attempts to analyze the possible changes of U.S. policy towards Southeast Asia in the current context of East Asian Cooperation and its implications for China.  相似文献

Thanks to an improved external environment and a growing national strength,conditions are ripe for China to shift the focus of its foreign policy from politics/security to the economy.In the long term,China should concentrate solely on becoming a global economic power and not dilute its strategic resources in the pursuit of unrealistic political/security goals.Meanwhile,China should redirect its foreign policy away from the U.S.-led West and towards the developing world.These readjustments should be made according to the distribution of its diplomatic resources,makeup of its diplomatic personnel and with the aim of broadening their horizons and improving their work methods.  相似文献

Deterrence and coercion are two kinds of strategies,the latter being more aggressive than the former.The U.S.Asia-Pacific Rebalancing strategy is an important diplomatic legacy of Obama's administration.For the issues involving the Diaoyu Islands,the South China Sea,cyber security,DPRK's nuclear program,and Iran's nuclear program,the U.S.has carded out military deterrence and non-force coercion against China.But generally,these are low-level coercive measures and distinct from the severe economic sanction and diplomatic isolation imposed by the U.S.on Russia,Syria,DPRK and Iran in recent years.Concerning issues where the U.S.and China hold distinct views,there would be less strategic leeway for the two countries.If the U.S.is to strengthen deterrence and coercion towards China,China can respond more actively and effectively,but it will be more difficult to build a new model of China-U.S.major-country relationship.  相似文献

In the quarter-century since the fall of the Berlin Wall in 1989, the former Soviet Union's disintegration in 1991 and the end of the Cold War,China-U.S. relations have supported the trend of development. The two countries extensively and intensively have engaged in dialogue, close personnel exchanges, unprecedented economic and trade relations, and bilateral coordination on intemational and regional issues. The bilateral relationship has profound influence over the two countries and the world but, while total confrontation and crisis is not on the horizon, there is no guarantee that their future disagreements will not become serious or intractable. In this past quarter-century, the U.S. has repeatedly used and threatened to use force against China, a sign that military conflict between them, even a local or relatively large-scale war, is not out of the question. The U.S. global strategy has not changed, the basic content and goals of the U.S. strategy towards China have not changed, and the nature of the China-U.S. relationship is yet to be defined.  相似文献

Since 1977 with the application of the Fukuda Doctrine to Southeast Asia,successive Japanese governments have continued a regional strategy of development aid.When Japan's massive aid in the 1980s-1990s transferred Japanese manufacturing to Thailand under the "Flying Geese" paradigm intended to help developing countries catch up with developed ones,it was the major external factor in Thailand's economic take-off and contributed to post-Cold War domestic stability in neighboring Laos,Cambodia and Vietnam.Beneficiaries of Japanese development aid,these countries introduced policies of reform and opening to the outside world.The Greater Mekong Subregional Cooperation Projects supported by Asian Development Bank (ADB) were at the hub of that progress.  相似文献

Why this Topic?
In recent years, enthusiasm has been running high among Chinese.scholars for building China-U.S. plus a third party mechanisms, with theother partner taking the form of Japan and South Korea plus other possible candidates. The aim is wider diplomatic dimensions and better interaction with the United States and neighboring countries.1 Some scholars believe that such a trilateral pattern in the form of China-U.S. + Russia, Japan, India and others would serve to dispel strategic mistrust between the two shores of the Pacific Ocean and mend fences among the major Asian powers.2 Others suggest that this paradigm would be significant in easing security dilemmas, reshaping equilibrium and co-managing security issues in the Asia-Pacific region.  相似文献

Washington had all along followed an ambiguity policy over its possible military intervention in a Taiwan contingency. However, recent years have witnessed readjustments towards" "double clarity" of a possible military response in case of a Chinese-initiated use of force and potential inaction in the event of a conflict derived from Taiwanese provocations to change the status quo by seeking de jure independence. In other words, it spells a policy shift toward "dual deterrence," namely to deter the Chinese mainland from using force in seeking national reunification and to deter Taiwan from moving toward de jure independence. To prevent such eventuality, Washington made direct appeal to the Taiwan public to make clear its opposition to Taiwan independence.
The reasons behind the readjustments are not far to seek. They reflect shifts in U.S. strategic focus, changes in its China policy, political developments on both sides of the Taiwan Strait and President Bush's personal disgust with former Taiwan leader Chen Shuibian's cunning tricks.
However, resumption of Cross-Strait dialogue in the wake of the return to power of the Kuomintang (National Party) through the ballot in March may bring about new worries and possible further readjustments in U.S. cross-strait policy after the November presidential elections. Though uncertainties remain, in the pipeline may be an endeavor to prevent excessive cross-strait warmth and a possible tilt of Taiwan to the Chinese Mainland.  相似文献

NATO's "Operation Enduring Freedom" was launched in 2001 under the guise of the fight against terrorism and it is still the defining factor in Afghanistan today.This operation has resulted in more than 10 years of war and a substantial increase in terrorism and drugs production in Afghanistan.An agreement on strategic cooperation between Washington and Kabul aims to create a series of long-term American military bases in Afghanistan even after the withdrawal of U.S.troops planned for 2014.Many countries in the region are unhappy about this move.Such a situation has aroused suspicions that the real purpose of the U.S.' "Operation Enduring Freedom" was simply to perpetuate instability in Afghanistan and the region so as to provide a justification for a long-term U.S.military presence there.
