Abstract

On 23 June 2016, 52% of Britons voted in a referendum to exit (Brexit) the European Union (EU) while 48% opted to remain. This is a watershed moment in world politics, given the implications for the future of the UK, the EU and the rest of the world. This paper uses the case of Brexit to analyse paradoxes of regionalism and democracy. The central question is, what does the case of Brexit suggests about the contradictions of democracy and regionalism in the 21st century? Importantly, what broad lessons may be gleaned from the case for regionalist projects among Commonwealth countries?  相似文献

Abstract

This article critically interrogates claims that a British exit from the European Union (EU) (Brexit) will create opportunities for the UK to escape the EU’s apparent protectionism and cumbersome internal politics in order to pursue a more liberal and globalist trade agenda based on the Commonwealth. Taking a historical view of UK and EU trade relations with the Commonwealth in Africa, the author highlights the way in which the incorporation of the majority of Commonwealth states into the EU’s preferential trading relationships has reconfigured ties between the UK and its former colonies over time. Further, the author suggests that the EU’s recent attempts to realise a vision for an ambitious set of free trade agreements in Africa—the Economic Partnership Agreements—was disrupted not by EU protectionism or internal politics but rather by African resistance to the EU’s liberal agenda for reciprocal tariff liberalisation and regulatory harmonisation. The UK therefore faces a complex challenge if it is to disentangle its trade relations with Africa from those of the EU and to forge its own set of ambitious free trade agreements with African Commonwealth partners.  相似文献

Abstract

The forming of alliances on the international scene has reflected a provisional arrangement in the world economy. Amongst such alliances was the formation of BRICS by the five world economies—Brazil, Russia, India, China, and South Africa into what is commonly known as BRICS. BRICS is considered a joint initiative, aimed at shifting conventional norms in international economic and political cooperation to create a new trans-continental platform for these actors. Each member country in BRICS has, in one way or another, reflected growth either through its economy foreign policy, and developmental pursuit. However, South Africa is portrayed by some researchers as lagging behind, when compared to the other member countries. Hence, this study sought to analyse the potential mediumand long-term implications of South Africa's inclusion in BRICS. The study also aimed to underscore the benefits and risks associated with South Africa's membership in the alliance in the area of development; specifically poverty reduction, foreign policy, trade, and global partnership. The researchers collected secondary data to analytically critique the inclusion of South Africa in the BRICS alliance, its benefits, and shortcomings for development in South Africa, and in Africa as a whole. We argue that as a global player under BRICS, South Africa has opened a new vista of opportunities, including transnational gateways to Brazil, Russia, India, and China, with the attendant inflow of infrastructural and developmental investments, enriching educational exchanges and technology transfers. The article concludes by stressing the need for South Africa and other African countries to formulate policies that will drive meaningful development in their respective countries. The authors recommend that African leaders should come up with innate policies that are Africa-centred, that would incite development internally.  相似文献

Abstract

The continuing ‘global’ crisis has accelerated divergences between regions, especially between the ‘rising’ global South, the European Union (EU) of the PIIGS (Portugal, Ireland, Italy, Greece and Spain) and Cyprus, which belongs to both the Commonwealth and the EU. This article studies the emerging ‘vertical’ divergences between the EU and the global South, especially around the so-called Economic Partnership Agreements, and the parallel ‘horizontal’ divergences among Anglophone, Francophone (the Organisation Internationale de la Francophonie) and Lusophone (the Comunidade dos Países de Língua Portuguesa) Commonwealths, with their inheritance of emulation and competition. It focuses on the possibilities of enhanced human/citizen security to propose an analysis that challenges established perspectives and points towards prospects for Commonwealth ‘schools’ of international relations/development.  相似文献

Abstract

The UK Brexit referendum to leave the EU has created concerns internationally, particularly for countries that have formal trade, aid and investment treaties with the EU and none with Britain alone. The notion of a Commonwealth Free Trade Agreement (FTA) is a non-starter and would bring no benefits to the Caribbean. But, Britain outside the EU deprives the Caribbean of a sympathetic voice on a range of issues, including financial services, and alters the level of official development assistance that will be available from remaining EU members that have no historical relationship with the English-speaking Caribbean. The importance of the UK as a market for their goods and services make it imperative for Caribbean countries to start early ‘talks’ with London so as not to be crowded out by FTAs that the UK will conclude with countries larger and richer than the Caribbean. At the same time, Brexit provides an opportunity for the Caribbean to revisit its unsatisfactory Economic Partnership Agreement with the EU. Caribbean countries need to determine their objectives and take early initiatives to realise them.  相似文献

Although Nigeria has always promoted multilateral diplomacy in the African context, the civilian administration of President Olusegun Obasanjo made it a cardinal objective of its Africa policy. Through his foreign policy speeches, President Obasanjo emphasised the readiness of his administration to play a leading role in African continental organisation – the African Union (AU). Using data collected through the secondary and interview methods, and thematic analysis, this study analyses Obasanjo’s diplomatic outing in the AU. While there were some encumbrances (such as the failure on occasion to make wider consultations within the AU framework and the absence of a well coordinated inter-ministerial approach to project Nigeria’s leadership in the AU), the paper contends that the administration’s diplomacy in the AU was successful. This showed in the role the administration played in shaping the structures that currently define the existence of the organisation. The transmutation of the Organisation of African Unity (OAU) to AU, the recalibration of its peace and security architecture, and the funding of the organisation benefited immensely from Nigeria’s diplomacy under President Obasanjo.  相似文献

ABSTRACT

Strategic partnerships are seen as a means of elevating bilateral relations between two countries, or in the case of the European Union (EU), relations between an intergovernmental organisation and its 10 identified strategic partners. There is a growing body of analysis on the value of these strategic partnerships for the two partner states, yet just what role this partnership has within wider multilateral forums is an area for further discussion. This article explores the role that the EU–South Africa Strategic Partnership plays in shaping engagement between the bilateral partners in multilateral contexts. In reviewing the partnership over the course of its first decade, the article argues that South Africa has increasingly acknowledged its potential value. However, further interrogation on how to manage the complex intersection between bilateral and multilateral relations is called for if the strategic partnership is to be used to optimal effect as a tool of foreign policy.  相似文献

Abstract

Many Turkish and European scholars have been (re)producing texts that praise the normative impact of the European Union (EU) which has helped the political transformation of Turkey. Nevertheless, the recent deterioration of democracy in the country indicates that the EU has been losing its transformative influence on Turkey. This might be regarded as de-Europeanisation. However, this article argues that the conceptual framework of de-Europeanisation can only partially explain the current situation in Turkey and the EU’s impact, and that an analysis based on counter-conduct, as produced by EU governmentality, may provide insight into a subtler dynamic at work in the country.  相似文献

The last decade of the 21st century has so far seen many important elections on the African continent. These elections offer windows for the development of democracy and freedom throughout the continent. The same period has been characterised by a burgeoning population, estimated to be over one billion. The rapid growth in population has fuelled a quick growth in the number of eligible voters. Around the same period, another increase has been under way: evolving new technology penetration in electoral management systems. The introduction of innovative technologies into the electoral management systems (prior, during and post-election) has raised both interest and concerns. This review article provides insights into, and a critique of the role of emerging technologies in Africa’s electoral managements systems. The article taps on some of the best practices of modern technology applications in the electoral process. Some of the areas of focus in this article include constituency delimitation, political party registration, voter registration, voting operations and stakeholder engagements. The discussion denotes a rising recognition and use of new technologies in these areas to improve efficiency, ensure credibility of democratic processes and reliability of election results. The literature engages with a mixture of successes and failures, improvements and challenges, innovations and obstacles in the context of countryspecific electoral systems technological applications.  相似文献

The task of transforming countries affected by conflict towards sustainable peace has been a persistent problem. In response to growing intra-state conflict in the post-Cold War era, it has become the norm to prescribe a cocktail of liberal democracy and free-market economics as a universal formula for building peaceful societies. South Africa, since its post-democratic emergence into global affairs, has also been active in promoting peace in Africa along similar lines. This article embarks on an exploratory qualitative analysis of South Africa’s peacebuilding engagements in the Democratic Republic of the Congo (DRC). It aims to contribute a better understanding of South Africa’s peacebuilding engagements by utilising the DRC case study to point out areas of convergence and dissonance with the dominant liberal model of peacebuilding. The article finds that, although peppered with successes and failures, South Africa does approach peacebuilding in a unique manner. It also calls for a revision of South Africa’s approach, given the varying levels of success in the DRC.  相似文献

Recent debates on Brexit have made several attempts to connect the current situation with Britain’s first attempt to gain entry to the European Economic Community (EEC) in 1961. In both 2016 and 1961, questions were raised about what role the Commonwealth would take and how the relationship with Britain would adapt to their then-entry and current exit of a union with Europe. This article seeks to examine how Canada reacted to Britain’s decision to enter the EEC and sheds light on the vociferous opposition it raised within the Commonwealth. Using both British and Canadian cabinet minutes and Commonwealth memoranda, the article follows the Canadian campaign against British entry to the EEC and its fervent defence of the Commonwealth as an economic-focused community. Ultimately, the Canadian-led protest against British entry into the EEC derived from a fear that Britain would drift from the Commonwealth towards Europe, leading to the complete dissolution of the economic bonds that tie the community together.  相似文献

This article argues that the Commonwealth needs to speak with a distinctive voice on a range of issues confronting the world, failing which it will lose its relevance. This calls for inspirational and strong leadership and a clear focus on the organisation’s charter. Among the concrete proposals suggested by the article for the reinvigoration of the Commonwealth is the establishment of a Commission for Democracy, the Rule of Law and Human Rights inspired by the model of the Council of Europe Venice Commission.  相似文献
